Paragraph Question/ Comment Proposed Action/ Change Government Response
RFP 6401
Amendment 2
CDRL A034
Amendment 2 added CDRL A034 Design Review
Information Package (DRIP) (Approval not required) which is similar to CDRL A012 Design
Review Information Package (Approval required).
The clarification of Block 4 on both CDRLs is confusing. It isn’t clear whether this “not required” tailoring of DI-SESS-81757 applies to which reviews must be addressed in the DRIP or which DRIPs require government approval. Note that the SOW
3.3.3.3 does not require an Alternative system
Review but it is listed in the Block 4 note.
Please clarify the applicability of CDRL A012 and A034 in terms of CLINs and system elements and clearly specify which review DRIPs do not require government approval.
CDRL A034 was added on the issuance of the final RFP. Only those reviews specifically required by RFP
Section C 3.3.3.3 are required. The reviews which do not require approval (CDRL A034) are the SRR, SFR, and SSR. The reviews which require government approval (CDRL
A012) are the PDR, SCDR, HCDR, TRR, PCA, and FCA. The alternative system review is tailored out of both
CDRL A012 and A034 and is not required per 3.3.3.3.
RFP 6401
Amendment 2
CDRL A022
Amendment 2 CDRL A022 Software/Firmware
Change Request requires “submission as required for any proposed changes/revisions to the contract Baseline.” There is no software or firmware in the ABTC TDP. SOW paragraph 3.3.7.3 clearly defines the establishment of the AEPS test set contract baseline as after AEPS test set certification per 3.3.11.3.
Please identify the CLIN that applies to CDRL A022 and which should include effort to revise AEPS test set software or firmware and the generation of this change notice. SOW paragraph 3.3.7.3 is not clear on this aspect of change notices.
CDRL A022 should be included in the
AB/TC Section produciton CLIN of whichever option is applicable to estimated changes. Per 3.3.11.3
STRs for the AEPS TDP are not required until after the AEPS is certified and software baseline is in
Government control.
RFP 6401
Amendment 2 CLINs 0X04
Amendment 2 deleted (reserved) CLIN 0104, 0204, 0304, 0404 which previously (Amendment 1 page
169 0f 199) were “plugged” with a specified value of $3,750,000 for each option year. Amendment 2 retained the language of Amendment 1 on page
169 0f 199 including the phrase “Offerors shall propose $3,750,000 for each of these CLINS”. Note that also the description of CLIN 0004 on page 3 of
199 indicates “Base Year-Other Direct Costs (see note I). Note I states ,” The Government estimates
ODCs, inclusive of travel costs for the entire life of this contract to be no more than $3,750,000 (CLIN
0004).”
Please confirm that the government intends that CLIN
0004 cover the ODCs for all option years and that the ODC cost to be proposed for CLIN
0004 is only $3,750,000 whereas previously ODCs were for five years at $3,750,000 per year on base year and each of four Option year
CLINS.
CLIN 0004 is intended to cover the
ODCs for the base year and all option years and the proposed value shall be $3,750,000.
RFP 6401
Amendment 2
Pages 3 and 14
Amendment 2 Page 3 of 199 CLIN 0003 and on page 14 of 199 for CLIN 0303 for AEPSTS indicates quantity 1, unit each. However it indicates Base year (0003) and Option year 3 (0303) Auto
Electrical power source test set- Stepladder pricing
(see note F). Note F requires stepladder pricing for
CLIN 0003 and 0303 from 1 to 6. Other CLINS with stepladder pricing requirements do not specify the quantity in the CLIN in section B.
Please clarify if Schedule B
CLIN 0003 should be Quantity
= 1 and Unit = Lot, as is the case with CLIN 0303 and that
Schedule B for CLIN 0003 and
CLIN 0303 should reflect the total price for 6 Units.
All Step Ladder CLINs should be bid in accordance with Note F. As Note F states: "The Pricing proposed in the
“Stepladder Pricing Table” will be moved to the Section B CLIN Table at
Contract Award." Therefore, it is irrelevant whether Section B states the unit of issue is a "Lot" or "Each" because offerors are required to propose the pricing for all Stepladder
CLINs in the Note F Stepladder
Pricing Table.
RFP 6401
Amendment 2
The Navy recently awarded Contract N66604-15-C-
30455 to Barber Nichols Inc. to restart production of the Alternator and Regulator for the MK 48
Torpedo. The solicitation for the Mk 48
Afterbody/ Tailcone requires production of the same alternator and regulator. It would seem to be in the Government’s interest to arrange technology transfer between the efforts under the
NUWC contract and efforts under this solicitation.
Such technology transfer could include results of obsolescence analysis, results of any Design For
Manufacturing Analysis, and NORs for approved changes to hardware including circuit cards.
Providing the technology transfer could reduce
Non recurring cost and reduce the real potential for multiple Alternator or Regulator product baselines to be in-service, complicating lifecycle support.
Please consider the following mitigating options:
A. provide Alternators and regulators as GFE to this solicitation, B. Convene technology transfer meetings between
ABTC contractor and
Alternator/ Regulator contractor
The Government will not consider either options A or B. Offerors are required to meet the requirements of the solicitation for the BTP Alt/Reg component.

Library
A total of 11 confidential documents have been distributed throughout the Draft and Filnal RFP process, but the Navy PDF file of confidential docs only lists 10. The fab spec for the Alternator Assy
(5893755) is missing. Is this document no longer confidential?
Drawing 5893755 was originally sent in May of 2015 (disk serial number
15141002), but was taken off the list and removed from the TDP for the
July delivery (disk serial number
15195002). The Government did not send out another classified delivery in August. There should only be the
10 classified documents sent out in
July, for which there is a "List of
ABTC Classified Drawings" PDF for reference included in both the July and August discs (15195001 and
15226001, respectively).
File details come from the government source that posted it. Updated .
