RO/RO Storage Cabinets. On page 88 of Section C, the definition of CLINs 1001, 2001, 3001, 4001, and 5001 cites master drawing number 20110701; the drawing is for the
Common Transport Container (CTC). Does the USN intend to buy RO/RO cabinets, if so, what is the quantity mix per the TDP spec provided? Also, does the Navy intend to procure
CTCs under this contract, and if so, in what quantity?
Please clarify Section B vs. Section C discrepancy.
If the Navy intends to procure CTCs, recommend a separate CLIN be established to specify quantities and price of CTCs.

Recommend update the description to "Motor Plate Assembly" and callout the 8224582-14 part number. If individual parts are required for spares, recommend they be called out and identified by their individual Find Numbers (FN).

Assembly, which yields the middle drawer rack and all the individual components to build the gearing assembly. There is no separate gear box on the ALMDS/AMNS outfitted container;
it is built out of individual components and sub-assemblies on the 8351006.
If gearing components are required for spares, recommend the 8351006 be broken down into the individual Find Numbers that make up the gearing assembly.

TDP, with no mention of an article being fabricated. Is the Government looking for the
Contractor to fabricate a unit under CLIN 1014 as well as develop a TDP?

Also, the ASW TDP is unclear on whether full assemblies are required in addition to components, and what quantities of each component/assembly are to be provided.
Please clarify which ASW components are required, and if you are ordering the full assembly plus components that go into the full assembly separately, and provide a date when missing drawings identified in the drawing tree will be provided.

Per Sections B and C, the sole deliverable for CLIN 1014 is “a production-ready Technical
Data Package (TDP) in accordance with the Statement of Work” for the Reduced Weight
BOA.
However, in addition to the TDP, the SOW section for this CLIN (5.0) also includes development of end-user Logistics Products (SOW 5.5; CDRLs C028-C040). This creates two issues:
1. Development of the TDP is a predecessor task for creating most of these Logistics
Products. Per Section L, the TDP is a deliverable 9 months after option exercise, which then requires Government Approval after the 9 months PoP is closed before Logistic products would typically be developed. This leaves insufficient time under the CLIN period of performance to also develop successor products from a not-yet-approved TDP.
2. Because all of these Logistics Products (e.g., Technical Manuals) are intended for use subsequent to BOA delivery, these products will not be of use to the Government until/unless an Option CLIN for Reduced Weight BOA Production is exercised.
Please modify the RFP to address these issues per one of the following methods:
1. Specify that the Logistics Products for the Reduced Weight BOA, currently defined in
SOW 5.5 and CDRLs C028-C040, will be instead be procured as Sustainment and Support
Services, in accordance with the corresponding requirements in :
a. CLINs 1700, 2700, 3700, 4700, and 5700;
b. SOW section 7.6.2; and
c. CDRLs E094-E106.
2. Create a separate Option CLIN for Reduced Weight BOA Logistics Products.

For example, if an offeror proposes a weight reduction of X% on the 20' RWBOA, the Government would expect a substantially similar, or greater, reduction of X% on the 10' RWBOA.

The current configuration of the LCS MMs has been integrated and tested and deployed in at-sea environments. The technology maturation process has resulted in a mature product baseline including detailed design documentation, requirements updates, and study results. A technical data package providing relevant drawings, specifications, integration requirements, and applicable government studies performed to date is provided as Government
Furnished Information (GFI) in Contract Attachment J-4.
1.5 Technical Data Package
The current configuration of the LCS MMs has been integrated and tested and deployed in at-sea environments. The technology maturation process has resulted in a mature product baseline for some components that includes detailed design documentation, requirements updates, and study results. A technical data package providing relevant drawings, specifications, integration requirements, and applicable government studies performed to date is provided as Government Furnished Information (GFI) in Contract Attachment J-4. Engineering changes, modifications, and new components are needed for other MM components, as described in this SOW and attached specifications.
Section 3.5.8 Operational Security (OPSEC) Plan of the Statement of Work has been removed in its entirety.

The Contractor shall update and maintain a Product Drawing package for the equipment procured under this contract line. The TDP (CDRLs C013 to C027) shall contain all data sufficient to provide life-cycle support down to the
Lowest Replaceable Unit (LRU) level, at a quality that allows successful Government re-procurement of the end item and components via multiple sources. The Contractor shall include all products in the TDP. The TDP shall contain, as a minimum, the following data as currently defined by the product baseline TDP:
a. All engineering and manufacturing Product Drawings and Associated Lists;
b. Listings of all Contractor Engineering Change Orders (ECOs) or drawing change authorizing documents categorized by ECP;

Format shall conform to DoN Policy on Digital Product/Technical Data, dated October 23, 2004.
The Contractor shall update and deliver Work Instructions (WI) based on their internal fabrication processes. The
WIs shall contain all data and information sufficient to manufacture the product (product, system, or equipment) configurations as identified and required under this contract line. The WI shall be identified (CDRL Item C026) and shall include digital photographic images of assembly procedures and any cable dressing techniques. The actual
Work Instruction drawings shall be delivered as a part of the related TDP drawings. The Contractor shall use
Integrated Product Teams to resolve ambiguities and deficiencies found in the TDPs. The Contractor shall identify and implement training of their employees for any critical manufacturing processes as necessary to manufacture successfully the deliverable end items.

5.4.5 Technical Data Package (TDP)
The Contractor shall update and maintain a Product Drawing package for the equipment procured under this contract line. The TDP (CDRLs C013 to C027) shall contain all data sufficient to provide life-cycle support down to the
Lowest Replaceable Unit (LRU) level, at a quality that allows successful Government re-procurement of the end item and components via multiple sources. The Contractor shall include all products in the TDP. The TDP shall contain, as a minimum, the following data as currently defined by the product baseline TDP:
a. All engineering and manufacturing Product Drawings and Associated Lists;
b. Listings of all Contractor Engineering Change Orders (ECOs) or drawing change authorizing documents categorized by ECP;
c. Outstanding SCNs/ECP along with their implementation, or cut-in date;
d. Listings of all TDP documentation and ECOs or authorizing drawing changes documents that describe in detail changes incorporated into engineering drawings;

6.0 Environmental Testing

In addition to the general requirements described in Section 3.0, unique requirements for Environmental Testing are described below.
The Contractor shall execute a test program for the applicable hardware associated with CLINs 1016, 1017, 1020, 2024, and 2027, when each option is exercised, and complete the testing identified in Table 6-1, below, as modified by any individual requirements in the individual Product Performance Specifications. The Contractor shall develop and deliver a test plan (including a test program schedule), test procedures (CDRL D001), and a test report (CDRL
D002) identifying the results of the testing. The Contractor shall repair and refurbish the test article as necessary in order to conduct each successive test, and then repair and refurbish the test article in order to allow it to successfully pass the production acceptance testing. This effort and scope does not include any redesign engineering effort necessary to revise the product design if the test results are not successful, but does include the requirement to provide recommendations on future engineering work that may be useful in improving the product performance, which would be separately funded, if desired.

6.0 Environmental Testing

After completion of test sequence, the contractor shall contactor shall run the production acceptance testing to determine condition of the test article.
