The following items are applicable to this modification:
REVISED SUMMARY OF CHANGES
The purpose of this amendment to solicitation N00024-17-R-2462 is to:
a) Respond to questions submitted by potential Offerors;
b) Revise SECTION C – DESCRIPTIONS AND SPECIFICATIONS, C.1, STATEMENT OF WORK
c) Revise SECTION H - SPECIAL CONTRACT REQUIREMENTS, H.21 5252.232-9100, PAYMENTS (FP)
d) Revise SECTION I - CONTRACT CLAUSES
e) Revise SECTION J - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS,
1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 001 through 016 are provided in this Amendment 0001.
Question 001: Will the Government consider splitting solicitations N00024-17-R-2462 and N00024-17-R-2209 such that one is due a minimum of 40 days after the other?
Answer 001: No. Solicitation schedules are determined based on the needs of each individual end user and the Buying Activities. Market research has indicated there is sufficient competition for these procurements. Offerors are encouraged to analyze their capabilities and make the business decisions appropriate to their individual circumstances.
Question 002: Is it the Government’s intent to approve the estimating standards described in C.1.3.6? Once developed and/or approved, will they be accepted by the Government and used to negotiate all Engineering Change Proposals (ECPs)?
Answer 002: Yes. The Government does intend to approve the Contractor’s estimating standards and after they are approved they shall be used in the negotiation of all ECPs. Section C.1.3.6 will be revised via amendment to clarify that, if estimating standards approved by the Administrative Contracting Officer do not exist, once developed, those estimating standards shall be submitted to the Contracting Officer for approval.
Question 003: C.1.3.14 (Cost and Schedule Reporting) , C.1.4.5.4.1 (Integrated Baseline Review (IBR) and Performance Measurement Baseline (PMB)), L.3.5.1.3.4 (Contractor’s Work Breakdown Structure (CWBS)) and L.3.5.1.3.5 (measuring cost and schedule performance) all require a system to measure progress of the work under the contract. H.20 5252.232-9105, Payments (FI), paragraph (e) requires Contracting Officer approval of a progressing system. Are the various references all referring to the same requirement? If not, please clarify the differences.
Answer 003: Yes. The intent is to incrementally pay the Contractor based on measured progress. Progress is measured by analyzing the Contractor’s work performance against its proposed plan (schedules) and budgets (man-hours and material costs).
Question 004: Please clarify the Government’s expectations regarding testing of the LCU 1700 described in Sections C.1.4.10.1 and C.1.5.7.1 of the RFP.
Answer 004: The required Comprehensive Test Plan and associated test procedures are to be developed by the Contractor in order to verify all requirements are met and shall be based on the Contractor’s final design for LCU 1700. Depending on the specific requirement, that verification might include analysis, inspection, demonstration and/or testing. Attachment "A" to this amendment is a sample list of testing approaches which could apply to a notional displacement landing craft and is provided for reference only. Note that this list is not inclusive, should not be construed as directive, is provided as guidance only and is provided only as an example of the types of testing normally performed in validating requirements.
Question 005: What are the specific criteria for approval of the progressing system mentioned in H.20 5252.232-9105, Payments (FI), paragraph (e)?
Answer 005: C.1.3.14 (Cost and Schedule Reporting) , C.1.4.5.4.1 (Integrated Baseline Review (IBR) and Performance Measurement Baseline (PMB)), L.3.5.1.3.4 (Contractor’s Work Breakdown Structure (CWBS)) and L.3.5.1.3.5 (measuring cost and schedule performance) are all components which would form the structure of a progressing system. An approved system must be, at a minimum, be able to track the Contractor’s work performance against its proposed plan (schedules) and budgets (man-hours and material costs).
Question 006: Some of the other NAVSEA small business procurements have referenced 10 U.S.C. 2534 “Miscellaneous limitations on the procurement of goods other than United States goods”. This one does not. Why?
Answer 006: 10 U.S.C. 2534 applies restrictions on components for naval vessels and is applicable only to vessels appearing on the Naval Vessel Register. Per SECNAVINST 5030.8C, 14 Jun 16, Landing craft, utility (LCU) are not maintained in the Naval Vessel Register. However, Offerors should be aware of the domestic content appropriation restrictions clauses listed in Section I of the solicitation, such as DFARS 252.225-7019, Restrictions on Acquisition of Anchor and Mooring Chain, in the development of their proposals.
Question 007: The solicitation includes two Notification of Changes Clauses which appear to have conflicting requirements: Section H, H.17 5252.243-9105, Notification of Changes (FT) Alternate I and Section I, Full Text, FAR 52.234-7, Notification of Changes. Which clause applies to this solicitation?
Answer 007: H.17 5252.243-9105, Notification of Changes (FT) Alternate I applies to this solicitation. FAR 52.234-7, Notification of Changes, found in Section I as full text, will be deleted via amendment.
Question 008: In accordance with Attachment J-1A, Section 040b, Hullform, a hullform has been developed as part of the preliminary contract design, and a lines plan Drawing (100-5111352) is listed on the contract drawing coversheet to Attachment J-1B, Preliminary Design Contract Drawings. The lines plan drawings were not among the attachments for down load in the industry web site folder.
Answer 008: The lines plans, Drawing 100-5111352, were inadvertently omitted and have been posted to the Integrated Digital Environment (IDE) under Attachment J-1B, Preliminary Design Contract Drawings.
Question 009: Do the drawings posted on the IDE, such as drawing number 100-5111357, structural arrangement hull & main deck, accurately reflect the preliminary contract design hull form?
Answer 009: Attachment J-1A, Section 040b, Hullform, and Attachment J-1B, Preliminary Design Contract Drawings, are both related to the preliminary design. The Contractor’s detail design shall leverage the Government preliminary design information provided throughout the solicitation, which shall be further developed by the Contractor to ensure that all Attachment J-1 requirements are met. It is the Contractor’s responsibility to use the information provided as a starting point and complete the detail design and construction of the craft in a manner that meets all contract requirements.
Question 010: If a bidder does not propose an alternative design for the hullform, will the lines plan and/or hullform surface model be made available to the winning bidder after contract award?
Answer 010: There is no hullform surface model. The lines plans Drawing (100-5111352) have been posted to the Integrated Digital Environment (IDE) under Attachment J-1B, Preliminary Design Contract Drawings.
Question 011: Does the structure depicted Attachment J-1A, Section 040c and Attachment J-1B, Preliminary Design Contract Drawings, meet the requirement for a 30 year service life articulated in Attachment J-1A, Section 050.a?
Answer 011: The preliminary design provided by the Government's Preliminary Design Contract Drawings has not been validated to meet the 30 year service life requirement. Validation that the detail design delivered under the resulting contract meets the contractual requirements is the Contractor's responsibility.
Question 012: If a bidder wishes to propose an alternative structural design, what criteria will be used to assess compliance with the requirement for a 30 year service life articulated in Attachment J-1A, Section 050.a?
Answer 012: As stated in M 5.1.2, The evaluation will consider the impacts and advantages of proposed alternatives to design features, items, specifications and initiatives. Therefore, as stated in L.3.5.1.1.1.j, it is incumbent upon the Offeror to describe “the benefits and/or risks of the alternate, and the TOC calculations demonstrating the impact to the LCU 1700 Class across the entire lifecycle."
Question 013: Attachment J-1A, Section 050d, Bollard Pull, does not specify the craft load condition at which bollard pull is to be achieved. What load condition should be used for bollard pull testing?
Answer 013: Attachment "B" to this amendment, change page to Attachment J-1A, Section 050d, Bollard Pull, and Attachment "C" to this amendment, change page to Attachment J-1A, Section 094d, Propulsion trials, are provided under separate cover (i.e., via the IDE) and clarify the load condition to be used for the bollard pull.
Question 014: The definitions for load conditions A, B, C and D, as stated in Attachment J-1A, Section 096c, Loading Conditions, includes items which do not seem to be the result of differences in loading. Are the definitions correct?
Answer 014: Attachment "D" to this amendment, change page to Attachment J-1A, Section 096c, Loading Conditions, is provided under separate cover (i.e., via the IDE) and clarifies the definitions for each load condition.
Question 015: Attachment J-1A, Section 314c, Battery Chargers, requires battery chargers to be certified in accordance with either Commercial Standard UL 1236 or Commercial Standard UL 1564, but the scope statement for Commercial Standard UL 1564 states that it doesn’t cover marine applications. Please clarify.
Answer 015: Commercial Standard UL 1564 is not a suitable replacement for Commercial Standard UL 1236 for a marine installation. Therefore, Attachment "E" to this amendment, change page to Attachment J-1A, Section 314c, Battery Chargers, is provided under separate cover (i.e., via the IDE) and removes the reference to Commercial Standard UL 1564. Offerors should be aware that Commercial Standard UL 1236, found under Attachment J-1E, List of Reference Identifications, refers to specific sections of Commercial Standard UL 1564, where applicable.
Question 016: Attachment J-2E, Exhibit B, Technical, CDRL B015 requires two-dimensional drawings that define every aspect of the craft construction. Please provide an example of a list of drawings for a similar craft to assist in estimating the scope.
Answer 016: Attachment "F" to this amendment provides a list of drawings for the LCU 1680 class for reference only. Note that this list is not inclusive, should not be construed as directive, is provided as guidance only and is only an example of the scope of drawings that defined the LCU 1680 class. The different requirements for design and construction of LCU 1700, the requirements of the Contract, the Contractor’s approach to documentation of the craft design, and the format of deliverables may result in more or fewer drawings and/or different drawing titles.
