Sheet 6
GENERAL NOTES
1. Upon delivery of the ship, paint work shall be complete and in a serviceable condition.
Coated surfaces shall show no film failures, that is, loss of adhesion, blistering, rusting, pin holeing, checking, cracking, runs or sags, greater than 1 percent of any 100 ft². The
Contractor shall furnish the materials required and do repainting as necessary to obtain this result.
2. Commercial paints shall be applied in accordance with ASTM F 718 data sheet supplied by the manufacturer of that product. Where "manufacturer's instruction or recommendation" is cited, the manufacturer's ASTM F 718 data sheet shall be the source of recommendation.
Paint shall not be applied to surfaces during cold weather (below 35 degrees F). Painting shall not take place unless the substrate temperature is at least 5 degrees F above the dew point of the surrounding air. Paints having a higher minimum application temperature specified by the manufacturer shall not be applied below such specified temperature. In colder weather drying time between coats shall be increased as necessary. A minimum of two coats shall be applied to satisfy all requirements for minimum film thickness except where one coat is specifically permitted herein. After the first coat has been applied, subsequent coats shall not be applied until the preceding coat has become properly dry and hard, unless otherwise specified herein.
The dry film shall be free of surface contaminants including moisture. Before the application of any coat, all bare spots on the preceding coat shall be "touched-up".
3. To minimize premature yellowing, Mil. Spec. DOD-E-24607 chlorinated alkyd paints shall not be applied within 4 weeks of the application of amine cured epoxies in those areas where vapors from the amine can come in contact with the chlorinated alkyd paints. A full "dress-up" coat is not classified as "touch-up" in this context.
4. Requirements For Critical Coated Areas: Surface preparation will be accomplished by certified blasters. Vendors paint will be applied by certified painters and test/inspection records will be maintained IAW the requirements of Ref. 5, Section 11. Checkpoints and final inspections will be signed off by a National Association of Corrosion Engineers (NACE)-certified Marinette Marine coatings inspector and an ABS-approved NACE-certified independent quality assurance inspector.
5. Blasters And Painter Certification: Marinette Marine will maintain a certification program for blasters and painters working on the project IAW Ref. 5, Section 11.5, and Section 1 paragraph 1.1of Ref 4. If plural component equipment is used the operators will have SSPC –
C-7 Marine Plural Component Application Certification.
6. Record Keeping During Surface Preparation / Paint Application: A permanent record of environmental conditions, surface preparation, and paint application operations will be maintained. Data will be entered in Appendices 1 through 5 of PCP’s 01 -14 Ref 9 thru 22.
Environmental information in Appendix 1 will be updated every 4 hours, posted at the job site, and an updated copy provided to the coatings inspectors at each checkpoint for review. At each 4-hour recording period the readings will be manually taken and reviewed to determine if
Sheet 7 the environmental conditions are suitable for continued coating system application. The record shall include dates and times of surface preparations and painting operations, air temperatures, surface temperature, relative humidity, and dew point. Enter in Appendix 3 the abrasive blast media QPL, manufacturer, type, and size of abrasive used (when used) along with the
TESTEX PRESS-O-FILM tapes used to measure surface profile. All Appendices and data logger information will be provided to ABS and NAVSEA upon completion of the coating system application. This information will be retained for 2 years.
7. Surfaces to be painted shall be free of rust, mill scale, dirt, grease, deteriorated paint, moisture and other surface contaminants. Coatings shall be applied as soon as practicable after cleaning, but in no instance longer than 24 hours
8. SSPC-SP 1 Solvent Cleaning shall be performed to remove grease and oils when visually present, before applying the initial coating.
9. The surface profile of abrasively blasted surfaces shall be measured using Method C of
ASTM D4417. Three profile readings shall be taken every 100 square feet for the first 500 square feet. If the readings are consistent, only one reading needs to be taken every 1000 square feet thereafter. Where SP-10 and SP-6 is listed on this schedule, for surface prep the anchor pattern produced by blasting shall be between 2.0 and 4.0 mils. SP-11 shall be about a 2.0 mil anchor pattern.
10. Surface Chloride Conductivity Checks. This applies to all critical coated areas such underwater hull and appendages; all tanks and voids; all bilge areas; the freeboard, superstructure, and other exterior surfaces and appurtenances thereto; all intake vent plenums and trunks between the skin of the ship and any moisture separators, if present; all uptake spaces; well deck overheads; and high traffic interior decks and decks to which non-skid coating will be applied. When surface contamination is suspect, a surface chloride or conductivity check shall be conducted randomly over the prepared surfaces (5 measurements shall be made every 1000 square feet. If the area is less than 1000 square feet, conduct 5 measurements) after the solvent cleaning. If any chloride measurement exceeds 3 micrograms per square centimeter (or exceeds 30 microsienens per centimeter for conductivity measurements) for immersed surfaces or 5 micrograms (70 microsiemens per centimeter) for non-immersed surfaces, then perform a fresh water, low pressure wash (2000-3000 psi) prior to applying the initial coating to remove all surface contaminants, including soluble chlorides.
For all exterior spaces, tanks, voids, and bilges, fresh water, low pressure wash shall be performed after the solvent cleaning. prior to abrasive blasting to remove all surface contaminants, including soluble chlorides.
11. Prior to application of coatings to all critical coated surfaces, specified in Section 5, Paragraph
2 of Ref 4 and defined in Ref 9 Thru 20, preconstruction primer shall be removed by dry abrasive blasting methods. The abrasive materials used shall be new and of sufficient hardness to establish a 0.002 to 0.004 inch (2.0 to 4.0 mils) peak-to-valley anchor tooth profile on the metal. For steel surfaces, the abrasive material shall be qualified to MIL-A-22262, or shall be steel shot or grit in accordance with SSPC-AB-2 or SSPC-AB-3. For aluminum
Sheet 8 surfaces, the abrasive shall be garnet or aluminum oxide. The minimum surface cleanliness condition achieved for steel surfaces shall be in accordance with the Society for Protective
Coatings SSPC surface condition SSPC-SP-10, near white metal. For aluminum surfaces, an equivalent level of cleanliness shall be achieved. The first coat of anti-corrosive paint shall be applied before the blasted metal surface has deteriorated to less than a SSPC-SP-10 surface cleanliness condition.
12. Soluble salts measurements shall be taken prior to abrasive blasting operation in critical coated areas and shall be evaluated for contamination by soluble salts such as chlorides. The extraction method shall be by the Bresle blister patch method of collection. The solution extracted from the surface shall be tested for soluble salt content by conductivity testing. For immersed surfaces, the maximum allowable conductivity is 30 microsiemens-centimeter. For non-immersed surfaces, the maximum allowable conductivity is 70 microsiemens-centimeter.
Evaluation reports are to be maintained by the Shipbuilder QA Department for review by ABS and the Navy.
13. Treatment of welds: Where blasting is not performed, all erection/construction welds shall be power tool cleaned to SP-11. All weld protrusions, projections and spikes ground smooth; pits in the welds shall be ground out, and all weld spatter removed as required by Section 5, Paragraph 1.1, Ref 4. Where failure of PCP on welds is experienced, the PCP on that weld shall be removed via power tool cleaning to SP-11 in critical areas and SP-2 or SP-3 in non-critical areas.
14. Mechanically abrade or sweep blast any epoxy coating of bilges, voids, tanks, underwater hull, well deck and exterior surfaces which has been applied for over 30 days, prior to applying the next coat of the system. If more than 1 week elapses between application of coats in an epoxy coating system, prior to top coating, the surfaces shall be cleaned to remove dirt, oil, grease or other contaminants. A thin, continuous, "tack coat" (1 to 2 mils wet) of the primer, or last coat applied, shall be applied prior to the application of the next full coat; however, final coat should be delayed until the tack coat is "tacky". "Tacky" is defined as that curing (drying) stage when a fingertip pressed lightly against the film leaves only a slight impression and none of the film sticks to the finger. Additional drying time is permitted where required to prevent damage to the tack coat from top coating operation.
15. Paint application to metal in non-critical areas, the first coat of the paint system may be applied over a sound, clean and intact preconstruction primer. Compatibility between the preconstruction primer and the anti-corrosive paint shall be demonstrated to the ABS Surveyor or the Navy Supervisor.
16. Pipe in tanks and voids shall be painted, unless required by the Naval Technical Authority
(NAVSEA OR NAVY). Piping systems on weather decks shall be painted the same color as the surrounding structures, unless deemed inappropriate by the Naval Technical Authority.
However, fire hose stations, valve bodies, hose racks and hand wheels shall be painted red when located on any part of the ship. Pipe insulation (lagging) shall receive 2 coats DOD-E-
24607 (P/N L24) Fire Retardant Coating, or 2 coats DOD-C-24596 F25A Water Based Laytex
Sheet 9
(P/N L25, L78 or L79) color depending on where piping is used to match surrounding color scheme. Generally (L78) soft white is to be used. Use (L24) at Fire Zone Boundaries. Painting is required in non-painted aluminum deckhouse areas to seal pipe insulation, ie; not decorative.
17. Valve hand wheels, operating levers for valves and gauge root valves away from gaugeboards located in the interior of the ship shall be color coded for training, troubleshooting, quick identification, proper operation of particular systems, and critical damage control or casualty control purposes.

Hand Tool Cleaning – Removal of all rust scale, mill scale, loose rust and loose paint to the degree specified by hand wire brushing, hand sanding, hand scraping, hand chipping or other hand impact tools or by a combination of these methods. The substrate should have a faint metallic sheen and also be free of oil, grease, dust, soil, salts and other contaminants.
Sheet 12
SSPC-SP-3
Power Tool Cleaning – Removal of all rust scale, mill scale, loose paint, and loose rust to the degree specified by power wire brushes, power impact tools, power grinders, power sanders or by a combination of these methods. The substrate should have a pronounced metallic sheen and also be free of oil, grease, dirt, soil, salts and other contaminants. Surface should not be buffed or polished smooth.
SSPC-SP-7
Brush-Off Blast Cleaning – Removal of loose mill scale, loose rust, and loose paint, to the degree hereafter specified by the impact of abrasives propelled through nozzles or by centrifugal wheels. It is not intended that the surface shall be free of all mill scale, rust, and paint. The remaining mill scale, rust, and paint should be tight and the surface should be sufficiently abraded to provide good adhesion and bonding of paint. A Brush-Off Blast
Cleaned Surface Finish is defined as one from which all oil, grease, dirt, rust scale, loose mill scale, loose rust and loose paint or coatings are removed completely but tight mill scale and tightly adhered rust, paint and coatings are permitted to remain provided that all mill scale and rust have been exposed to the abrasive blast pattern sufficiently to expose numerous flecks of the underlying metal fairly uniformly distributed over the entire surface. NOTE: Mill scale will not be present as it has been removed in the Blast/Prime Line.
SSPC-SP-10
Near-White Blast Cleaning – Removal of nearly all mill scale, rust, rust scale, paint, or foreign matter by the use of abrasives propelled through nozzles or by centrifugal wheels, to the degree hereafter specified. A Near-White Blast Cleaned Surface Finish is defined as one from which all oil, grease, dirt, mill scale, rust, corrosion products, oxides, paint or other foreign matter have been completely removed from the surface except for very light shadows, very slight streaks or slight discolorations caused by rust stain, mill scale oxides, or light, tight residues of paint or coating that may remain. At least 95 percent of each square inch of surface area shall be free of all visible residues, and the remainder shall be limited to the light discoloration.
SSPC-SP-11
Power Tool Cleaning to Bare Metal – Power tool cleaning to produce a bare metal surface and to retain or produce a surface profile (1 mil minimum) suitable where a roughened, clean, bare metal surface is required, but where abrasive blasting is not feasible or permissible. Differs from SPPC-SP-3 in that SP-3 requires only removal of loosely adherent materials and does not require producing or retaining a surface profile. When viewed without magnification, shall be free of all visible oil, grease, dirt, dust, mill scale, rust, paint, oxide, corrosion products, and other foreign matter. Slight residues of rust or paint may be left in the lower portions of pits if the original surface is pitted.
SSPC-SP-12
Water Jetting – Where necessary and practical, interior, exterior areas, tanks, voids, Vents and bilges shall receive a fresh water low pressure wash performed after the solvent cleaning and prior to abrasive blasting, to remove all surface contaminants, including soluble chlorides
Sheet 13
27. Surface Preparation (Aluminum)
Aluminum surfaces to be painted shall be cleaned free of corrosion products, dirt, and other contaminants by light abrasive blasting. Use of 80–grit aluminum oxide or garnet abrasive at
65 lb/in2 pressure has resulted in satisfactory aluminum surface preparation with minimum metal removal. Spot cleaning after blasting can be done by power brushing or orbital sanding for establishing a profile. For cleaning aluminum, only stainless steel wire brushes, stainless steel pads, or abrasive sanding discs should be used. NOTE: The abrasive sanding discs used on aluminum shall not have been used previously on other metals or to remove copper or mercury pigmented paints.
If the abrasive blasted and cleaned aluminum surface becomes contaminated with oil or grease, the surface shall be washed with a water solution of liquid detergent cleaner (MIL–C–
85570, Type II), rinsed with fresh water and allowed to dry completely before paint is applied.
The aluminum surface shall be inspected for dirt and foreign matter. If dirt or foreign matter is observed, the surface shall be blown down with clean, dry, oil-free compressed air or rinsed until the contaminants are removed. Persistent contamination shall be removed by brush blasting comparable to SSPC–SP–7. The surface shall dry completely before paint is applied.
