62 C-3.092-2 Para. D references ABYC H-24.18.5 - This standard is for gasoline powered boats. ABYC H-33 is for diesel craft. Please verify which ABYC standard should be used.

In general H-33 is applicable; however, Specification section 541-1 requires a burn test from ABYC H-24.5.7 because of the use of J-8 as a fuel which has a lower flashpoint. The SOW/Specification will be clarified.

63 L.1.2.1.3.1 Detail Design and Engineering Approach

The level of design and analysis detail described for delivery during the proposal (Section L) suggests a significant amount of work to be accomplished by the contractor prior to proposal delivery and ultimately the PDR & CDR – this overlap seems to reduce the work that should be done during PDR & CDR.

Please provide more explicit instructions on Technology Readiness Level (TRL) or design data required at proposal to reduce contract cost and IP ownership restrictions.

TRL designation is not applicable. There is a detailed listing of preliminary information to be provided with the proposal in Section L. There is a detailed listing of design products required during the design review phase in the SOW section 042-2.

64 L.1.2.1.4.3 (a) Facilities

Is the government suggesting that the contractor have some level of dedicated facilities for the production of PB-X?

No, the Government is requesting information on all facilities that will be used in the production of the PB-X. The government is requesting estimations of current and projected work that may compete for the use of these facilities. If the contractor’s facility/workforce is not currently capable of executing this workload the contractor shall outline their plan for completing all work.

65 L.5 - 52.216-1 Type of Contract

If PDR/CDR/PRR work is to be FFP, how will the government be organized to manage the contractual changes needed during this phase in a timely

The Navy will be organized and staffed to manage the program requirements and manner? changes in a timely manner.

66 L.10 – Facility

Security Clearance

L.10 states that at the time of award the contractor must meet the NISPOM requirements for Secret Facility Clearance. Will this be for data/document storage only, or will there be equipment storage required as well. Depending on the government’s approach these could be two very different applications and level of effort to implement at a small business facility.

Data/document storage only is envisioned.

Note: L.10 also states “The Government is not obligated to delay award pending security clearance of any offeror.”

67 Spec 164 Can you clarify ballistic trajectory from Specification Section 164 Addendum? There was a typographical error in the draft.

A new draft has been posted to FBO.gov.

Questions and Answers Received after 30 November 2016 (Includes Industry Day Questions)

SOW/CLINs Would the Navy consider a design competition - then after design finalization, have a separate build to print competition?

It was considered but the current strategy was selected with the following considerations in min. If the Navy commissioned a design, it'd likely go to a design firm, not a builder, and then contract for a build to print. In that case, the builder would have no rights to market the boat to other customers, nor opportunity to influence the design. The strategy with a combined design/build strategy (used very frequently in the MSC ship contracts) provided mutual benefit to the builder and the Navy.

The schedule to compete one contract for design, and wait until work was completely executed and then start another contract for building would possibly add 1-2 years to the program schedule.

69 Spec - General

Some specs name a vendor. When other potential vendors approach the prime it is hard to persuade them to explore alternatives. "The spec says 'X'.

Why should we explore options?"

The PB-X has made little use of ‘brand name’ specifications. Where used, most include “or equal” and the criteria for “or equal” is included in Spec section 042-4.

Instances where the “or equal” has been omitted are typically due to extensive market research, and existing training and logistics support that may preclude cost effective item substitution in service. The Final RFP will include any updated specification/requirements and will be posted to FBO once available.

70 Specification

Why isn't there an objective speed above 35kts to secure and fight the future coastal maritime environment and adversaries that will operate at 50kt speeds in 2017 and beyond?

The threshold speeds are the minimum required to conduct the missions. More aggressive threats would be engaged with onboard weaponry once hostile intent is established. The Final RFP will include any updated specification/requirements and will be posted to FBO once available.

71 Specification general / Section L/M

No make and models have been identified on large equipment.

- What if any benefit will be identified by offering equipment which is currently in the Navy logistics system and currently supported?

Total ownership cost considerations that will be considered during award are described in Sections L and M of the draft RFP.

Proposing equipment with current support in the Navy logistics system should be identified in the offerors response to the TOC factor of Section L/M. The Final RFP will include any updated L&M instructions/evaluation criteria and will be posted to FBO once available.

72 General Are the specs for the 34' PB and the 25' PB available for review? The navy will look into providing those.

73 Specification sect 200

Would the Navy consider a 3 engine/jet solution?

Yes, however, early feasibility assessments by the Navy indicated potential issues with a 3 jet solution being able to get over hump speed. Additionally, the maintenance and fuel burn costs would be accessed with all engines The Final RFP will include any updated specifications/requirements and will be posted to FBO once available.

After initial design and first boat is built, during the "pause", will any changes or MODs desired be an ECP?

It is anticipated that post testing configuration changes will be needed.

Guidance for Engineering Change Proposals (ECPs) is provided in the draft RFP, Section C. The Final RFP will include any updated specifications/requirements and will be posted to FBO once available.

75 Specification sect 042-4

Is "or equal" justification included in page count?

Section L only applies page count limits to certain sections of the Technical proposal.

“Or equal” information to address requirements of Spec section 042-4 would be submitted in a section with no page count limit. The Final RFP will include any updated L&M instructions/evaluation criteria and will be posted to FBO once available.

Spec - general

What payload systems and unmanned systems do you contemplate launching and recovering from PB-X?

There are no Specification requirements for launch and recovery of payload or unmanned systems. The Final RFP will include any updated specifications/requirements and will be posted to FBO once available.

77 Section L Can a builder submit multiple proposals: one in aluminum and one in GRP or

FRP?

78 DRL DI-006 We understand there is a purchase order requirement for every boat delivered. Since this is a firm-fixed price contract, will the government accept price redacted purchase orders?

Yes. Specific requirements for purchase are described in the DRL DI-006.

79 SOW – Data Rights You want government purpose rights to potentially allow others to build boats on later contracts.

Will a "new" awardee be limited in their use of data beyond meeting user requirements?

Yes. Data will be available for reproduction for Government contract use only.

Solicitation provisions regarding data rights are included in the draft RFP and any changes will be provided in the final RFP release.

80 Clauses What percent of OEM is US built?

Please refer to DFARS 252.225-7001 referenced in Section I of the draft RFP.

Full text can be found at http://farsite.hill.af.mil.

81 Section L/M – Price volume

Price Evaluation:

- How detailed?

- Priced Build of Material?

- Quotes from Vendors on major equipment?

- Worksheet showing cost, GNA and profit?

Section M, evaluation criteria were included in the draft RFP posted on 9 November 2016. Any changes to section M will be included in the final RFP release.

82 DD254 What should companies do to prepare to obtain a security clearance in Read the requirements in the DD254 and NISPOM and ensure adequate pricing is anticipation of winning the contract? included in the proposal to reflect the effort.

The Navy intends to award and then process the clearance requirements. An updated DD254 has been included in updated draft RFP posted on 17 Feb 2017.

83 Section M

Will this contract be LPTA or Best Value?

The draft Section M provided on 9 November 2016 describes the award basis as Best Value – Tradeoff. Any updates/changes to Section M will be provided in the final RFP release.

84 SOW C-3.085-

Will the government have the right to provide the production data package to another builder?

Yes. The intent is to provide the Production Data Package to the successful Offeror on the follow on contract.

85 Spec section 164 Does the government have a preferred armor?

Armor specifications are included in the Specification Section 164 Addendum. Any updates/changes will be included in the final RFP release.

86 Section L – Past Performance Why Does the government force the bidder to aggravate their customers?

As Government employees who often fill out past performance questionnaire’s ourselves, it is considered part of normal duty.

Will accessories like electronic gauges and monitors (displays) be purchased by the boat builder that wins the contract?

And will they only purchase enough to outfit the ships built per year? (4/year)

Yes. With the exception of few GFE components, all material and equipment for the boat will be purchased by the builder.

Any updates/changes to requirements will be included in the final RFP release.

88 Spec section 100 Is there a preference between aluminum and FRP. Which material will have the advantage? "Not politically correct answer"

The Specification allows either aluminum or fiberglass hull material. Neither material will be more favorably than the other. Any updates/changes to requirements will be included in the final RFP release.

89 RFP

Could you please recap the schedule for the following milestones?

1) RFP Release

2) Award of DD&C Contract

3) Delivery of 1st boat/set of boats

4) Award of 1st follow-on contract

The ‘notional’ schedule is:

1) Government intends to release the final RFP prior to the end of the 2nd quarter FY2017

2) Award by 4th quarter FY2017

3) See Attachment J-11 for notional delivery schedule

4) To be determined

90 To what extent are small businesses allowed to subcontract or team with large businesses?

Please see FAR 52.219-14 for the limitation of subcontracting for small business set-aside procurements.

91 SOW C-3.085-1

DI-016-09

An electrical load analysis is a requirement of the SOW/DRL’s during the design phase.

The load analysis for the GFE will be provided for inclusion in the builders calculations with the solicitation. Any updates/changes to the specifications/requirements will be provided in the final RFP release.

92 Spec section

Has the requirement for "operation in debris cluttered conditions" been removed?

Current overseas operations are conducted in harbors with floating trash that accumulates around moored boats. Current SOP’s are to remove the trash/debris prior to engaging waterjets. Any updates/changes to the specifications/requirements will be provided in the final RFP release.

93 Spec section 050 As a multi-function vessel, is there a bollard pull thrust requirement?

There is no bollard thrust requirement. Any updates/changes to the specifications/requirements will be provided in the final RFP release.

94 Spec section 420-1

The ECDIS/navigation system listed in the RFP is a FURUNO NavNet TZ touch system. Why not list out stringent criteria in the specs and opt for a vendor agnostic/best in class solution vs. mandate one vendor (FURUNO)?

What division/department dictates this decision, and how can other ECDIS providers influence future methodologies for how navigation solutions are procured/selected?

The ECDIS system is not the Furuno system but a Navy owned software system that will be on a tactical laptop embarked as

GFE.

Future use of commercial navigation systems can be discussed with the Navy’s technical engineering group at the Combatant Craft Division. Any updates/changes to the specifications/requirements will be provided in the final RFP release.

143 Transport Kickstand: Please provide more detailed description or Current Navy craft are equipped with a photos/drawings of a current system being used. variety of types of kickstands. Older craft have a single piece kickstand with a leg on the port and starboard sides of the transom connected by a support beam. Recent craft have been equipped with separate port and starboard kickstands that deploy at the transom. The port and starboard kickstands can be deployed independently of one another. The government is impartial to the type of kickstand proposed. The government desires a kickstand that is easy for the crew to operate and will not hinder the performance of the craft in the stowed position. The government intends to only install kickstand on craft conducting missions were it is required. The kickstands should be easy to remove and install with the use of tools normally carried on the boat. At the current time the government only has pictures of single piece kickstands available for public release and only in the stowed position. Pictures can be found at the following links:

Any type of adjustment is acceptable as long as workstations provide full functionality in both the seated and standing positions. Any updates/changes to the specification/requirements will be provided in the final RFP release.

148 Are the MARK VI seating requirements available? No.

149 On the PB-X specifications on page 13/54, 070-2 (f.), there is a weight for "mission gear" (3,310 lbs). Is this amount stipulated or is it derived from some part of the payload table? It seems to me to be an arbitrary amount, not related directly to any other weights.

Section 050-1.f. defines the payload as 4,210 lbs including 5 crew at 285 lbs each.

Since the crew won't be riding in the boat when it is on the trailer, but they will leave their gear onboard the weight of "mission gear" (3,310 lbs) in 070-2 (f.) is derived from taking 5 crew at a dressed body weight of

180 lbs each (900 lbs) and deducting that from the payload number (4,210 - 900 = 3,310). Any updates/changes to the specification/requirements will be provided
