ITEM NO: 123-10-001 & 992-11-006 CONTRACTOR QUESTION 58:
Work Items 123-10-001 Tank and Void Open, Pump, Clean and Gas Free; accomplish & 992-11-006 Onload Fuel and Lube Oil; accomplish
Amendment 0001 provided Government responses to contractor questions. The response to questions 4 and 8 was that the work items “shall be performed as outlined in the specification by the Contractor.”
Response to question 11 states “the intent is to defuel and refuel at the Contractor's facility” and “the Government will not provide fuel and lube oil to be onloaded. The removed fuel and lube oil shall not be reused on USS Shoup.”
Neither work item identifies the quantity of fuel to be removed. Typically, vessels in the Port of San Diego arrive at contractor facility at low suction after fuel off-load at Point Loma. Any removed fuel is off-loaded at Point Loma and the contractor is not required to dispose.
Additionally, contractor cannot purchase F76/DFM as it is a controlled commodity.
Bidder's Questions:
1) Will tanks to be at low suction upon arrival at contractor facility?
2) Please provide quantities and types of fuel onboard so Contractor can fairly estimate disposition.
3) Is the method of disposition for all liquids on the ship the Contractor’s option so long as it comports with all applicable regulations?
4) If contractor is to dispose of fuel, please provide a known location for disposal.
5) Please provide specifications and known source for 630,000 gallons of F76/DFM required in PARA 3.2.1 and 3.2.3 of 992-11-006.
6) Please provide the government fuel/lube oil inspection criteria and procedures for these commodities when loading onboard.
7) Does the government intend to use DLA’s SEA Card program for refueling under existing bunker contracts? If not, why not? A contract vehicle is already established for this precise purpose: http://www.dla.mil/Energy/Offers/Products/GovernmentFuel/SEACard.aspx ?
GOVERNMENT RESPONSE:
1) No, tanks will not be at low suction upon arrival.
2) Work Item 123-10-001 has been updated via Errata 3 to clarify expected fuel amounts.
3) Yes.
4) A known location is not provide because it's at the Contractor's option.
5) This has been addressed in Errata 3. Ship's Force will provide fuel to support the two refueling evolutions.
6) See Errata #3, fuel sample criteria has been removed.
7) See answer to item 5 above.
Please contact Kurt Boyles, Kurt.Boyles@navy.mil and Martha Bello, Martha.Bello@navy.mil to request the Errata.

ITEM NO: 123-10-001 CONTRACTOR QUESTION 59:
Paragraph 3.1.2 directs the Contractor to remove and dispose of compensating liquids.

Please note that there is a substantial difference in disposal costs between the two liquids.
GOVERNMENT RESPONSE:
The ship will not be defueled prior to arrival at the Contractor's facility. The work item has been updated via Errata 3 to clarify expected fuel amounts.
Please contact Kurt Boyles, Kurt.Boyles@navy.mil and Martha Bello, Martha.Bello@navy.mil to request the Errata.

Paragraph 3.10.1 directs contractor to coordinate the filling of each compensating tank with sea water upon completion of work. Is the intent to refill after tank work is complete or PCD?
992-11-006 requires Contractor to partially refill these tanks with fuel after PCD and then completely fill after LOA. Will the government provide a dewater barge and disposal of the comp water that will be displaced during refueling?
Will the government consider deleting the requirement to refill with comp water and refuel with enough fuel to support stability for Hot Plant Testing and stability for undocking? Then complete refueling once waterborne?
This prevents double handling and disposal of comp water at substantial savings to the government.
GOVERNMENT RESPONSE:
Q1: The intent is to refill tanks to support scheduled TLI testing in tanks.

ITEM NO: 857-11-001 and 992-11-001 CONTRACTOR QUESTION 80:
This question is a follow-up to the Government’s response to Questions 5, 12 and 29 for work items 857-11-001 and 992-11-001.
• Question 005 and 012 responses state, “Work Items 992-11-001 and 857-11-001 are applicable for all Offerors to price. Only one Work Item will be exercised under this contract pending location of the Successful Offeror’s facility.”
• Question 29 response states, “Work Item 857-11-001 is applicable for all Offerors to price.”
As the Government’s response clearly indicates that the required scope of work for these items is contingent upon the location of the Successful Offeror’s facility, bidder believes that it is improper for all offerors to price both items regardless of the location of their facility. If Offerors were to price both items regardless of location, it would result in the evaluated cost including a requirement for which there is not a bona fide need at that Offeror’s location and therefore an improper price evaluation of competing proposals. It is recommend that the solicitation be amended so that based on the Offeror’s location either CLIN 0010 work item 857-11-001 or CLIN 0013 work item 992-11-001 is to be proposed, but not both items.
Please review and reconsider the Government response to these questions.
GOVERNMENT RESPONSE:
The berthing barge availability, regardless of location, is not guaranteed, therefore it is necessary to price both work items.
