SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

REVISED SUMMARY OF CHANGES

The purposes of this amendment to solicitation N00024-17-R-2462 are to:

a) Respond to questions submitted by potential Offerors;

b) Revise SECTION I - CONTRACT CLAUSES; and,

c) Correct a typographical error in SECTION L – INSTRUCTIONS CONDITIONS AND NOTICE TO BIDDERS.

1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 022 through 030 are provided in this Amendment 0003. Questions and Answers 001 through 021 were provided in previous amendments.

Question 022: Can the Government provide assumed contract award dates for out-year construction CLINS so Contractors can support schedule submittals required in Attachment J-23? Assumptions made for contract award dates will influence delivery date forecasts.

Answer 022: Yes. The assumed contract award dates are found on page 121 in Section I of the solicitation under FAR clause 52.217-7 and are identified as the "Latest Option Exercise Dates."

Question 023: While FAR 52.228-14 is incorporated into the solicitation by reference, there is no indication that a bid bond will be required. Will the Government require a bid bond in connection with this solicitation?

Answer 023: No. The Government is not requiring a bid bond in connection with this solicitation. For clarity, FAR clause 52.228-14 is being removed from the solicitation via amendment. However, as stated in Section L.3.5.2.2.5.4, the Government reserves the right to require Performance Bonds and/or Payment Bonds to be levied by the Contracting Officer prior to award in accordance with FAR 52.228-16. Therefore, if required both 52.228-16 and 52.228-14 will be incorporated.

Question 024: Since the Product Support Plan will become Attachment J-9 to the Contract, would the Government consider removing it from the Volume I Technical Proposal page count, as stated in Section L.3.2.1., and allow its page count to be unlimited?

Answer 024: No, Section L.3.2.1 and the stated page count requirements will not be changed.

Question 025: If an Offeror has a subcontractor participating as a teammate in the effort of writing and submitting a proposal, is a non-employee proposal preparation certificate, as cited in Section L.3.4.3, required?

Answer 025: Yes. As stated in Section L.3.4.3 "in the event that any portion of the proposal is written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished which must be signed by an authorized official of the Offeror and shall indicate the person’s name, employment capacity, firm name, relationship of that firm to the Offeror, and which portion of the proposal was written by that person."

Question 026: Is the non-employee proposal preparation certificate, as cited in Section L.3.4.3, only applicable to services obtained through a purchase order?

Answer 026: No. As stated Section L.3.4.3, the non-employee proposal preparation certificate is required to be submitted for any portion of the proposal that is written by anyone who is not a bona fide employee of the firm submitting the proposal.

Question 027: What is the procedure for obtaining Government approval of the Offeror’s accounting, purchasing and Government Property systems referenced in L.3.5.2.2.5.1?

Answer 027: DFARS Part 242.75 and clause 252.242-7006 describe the requirements for an approved Accounting System. FAR Part 44 and clauses 52.244-2, 52.244-5 and 52.244-6 describe the requirements for an approved Purchasing System. FAR Part 45 describes the requirements for an approved Government Property System. In all cases, "contracting officer" is presumed to be the Adminstrative Contracting Officer as delegated under FAR Part 42.

Question 028: Will the Government accept an approved Quality Assurance certification as an acceptable substantiation of Government approval of its property system?

Answer 028: The Offeror shall provide whatever substantiation it has documenting that the Government has approved its Government Property system. If there is currently no Government approval, the Offeror shall describe how it would seek Government approval after award, if required.

Question 029: Will the Government accept an approved Quality Assurance certification as an acceptable substantiation of Government approval of its purchasing system?

Answer 029: The Offeror shall provide whatever substantiation it has documenting that the Government has approved its purchasing system. If there is currently no Government approval, the Offeror shall describe how it would seek Government approval after award, if required.

Question 030: In order to provide alternate designs, will the Governemnt provide all the reliability and life cycle cost estimates that were used to select the equipment specified in Attachment J-1C, LCU 1700 Class Commercial Off The Shelf Items List?

Answer 030: No. The Government will not provide reliability and lifecycle cost estimates for the equipment specified in Attachment J-1C. As stated in M.5.1.2, the evaluation will consider the impacts and advantages of proposed alternatives to design features, items, specifications and initiatives. Therefore, as stated in L.3.5.1.1.1.j, it is incumbent upon the Offeror to describe “the benefits and/or risks of the alternate, and the TOC calculations demonstrating the impact to the LCU 1700 Class across the entire lifecycle."

2. As a result of the questions and answers above, a revision to the subject solicitation is hereby incorporated as follows:

a. SECTION I - CONTRACT CLAUSES, FAR 52.228-14 is hereby deleted in its entirety.

3. The subject solicitation contained a typographical error in the numbering of Section L. Therefore, the second paragraph designated as “L.3.5.1.9.3” is hereby revised to read “ L.3.5.1.3.9.3.1.”

4. Receipt of Proposals is not extended as a result of this amendment.

5. Except as provided herein, all other terms and conditions of solicitation N00024-17-R-2462 remain unchanged.
