Description Page # Section/ Paragraph Question/ Comment Proposed Action/ Change Government Response

1 Draft RFP 6401 56 of 203 3.3.11.1

This paragraph requires ABTC production in accordance with the

IMA procedures in SW513-EO-PRO 30, 40, 50 and requires the contractor to develop procedures for those process not included in the government procedures. The Torpedo Depot has approved procedures that deal with disassembly and reassembly of ABTC components which are not assembled by the IMA.

Navy provide access to the Depot Repair procedures used at NUWCDIVKPT Depot

The Government is still researching this request. A list of available assembly procedures will be provided by 24 July and subsequent release of procedures will be later. These procedures will be provided as part of Attachment 8, Government

Furnished Information, and will be for information only. The Contractor is still responsible for delivering AB/TC's to the requirements of the Contract whether they use the depot procedures or not.

2 Draft RFP 6401 Attach 7 Support equipment related to FIRs

The GFE list identifies various tools and fixtures required to assemble and test subassemblies, FIRs and afterbody/tailcones. The quantity to be provided is 1 of each. Will the Navy provide the drawings for each of these items so that the contractor can replicate the quantity required to support an economic production process

Provide a CD with the PDF drawings of each of the

GFE items

The Government has provided all available drawings for the GFE tools and fixtures.

All available drawings were provided as GFI (see item marked as "Special Tooling and

Handling Fixture Drawings" on the GFI list). If drawings of GFE tools/fixtures are not provided as GFI (on the Competition Library CD provided with the RFP), then the

Government does not have possession of them.

3 Draft RFP 6401 56 of 203 3.3.11.1

The Contractor shall assemble the MK 48 MOD 7 AB/TC Sections and subassemblies utilizing the Government’s procedures (SW513-

EO-PRO-040, SW513-EO-PRO-050, SW513-EO-PRO-060) provided within the Build-to-Print TDP (Attachment 1). Is it the Navy's intent that the QA hold points and Quality authentication sheets be used as is or may they be modified without submitting redlines for approval.

Recommend allowing the contractor to use

ISO9001 Quality Processes to tailor these requirements without sacrificing the QA found highly desirable from 30 years of Fleet operations.

Any changes to the QA hold points or any other aspect of the procedures should be submitted for approval per the contract.

4 Draft RFP 6401 35 of 203 Section C Part 1 CLIN

The Crossover battery 6300534-1 is an expensive consumable item.

It is particularly expensive when procured in low quantities and with a requirement for first article and environmental qualification.

Two possible approaches could result in cost savings to the Government; 1) provide the crossover batteries for the POM/first articles as

GFM. (Note batteries are not used in dynamometer qualification tests) or 2) Facilitate an arrangement to allow the ABTC contractor to

"piggy back” on a PMS 404 crossover battery order thereby avoiding the cost of redundant qualification or periodic tests.

The crossover battery is a 4T item and as such is not required for delivery by the contractor. The Government will provide and incorporate AB/TC Section 4T items at the IMA after delivery by the contractor. The RFP (CLIN 1 Description) has been updated to illustrate which AB/TC Section components are 4T and not required for delivery by the contractor in AB/TC Sections.

5 Draft RFP 6401 112 of 203 52.209.4 (j)

This Clause states that the contractor shall produce the first article and the production quantity at the same facility. If the contractor can demonstrate that producing First article and Option year

Production units using the same QA and CM processes, suppliers, training, and build procedures at different contractor facilities offers a significant cost advantage, would the Navy consider that proposal.

Moving production has offered the ADCAP program significant cost savings in past acquisitions. There may be a similar opportunity for this Afterbody procurement.

No, the Government will require First Article and production quantities to be at the same facility in accordance with the referenced FAR clasuse.

6 Draft RFP 6401 Attachment 2 and

Attachment 5

ABTC

The Afterbody Tailcone Unit is required to pass external pressure testing by the contractor per 6935288 paragraph 4.2.4.3.4.1. This testing can be performed by either NUWC divisions whose Facilities are to be provided as GFF per attachment 5.

Please clarify if use of the Hydrostatic test facility at NUWC for FAT will be provided as a GFF/GFS or whether it would require execution of a Work for

Private Parties Agreement.

Hydrostatic testing is not being provided as GFF, therefore it will require execution of a Work for Private Parties.

7 Draft RFP 6401 Attachment 5 Note **

Indicates test capability at NUWC Keyport ETL with a parenthetical

(See Attachment 14). Attachment 14 is the Shipping Instructions and does not appear to be related to this note.

Please clarify the intent of the parenthetical.

This was a typo, this should say "Attachment 13", which is the GFF Descriptions attachment. Attachment 5 has been updated to reference Attachment 13 vice

Attachment 14.

8 Draft RFP 6401 160 of 203 Sect L Paragraph 3.1.1.2

Section L 3.1.1.2 NRE and POM includes a discussion of Design for

Manufacture and Assembly which implies the government is looking for DFMA approach for the build to print ABTC. However there is no requirement for DFMA in the SOW or a CDRL for delivering the results of such a study.

Please clarify what production quantity the $500K savings must be achieved over.

The delivery method of the DFMA approach is to incorporate wording into contractor proposals in accordance with Section L 3.1.1.2. The $500k savings must be achieved after combining savings from the production, spare, and PSM units.

9 Draft RFP 6401 97 of 203 clause 5252.216

The clause indicates that the level of effort tasks under this contract totals 440,000 hours. CLINs 0006, 0106, 0206, 0306, 0406, 0007, 0107, 0207, 0307, and 0407 total 340,000 hours.

Please reconcile this inconsistency. The RFP has been updated to reflect the 340,000 hours throughout.

10 Draft RFP 6401 Attachment 2 VSS

Calls out Drawing 6146364 and specification 5893752. Neither of these documents were provided in the Draft TDP which called out the VSS as 6935175 and the VSS spec as 6935194

Please clarify correct baseline Drawings provided in the TDP were correct. Attachment 2 has been updated to reference the drawings provided in the TDP (6935175 and 6935194)

11 Draft RFP 6401 35 of 203 CLIN 0002 Second paragraph deals with offsets and applies to FMS CLINs/SLINs.

Does this requirement properly apply to CLIN 0002?

Please clarify requirement. Yes, offsets do apply to this CLIN.

12 Draft RFP 6401 166 of 203 Section L 3.1.4

Notes that the contractor shall emphasize past performance where

"the offeror has manufactured and tested torpedo arrays or electronics comparable in complexity to the MK 48 Mod 7 ABTC section." Torpedo arrays and electronics are not comparable to the manufacture of the ABTC.

Would the Navy consider rewording to emphasize mechanical assembly and test of military hardware?

Yes, language as been updated to be more in align with effort per the scope of work for this contract.

13 Draft RFP 6401 46 of 203 Section 3.3.2.4

Paragraph 2 requires providing data on CLIN 0002. CDRL A0007 requires reporting on CLIN 0001 and 0002. Quantities to be reported align with CLIN 001 not CLIN 0002.

Please reconcile these inconsistencies. Language has been updated.

14 Draft RFP 6401 46 of 203 Section 3.3.2.4

Paragraph 3 requires reporting for CLIN 0002. CDRL A008 blocks 10, 12, and 13 require reporting on "... all base year Contract line items….."

Please reconcile this inconsistency. Language has been updated.

15 Draft RFP 6401 Attachment 2 Isolated Rotor

There is no Factory Acceptance testing delineated for the Isolated

Rotor (7053477). That Drawing calls out specification 7053456 which was provided in the draft TDP. That specification requires production acceptance testing IAW paragraph 3.6.3 (bond strength).

Was it the Navy's intent to not specify this testing in Attachment 2

Clarify Isolated Rotor Factory acceptance test requirement

Testing IAW 7053456 paragraph 3.6.3 is required and will be included in updated

Attachment 2.

16 Draft RFP 6401 Attachment 2 Engine

Attachment 2 only indicated two factory acceptance tests are required for the Engine assembly 7052739 at that level. An Air spin test of the engine is required at the afterbody tailcone level.

Confirm that the other first article tests called out in Engine C2B specification 6935289 are not required at the Engine assembly level

The Referenced documents and test requirements in Attachment 2 are correct for the Engine Assembly.

17 Draft RFP 6401 Attachment 2 Type II Cables

The 5W1 and 5W2 cables are not listed against the Cable FAT test criteria. The FAT testing at the tailcone/steering assembly level does not include the Cable test requirements.

Resolve this discrepancy Attachment 2 has been updated to include all applicable cables and FAT tests.

18 Draft RFP 6401 Attachment 2 and

Attachment 5 Type II Cables

Attachment 5 indicates that a Type II Cable pressure temperature test capability exists at NUWC Keyport. Attachment 13 discusses this capability in general terms. Additional details are required to support proposal.

Please provide details on the NUWC Keyport capability including physical arrangement, throughput, number of cable types per test, how continuity and isolation are measured, and what

OQE is provided.

NUWC Keyport can test one (1) set of TYPE II cables listed in Attachment 2 every 8 hours. Tests include; 4.2.4.4 Dimensional and Material Inspection, 4.2.4.1

Pressure/Temp Operating, 4.2.4.2 Electrical Performance, and 4.2.4.3 Cable

Transition. Insulation resistance and conductor resistance will be tested using a COTS

DIT-MCO Series 2115 Control Console. A report will be generated by the ETF consisting of the output data from the DIT-MCO and a write up of the results from

4.2.4.3 Cable Transition and anomalies or failures noted during testing.

19 Draft RFP 6401 Attachment 2 Type II Cables

The Type II cable specification (5894148) paragraph 4.2.1.1 requires preproduction tests only on 5W1, 5W2, 5W7, and 5W8 cables.

Attachment 2 indicates testing required of 5W7, 5W8, 5W9, 5W13, 5W14, 5W15, 5W16, and 5W15 retention assembly.

Please reconcile this inconsistency.

4.2.1.1 is a preproduction test and is not required to be performed by the contractor so it is not applicable to FAT. Contractor will be required to conduct FAT testing on type 2 cables as specified in Attachment 2.

20 Draft RFP 6401 Attachment 2 Type II Cables

The 5W15 Retention Assembly (6938008) was included in the Type II cable test requirements. Neither Drawing 6935008 nor PL6935008 calls out the Type II cable specification and drawing 6938008 has no performance requirements.

Please provide desired test requirements for this assembly.

5W15 is tested as part of the 100% FAT weight/material and electrical per 5894148 figure 1.

21 Draft RFP 6401 Attachment 2 VSS

Calls out Drawing 6146364 and specification 5893752. Neither of these documents were provided in the Draft TDP which called out the VSS as 6935175 and the VSS spec as 6935194

Please clarify correct baseline Drawings provided in the TDP were correct. Updated Attachment 2 to reference the drawings provided in the TDP (6935175 and 6935194)

22 Draft RFP 6401 Attachment 2 VSS

Attachment 2 requires FAT tests of the VSS IAW paragraph 4.2.4.4 activating and deactivating force with a note that "* GFE VSS tester provided can be utilized for these tests"

Paragraph 4.2.4.4 of 6935194 includes 4.2.4.4.2 which requires measurement of actuating forces when exposed to external hydrostatic pressure.

The VSS force gauge provided as GFE cannot support that requirement. Please advise whether

NUWC has the capability to perform that test or is the contractor required to provide that capability.

Measurement of actuating forces is required but not under pressure and Attachment

2 has been updated.

C2B and CIPS

Specifications preproduction

The specifications for the Afterbody/Tailcone major subassemblies

(FIRs) require delivery of preproduction samples (typically two each) for government directed testing.

Please confirm these preproduction samples are required and are in addition to the subassemblies provided in the deliverable POM Afterbody

Tailcone Units.

The Government does not require "preproduction samples" in addition to Proof of

Manufacture units delivered in CLIN0001. Only FAT testing in accordance with

Attachment 2 is required.

24 Draft RFP 6401 Section C Part 1 CLIN 0001

Requires ABTC delivery IAW the preserved condition Drawing

6105286. That drawing is not provided in the TDP or the Attachment

5 GFI.

Please provide drawing and any other drawings required by the parts list for 6105286.

6105286 and PL6105286 will be provided.

25 Draft RFP 6401 Section C Part 1

CLIN 009 109,

202,309,409

The text under the CLIN descriptions says the contractor shall deliver

ABTC sections or components as specified in Exhibit D. Exhibit D in this Draft RFP only includes the full up Mk 17 Mod 3 ABTC section

8243663. Does the government intend to procure Section components under these CLINs, and if so which components?

If section components are to be provisioned under these CLINs please complete Exhibit D.

Section components will be procured, please see updated Exhibit D.

26 Draft RFP 6401 Section C Part 1 CLIN 008 and 009 and similar option CLINs

It isn’t clear what the objective of having two CLINs which the government may use to procure additional ABTC hardware. Exhibit

D only includes the ABTC Unit 8243633 which is also included in

Exhibit C

Please provide rational for the separate CLINs 008 and 009 both calling out the complete ABTC unit

8243633

Exhibit C and D are used to meet requirements, both have been updated and both are required.

Draft RFP 6401 pg 35 Part 1 CLIN 001

Attachment 2 and

Attachment 8

Government QATP

CLIN 001 states the contractor shall perform FAT on the ABTC

Sections to the requirement of Attachment 2 (First article and

Factory Acceptance testing requirements). Section C Paragraph

3.3.10.1 also states" All first Article requirements in Attachment 2 will be tested and verified by the Government on CLIN 1 POM units during the Government's POM qualification period.....". Attachment

2 indicates the First Article test requirements which will be verified by the Government in the POM phase. SOW Paragraph 3.3.10.1 pg

55 states that ABTC sections and individual FIR components shall meet all First Article requirements defined in the First Article requirement column of Attachment 2. Many of the product specifications for the ABTC and its components include a paragraph

4.1.1 which states "unless otherwise specified in the contract or order, the supplier is responsible for the performance of all inspection requirements as specified herein........." The Government

QATP outlines a qualification test strategy obviating FIR first article qualification testing by the contractor unless there is a FIR failure during ABTC level Qualification testing.

Please clarify whether the paragraph 3.3.10.1 and

Attachment 2 words under First Article testing and the strategy in the QATP are intended to modify this 4.1.1 product specification requirement to waive contractor responsibility for conducting FIR item first article testing ( other than failure reporting, analysis and corrective action)?

The Contractor is required to meet all First Article Requirements, but these requirements will be tested by the Government at the Government's facilities. In this contract, "FAT" is an acronym for Factory Acceptance Tests, and not First Article

Tests.

38 DRAFT RFP 6401 40165171195

Section C/Para. 2.7;

Section L/Para. 3.1.2.6;

Section L/Para. 3.1.5.11;;

Section M/Para. 5.2.6

Is it the government's intent that a funded WFPP Agreement be in place for the usage of the government facilities identified for use by contractor's in RFP Attachment 5, GOVERNMENT FURNISHED

FACILITIES/ACCESS? If so, can the government provide the labor categories and rates for government personnel at these facilities in order for bidder's to calculate estimates to include in their proposals?

Please clarify the WPPA requirement.

For items in Attachment 5, Government Furnish Facilities a WFPP is not required.

Use of those facilities are provided to the contractor for free. A TAP is required to be completed prior to use of test facilities as stating Section C-2.

39 Draft RFP 6401 Section E Page 82 CLIN 0001 Acceptance

Paragraph one indicates two criteria for conditional acceptance.

Criteria 2, successful FAT per Attachment 2 is clear. Criteria 1 requires “demonstration of the requirements of the specifications and drawings defined in Section C.”. Most of the FIR and component specifications require preproduction testing in addition to the FAT requirements. Is it the government’s intent that those preproduction requirements be demonstrated by the contractor prior to conditional acceptance?

Please clarify the Contractor’s responsibility for conducting any additional tests beyond the FAT tests specified for each subassembly of the ABTC

Unit per Attachment 2.

The Government does not require "preproduction samples" in addition to Proof of

Manufacture units delivered in CLIN0001. Only FAT testing in accordance with

Attachment 2 is required.

40 Draft RFP 6401 Attachment 7 Hydraulic Filling Unit availability.

Would the government consider providing as GFE, a MK 5 Hydraulic Filling unit?

The government will provide one MK 5 Hydraulic Filing Unit as GFE.

41 DRAFT RFP 6401 55 of 203 Paragraph 3.3.10.1

Paragraph 3.3.10.1 states “ all first Article requirements in attachment 2 will be tested and verified by the Government on the

CLIN 001 POM Units during….” Is it the government’s intent to perform Qualification testing on only the delivered ABTC sections, or will the government also perform qualification testing on preproduction samples of each FIR or component identified in

Attachment 2

Please define “POM units” as applicable to

Paragraph 3.3.10.1.?

The Government does not require "preproduction samples" in addition to Proof of

Manufacture units delivered in CLIN0001.

42 Draft RFP 6401 Attachment 8 GFI item 6 special tooling and handling fixture drawings

The tooling and fixture drawings provided in this attachment are extremely helpful, however many of the included drawings are not called out in the Torpedo Technical manuals SW 513-EO-PRO 30, 40,

50. They appear to be tooling used in the Depot.

Please provide the Depot procedures or process associated with those drawings. This will aid the contractor in determining which items are to be used when assembling ABTC components in accordance with the direction to utilize

Government build procedures.

The provided tooling and Torpedo Technical manuals align and allow for build up of

AB/TC Sections.

43 Draft RFP 6401 ABTC and ABTC

FIR Specifications

Periodic samples typically paragraph 3.4.2

Paragraph 3.4.2- Periodic quality conformance samples, requires delivery of 2 (typically) periodic samples in addition to the units delivered as part of the higher level assembly. This requirement is not addressed in the Statement Of Work. Is it the government’s intent to require delivery of these periodic samples under CLIN 0001, 0002, 0202, 0302, and 0402?

Please explicitly state the Government intent and specify any periodic delivery requirements in

Attachment 14.

There are no periodic unit delivery requirements.

44 Draft RFP 6401. page 60 of 203 Paragraph 3.3.11.5 Paragraph states that All FAT testing shall occur in contractor facilities except where noted.

Is the location "where noted" Attachment 2? Language has been updated.

Subfactor 4: Past

Performance

For multiple award contracts (MAC) used as past performance references, does the Government consider each Delivery Order (DO) a separate past performance, or can multiple DOs be bundled under the same MAC and used as a single past performance?

Allow multiple DOs under a MAC contract to be bundled as a single past performance reference.

Past Performance should be bundled by contract. Therefore multiple Delivery

Orders on a single contract should be referenced as a single past performance.

5TDP

Attachment 5 indicates that the ETL has the Type II Cable

Temperature and Pressure Operational test Stand. Will the facility be available for Preproduction and Production testing? Will government personnel be provided to conduct tests or should the bidder put a funded WFPP Agreement in place for the government personnel. If a WFPP Agreement is required, can the government provide the labor categories and rates for government personnel at the ETL in order for bidders to calculate estimates to include in their proposals? If the ETL is available for production testing, how many

Cables can be tested simultaneously, what level of schedule conflicts can be anticipated and how much prior notice is required for testing?

Please clarify GFE availability, throughput rate and staffing obligations?

The Government will provide qualified personnel to assist the contractor in testing in provided Government Furnished Facilities, at no cost to the Contractor. In this scenario, no WFPP agreement is necessary. The ETF will be available for both

Preproduction and Production testing. It will take one man day (8 hours) to test one set of AB-TC Type II cables. NUWC Keyport doesn't see any potential scheduling conflicts that can't be mitigated with proper planning and would require at least a week prior notification before testing.
