SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
REVISED SUMMARY OF CHANGES
The purposes of this amendment to solicitation N00024-17-R-2462 are to:
a) Respond to questions submitted by potential Offerors;
b) Revise SECTION J - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS,
c) Revise SECTION L - INSTRUCTIONS CONDITIONS AND NOTICE TO BIDDERS;
d) Revise SECTION M – EVALUATION FACTORS FOR AWARD.
1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 036 through 045 are provided in this Amendment 0006. Questions and Answers 001 through 035 were provided in previous amendments.
Question 036: How does the Government define difference between alternate design features (L.3.5.1.1.1.j) and design Lifecycle Affordability Initiatives (L.3.5.1.1.1.i and L.3.5.1.1.3)? Will they be evaluated differently?
Answer 036: Alternative Design Features, as specified in C.1.1.13.1, are proposed changes to the Preliminary Design in either the Structure or Hull Form, Propulsors and Steering, or Craft Systems that shall meet the craft’s performance and interface requirements in Attachment J-1A. The Lifecycle Affordability Initiatives, specified in section L.3.5.1.1.1i and L.3.4.1.1.3, are specifically intended to reduce the Total Ownership Cost (TOC) of the craft. These are proposed changes that may or may not directly affect the design of the craft, but could also include changes to the proposed maintenance regimes or operational procedures that are intended to offer operational, maintenance, environmental, and disposal cost trade-offs that result in ultimately lower lifetime Total Ownership Costs. Evaluation of the total design will be in accordance with Section M.
Question 037: How does the Government define difference between alternate items (L.3.5.1.1.8) and design Lifecycle Affordability Initiatives(L.3.5.1.1.1.i and L.3.5.1.1.3)? Will they be evaluated differently?
Answer 037: Alternate Items, as described in Section C.1.1.13.2, allow the Offeror to propose a direct swap for items listed in Attachment J-1C, LCU 1700 Commercial Off The Shelf Item List, in accordance with FAR 52.211-6, Brand Name or Equal, for specific craft components and equipment that are specified by brand name or manufacturer and model number in Attachment J-1A, Specifications for Building LCU 1700. These alternates shall meet the craft’s performance and interface requirements with the intent to reduce Total Ownership Cost which may be achieved by reduced purchase cost with equivalent performance attributes or, if there is an increase in purchase cost, by reduced lifecycle costs due to improvement in performance attributes. The Lifecycle Affordability Initiatives specified in section L.3.5.1.1.1i and L.3.5.1.1.3 are specifically intended to reduce the Total Ownership Cost of the craft.
Question 038: Can the Government provide historical data or Reliability, Availability, Maintainability (RAM) improvements, or Total Ownership Costs (TOC) model data on the current LCU's so the Offeror can use it for their RAM/TOC reduction baseline?
Answer 038: No, the Government cannot provide historical information, nor is it needed to optimize RAM/TOC in the design and construction of the craft. As stated in C.1.1.2, the intent of the phrase “reduced TOC” is to convey that design decisions and tradeoffs shall consider TOC as an important criteria throughout the performance of the contract. Sections L.3.5.1.1.3, M.5.1.2, and M.5.2.3 will be revised via amendment to clarify the use of the phrase “Lifecycle Affordability Initiatives.”
Question 039: L.3.5.1.3.4 states a Contract Work Breakdown Structure (CWBS) and CWBS Dictionary are to be developed by the Offeror. Where should this be submitted?
Answer 039: The CWBS and CWBS Dictionary shall be submitted with the Integrated Master Schedule. Section L.3.5.1.3.4 will be revised via amendment to clarify the proposal submission requirement.
Question 040: Did the Government receive and evaluate any reliability and life cycle cost data from the equipment vendors specified in Attachment J-1A, Specifications for Building Landing Craft, Utility 1700, and can the Government provide that data as Government Furnished Information?
Answer 040: No, the Government did not receive and evaluate reliability and life cycle cost data from the vendors and therefore cannot provide the information as Government furnished information or data.
Question 041: Please confirm that the bidder will be responsible to modify the preliminary design to account for issues where it believes the specified COTS item will result in the craft performance specification not being met. Will the Navy state a preference of one solution over another?
Answer 041: The Preliminary Design was developed to demonstrate that a functional design solution exists to meet the performance and interface requirements for LCU 1700, but does not completely define the craft in all details, and Detail Design may determine that changes to some of the details depicted in the Preliminary Design Contract Drawings are required. Per Solicitation Statement of Work Section C.1.1.5: “The Contractor is solely responsible for the overall engineering, design, procurement, integration, installation and testing of the craft and any individual systems.” The Government will not state a preference for solutions with additional components vs upgrading components. If modifications are found to be necessary during Detail Design, all design choices should consider Section C.1.1.2, “The LCU 1700 Class craft shall be designed to optimize reliability, availability and maintainability for reduced Total Ownership Costs (TOC) (acquisition and support costs) while providing the required operational performance and fuel efficiency. Reduced TOC shall be emphasized throughout the performance of this Contract.” If Offerors wish to submit alternate design features, they shall do so in accordance with L 3.5.1.1.1j.
Question 042: Can the Government confirm the mesh size required for the entire global finite element structure as referenced in Attachment J1-A, Section 100x, Whole-Craft Finite Element Modeling (FEM) and Analysis?
Answer 042: The finite element model shall meet the criteria of Ship Structures Committee Report SSC-387 and mesh design requirements are defined therein. The default mesh size cited in Attachment J-1A, Section 100x is to be used in the absence of other requirements.
Question 043: Why does the current preliminary design auxiliary system diagram (Attachment J-1b, LCU1700-500-5111363) not show any piping service for cooling the stern seals found at frame 49.5 on drawing LCU1700-200-5111360?
Answer 043: Shaft Seal piping service is unnecessary because the seal installation depicted in the Attachment J-1B, Preliminary Design Contract Drawing LCU1700-200-5111360, shows the seals are immersed in seawater and open to the sea at Frame 49.5 without being enclosed by a stern tube, providing sufficient seawater cooling.
Question 044: There appears to be an excessive number of electrical outlets in some of the spaces that are specified in Attachment J-1A, Section 320d, Alternating Current (ac) System. Can the Government confirm this requirement?
Answer 044: Attachment "A" to this amendment, change pages to Attachment J-1A, Section 320d, Alternating Current (ac) System, are provided via the Integrated Digital Environment (IDE) to clarify the requirement. Additionally, editorial changes are made to conform to IEEE 45 nomenclature.
Question 045: Are ABS High Speed Naval Craft Rules limited to Attachment J-1A, Section 400 C4N systems?
Answer 045: Yes.
2. As a result of the questions and answers above, the subject solicitation is hereby amended as follows:
