SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
The purpose of this amendment to Solicitation No. N00024-16-R-6300 is to incorporate 3.1.5.5 Small Business Subcontracting Plan and Participation into Sections L and M, and renumber the content of Section M to align with Section L content. A conformed copy of the solicitation is provided separately to demonstrate the new format.
Accordingly, the solicitation is amended as follows:
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
3.1.5.5 Small Business Subcontracting Plan and Participation has been added to Section L under Factor 5.0 – Management Approach as follows:
3.1.5.5 Small Business Subcontracting Plan and Participation
The Offeror shall submit a written proposed subcontracting plan in accordance with the clause entitled “SMALL BUSINESS SUBCONTRACTING PLAN” (FAR 52.219-9). It is the intent of the Government to encourage the use of Small Businesses whenever practicable. The Government desires a ten percent (10%) overall small business participation goal to be set by the Offeror, inclusive of the congressionally mandated five percent (5%) goal for Small Disadvantaged Business concerns. The Offeror shall describe the extent to which its company has identified and committed to provide for participation by small businesses, including veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small business, Small Disadvantaged Business, women-owned small businesses, historically black colleges and universities, and minority institutions for the performance of this contract. Of special interest is the amount and type of work to be performed by the subcontractors. The Offeror shall provide sufficient information to demonstrate that the contributions that small business subcontractors make will be meaningful in the sense that they will be performing functions important to the overall success of the program and also broaden the subcontractor’s technical capabilities. The Offeror shall explain the reasons for, and advantages of, selecting the particular subcontractors (this explanation need not include material vendors). This section of the technical proposal addressing the extent of small business performance shall be separate from the Small Business Subcontracting Plan submitted under Volume IV. However, if an individual contract plan is submitted under Volume IV, it must represent the goals proposed under this section.
For Small Businesses proposing as Prime Contractors, information relative to the overall breakout to subcontracting partners is desired under this section.
SECTION M - EVALUATION FACTORS FOR AWARD
3.1.5.5 Small Business Subcontracting Plan and Participation has been added to Section M under Factor 5.0 – Management Approach as follows:
3.1.5.5 Small Business Subcontracting Plan and Participation
The Offeror’s plan for Small Business, HUBZone Small Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, and Historically Black Colleges & Universities and Minority Institutions for the performance of this effort will be evaluated in accordance with Section L criteria. The Offeror will receive a more favorable evaluation if its proposal includes an overall small business participation goal that meets or exceeds ten percent (10%).
