SECTION B - SUPPLIES OR SERVICES AND PRICES
The following have been modified:
SPECIAL AGREEMENT FOR CHANGES
NOTE F: SPECIAL AGREEMENT FOR CHANGES WITH A PRICE OF $25,000 OR LESS
1. To make administration of small dollar value changes more efficient, both parties agree to pre-price contract scope changes with an estimated price of $25,000 or less.
2. The amount included in this Contract for the Changes described above shall be equal to a quantity of 113
Changes for growth computed at a firm fixed price of $11,089 per Change, as associated with the following
CLINs: 0002, 0004, 0006, and 0034-0059.
3. A Waterfront Circuit Team comprised of a small group of Contractor and Government representatives will administer the Special Agreement for Changes with a Price of $25,000 or Less (“the Program”). The
Contractor and the Navy shall establish a group of empowered representatives to be located in close proximity to the ship during the availability period. These individuals will interact and administer the Program. Specific arrangements for the Waterfront Circuit Team shall be mutually agreed between the Contractor and the RMC.
It is expected that changes under this term will not have schedule impacts. For any changes that the
Government or the Contractor determine affect the critical path, internal milestones, or require lead times (i.e., material) may require adjudication under the other change terms and conditions of the contract.
4. The Contractor shall continue to report proposed Changes through the normal CFR process in accordance with
Contract terms. The Contractor shall use the description block of the CFR to describe the problem and cite the corrective action required.
5. For those Changes that the Waterfront Circuit Team identifies a price of $25,000 or less, within 24 hours of the final approved change, the Waterfront Circuit Team shall use commercially reasonable efforts to confirm the
Contractor's estimated price and document the agreed-to scope of work.
6. Once the Waterfront Circuit Team reaches agreement that the price of the Change is $25,000 or less and on the scope of the Change, the Contracting Officer shall authorize the Change. Authorized Changes will be followed by documentation to appropriately reflect specification revisions. No work on the Change shall commence until authorized by the Contracting Officer.
7. Multiple work items shall not be addressed under a single RCC. For the purposes of this Small Value Change clause, the value of each RCC shall be based on an individual Condition Found Report. Conversely, Condition
Found Reports shall not be broken into smaller parts for the purposes of breaking up the requirement.
8. The 4-E specification change document will be provided, as necessary, prior to the approval of the change.
9. If the Waterfront Circuit Team is not able to reach agreement that the price of the Change is $25,000 or less and/or with regard to the scope of the Change, then it will be administered and adjudicated through the normal
Contract change process as if the price of the Change was more than $25,000.
10. The Contractor and the Contracting Officer will maintain a work authorization tracker to identify and record the number of Changes authorized under this clause.
11. If the total number of Changes specified in paragraph B is depleted, the Contractor and the Contracting Officer may mutually agree to increase the quantity and contract price by applying the firm fixed price per Change in paragraph B to the number of additional Changes mutually agreed upon.
12. Within thirty (30) days after the end of the availability period of performance, the Contractor and Contracting
Officer, utilizing the work authorization tracker, will determine the number of pre-priced changes not authorized under this Contract. This number shall be determined by subtracting from the number of changes identified in paragraph B, as amended, the number of pre-priced changes approved. Thereafter, the Contracting
Officer will decrease the contract price by an amount calculated by multiplying the remaining number of changes by the pre-established firm fixed price per change.

Location*
Differential
Inter-port Differential Reduction for
“Days Completed Early” stated in

Value Adjusted Total Evaluated Price Tradeoff (VATEP) Schedule Adjustment
The Navy would obtain additional value, in terms of additional Operational Availability, should the USS Shoup
FY19 DMP Availability complete before its no-later-than completion date. Therefore, the Navy has included a
VATEP price adjustment to incorporate this additional value into its price evaluation. The VATEP schedule adjustment shall be calculated by multiplying “Days Completed Early” value found in Attachment J-3 by the
VATEP schedule adjustment factor, which is -$133,640 per day.
Value Adjusted Total Evaluated Price Tradeoff (VATEP) Dry-Docking Adjustment
The Navy would obtain additional value, in terms of schedule risk reduction for the USS SHOUP FY19 DMP and additional dry-dock availability to complete other Navy requirements, should the USS SHOUP FY19 DMP
Availability compress the time required to complete its dry-dock requirements into fewer days than estimated by the
Navy. Therefore, the Navy has included a VATEP price adjustment to incorporate this additional value into its price evaluation. The VATEP schedule adjustment shall be calculated by multiplying “Days of Dry-Dock Compression” value found in Attachment J-3 by the VATEP schedule adjustment factor, which is -$20,000 per day.
VOLUME II

Kurt Boyles at martha.bello@navy.mil and kurt.boyles@navy.mil. Failure to request an inspection by the designated time may result in a negative determination of offeror eligibility. All inspections will be completed by a mailto:martha.bello@navy.mil representative from Commander, Navy Regional Maintenance Center (CNRMC). All offerors requesting equivalency inspections will receive a copy of the final inspection report prior to the date of contract award. The on-site inspection will supplement documentation provided with the offeror’s proposal.
The Government reserves the right to conduct a pre-award survey or to require other evidence of technical, production, managerial, financial, and similar abilities to perform prior to the award of any proposed contracts;
regardless of whether the offeror has an existing MSRA. There is no page limit associated with this documentation.

Government agencies and other private and public sources of information.
Offerors with recent and relevant past performance shall submit information concerning contracts which offerors consider relevant in demonstrating their ability to perform the proposed effort. CPAR reference or a PPQ.
The Offeror’s proposal shall identify the customer point of contact and which of the listed contacts that each questionnaire was sent to be completed. This will let the Contracting Officer know whether all questionnaires from all of the Offeror’s references were received.
Regarding Past performance information that is documented as a Contractor Performance Assessment Report
(CPAR) and available in the Past Performance Information Retrieval System (PPIRS), the offeror may list it in Past
Performance References, Attachment S-4. Attachment S-4 shall be used to identify the source of Past Performance information (e.g., CPARs, PPQs). For Past Performance information that does not have a current CPAR associated with it, the offeror may submit a Past Performance Questionnaire (PPQ), Attachment S-2 to its customer to complete. Each proposal shall include no more than a total of five (5) PPQs, one per contract identified. The offeror will complete Part A of the Questionnaire. Separately, the offeror shall provide the entire Past Performance
Questionnaire, with Part A completed, to each customer for them to complete Parts B and C. Customer evaluation will not be included as part of the page count in this volume submitted by the offeror. SECTION M - EVALUATION FACTORS FOR AWARD
Section M - Evaluation Factors for Award
1.0 GENERAL
The Government intends to award a single Fixed-Price contract to the offeror whose proposal represents the Best
Value to the Government after evaluation in accordance with the evaluation factors below. The USS SHOUP (DDG
86) FY19 DMP shall be competed on a coast-wide basis (West Coast).
Offerors are advised that the Government intends to make award on the basis of initial proposals without conducting discussions with Offerors, but reserves the right to conduct discussions if determined by the Contracting Officer to be necessary (see paragraph (f)(4) of FAR 52.215-1). Therefore, each initial offer should contain the Offeror’s best terms from a price, technical and past performance standpoint. Statements and representations made in the Offeror’s proposal may be subject to verification by other sources or through an onsite survey by Navy evaluators.
Offerors are advised that except for past performance information, the Government will not evaluate any proposal information not contained within the body of the proposal. Letters of transmittal and/or cover letters that forward the proposal to the Government are not considered part of the body of the proposal.
2.0 BASIS OF AWARD
The Government will make a source selection using the Value Adjusted Total Evaluated Price Tradeoff (VATEP) approach. Award shall be made to the technically acceptable offeror, who is deemed responsible in accordance with
FAR 9.104, who offers the lowest evaluated price proposal.
In order to make a Best Value determination, the Government will evaluate the three (3) non-price factors for acceptability and the offeror’s total evaluated price as described in FAR 15.404. The factors are:
Non- Price Factors
Factor 1: Eligibility Factor
Factor 2: Past Performance
Factor 3: Schedule & Resource Capacity
Price Factor
Factor 4: Price
EVALUATION FACTORS
Factor 1 – Eligibility Factor:
Basis of Evaluation - The objective of this factor is to determine whether the offeror has ownership or committed access to a pier capable of berthing the USS SHOUP (DDG 86) at time of contract award.
The Government will assess the offeror’s eligibility using the Eligibility Criteria Data Sheet provided in Attachment
S-5 of the solicitation.
In order to be considered eligible for award, the offeror must:
Have a letter signed by the Principal identifying and confirming ownership or committed access (in the form of a letter signed by the subcontractor identifying and confirming committed access) to a pier capable of berthing the USS SHOUP (DDG 86) and a dry-dock capable of docking the USS SHOUP (DDG 86) at time of contract award.
Evidence that offeror holds a Master Ship Repair Agreement or submit documentation for MSRA
Equivalency.
Factor 2 – Past Performance:
The Government will measure how well an offeror has performed on relevant contracts in the past as an indicator of the offeror’s probability of meeting the solicitation requirements and an indicator of the successful performance on the current requirement.
To develop the overall rating, the Government’s evaluation will take into account relevant contract information to the requirements of this solicitation submitted by each offeror as part of its proposal including the Past Performance
Questionnaires (Attachment S-2) as well as other sources of information. Other sources of information for past performance may include, but are not limited to, an offeror’s past performance information from the Past
Performance Information Retrieval System (PPIRS), the Federal Awardee Performance and Integrity Information
System (FAPIIS), Electronic Subcontract Report System (eSRS), as well as any other sources reasonably available to the Government.
For all offerors, the Government will consider historical compliance with the requirements of FAR Part 52.219-8
(Utilization of Small Business Concerns). For large businesses, the Government will consider historical compliance with the requirements of FAR Part 52.219-9.
Assessment of past performance will be a subjective assessment based on consideration of all relevant facts and circumstances. The Government is seeking to determine whether the offeror has consistently demonstrated a commitment to customer satisfaction and timely delivery of quality goods and services at fair and reasonable prices.
If discussions are required, offerors will be given an opportunity to address unfavorable reports of past performance and the offeror's response, or lack thereof, will be taken into consideration. In particular, recent contracts will be examined to ensure that corrective measures have been put in place to prevent the reoccurrence of past performance problems. Prompt actions taken to correct performance problems will be a reflection of management concern for customer satisfaction; however, such action may not mitigate all negative performance trends.
The Government’s past performance evaluation will focus on the following areas:
Cost Control
Schedule
Technical Performance
Subcontract Management
In accordance with FAR 15.305(a) (2) (iv), an offeror without a record of relevant past performance or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance. If an offeror lacks relevant past performance information, the evaluators will assign a Neutral rating.
In terms of Acceptable / Unacceptable, a Neutral rating is considered Acceptable.
Factor 3 – Schedule & Resource Capacity:
1. The objective of this factor is to evaluate the offeror's response to the Section L requirements for this factor in order to:
Assess the offeror’s understanding of what resources are required to successfully complete the highly complex USS SHOUP (DDG 86) FY19 DMP maintenance and modernization requirements. The
Offeror’s response will be evaluated to assess whether the offeror conveys a detailed and complete picture of how it plans to complete the technical requirements in accordance with the offerors proposed schedule;
and
Assess the offeror’s resource capabilities as they pertain to the requirements of Section L of this solicitation. The offeror will be evaluated on the sufficiency of the personnel and facility resources that it proposes to satisfy the requirements of the USS SHOUP (DDG 86) FY19 DMP in accordance with the offerors proposed schedule. The offeror must clearly demonstrate that it has access to the required facilities and manpower required to execute the USS SHOUP (DDG 86) FY19 DMP.
Additionally, the offeror will be evaluated on its ability to resolve resource issues as a result of schedule or requirements changes.
Ratings
The ratings will be based on what is contained or referenced in the proposal, not on information obtained from other sources, with the exception of past performance information. Standards have been established to provide the same set of values for all evaluators. The objectives of using these standards are to promote uniformity in evaluation and to aid in the comparison and understanding of the evaluation results. The standards are set as follows:
Factors 1 & 3 –
For Factors 1 & 3, the adjectival rating reflects whether the information submitted in response to Factors 1 & 3 meet or do not meet the minimum requirements through an assessment of the proposal. The evaluation will identify any deficiencies in offeror’s proposals. Adjectival ratings for Factors 1 & 3 are as follows:
Adjectival Ratings for Factors 1 & 3
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Factor 2 – Past Performance
For Past Performance, the adjectival rating reflects whether the information submitted in response to the Factor 2 meets or does not meet the minimum past performance requirements. Adjectival ratings for Factor 2 are as follows:
Adjectival Ratings for Factor 2
Rating Description
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Factor 4 - Price
The Government will analyze price proposals in accordance with FAR 15.404 using the information contained in
Attachment J-4. Although award will be made based on an offeror’s total evaluated price, a price proposal that is found unreasonable and/or unbalanced may be rejected. The Government will review the offeror’s CLIN and Work
Item prices for the USS SHOUP (DDG 86) DMP to identify any significant disparities that may indicate a lack of understanding of contract requirements.
Total evaluated price shall be calculated by adding:
The price of the basic contract line item numbers (CLIN) (this amount shall match the total price of all work items), The price of all option CLINs, The price of all Growth Reservation CLINS (Base and Option), The evaluated price of the Extension day Rates and Labor Rate and Material Burden Rates
If applicable, the Value Adjusted Trade Off schedule adjustment, If applicable, the Value Adjusted Trade Off dry-dock management adjustment, and
If applicable, the value of the inter-port differential (as identified in Section L of this solicitation)
The Growth Reservation CLINs price, Evaluated Extension day price, Labor and Material Burden Rate New Work
Evaluated Price shall be calculated in the following manner:
Growth Reservation CLINs (Base and Option)
1. Multiply the proposed labor rate in Cell B3 by the number of hours associated with the specific Growth
Reservation CLIN in attachment J-4 to yield the total labor price for that CLIN.
2. Multiply the material burden rate proposed by the dollar value of material associated with the specific Growth
Reservation CLIN in attachment J-4 to yield the burdened material price for that CLIN.
3. Attachment J-4 will add the sum of labor hour and material dollar price to find the total price for each Growth
Reservation CLIN.
Evaluated Extension Day Price
1. Multiply the proposed daily rate by the number of days associated with that rate (for each extension type included in attachment J-4) to yield the evaluated price for that daily extension type.
2. Attachment J-4 will add the sum of daily extension price types to…
