BIDDER QUESTIONS & NAVY RESPONSES

QUESTION 1: When will you be providing the above documents?

NAVY RESPONSE 1: The government documents listed may be obtained by e-mailing the RFP POC.

The ABYC references may be obtained directly from ABYC.

QUESTION 2: Will you provide an extension based on the date you provide these documents since they are required to complete the stability analysis?

NAVY RESPONSE 2: The NAVY is extending the proposal date to 06 July 2017.

QUESTION 3: The references lists ABYC documents issued July 2014-2015, however, one document referenced in the Spec seems to be outside that time period – is that the correct document?

NAVY RESPONSE 3: The list of references in Attachment 1, Specification Section 042-2 have been updated in Rev B of the Attachment 1 Specification. Regarding ABYC Standards, the ABYC Standards effective in July 2016 have been incorporated. Per RFP Clause HQ-C-2-0059, the use of updated standards may be requested upon contract award.

QUESTION 4: The references lists ABYC documents issued July 2014-2015, however, 070-5 says the boat shall meet ABYC in every respect. Does that mean:

A. Complying with the ABYC documents referenced elsewhere in the Spec, or

B. Complying with everything ABYC published from July 2014 – 2015, or

C. Something else?

NAVY RESPONSE 4: The boat shall comply with all of the ABYC standards effective in July 2016. Per

RFP Clause HQ-C-2-0059, the use of updated standards may be requested upon contract award.

QUESTION 5: Spec Section 169-2 - Do the skegs have to extend from the stern to the pusher knees for two points of contact with the submarine or is it acceptable to have the skegs extend from the stern to a point near the shoulder (adequate for drydocking and transporting) but only have the keel (wrapped with heavy duty fendering) in contact with the submarine for a single point of contact?

NAVY RESPONSE 5: The described configuration is acceptable so long as the installed heavy duty fendering complies with Attachment 1, Specification Section 611-2.

QUESTION 6: According to Section 070-2 of Specifications (Rev -, 21 April 2017) the boat is to be capable of operation in air temperatures up to 110 degrees F. This contrasts with 95 degrees F described in Section 2.1 of SNAME T & R Bulletin 4-16 and 90 degrees F described in Section 070c of General

Specification for Ships of the United States Navy. The extraordinarily high assumed ambient air temperature has the following consequences:

a. Engine room air supply volume increases by a factor of 2.25 times, compared to the SNAME standard design practice.

b. Fan diameters and duct cross sectional areas increase, impacting useful space available for other functions.

c. Fan noise increases.

d. Fan electrical demand increases significantly. This is expected to be a significant challenge, given the electrical supply described by Part 313.2 of the Specifications.

e. Air velocities, in the engine room will be high enough to be extremely uncomfortable.

f. The above comments focus on the impact to engine room ventilation, please note that other air conditioned and mechanically ventilated spaces will be impacted.

Is 110 degree F ambient air the final requirement?

NAVY RESPONSE 6: The maximum ambient air temperature has been revised to 95 degrees F in Rev B of the Attachment 1, Specification Section 070-2. Rev B of Attachment 1, Specification Section 512-2, has also been revised to provide additional design guidance for Engine room ventilation requirements.

QUESTION 7: According to Section 070-2 of Specifications (Rev -, 21 April 2017) the boat is to be capable of operation in water temperatures up to 95 degrees F. This contrasts with 85 degrees F described in Section 2.1 of SNAME T & R Bulletin 4-16 and Section 070c of General Specification for Ships of the

United States Navy. Standard water temperature rating for the Cummins main engines specified in

Section 233-1 of Specifications are engineered for 85 degrees F seawater. They may be able to offer alternate heat exchangers, at additional cost, but that could complicate availability of cooling system parts.

NAVY RESPONSE 7: The maximum water temperature has been revised to 85 degrees F in Rev B of the Attachment 1, Specification Section 070-2.

QUESTION 8: Section 233-1 of Specifications (Rev -, 21 April 2017) describes each main engines with

“raw water cooling system.” Is heat exchanger cooling with attached sea water pump and attached heat exchangers for each engine intended?

NAVY RESPONSE 8: Yes

QUESTION 9: Section 512-5 of Specifications (Rev -, 21 April 2017) requires that the air conditioning system compressor will be connected to the front of the engine. Consideration of the conditioned space’s needs to be understood if the engines are not running that air conditioning will not be available. This could be problematic in some operational spaces. Another important thing to consider is that the engines are powering the following: air conditioning, hydraulic steering, hydraulic winches and capstans, Alternators (probably large ones), engine room emergency bilge pumps. Is it intended that these systems only be available when the engines are running?

NAVY RESPONSE 9: Yes

QUESTION 10: Are hydraulic pumps, winches, and capstan to be operable at all engine speeds?

NAVY RESPONSE 10: Yes

QUESTION 11: Section 078-1 of Specifications (Rev -, 21 April 2017) requires aluminum extrusions, for welded applications, to be 5086-H111. Extrusions are generally available only as 6061-T6. Can 6061-T6 extrusions be considered with structural calculations based on the welded strength?

NAVY RESPONSE 11: The use of 6061-T6 materials will be considered for structural purposes using a welded yield strength of 8 ksi (the strength of fully annealed material). Navy approval after contract award will be required for each proposed structural component.

QUESTION 12: Section 505-2 of Specifications (Rev -, 21 April 2017) indicates “Mechanically crimped or swaged tubing/piping connections shall not be used.” Does this prohibit use of USCG/ABS approved flare fittings, where appropriate?

NAVY RESPONSE 12: No. USCG/ABS approved flare fittings are acceptable.

QUESTION 13: Section 529-2 of Specifications (Rev -, 21 April 2017) requires the fixed manual bilge pump to be located in the engine room. Please consider if it would be suitable to locate this pump where the operator would not be required to go into the engine room.

NAVY RESPONSE 13: The manual bilge pump shall be installed in the Engine Room as required by

Attachment 1, Specification Section 529-2.

QUESTION 14: Section 582-4 of Specifications (Rev -, 21 April 2017) describes hydraulic pumps for deck machinery.

a. Are clutches required for the hydraulic pumps?

NAVY RESPONSE 14: A clutch or other unloading feature operable from the coxswain station is required for the winch hydraulic system. Attachment 1, Specification Section 582-4, requires a control switch to engage the winch hydraulic system at the coxswain station.

QUESTION 15: Will the Government accept Caterpillar engines as an acceptable equivalent for the main engines?

NAVY RESPONSE 15: Where components or equipment are specified by brand name or manufacturer and model number, such identification is intended to be descriptive, not restrictive, and is intended to indicate the required characteristics of the product. Offeror's may propose alternative items provided they prove they meet the general requirements for determining the equivalence of alternate products in the

Specification Section 042-3 and the specific requirements of Specification Section 233-1.

QUESTION 16: Will the Government accept glued-in windows?

NAVY RESPONSE 16: Yes. Installation and materials must be suitable for the marine environment.

QUESTION 17: Will the Government allow a crimp pipe system instead of an all welded pipe system?

NAVY RESPONSE 17: No.

QUESTION 18: Vessel transportation companies have indicated there is no US flagged shipping service to Rota Spain or Sasebo Japan.

Will the Government allow shipping of the WBLs on a foreign flag vessel to those locations?

NAVY RESPONSE 18: DFARS clause 252.247-7023 requires transportation by U.S.-flag vessels and contains waiver procedures for shipment via foreign-flag vessel if certain conditions apply.

QUESTION 19: Vessel transportation companies have indicated that cargo of the WBL width exceeds the road capacities in Japan and cannot be transported by road. Will the Government accept deliveries of the vessels afloat?

NAVY RESPONSE 19: When delivery to end user locations is ordered, Section C-3.080-3 requires delivery in water, fully assembled and operational.

QUESTION 20: Is it the Government's expectation that the vessels be fully assembled when delivered at the specified destinations?

NAVY RESPONSE 20: When delivery to end user locations is ordered, Section C-3.080-3 requires delivery in water, fully assembled and operational. When delivery to CAX or DDDC is ordered, the vessel cabin shall be delivered with cabin removed and reusable waterproof cover installed.

QUESTION 21: We note under CLIN XX19 there is training called out at Diego Garcia. Currently there is not a CLIN requiring Delivery of a vessel to this location. Please verify a training session is required at this location.

NAVY RESPONSE 21: The CREWFAM (1019, 2019, 3019, 4019, and 5019) CLINs for Diego Garcia are RESERVED and will be removed prior to contract award. Please do not price these CLINs.

QUESTION 22: If training is required at Diego Garcia will Government Accommodations/ Meals/ travel be available on the island, If so what rates should be budgeted in the CLIN.

NAVY RESPONSE 22: The CREWFAM (1019, 2019, 3019, 4019, and 5019) CLINs for Diego Garcia

QUESTION 23: Will the US Navy handle clearances for entry and travel arrangements for the Training personnel to Diego Garcia, as Access to Diego Garcia is limited by the Government of Britain..

NAVY RESPONSE 23: The CREWFAM (1019, 2019, 3019, 4019, and 5019) CLINs for Diego Garcia

QUESTION 24: Background: CLINs XX19 require pricing of training sessions in Diego Garcia. This contractor is having trouble pricing the travel to Diego Garcia. The only information we can find is from the website at http://www.public.navy.mil/fcc-c10f/nctsfedetdg/Pages/WelcomeAboard.aspx

<http://www.public.navy.mil/fcc-c10f/nctsfedetdg/Pages/WelcomeAboard.aspx> , which refers to transportation by “Air Mobility Command (AMC) aircraft or government contracted commercial jet.”

Reference is also made to BEQ and BOQ for lodging.

Will the Government provide guidance on how to price the travel expenses to and from Diego Garcia?

NAVY RESPONSE 24: The CREWFAM (1019, 2019, 3019, 4019, and 5019) CLINs for Diego Garcia

QUESTION 25: I may have missed it in the Spec, regarding N00024-17-R-2217, I did not see what the requirement is for EPA emissions certification for the main propulsion engines. 233-1 indicates inboard twin Cummins QSM11-455 or equal. The QSM11 and equal/similar engines, could include a variety of

EPA or non-EPA certified engines.

If you could please clarify the EPA requirement for the main propulsion engines, or direct me to the location in spec or solicitation documentation with that information, it would be appreciated. Thank you.

NAVY RESPONSE 25: Engines shall be EPA Tier 3.

QUESTION 26: The Proposal Content Checklist indicates that information be provided in the proposal relating to an "Executive Summary company history, teaming agreements," and provides a reference of

Vol. I, Sec. (2). However, a requirement for providing this information could not be located in the reference.

Is information required to be provided in the proposal relating to the "Executive Summary company history, teaming agreements"? If so, will a description of the information required be provided?

NAVY RESPONSE 26: Yes, information is required to be submitted with the proposal relating to the

"Executive Summary company history, teaming agreements". Each Offeror is required to provide an executive summary of their company along with company history. If there are any teaming agreements with other companies, please provide information for the teaming company along with the work they intend to do.

QUESTION 27: In addition to Attachment 9 (CLIN Pricing Chart), are Offerors required to complete

Section B of the solicitation?

NAVY RESPONSE 27: Yes, Offerors are required to complete Section B.

As a minimum, Offeror shall respond in Attachment 2 to all parameters of the Workboat Large

Specification (Attachment 1) identified in red text (an example response is provided within Attachment

2 for reference). Where the Specification identifies required supporting documentation/data/drawings, the specific supporting data shall be included in the Offeror’s technical proposal in Vol. I Section 1(b).

The Specification is intended to convey the Government’s minimum requirements for this solicitation.

If the Offeror takes exception to any requirement in the Specification, such item(s) shall be identified in the “Offeror’s Notes” section of Attachment 2. Each exception shall list the Specification section, the specific rationale for non-compliance with the section, and a proposed alternative approach. Any proposed alternative approach must meet the minimum requirement of the Specification to the

Government's satisfaction. Description of Offeror's alternative approach shall include the detailed approach to achieving the minimum Specification requirement; applicable material specifications, make and model numbers for all parts/components; compliance with any requisite commercial or military standard, or associated “best practice”; and shall include any supporting product performance, test data, or other empirical evidence for the proposed product or service capability where applicable. The

Government reserves the right to reject (without discussion) any proposed alternative which is incomplete or fails to meet minimum requirements of the Specification.

(b) Feasibility and Practicability of the Proposed Design: To support Government assessment of the feasibility and practicability of the proposed design and technical approach, Offeror shall provide supporting technical data, including drawings, technical specifications, key performance characteristics, analysis, calculations, and any other technical information for the proposed boat to describe the proposed boat’s ability to meet the requirements of this solicitation. As a minimum, Offeror shall provide the following supporting technical data items (drawings in PDF format, calculations in MS

Excel format) to demonstrate the Offeror’s understanding of the requirements of the proposed boats.

Data shall be submitted in Vol. I, Section 1(b):

(i) General Arrangement Drawings (inboard and outboard plan and profiles, outboard section view looking aft at bow, and overall dimensions of the boat) that depict the configuration of the proposed boat and illustrate incorporation of all the major features and equipment required by the

Specification. Drawings shall be drawn to scale and features/equipment shall be clearly depicted, to include the following (as a minimum): hull, cabin, fendering, pusher knees, forward and aft towbitts, winches, capstan, chocks, shoulder and quarter h-bitts, roller chocks, taffrail, davit, transom swim platform, hoisting fittings, propulsion equipment and shafting, steering and flanking rudders, fuel tank(s). Boat dimensions shall include hull length (bow to transom), length overall, beam overall, forward and aft freeboard (deck edge to waterline), draft (waterline to lowest extremity), height of fixed structure (above waterline). A fendering detail shall be included that includes outboard profile and section view from the bow of the workboat against a notional submarine with diameter and draft dimensions identified in the Workboat Large Specification

(Attachment 1) Section 611-2.

(ii) Transport Dimensions Drawing (over the road), dimensions provided to include: ready-for-transport hull and cabin heights, ready-for-transport hull width, trailered height on notional transport trailer(s), trailered width on notional transport trailer(s), and overall length on notional transport trailer(s);

(iii) Proof of Stability of the vessel (and supporting data) for specific conditions identified in applicable Specification Item 079. Stability analysis to include supporting hydrostatic tables/curves (righting and heeling arm and moments, static heel values), summary of applicable loads (full load and minimum operation (10% fuel, no cargo, 2 persons at 220 lbs) conditions with weights, LCG and VCG indicated), craft geometry information (wind heel area, downflooding points considered, door openings, etc), all assumptions (wind speed, roll back,) and comparison of results versus criteria.

(iv) Detailed Weight Estimate to include:

a. Lightship condition: a detailed listing and summation of the material and equipment/items, their units, quantities, weights and center of gravities (longitudinal and vertical) that comprise the Lightship condition of the proposed boat. Alternatively, the data from a scale weighing, inclining or dead weight survey of the parent craft and a detailed list of the specific variances/changes (including units, weights, and CG’s) required to meet this solicitation from the weighed craft);

b. Loads: a detailed listing and summation of the load items, their units, quantities, weights and center of gravities (longitudinal and vertical) that comprise the various loads on the craft;

c. Load Conditions: a detailed listing and summation of weights and center of gravities which is comprised of the sum of Lightship and the various Loads as defined in the specification;

d. Margins: clear identification/notation of any assumed or applied margins (design, build, service life, other) to the Lightship, Loads and Vessel Conditions summations. If using low margins builders shall justify these with historical production data, scale weighings, or by some other means;

e. Origin: Clear definition of the reference origin and coordinate system (e.g. origin is the transom keel intersection with forward as positive in the longitudinal and starboard is positive in the athwartships).

(v) Documentation that the proposed designs are based upon similar craft design(s) which has been built and demonstrated to be safe and suitable in actual service in a comparable mission profile in military or heavy duty commercial applications. Similar craft design documentation to include the following: weight report or scale weighing of actual parent craft with Longitudinal Center of

Gravity (LCG); photograph(s) of previous craft; product specification sheet listing vital characteristics for similar craft (providing minimum characteristics listed in Specification Item

070-1); a detailed list of modifications to the previous craft design required to achieve the requirements of this solicitation;

Note: The Government will use the Offeror’s submitted drawings and technical data only for the purpose of evaluating the Offeror’s proposal.
