1 Draft RFP 6401 56 of 203 3.3.11.1
This paragraph requires ABTC production in accordance with the
IMA procedures in SW513-EO-PRO
30, 40, 50 and requires the contractor to develop procedures for those process not included in the government procedures. The
Torpedo Depot has approved procedures that deal with disassembly and reassembly of ABTC components which are not assembled by the IMA.
Navy provide access to the Depot Repair procedures used at
NUWCDIVKPT Depot
The following, assembly procedures only, will be provided via an updated Attachment 8, Government Furnished Information, and new
Competition Library discs by 14 August 2015: (As noted before, the
Contractor is still responsible for delivering AB/TC's to the requirements of the Contract whether they use the depot procedures or not.)

The total number of past performance contracts allowed for the MK48 AB/TC prime + its major subcontractor(s) is unclear. Can the prime offeror submit up to 5 contracts, plus each major subcontractor also submit up to 5 contracts? Or, is it that the prime offeror can submit up to 5 contracts, plus up to 5 contracts combined for all major subcontractors, regardless of the total number of major subcontractors included in our proposal?
Please clarify.
The Prime Offeror can submit up to 5 contracts and each major subcontractor can submit up to 5 contracts. For example if there was a prime + two major subcontractors, a total of 15 contracts may be submitted.

Proposal Due
Date
A fully up-to-date Competition
Library is required for a complete and compliant proposal. Sufficient time is required from receipt of the AEPS
Test Set TDP to develop a proposal-level design concept.
Recommend proposal due date be extended to 15 Sept or 45 days after receipt of the complete
Competition Library, whichever is later.
The Competition Library discs are being shipped now. This request has been and will coninue to be considered. At this time, an extension is not being granted. If any extension is granted, offerors will be notified via an amdendment to the RFP.

Block 9 –
Proposal Due
Date
This request is a result of missing hardware and software Technical
Data Package (TDP) information for the current Auto Electrical Power
Source (AEPS) needed to support the new design and development required to accurately develop pricing. Also, the complexity of the build and integration efforts required to meet the government timeline, as well as, the fact that it has been twenty (20) years since these components were in full production which requires more extensive vendor base research.
Recommend proposal due date be extended to 29 Sept
2015.
The Competition Library discs are being shipped now and contain updated TDP information that will resolve these concerns. This request has been and will coninue to be considered. At this time, an extension is not being granted. If any extension is granted, offerors will be notified via an amdendment to the RFP.

Section 1.4
"Availability of
Competition
Library
Documentation"
The Contracting Officer's email address for Michael Brown is incorrect. It is listed as
Michael.L.Brown@navy.mil.
Everywhere else in the RFP it is listed as Michael.L.Brown2@navy.mil.
Recommend updating to correct email address.
Yes, that email address is incorrect on Page 155. The correct email address for the Contracting Officer is Michael.L.Brown2@navy.mil.
This error will be revised in any subsequent Amendments. Offeror's were instructed to send all Competition Library requests to Shanna
Laging and cc' Michael Brown. Therefore, all Competition Library requests have still been received by the Government. Any offeror's that have not received an email response that their Competition
Library request has been forwarded for processing can feel free to contact the Contracting Officer at Michael.L.Brown2@navy.mil to ensure Government receipt.
