Workboat Large – N00024-17-R-2217 Pre-Solicitation Synopsis Questions & Navy Responses
(05/11/2017)
QUESTION 7: Referring to Section 042-2 it is not clear to us what the list of reference documents actual means to the bidder. The list includes potentially conflicting references. Examples include:
a) Structure: Both references "ABS, Rules for Building and Classing Steel Vessels Under 90 Meters in Length, 2015" and "ISO 12215-6, Small craft. Hull construction and scantlings. Structural arrangements and details, 30 May 2008" refer to hull scantlings design.
b) Mechanical systems: Both references "ABS, Rules for Building and Classing Steel Vessels Under 90 Meters in Length, 2015" and "ABYC, Standards and Technical Information Reports for Small Craft, July 2014-2015" have requirements for the design and installation of shipboard mechanical systems (shafting, piping, fire protection).
c) Electrical: References "IEEE 45, Recommended Practice for Electric Installations on Shipboard, 2002" and "ABYC, Standards and Technical Information Reports for Small Craft, July 2014- 2015" and "NSWCCD-23-TM-2009/58 Rev B, U.S. Navy Boat Electrical Practices " all have requirements for the design and installation of electrical systems"
NAVY RESPONSE 7: The Attachment 1 Specification 042-2 Referenced Documents section is provided as a summary of the references that are called out throughout the remainder of the Attachment 1 Specification. Individual specification sections will identify the extent to which the referenced documents apply.
QUESTION 8: Where there are conflicts between these documents is one standard preferred over another? If there is a conflict, which standard takes precedence? Does the basic Navy Specification take precedence over all these references?
NAVY RESPONSE 8: Generally, the Attachment 1 Specification takes precedence over the referenced documents. Other conflicts will be addressed individually.
QUESTION 9: Is the builder free to choose a different reference for different parts of the design? i.e.
ABS for hull structure and ABYC standards for mechanical systems?
NAVY RESPONSE 9: Not entirely. Generally, individual specification sections identify areas where the referenced documents apply. Otherwise, where individual specification sections in the Attachment 1 Specification are silent, the Offeror may select appropriate references.
QUESTION 10: Are any ABS Class notations required? If so, what are they?
NAVY RESPONSE 10: No.
QUESTION 11: Is the vessel design to be reviewed and approved by ABS?
NAVY RESPONSE 11: No.
QUESTION 12: Can the vessel be fitted with azimuthing Z-drives to improve maneuvering instead of conventional propellers, if the draft limits are respected?
NAVY RESPONSE 12: No.
