ITEM NO: RFP Section B, Note F CONTRACTOR QUESTION 45:

1. Please provide the derivation details associated with the $10,884 per small dollar value change.

2. Was this $10,884 per change value derived based on DDG DMP contract changes history?, If yes, what DDG contract change history was utilized? If, no, then what class vessel contract change history was utilized in the derivation of this value?

3. Para. 2 above depicts the following; “The amount included in this Contract for the Changes described above shall be equal to a quantity of 113 Changes for growth computed at a firm fixed price of $10,884 per Change, as associated with the following CLINs.” What is the basis for a quantity of 113 Changes for growth? How is this amount included in this Contract? What CLINs is this Para. Referring to?

4. Is this $10,884 per Change value subject to negotiation after contract award, if this value is determined to not reflect an equitable amount for contract changes estimated at $25,000 or less?

5. Please provide more details regarding the administration and execution of this provision during contract performance.

GOVERNMENT RESPONSE:

1. The $10,884 value of Small Dollar Value Changes (SDVC) is based on the average value of changes to execute growth greater than $0 and less than $25,000 on all CNO Availabilities completed in the Pacific Northwest in calendar year 2017 and 2018.

Please contact Kurt Boyles, Kurt.Boyles@navy.mil and Martha Bello, Martha.Bello@navy.mil to request the spreadsheet containing the dataset used.

2. No.

3. The 91 Small Dollar Value Changes (SDVC) is based on the average number of changes to execute growth greater than $0 and less than $25,000 on all CNO Availabilities completed in the Pacific Northwest in the period between calendar year 2014 and 2017.

4. No. The value of the small dollar change is fixed and not subject to an equitable adjustment.

5.The details to the Small Dollar Value Change are provided in Note F paragraphs 3-12. It is anticipated that the Government side of the Waterfront Circuit Team is comprised of the ACO and a technical person(s), and that the Contractor side also has individuals empowered to make decisions as to whether a change is $25,000 or less. Once a change is deemed $25,000 or less (within 24 hours of getting the Change), then that ACO will authorize the change at $10,884. This allows the Contractor to begin work on that change faster than those changes over $25,000

All small dollar value changes will be tracked. For USS SHOUP there are a total of 91 small dollar value changes that can be used and will be obligated at contract award. If the 91 small dollar value changes are not all used, then the contract price will be decreased by the amount remaining.

The intent behind NOTE F is to speed up the change process for all changes $25,000 or less due to historical data the government has from past availabilities.

ITEM NO: 077-11-001 CONTRACTOR QUESTION 54:

In regards to the hazardous waste item, when liquid amounts are very small and can be disposed of in drums do we include these costs? The matrix states BAE will provide drums when necessary, what is the process for quoting small amounts of liquids in regards to the description in the matrix? Will they be in a container/baker tank and we will need to pump them out into DOT Drums to be disposed of? Should I include pricing for a flatbed truck so that they may be taken to a proper disposal facility? I understand the process of disposing the larger amounts of liquids from baker tank to truck to disposal facility, but can you provide further clarification in regards to the smaller amounts? (all on the basis of what the matrix is requesting) GOVERNMENT RESPONSE:

Amounts listed in work item are notional quantities. Quantities less than or greater than those listed in the work item would be subject to equitable adjustment.

ITEM NO: Note A and B CONTRACTOR QUESTION 56:

The solicitation Amendment 0001, page #2 (Section B, Note A, Item 1) states, “The Contractor agrees to provide the level of effort to completion, which shall be 185,256 man hours and $4,853,029 materials in the performance of reservation CLINs in support of historically based growth under this contract”.

1. Amendment 0001, page #5 (Section B, Note B, Item 7) states, “The contract fixed fully burdened ship repair labor rate and material burden rate are shown below. These fixed rates shall be used for negotiating growth and new work during the entire availability up to a total of 263,256 man hours and $7,049,114 of materials of growth and new work under this contract.

2. Amendment 0001, Attachment J-4 Pricing Workbook_rev_5, Labor & Material Rates & Growth Reservation Tab, depicts the Proposed Labor & Material Burden Rate Price, 263,256 Man Hours and Material of $8,039,558.

Bidder notes disparities between the between the labor and material values identified in Section B, Note A, Item 1, and Section B, Note B, Item 7, of Amendment 0001 and Attachment J-4 Pricing Workbook_rev_5.

Bidder's Question: Will the Customer provide an Amendment and / or a revised Attachment J-4 Pricing Workbook that addresses the level of effort disparities identified above?

GOVERNMENT RESPONSE:

1. As stated in Note A, the solicitation includes CLINs specifically to complete 185,256 man hours and $4,853,029 materials growth in the performance of GROWTH. These CLINs do not include NEW WORK. However, in Note B, paragraph 7, it states that the proposed Fully burdened Ship Repair Labor Rate and Material Burden Rate "shall be used for negotiating GROWTH and NEW WORK during the entire availability up to a total of 263,256 man hours and $7,049,114 of materials. The Navy has not included the 78,151 man hours and $2,196,085 of historically derived NEW WORK into a to be priced CLIN. Instead, these NEW WORK hours and material dollars are included into the J-4 pricing worksheet for evaluation purposes only.

However, in accordance with Note B, paragraph 7, the Navy expects the contractor to honor their proposed Fully burdened Ship Repair Labor Rate and Material Burden Rate to negotiate GROWTH and NEW WORK up to the maximum total of 263,256 man hours and $7,049,114 of materials for both.

2. In Attachment J-4, the $8,039,558 value is not the value of Material. This $8,039,558 is the sum of the New Work Evaluation and Growth Work CLINs included into the pricing spreadsheet. The $8,039,558 value is the current sum of the New Work material included for evaluation purposes, and the Growth CLINs Material and Small Dollar Value Changes. The $8,039,558 value will increase once the offeror includes a Fully burdened Ship Repair Labor Rate and Material Burden Rate, fully pricing those elements.
