The following items are applicable to this modification:

The purpose of this amendment is to:

• Provide Navy responses to bidder questions about the RFP;

• Update Attachment 1- Workboat Large Specification from Rev B to Rev C

• Update Attachment 4- Delivery Schedule

BIDDER QUESTIONS & NAVY RESPONSES

QUESTION 1: I'm wondering if we need to send you copies of the signed amendments prior to bid submittal or with our bid package for the Workboat Large solicitation?

NAVY RESPONSE 1: With your bid package.

QUESTION 2: We notice the amendment changes the bid due date until 6 July 2017 at 0200PM Eastern Standard time. This is listed in the Summary of Changes, General instructions (1) (a) however under section (2) Contents

(b) of the summary, the table reflects bidders volumes are due 16 June 2017. We are sure this is an administrative oversight where the table did not get changed can you please confirm our assumption.

NAVY RESPONSE 2: The due date in the bidder’s volumes summary table was updated to 6 July 2017 in Amendment 0003.

QUESTION 3: Without knowing where the delivery points are (some overseas shipments take significantly longer than CONUS deliveries) would the Government accept a delivery schedule based on FOB origin instead?

NAVY RESPONSE 3: No, the Government requires FOB destination delivery dates. However, to address the variation in shipping durations Attachment 4- Delivery Schedule has been revised to reflect differences in CONUS and OCONUS delivery locations. Please note that Section L requires written rationale if the proposed delivery dates vary from the notional dates contained in Attachment 4; lengthy OCONUS shipping duration is acknowledged to be a reasonable rationale for deliveries past the notional delivery schedule dates contained in Attachment 4.

QUESTION 4: There are currently no options available for closed crankcase ventilation systems for the QSM11.

Typically we do not apply CCV to high duty cycle/high hour applications due to oil mist carryover causing deposits on the turbo compressor, wheel, aftercooler, and or intake valves. Will you accept the Alfa Laval Defender 500 crankcase oil mist eliminator as an alternative to a CCV system?

NAVY RESPONSE 4: Yes, as long as fumes are discharged into the engine intake air stream. Attachment 1, Specification Section 233-1, has been changed to allow an open configuration with oil mist separator.

QUESTION 5: Attachment 1 section 600-5, Hawsers. Requirement -- The requirement indicates that two Samson Quantum-12 or equal hawsers be provided, and that each hawser shall be 200 feet long. The requirement further states that one shall be 1" diameter for use with the aft tow H-bitt and the other two shall be 7/8" diameter for use with the remaining H-bitts. How many and what sizes of hawsers are required? One 1" diameter hawser and one 7/8" diameter hawser, or one 1" diameter hawser and two 7/8" diameter hawsers?

NAVY RESPONSE 5: Specification Attachment 1 Rev C will be updated to require quantity one (1) 1" hawser and quantity one (1) 7/8" hawser for a total of two (2) hawsers.

QUESTION 6: Attachment 1 section 092-1, Test Certifications, Bollard Test (First Boat Only) -- The requirement indicates that the static bollard pull shall be performed in accordance with ABS guidelines which can be found in ABS Rules for Building and Classing Steel vessels under 90 meters in length, Chapter 5, Chapter 11, Appendix 2.

The reference should indicate Part 5, Chapter 11, Appendix 2.

NAVY RESPONSE 6: The Navy concurs. Attachment 1 section 092-1 will be updated to read Part 5 vice Chapter

5. Please see Specification Attachment 1 Rev C.

QUESTION 7: Attachment 1 section 422-1, Navigation Lights -- The requirement indicates that 24 Vdc LED Navigation lights for vessel underway, anchored, and towing (astern less than 200m), towing alongside/pushing for

International and Inland shall be installed in accordance with 72 COLREGS. Navigation light fixtures shall be USCG approved. The requirement does not include the two all-round red lights required for vessels not under command or restricted in their ability to maneuver. Are these lights to be installed?

NAVY RESPONSE 7: The specification does not currently require lighting for restricted in ability to maneuver nor vessel not under command; however, Section 422-1 Navigation Lights will be updated in Attachment 1 Rev C to include restricted in ability to maneuver (but not vessel not under command).

QUESTION 8: Attachment 1 section 443, Visual and Audible Communications Systems -- There are no requirements for the ability to display the day shapes required by COLREGS. Is the ability to displaying day shapes required?

NAVY RESPONSE 8: The ability to display day shapes is NOT required.

QUESTION 9: Attachment 1 section 512-6 Cold Weather Package [OPTIONAL ITEM, IF ORDERED] -- The requirement indicates that an appropriately sized diesel heater (Webasto or equivalent) be installed to provide supplemental heat to the Cabin and Crew Space. There is no model number assigned to the recommended Webasto diesel heater. How would it be determined if another diesel heater is equivalent to the recommended item?

NAVY RESPONSE 9: No model number is provided because doing so may restrict the heater sizing. Once appropriate sizing requirements are determined, attachment 1 Section 042-3, Alternate Items, describes the requirements for proposing an alternative to the equivalent required Webasto heater.

QUESTION 10: Attachment 1 section 600-3 requirement -- The requirement is that a United States of America Flag be provided with installation hardware and fittings. Flag dimensions shall be 12" x 18".

What type of installation hardware and fittings are required? Will the flag be flown using a halyard or will it require a pole and a mount for attaching it somewhere on the vessel?

NAVY RESPONSE 10: There is no specific requirement for the type of hardware to be used to fly the flag.

QUESTION 11: Attachment 1 section 630-6, Anti-Slip Rubber Matting (Interior) -- The requirement indicates that Interior walking areas be provided with anti-slip rubber matting with cut-outs for deck drains in Cabin and Crew Space interior walking flats. There are no requirements in the specification for the installation of deck drains for which cut-outs in the rubber matting would be needed. Will deck drains be needed in these two spaces?

NAVY RESPONSE 11: There is NO requirement for deck drains in these two spaces.

QUESTION 12: Attachment 1 section 670-1 Stowage (General) -- The requirement indicates that material not required to be readily accessible in open areas of the boat shall be stowed in a waterproof compartment in stowage which provides for protection as well as securing individual items. Does this requirement include the davit? Will the davit be required to be stowed in a waterproof compartment, or can it be stowed on deck in the weather?

NAVY RESPONSE 12: This requirement does NOT include the davit. The davit may be stowed on the deck in the weather.

QUESTION 13: Do our references need to re-submit any past performance questionnaire's (PPQs) that have been sent to Mr. Derek Sopp? One of our customers who completed the questionnaire did not receive confirmation of receipt from Mr. Sopp (as of last week). We were not sure if it is standard protocol for contracting officers to acknowledge receipt of the PPQs.

NAVY RESPONSE 13: Per the RFP Section L instructions, completed Attachment 10 Past Performance Questionnaires are to be submitted via e-mail or mail. If e-mailed, ebone.m.neal@navy.mil is a required recipient.

If your reference indicates that they sent a completed Attachment 10 via mail directly to Mr. Sopp, please contact ebone.m.neal@navy.mil or Samantha.rye@navy.mil with reference information for verification of receipt of the specific Attachment 10 form.

QUESTION 14: Solicitation requires contractors to submit Attachment 4 with vessel delivery dates. Solicitation also requires contractors to quote several CLINs with varying delivery locations, which in some instances could add several weeks of duration to final acceptance by the Navy at the delivery location. Solicitation also states that final acceptance is to occur at the delivery locations. Can the Navy provide any guidance on the delivery locations to be assumed when completing Attachment 4 as this could impact the schedule required for completion? Can contractors mailto:ebone.m.neal@navy.mil mailto:ebone.m.neal@navy.mil mailto:Samantha.rye@navy.mil assume the dates in Attachment 4 are the dates upon which the contractors receive approval of completion of testing and trials at the contractor facility, in which shipping to final delivery location would occur soon thereafter?

NAVY RESPONSE 14: To address the variation in shipping durations Attachment 4 has been revised to reflect differences in CONUS and OCONUS delivery locations. It is recommended that Offerors enter proposed delivery dates for the CONUS and OCONUS that reflect the latest expected delivery dates to those location categories.

Please note that Section L requires written rationale if the proposed delivery dates vary from the notional dates contained in Attachment 4; lengthy OCONUS shipping duration is acknowledged to be a reasonable rationale for deliveries past the notional delivery schedule dates contained in Attachment 4. Early delivery is acceptable and encouraged per Section F.
