(3) It is the Offeror’s responsibility to draft a logical, practical, clear and concise proposal that contains all pertinent information in sufficient detail so that the government evaluators are able to meaningfully evaluate the Offeror’s proposed approach and cost / price without discussions. An Offeror’s proposal must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks; is able, willing, and competent to devote the resources necessary to meet the requirement; and has valid and practical solutions for all requirements. The Offeror must include any data necessary to illustrate the adequacy of the various assumptions, approaches, and solutions to problems. In presenting material in this proposal, the Offeror is advised that quality of information is more important than quantity. Offerors must use quantitative terms whenever possible and avoid qualitative and subjective terms to the maximum extent practicable. Proposal volumes must be consistent internally.
(4) The Government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost / price when compared to the government’s estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
(5) The Government may judge a proposal to be unacceptable if the proposal contains statements that do not clearly reveal the Offeror’s proposed approach; statements that the Offeror will comply with the RFP or provide a particular feature or objective without explaining how the feature or objective will be met.
(6) If the solicitation is amended, then all other terms and conditions that are not amended shall remain unchanged. Offerors shall monitor the FBO website frequently to ensure all amendments are captured in the submitting proposal before the RFP closing date and time.
(7) Any data previously submitted in response to another solicitation will be assumed to be unavailable to the Government during this proposal evaluation and source selection process. Proposal data shall not be incorporated into the proposal by referring to another proposal or other instrument.
(8) If a discrepancy exists between the original paper copy of the proposal and the electronic copy, the paper copy will take precedence.
(9) The Government reserves the right to seek clarifications as defined in FAR 15.306 after receipt of the Offeror’s responses to the RFP.
(10) Proposals are to be based on the requirements contained in the solicitation Schedule, Specification, and other attachments and exhibits.
(11) Offerors are advised that proposals shall be accepted only from those Offerors proposing as potential prime contractors. Such Offerors shall be responsible for submitting complete proposal packages containing all components of the proposal inclusive of any team member or subcontract proposal information. Therefore, each proposal shall contain the Offeror’s best terms from a cost and technical standpoint.
(19) General statements such as, “the Offeror understands,” “the Offeror can or will comply with the requirements,” “standard procedures will be used,” “well-known techniques will be used,” or statements which merely paraphrase this RFP in whole or in part will not constitute compliance with the requirements for proposal content. Data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government) will not be considered as part of the proposals unless physically incorporated into the proposals.

(o) Other pertinent information. ^^
##If data/information is provided on a similar model that is not identical to the one being proposed, please describe the differences and similarities between the proposed model and the similar model data and how the response data pertains.
^^The Navy relies on existing, worldwide commercial support infrastructure for major equipment support outside of organic capability. Since the PB-X program is phased over 15 years, in small increments (4-8 boats per year) we are interested in knowing how major equipment selection will/can be supported by existing parts/service networks. This is especially pertinent since our initial low popoulation density will not be sufficient to drive either the Navy supply system or a vendor system for ‘unique’ support.
The Critical Equipment List of the successful Offeror shall be binding in the resulting contract as Attachment J-6b. Post award changes to this listing proposed by the Contractor will require Government approval. There is no page limit for this section.
L.1.2.1.3.4. Preliminary Arrangement Drawings
The Offeror shall provide:
(a) General Arrangement Drawings (inboard and outboard plan and profiles, and overall dimensions of the boat) that depict the configuration of the proposed boat and illustrate incorporation of all the major features and equipment required by the Specification. Drawings shall be drawn to scale and features/equipment shall be clearly depicted, to include the major items described in the Arrangement Drawing Data Requirements List(DRL) DI-020-03. Boat dimensions shall include hull length (bow to transom), length overall, beam overall, forward and aft freeboard (deck edge to waterline), draft (waterline to lowest extremity), height of fixed structure (above waterline), navigable height (with folding/hinged equipment erect), Cabin interior dimensions. The General Arrangements Drawing of the successful Offeror shall be binding in the resulting contract as Attachment J-6c. Post award changes to this drawing proposed by the Contractor will require Government approval.
(b) Dimensioned Transport Drawing as described in DRL DI-020-07 (internal air and over the road), to prove compliance with the road and air transport requirements of the Specification to include:
(1) Road: Rigged for Over The Road to prove road transport compliance. Dimensions provided to include (as a minimum): trailered height, trailered width, overall length on trailer.

Dimensions provided to include (as a minimum): trailered height (at fwd and aft extremes and highest point extremes) , trailered width, overall length on trailer, rear overhang distance and height (ground clearance) from aftmost axle. Indicate boat and trailer tiedown locations used for IAT.
L.1.2.1.3.5. Supporting Technical Data The following preliminary analysis and technical data is being requested to provide confidence level that critical elements of the preliminary design are feasible with the characteristics and features from the Offeror’s proposal. Any additional information the Offeror deems benficial to achieve this intent may be submitted in the respective section subject to applicable page limits, if established.
L.1.2.1.3.5.1. Weight & Stability
