Acronyms)? Is it also correct to assume that the Volume I Front Matter is not subject to the page limitations, consistent with the unrestricted page count for the Volume I Appendix

Recommend revise Section L to specify the front-matter requirements for Volumes I and II, and to clarify that front matter does not count against the Volume I page limit.

Q3 234 L.1.4

This section states that “Proposal material shall be presented on double-sided pages only” and that “Fold out pages … may not exceed 11 inches by 17 inches.” If a foldout is followed by a standard 8½ x 11” page, it would be impractical to print that page on the back of the foldout. Double-sided foldouts would also degrade the usability of the hard-copy document, because the reverse side of each foldout would be folded away from the evaluator. Therefore, is it correct that foldouts shall be printed single-sided?

Recommend revise Section L to clarify that foldout pages shall be printed single-sided.

Fold out pages may be printed single-sided and each will count as one page towards the page limitations, if applicable. Please see Amendment 0002 for clarification to fold out requirements Section L.1.4.

Q4 234 L.1.4

This section states that “Fold out pages may be used for diagrams, charts or graphic material only,” and also states: “There is no limit on the number of fold out pages in Volume III

Cost/Price Proposal.” This would seem to indicate that spreadsheets or other complex multi-column tables (such as those which must be included in Volume III) are considered

“charts,” and therefore are allowed to be 11x17” foldouts. Is this interpretation correct?

Recommend confirm that spreadsheets and multi-column tables are considered charts, and therefore are allowed to be 11x17” foldouts.

Q5 234 L.1.4

This section states: “Text within tables, diagrams, pictorial charts, or graphic material may use font no smaller than 8-point Times New Roman.” Is Times New Roman cited merely as a size reference, or is that the required font? If the latter, engineering design and production diagrams, such as those that will be required in order to meet the content requirements for Factors 1.0 and 2.0 of Volume I, are normally developed using sans-serif fonts, rather than serif fonts such as Times New Roman. Sans-serif fonts also provide much greater clarity in pictorial/graphic material at smaller font sizes. For example, 8-point Arial or Helvetica have fewer characters per horizontal inch than Times New Roman.

Recommend revise Section L to state that diagrams, pictorial charts, and graphic material may use sans-serif fonts. Please also state in the revision whether or not sans-serif fonts are allowed for tables.

Roman.” The font is not required to be Times New Roman, but it must not be smaller than a size 8-point Times New Roman.

Are "succeeding deliveries" from the table based on a single delivery in the initial timeframe, followed by a unit delivery every period thereafter as shown in the table?

Recommend that "succeeding deliveries" means each additional unit past the first delivery.

“Succeeding deliveries” include each unit delivered after the initial unit of a stepladder quantity CLIN. For example, a delivery schedule of “18 months after option exercise with succeeding delivery every 3 months thereafter” implies the first unit would be delivered in

18 months, the second unit would be delivered in 21 months, the third unit would be delivered in 24 months, etc.

Q7 242 L.3.1.4.6

This section states: “The Offeror shall provide a staffing plan matrix in Microsoft Excel.”

Since all other portions of Factor 4.0 (Design, Installation, Maintenance, and Support

Services) are required to be in Microsoft Word, we believe it will both facilitate evaluator review and simplify document production (due to the requirement for continuous page numbering throughout the volume) if the Excel matrix is provided as one of the Appendix

Documents for Volume I, rather than being embedded within the main body of the document.

Recommend revise Section L to specify that the Microsoft Excel staffing plan matrix shall be provided as an Appendix Document for Volume I.

A7 The Staffing Plan Matrix shall be provided as an appendix to Volume I. Please see

Amendment 0002 for clarification in Section L.1.4.

Q8 248 L.3.3

The RFP states that the proposal shall be effective for a period of 270 days, yet, for the purpose of pricing and evaluating cost data, the date of award is anticipated to be November

2017. This award date is ~360 days after proposal submittal.

Recommend clarify the proposal effectivity requirement.

A8 Proposals shall be effective for a period of 360 days from the closing date for receipt of offers. Please see Amendment 0002 for clarification in Section L.3.3 and L.3.4.1.

Q9 273 M.2.3

In the “Past Performance Confidence Assessment” table, the description of the “No

Confidence” rating contains the following statement: “The Offeror may not be evaluated favorably or unfavorably on the Factor of Past Performance.” Per DFARS Supplement

Procedures, Guidance and Information, Subpart 215.3--Source Selection (March 31, 2016), this statement applies to the “Unknown Confidence (Neutral)” rating, not the “No

Confidence” rating.

Recommend revise Section M to move the quoted sentence to the description of the

“Unknown Confidence (Neutral)” rating.

Q10 273 M.3.1.1.1

Evaluation Standard “c.” for Production and Manufacturing Approach is not consistent with the associated content requirement in Section L. Section L.3.1.1.1.c requires a description of the “material acquisition process,” and of the risks and mitigations associated with

“quality control of material” from subcontractors, due to factors such as corporate barriers, etc. Section M.6.1.1.1.c does not mention material at all, implying that the required risks and mitigations are outside the scope of material acquisition.

Recommend change the cited Evaluation Standard from:

“The degree to which the proposal describes the program risks and demonstrates appropriate mitigation plans due to distances and corporate barriers between engineering, production and management, and quality control of subcontractors.”

to:

“The degree to which the proposal describes a material acquisition process that meets SOW requirements, defines associated risks, and demonstrates appropriate mitigation plans due to distances and corporate barriers between Engineering, Production and Management and

Quality Control of Material from subcontractors"

Q11 232, 233 L.1.3, L.1.4

Section L.1.3 states that the proposal shall be delivered to NAVSEA. Section L.1.4 specifies deliverable quantities for NAVSEA and for DCAA. Are the DCAA copies to be delivered to the same address as the NAVSEA copies, rather than to the cognizant DCAA office?

Please clarify proposal delivery requirements and quantities with all appropriate addresses.

Q12 233, 234 L.1.4

How shall the foldouts in Volume I be counted with respect to the page limitations? Does an 11x17” foldout count as a single page, or as two pages? Assuming that foldouts are to be printed single-sided per the previous question, is it correct that the blank back of a foldout does not count against the page count if appropriately marked?

Recommend revise Section L to state that a foldout counts as a single page, and that the blank back of a foldout does not count against the page count if appropriately marked.

For Design Approach and New Product Baselines, the list of required/allowable evidence to substantiate concept design in Section L does not match the list of evidence that will be evaluated in Section M. Items missing from Section M are highlighted below:

L – “Show evidence such as measurements, test results, or evidence of similar designs or working components, prototype(s), or comparable mature system(s) in a relevant environment.”

M – “The degree to which evidence of a working component prototype(s) or mature system(s) in a relevant operational environment is provided.”

Recommend synchronizing Sections L and M.

Q14 242, 244 L.3.1.4.6

Page 242 specifies the format for the staffing plan matrices. The table formats prescribe that hours by Labor Mix, by Seniority Grade, by CLIN be presented. The prescribed table format makes no provision for naming individuals. However, the last paragraph of 3.1.4.6 on page 244 specifies that individual names by CLIN should be provided and that offerors should minimize the number of “pending” entries for which no candidate has been identified. The sum of the engineering services CLINs averages more than 500,000 hours per contract year, equating to more than 250 full time equivalent individuals over a 5 year

Period of Performance.

Recommend the requirement to name individuals be deleted.

Q15 Various B

There are CLINs for ODCs in support of ASW Design Transition Services, BOA

Installation, Engineering Services, Sustainment Services, and Depot Maintenance. There are no ODC CLINs for SSMM Design Transition, or Knifefish Design Transition.

Recommend establish ODC for all Design Transition Service CLINs.

A15 CLIN 1022 has been designated as the ODC CLIN in support of all design transition services (CLINs 1018, 1021, and 1025). Please see Amendment 0002 for the revision in

Section B.

Q16 125 & 178 C.7.4 & H

If the contractor, its US-based subcontractors and/or their collective employees incur Taxes as a direct result of this effort, will the Customer reimburse the contractor for the amount of such Taxes as well as any incidental compliance expenses provided that the Taxes and these expenses are reasonable and not covered by a Status of Forces Agreement (SOFA) or equivalent Memorandum of Understanding (MOU), and the contractor presents the customer with properly substantiated invoices.

Please clarify.

Q18 93 C

Section C page 91 identifies installation labor to CLIN 1/2/3/4/5100. Section 7.3 identifies installation labor for the boa to 1100, 1200, 1300, 1400, and 1500. Is section C page 93 correct?

Please clarify and/or update the RFP as necessary.

Every paragraph, figure, and table shall be numbered.

Pages in excess of the page count limitation will be removed prior to the evaluation. If the proposal exceeds the page limit identified in the table above, the Government will remove all pages exceeding the specified page count from the back of the substantive proposal volume (not the appendices or any other content excluded from the Volume I – Technical Proposal page limitation) prior to the evaluation of the proposal and those removed pages will not be reviewed or evaluated. In the event that the proposed labor mixes differ from those listed in the following tables, the Offeror shall provide the rationale used in selecting the proposed labor mix. No cost information shall accompany the labor mix in Volume I – Technical Proposal.
