823204, 8238239, and 8238203, but these drawings are not found; several cable drawings called out on SSMM_EXTERNAL_WIRING_DIAGRAM drawing #
8479254 are not found.
Please provide a date when the remaining drawings will be provided.
A83 Offerors shall use 8470212-1, 8470212-3, and 8470212-5 for the shipping containers. All other missing drawings have been added via amendment 0004.

B RFP Section B, page 11 shows that CLIN 1014, the TDP for the 10’ and 20’
RWBOA, is included in the base contract award (CLIN 1014 is not designated an option).
The table in Section I, page 184 suggests that CLIN 1014 is an option with an option exercise date within 12 months of contract award.
The table on page 236, paragraph 3.1.1.6 also suggests that CLIN 1014 is an option with a period of performance that extends to 9 months after the option is exercised.
Section C, page 114, paragraph 5.4.5 defines the TDP as a set of deliverables consisting of C013 through C027. According to the 1423s in Exhibit C of the
CDRL, the first submission of most of these deliverables is due 60 days after delivery of the pre-production test unit.
Given the above citations:
Is CLIN 1014 an option CLIN or will it be included in the base award?
What is the source of the pre-production test unit? The RFP does not specify the procurement of a pre-production test unit, unless it will be a unit designated as pre-production from the production CLIN.
Should the CLIN 1014 period of performance be extended to encompass the delivery, review, and approval of the TDP?

A84 See Amendment 0005. CLIN 1014 has been updated in Section B to correctly identify it as an "Option". The period of performance for CLIN 1014 remains unchanged.

The RFP specifies the requirement for providing Depot level repair and refurbishment and field engineering support at locations potentially to include
Singapore. These services will be provided on CPFF CLINs. Will the Contractor be reimbursed for any Singaporean taxes, duties, levies or other similar charges
(“Taxes”) incurred by its employees as a direct result of this effort, either on a cost plus fixed fee basis or as an ODC?
We note that FAR 29.303 and FAR 31.205-41, cited as references in the government response to similar question against the RFP, does not provide coverage for Contractor employees who may incur Taxes as a direct result of this effort.
Please stipulate that the Contractor will be reimbursed for any Singaporean taxes, duties, levies or other similar charges (“Taxes”) incurred by its employees as a direct result of this effort after appropriately invoicing these costs to the
Government.

Q86 106 C4.1.5.5 RFP Statement of Work paragraph 4.1.5.5, Production Acceptance Testing, reads, in part, as follows: “The Government will endeavor to complete PAT at MPSF within 30 days of receipt. Upon successful completion of PAT the Government will complete acceptance Form DD-250. If PAT is not completed within 90 days of delivery the Contractor may submit other objective quality evidence and request acceptance be made based on that data, but the Government reserves the right to continue to delay acceptance another 90 days or until PAT is completed.”
This paragraph allows the government to delay acceptance 180 days. Further, this paragraph allows the government to delay acceptance until PAT is completed, a period of time that is not defined and is apparently unbounded.
Please clarify that Government acceptance will be made within 180 days of delivery.

Of the data deliverables specified in Exhibits A through E that require government approval, most do not specify the timeline for Government review and comment.
Please confirm the following:
a) except where specified otherwise and for ECPs, the Government’s review and comment timeline is 30 days;
b) with the condition that all Government comments are appropriately adjudicated and addressed, a single review, comment, and resubmission cycle is adequate.
c) Government approval is implied if no comments are received within 30 days.

4.1.5.5 Production Acceptance Testing
Production Acceptance Testing (PAT) will be performed by the Government at specified destination in accordance with Section E. The Contractor shall assist the COR or their designee, in conducting the production item tests with
Logistician & Systems Engineer leading & Government witnessing. The Government will conduct PAT using approved PAT processes in Attachment J-4, as applicable, for the deliverable end items. The Government will endeavor to complete PAT at MPSF within 30 days of receipt. Upon successful completion of PAT the Government will complete acceptance Form DD-250. SECTION I - CONTRACT CLAUSES
The following have been added by full text:
52.229-8 TAXES--FOREIGN COST-REIMBURSEMENT CONTRACTS (MAR 1990)
(a) Any tax or duty from which the United States Government is exempt by agreement with the Government of
Singapore, or from which the Contractor or any subcontractor under this contract is exempt under the laws of
Singapore, shall not constitute an allowable cost under this contract.
(b) If the Contractor or subcontractor under this contract obtains a foreign tax credit that reduces its Federal income tax liability under the United States Internal Revenue Code (Title 26, U.S. Code) because of the payment of any tax or duty that was reimbursed under this contract, the amount of the reduction shall be paid or credited at the time of such offset to the Government of the United States as the Contracting Officer directs.
