This requirement appears to be inconsistent with the instructions in sections L.1.3
(Submission of Proposals) and L.1.4 (Solicitation Response Requirements). This requirement is also unclear as to the specific persons to whom these copies should be delivered, the addresses where they should be delivered, and the deliverable format (paper or CD).
Please delete the quoted requirement. If needed, please modify sections L.1.3 and L.1.4 to specify the quantity and formats of any additional required proposal copies, the person(s) to whom they should be delivered, and their addresses.

The labor mix table for the cost volume (L-3.3.1.1.9) differs from the labor mix tables required in the Staffing section of the technical volume (L.3.1.4.6). The technical volume requires that the skill and seniority mix be included for all hours, including the prime and all subcontractors. The cost volume requires the skill and seniority mix be shown for the prime but only a lump sum of labor hours and associated dollars for each subcontractor. The government will be unable to discern that the labor mix proposed in the technical volume
(by skill and seniority) is the same labor mix priced in the cost volume.
Please adjust cost volume table to allow for subcontractor labor to be allocated to appropriate labor category and seniority level.
A33 The Offeror is not required to submit the detailed cost breakdown for its proposed subcontractors in the cost volume. Clarification is made in Section L.3.3.2.3.

FAR Clause 52.217-7 OPTION FOR INCREASED QUANTITY--SEPARATELY PRICED
LINE ITEM (MAR 1989) (NAVSEA VARIATION I) (SEP 2009) gives the government the right to unilaterally exercise any option, whether or not any other options have been exercised. In addition, all production CLINs are options. If production start of a mission module or other hardware deliverable requires non-recurring costs, and if that non-recurring cost is priced on the first unit of the first production option CLIN, how will these non-recurring costs be recovered if the government does not exercise the first production option
CLIN but does exercise the second or later production option CLIN?
Please clarify.

Due Date
Based upon what appears to be a significant amount of technical data that has not yet been made available is it possible to have an additional 60 days to submit the proposal? Due to the complexity of the effort, suppliers will need the additional time to respond to RFP requests once all technical data is available.
Recommend an extension to allow for the evaluation of the additional technical data.

The Government is considering an extension to the proposal delivery date. When the remaining technical data is made available to Offerors, the Government will have a better gauge on a more appropriate proposal submission deadline.

Volumes I through IV (including Appendices and Attachments) shall contain NO CLASSIFIED MATERIAL
UNDER ANY CIRCUMSTANCE. In the event classified information is found anywhere within those referenced sections of the proposal, that volume will be collected and destroyed and the Offeror’s proposal will be determined to be non-compliant.
Electronic proposal submissions and supporting information shall be submitted on CD-ROM suitable for reading in a standard PC compatible CD-ROM drive. All view graphs shall be in Microsoft PowerPoint 2010 (or compatible).
All spreadsheets or mathematical computations (cost data) shall be in Microsoft Excel 2010 (or compatible) format and shall be working versions, including formulas and computations. Submission of locked spreadsheets is not acceptable. All spreadsheets should be “unlinked” to separate documents to allow for cost/price evaluation. All text shall be in Microsoft Word 2010 (or compatible) or searchable Adobe Acrobat Portable Document Format (PDF).
All schedules, including Integrated Master Schedule (IMS), shall be in Microsoft Project 2010 (or compatible). The electronic proposal material shall not contain any information not contained in the hard copy format. In the event of disparities between hardcopies and electronic information, the hardcopy governs.
The narrative material should consist of the following:
Hardcopy proposal shall be typed or printed in a font with the type no smaller than size 12 Times New
Roman font on standard 8-1/2 x 11 inch paper.
Text line spacing shall be single spaced. One-inch minimum margins on each side, including top and bottom are required.
Text within tables, diagrams, pictorial charts, or graphic material may use a font no smaller than 8-point
Times New Roman.
Fold out pages may be used for diagrams, charts or graphic material only and may not exceed 11 inches by
17 inches. Of the 250 page count limitation, 25 of the pages may be fold out pages in the Volume I
Technical Proposal submission. There is no limit on the number of fold out pages in Volume III
Cost/Price Proposal. Fold out pages may only include narrative sufficient to describe the diagram, chart, or graphic material and may only be single-sided.
Every paragraph, figure, and table shall be numbered.
Pages in excess of the page count limitation will be removed prior to the evaluation. If the proposal exceeds the page limit identified in the table above, the Government will remove all pages exceeding the specified page count from the back of the substantive proposal volume (not the appendices or any other content excluded from the Volume I – Technical Proposal page limitation) prior to the evaluation of the proposal and those removed pages will not be reviewed or evaluated. Pages will not be removed from the index or from any appendices provided at the back of the proposal.
Proposal material, with the exception of fold outs, shall be presented on double-sided pages only and in a single column on each page (refer to Section I, FAR 52.204-4). Each double-sided page counts as 2 pages.
Each single-sided fold out counts as 1 page.
Pages are to be numbered sequentially and tabs are to be used for chapter breaks. It is not acceptable to restart numbers in subsequent chapters within the proposals.
A date shall be placed on each page of the proposal corresponding to the date of the initial proposal. Any pages that may be revised as a result of discussions (if required) shall contain revision numbers and dates.
Each volume shall be bound separately and shall not exceed the page limitation cited above. Each hard-copy volume of the proposal shall be bound in three ring binders to permit removal of sections with each major part tabbed.
For the purposes of compliance with the page limitation, classified information (if applicable) shall be supplied separately as a supplement.The page count shall include all material with printed matter and figures. Proposal submission shall be as follows:
1) All copies of all proposal volumes (including electronic copies) shall be submitted at the location and at or before the time specified in Block 9 of the SF 33.
2) No cost or pricing information shall be included in the Offeror's cover letter or in any part of its submitted volumes except the Cost/Price Volume. Cover letters are merely instruments for transmitting the submitted proposals; they are not part of the page count and will not be evaluated.
3) Although legible, neat, orderly, and comprehensive proposal(s) are required, elaborate brochures or other presentations beyond that sufficient to present a complete and effective explanation are not desired. Elaborate artwork, expensive visual or other presentation aids are neither necessary nor desired.

Volumes I through IV (including Appendices and Attachments) shall contain NO CLASSIFIED MATERIAL
UNDER ANY CIRCUMSTANCE. In the event classified information is found anywhere within those referenced sections of the proposal, that volume will be collected and destroyed and the Offeror’s proposal will be determined to be non-compliant.
Electronic proposal submissions and supporting information shall be submitted on CD-ROM suitable for reading in a standard PC compatible CD-ROM drive. All view graphs shall be in Microsoft PowerPoint 2010 (or compatible).
All spreadsheets or mathematical computations (cost data) shall be in Microsoft Excel 2010 (or compatible) format and shall be working versions, including formulas and computations. Submission of locked spreadsheets is not acceptable. All spreadsheets should be “unlinked” to separate documents to allow for cost/price evaluation. All text shall be in Microsoft Word 2010 (or compatible) or searchable Adobe Acrobat Portable Document Format (PDF).
All schedules, including Integrated Master Schedule (IMS), shall be in Microsoft Project 2010 (or compatible). The electronic proposal material shall not contain any information not contained in the hard copy format. In the event of disparities between hardcopies and electronic information, the hardcopy governs.
The narrative material should consist of the following:
Hardcopy proposal shall be typed or printed in a font with the type no smaller than size 12 Times New
Roman font on standard 8-1/2 x 11 inch paper.
Text line spacing shall be single spaced. One-inch minimum margins on each side, including top and bottom are required.
Text within tables, diagrams, pictorial charts, or graphic material may use a font no smaller than 8-point
Times New Roman.
Fold out pages may be used for diagrams, charts or graphic material only and may not exceed 11 inches by
17 inches. Of the 250 page count limitation, 25 of the pages may be fold out pages in the Volume I
Technical Proposal submission. There is no limit on the number of fold out pages in Volume III
Cost/Price Proposal. Fold out pages may only include narrative sufficient to describe the diagram, chart, or graphic material and may only be single-sided.
Every paragraph, figure, and table shall be numbered.
Pages in excess of the page count limitation will be removed prior to the evaluation. If the proposal exceeds the page limit identified in the table above, the Government will remove all pages exceeding the specified page count from the back of the substantive proposal volume (not the appendices or any other content excluded from the Volume I – Technical Proposal page limitation) prior to the evaluation of the proposal and those removed pages will not be reviewed or evaluated. Pages will not be removed from the index or from any appendices provided at the back of the proposal.
Proposal material, with the exception of fold outs, shall be presented on double-sided pages only and in a single column on each page (refer to Section I, FAR 52.204-4). Each double-sided page counts as 2 pages.
Each single-sided fold out counts as 1 page.
Pages are to be numbered sequentially and tabs are to be used for chapter breaks. It is not acceptable to restart numbers in subsequent chapters within the proposals.
A date shall be placed on each page of the proposal corresponding to the date of the initial proposal. Any pages that may be revised as a result of discussions (if required) shall contain revision numbers and dates.
Each volume shall be bound separately and shall not exceed the page limitation cited above. Each hard-copy volume of the proposal shall be bound in three ring binders to permit removal of sections with each major part tabbed.
