13. SECURITY GUIDANCE. The security classifiection guidance needed for this classified effort is identified below. -Item 10(a): COMSEC information/material will be processed IAW DoD 5220.22-M, chapter 9, section 4, and OPNAVINST 2221.5C, and any additional security guidelines. Contractor personnel requiring COMSEC access must be U.S. Citizens and possess a final clearance at the appropriate level. All contractors shall be briefed before access to COMSEC is granted. Written concurrence of the Program Office is required prior to subcontracting.

| Text2: -Item 10(g) & (k), NATO & SIPRnet: This contract does not require access to NATO classified information and there is not a need to know for NATO classified information. Personnel assigned to this contact who require access to SIPRnet and/or SIPRnet Backbone equipment must receive a NATO security briefing and derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure all personnel receive an initial and annual NATO security briefing along with initial and biennial derivative classification training during the life of this contract. Evidence of completion, training certificates or equivalent, shall be provided to the Information Assurance Manager no later than the individual's due date. The contractor shall not use the SIPRnet for anything except that which is required for this contract. |
-Item 11 (c): The contractor requires access to classified source data up to and including the level identified in item 1a of this DD form 254 in support of the work effort. Classified material generated in support of this contract shall be classified in accordance with the source material used of the Navy Security Classification Guidance, which will be provided by the Naval Sea Systems Command Program Security Officer or the Program Security Representative. Automated Information Systems (AIS) must be certified and accredited by the Cognizant Security Agency (CSA) prior to processing classified information from NAVSEA.
-Item 11 (d): All classified data and hardware will be protected IAW DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM).
-Item 11(f): Security officers onboard the designated ships and installations will maintain control of the classified information and conduct security inspections if required.
-Item 11(g): DD Form 1540 “Registration for Scientific and Technical Information Services” must be completed for registration with DTIC. The contractor may also submit DD Form 2345 “Militarily Critical Technical Data Agreement” (after registration with DTIC) to the Defense Logistics Services Center for access to unclassified, militarily critical technical data from other DoD sources.
-Item 11(h): COMSEC account required for Government Furnished Equipment(GFE). Contractor will return ALL GFE or Government purchased COMSEC equipment at the closure of the contract.
-Item 11(k): Only certain classified information qualifies for shipment by DCS. Prior approval of the Program Office is required before a prime contractor can authorize a subcontractor to use the services of DCS.
-Classified or unclassified technical papers to be presented at a classified symposium must be approved by the NAVSEA HQ Contracting Officer's Representative prior to the presentation.
-Security classification guides (OPNAVINST 5513 series) and Controlled Unclassified Information (e.g., FOUO, distribution statement-controlled) are not authorized for public release; therefore, the cannot be posted on a publicly-accessible webserver or transmitted over the Internet unless appropriately encrypted. Requests for public release cannot be transmitted via the Internet until the contractor receives final approval form NAVSEA (SEA 00D).
-Contractor must submit a request for sharing of classified and other sensitive information between prime contracts in writing to the NAVSEA Office Security Programs (SEA 00P3) identified in Block 16 of this form for approval.

| Text8: -Personnel designated as derivative classifiers shall receive derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure personnel receive initial and biennial training during the life of this contract. Evidence of completion (training certificates or equivalent) shall be provided to the Information Assurance Manager no later than the |
individual's due date.
-All classified documents must be destroyed using a National Security Agency (NSA) approved high security crosscut shredder listed on the NSA/CSS evaluated products list for high security crosscut paper shredders, or other approved method for destroying classified information.
-All reports of contractor security violations associated with contract shall be mailed by the cognizant DDS field office directly to the certifying official in Block 16 of this DD254.
- All classified information involved in security incidents shall be retained and provided to the certifying official in Block 16(a) of this DD254 for classification review.
- Forward a copy of all subcontractor DD254s issued under this contract to the official shown in Block 16(a) of this DD254.
- All security-related requests pertaining to this contract shall be submitted in writing by the contractor's Facility Security Officer (FSO) to the individual identified in Block 16(a) of this DD254.
