Description Page # Section/ Paragraph Question/ Comment Proposed Action/ Change Government Response

1 Draft RFP 6401 56 of 203 3.3.11.1

This paragraph requires ABTC production in accordance with the IMA procedures in SW513-EO-PRO 30, 40, 50 and requires the contractor to develop procedures for those process not included in the government procedures. The

Torpedo Depot has approved procedures that deal with disassembly and reassembly of ABTC components which are not assembled by the IMA.

Navy provide access to the

Depot Repair procedures used at

NUWCDIVKPT Depot

The following updated list, assembly procedures only, will be provided via an updated

Competition Library discs. As noted before, the Contractor is still responsible for delivering

AB/TC's to the requirements of the Contract whether they use the depot procedures or not.

2 N00024-15-R-6401 84 F / CLINs 0006 and

CLINs 0006 and 0007 – “Engineering services shall be performed within 6 months after unconditional acceptance of CLIN 0001.” Is this after acceptance of the contract

(contract award), after Navy acceptance of the POM units or after some other acceptance event?

Please clarify.

After CLIN0001 deliveries, POM units, are final accepted by the Government therefore, this will be around 24 months after contract award. The POPs for Engineering Services are intended to minimize overlap across the option years.

3 N00024-15-R-6401 110-112 of RFP, Attachment 14 52.217-7, 52.217-9

On page 110, the latest exercise option date is identified. As an example, CLIN 0402 is exercised NLT 54 months after contract award; Per Attachment 14, deliverables for CLIN

0402 are due between 15 -24 MAOE, which could be as late as 78 MAC. This exceeds the 5 year maximum contract duration stated on page 112, 52.217-9(c).

Please clarify the 5 year maximum contract period versus options exercise dates (page

110) and delivery dates

(Attachment 14).

52.217-9(c) relates to the exercise of the option CLINs, final deliveries and work performed via

Level of Effort CLINs may continue on past the 5 year requirement. The POP on the contract is

12 months after the last delivery of hardware when all options that will be exercised are exercised.

4 N00024-15-R-6401 84-85 HQ F-1-0003

Please advise on the difference between “Date of Option

Exercise” and “Option Award”.

Please clarify. "Date of Option Exercise" and "Option Award" are equivalent terms.

5 N00024-15-R-6401 152 Section 3.3

Do the formatting requirements (Times New Roman – 12 pt.

font, 1.5 line spacing, etc..) apply to the Volume III –

16 RFP 6401 Page 58 Paragraph 3.3.10.1

Paragraph states First article tests of attachment 2 will be verified by the government on the CLIN 0001 POM units during the “Governments POM Qualification period”

(ranging from POM delivery to completion of the PRR). The next paragraph states “if failures are identified by the

Government during the Government’s POM testing period, the contractor shall take receipt of the failed hardware and document and submit Failure Reporting and Corrective

Action Reports (FRACA) IAW CDRL A032.

Please clarify the differences in terminology among: POM

Qualification Period, POM

Testing Period, and POM

Qualification Phase to clarify what Tests are included in each segment.

All terms are equivalent when discussing the contractor and/or government POM qualification periods. The two periods (contractor and government) are intended to be serial unless specifically noted.

17 RFP 6401 Page 58 Paragraph 3.3.10.2

Paragraph states, “the Government will perform POM

Qualification testing (separates and distinct from Contractor required First Article Testing) on all POM units from CLIN

0001. If any Contractor support is necessary during the POM

Qualification Phase, A TI will be issued to the contractor to fund the necessary work.”

Please clarify what Failure

Analysis and Corrective Action is to be provided under CLIN 001 and what is to be covered under

CLIN 0006 Technical

Instructions.

All Failure Analysis and Corrective Action for POM units will be done under CLIN 0001. Any additional contractor support required during the Government POM Qualification Phase will be done via CLIN 0006 Technical Instructions.

CDRL A016 CDRL

A018

CDRL A 016 “Notice of Revision (Change Notices) cites DID DI-

CMAN-80639c which is titled “Engineering Change

Proposal”. CDRL A018 titled “Notice of Revision” cites DID DI-

CMAN-880642C “Notice of Revision”. Note also that CDRL

A016 block 16 remarks for Block 13 makes reference to

“affected kit deliverable”

Please explain the significance for two CDRLS for “Notice of

Revision” citing two different

DIDs and clearly indicate what types of changes to the product baseline each should apply to.

Please also explain how ‘Kit deliverable” applies to this procurement.

CDRL A016 references DID DI-SESS-80642D, not DID DI-CMAN-80639C and there is no mention of

"Kit deliverable" anywhere in CDRL A016. Change Notices are used for drawing changes on Build-to-Spec items generally. Notice of Revisions are used when the contractor suggests changes to

Build-to-Print items.

Please provide drawing 6299246

The SRD Installation Control Drawing is 6299264 not 6299246. Drawing 6299264 was provided on the CL disc associated with the original RFP release in the AEPS PDFs folder under Attachment 8, Item 12.

22 RFP 6401 Page 111

Latest Option exercise Date “Note” states that “The government will consider the status of the HW/SW PDR prior to exercising options for CLINs 0102, 0108, and 0109.”

Paragraph 3.3.3.3 page 49 and 50 indicate that the SETR

Hardware and Software Preliminary Design Review (PDR) is for AEPS Test Set Only.

Please explain how the AEPS test set PDR will influence the exercise of options 0102, 0108, and 0109.

Technical reviews will be used to evaluate the overall contractor performance prior to option award. The Auto EPS test set is a key technical achievement for on-time deliveries of POM units and therefore will be used in determining when to exercise CLIN 0102, 0108, and 0109.

23 RFP 6401 Page 78 CLIN 0002

Please confirm this statement means CLIN 001 must be Final

(unconditional) Accepted prior to Acceptance of CLIN 002, 0102, 0202, 0302, 0402?

Yes all of CLIN 0001 must be final accepted, the RFP has been updated to clarify.

Q&A for Draft RFP

Question #63

Answer addressed Offset agreements required. The answer indicated offsets agreements will apply to CLIN 0002 in the event of FMS sales of CLIN0002 ABTCs.

Please provide clarification on the process which will be used by the government to identify the pursuit of an FMS sale of

CLIN 0002 ABTCs and the respective role of the contractor and the government to implement / negotiate an acceptable offset agreement with the FMS customer. If an offset agreement is required, please verify that the changes clause of the contract will be invoked.

The US Government does not require, negotiate or implement offset agreements. Offset agreements are solely the responsibility of the Contractor and between the FMS country and the contractor if they choose. If an offset is reached by the contractor and the offset funding is contained in the FMS case then the methodology to incorporate offset agreements will be in accordance with the offset language in CLIN0002. There are currently no FMS cases involving the AB/TC contract.

25 RFP 6401

NUWC Keyport and Newport have torpedo hydrostatic test capability and associated fixtures and procedures for conducting hydrostatic tests at the Afterbody Tailcone

(ABTC) level. A condition of a Work for private party agreement (WPPA) is that it not conflict with commercial capabilities.

Please endorse the use of a

WPPA with NUWC to obtain qualified ABTC hydrostatic testing to reduce program risk. If a WPPA with NUWC for hydrostatic test is deemed inappropriate, will the

Government consider providing as GFE, on an as needed basis, the appropriate fuel tank section or bulkhead and joint band assembly to close the forward end of the ABTC as required by

ABTC specification 6935288 M paragraph 4.2.4.3.4.1.

The government does not plan to offer hydrastic test GFE to the contractor. If the contractor has an indigenous capability or can contract out for that capability, the government has no objection to it using the capability. Since torpedo hydrostatic test is unique to torpedoes, and a general capability to do hydrostatic test may not statisfy the specification requirements, the government sees no conflict in offering this capability in a work for private parties arrangement, as long as the government organization and contractor can obtain agreement on the WPPA. If a

WPPA is unexpectably deemed inappropriate, the Government will consider providing as GFE, the appropriate fuel tank section or bulkhead and joint band assembly to close the forward end of the ABTC as required by ABTC specification 6935288 M paragraph 4.2.4.3.4.1.

26 AEPS TS SRD Attachment 4

AEPSTS SRD 8595291 NR 05 sept 2014 consistently calls out as the Test Requirements Document (TRD) 6300712.

Attachment 3 AEPSTS Test Requirements provided TRD

6300723-956 dated 28 Feb 1995.

Please resolve this discrepancy and which TRD is baseline for this AEPSTS development.

TRD 6300723-956 is the correct TRD for this solicitation. AEPS SRD (8595291) will be updated to remove TRD (6300712-700) and add TRD (6300723-956). An ECP is in process to accomplish this change.

27 RFP 6401 Page 64 Paragraph 3.3.13.2

Failure Analysis during Factory Acceptance Tests (FAT) and

Conditional Acceptance period refers to “Government POM

Qualification testing and Government Periodic testing”.

Answers to several questions reaffirm that periodic samples are not required under this contract.

Please define the difference between “qualification testing ” and “periodic testing” and the relevance of government periodic testing to this procurement.

"Qualification Testing" is the same thing as Government POM testing and First Article testing which happens on the CLIN 0001 deliveries. Per Section C 3.3.11.6 "Periodic Testing" is additional hardware item level and higher or lower level system testing to verify hardware item and contract requirements on Production Hardware.

28 RFP 6401 Attachment 2

Attachment 2 to the RFP identifies the Alternator specification as 5893755. The Classified Disk of July 2015

(565568) included Alternator Critical Item Specification

6935199 (the DRAFT RFP Classified Disk included both specifications).

Please confirm that the baseline

Alternator requirement for this procurement is 6935199 and correct attachment 2 accordingly.

The baseline Alternator requirement for this procurement is 6935199 and Attachment 2 has been updated accordingly.

29 RFP 6401

The Type II bulk cable drawings (example 6105314) call out one suggested source of supply, General Reliance Co. This supplier is currently shut down for break until 10 August, which does not allow adequate time for them to develop a firm quote and for it to be incorporated into a prime contractor's bid.

Will the Government extend the

Proposal due date based on this supplier's unavailability to ensure industry has adequate number of competitive quotes for bulk cable material?

All extension requests have been evaluated and taken into consideration. Amendment 0002 to the RFP extends the proposal submission deadline to 2 October 2015 @ 12:00 PM EST.

30 RFP 6401 Page 45 Paragraph 3.3.1.2

Parts Management requires a parts management plan CDRL

A003 and states that it shall address as item 11 lead-free electronic parts. Examination of the RFP and TDP drawings and specifications did not find any requirement for lead-free electronic parts or ROHS compliance. In fact the parts lists for electronic assemblies require use of lead/tin solder.

Please identify any requirement for use of lead-free electronic parts on this procurement.

These is no requirement for the use of lead-free electronics parts for this procurement. However in the event leaded parts are not available, the Part Management Plan should address the use of lead-free electronic parts or ROHS compliance including steps being taken to address issues like

"Tin Whiskers" in use of non-leaded parts.

31 RFP 6401 82 HQ E-2-0003

Previous related solicitations specified ANSI/NCSL-Z540-1 for calibration systems requirements. The current MK48

Afterbody solicitation specifies ANSI/NCSL-Z540.3-2006 for calibration systems requirements. Can you clarify the following:

• Was it the Government’s intent for the contractor to bid all the additional cost and schedule delays that occur to meet this requirement? If So:

• Is it Government’s intent that this requirement only apply to test equipment developed under this contract?

• Is it the Government’s intent that this requirement also apply to all legacy contractor developed test equipment used under this contract?

• Is it the Government’s intent that this requirement also apply to COTS test equipment used under this contract?

• Is it the Government’s intent that this requirement also apply to GFE/GFF test equipment used under this contract?

• Is it the Government’s intent to review the resulting calibration reports?

• Is it the Government’s intent to implement pass/fail criteria based on the resulting calibration reports?

Revert to legacy ANSI/NCSL-

Z540-1 calibration requirements for this contract or specify the intended degree of coverage, and the level of customer review or approval for this new calibration specification.

The Government's intent is that for all new test equipment, including COTS FTE, the contractor shall use ANSI/NCSL-Z540.3-2006 calibration system requirements. For legacy GFE/GFE test equipment, the contractor should bid assuming the original calibration standards apply. The

Government will review calibration reports and implement pass/fail criteria during acceptance resulting from this specification.

32 RFP 6401 47 3.3.2.3

Paragraph requires generation of a Minimum Sustaining Rate

(MSRR) and Economic Ordering Quantity (EOQ) report IAW

CDRL A005 for the MK48 Mod 7 ABTC. CDRL A005 requires delivery “30 days prior to the Test Readiness Review (TRR) and Within 30 days of the completion of CLIN 0003 deliveries.

Please explain how CLIN 0003

AEPS Test Set deliveries are related to the requirement of paragraph 3.3.2.3 which does not mention AEPS Test Set.

CDRL A005 should reference CLIN0002 deliveries and has been updated.

An Approved Source on several drawings contained in the solicitation has signed an exclusive agreement with one of the potential offerors and will not provide any price quotes to other potential offerors. This exclusivity requires major effort to identify alternate vendors that do not necessarily have the specific parts/assemblies sitting on their shelves ready to be shipped, requiring considerable additional time for them to develop accurate quotes.

In the interest of competition, would the Government consider extending the proposal due date

30 days to allow the additional time needed to obtain pricing from these new suppliers?

All extension requests have been evaluated and taken into consideration. Amendment 0002 to the RFP extends the proposal submission deadline to 2 October 2015 @ 12:00 PM EST.

39 N00024-15-R-6401 58 3.3.10.1

This paragraph discusses first article testing of the eight

POM AB/TC units in accordance with Attachment 2. When you look at the individual component specs called out in

Attachment 2, they specify that the contractor is responsible for delivering two components for testing. Our reading of the RFP concludes that we are not required to deliver any preproduction hardware beyond the eight complete POM units. Any components needed for first article testing therefore would be taken from the POM units.

Please confirm that the delivery requirement for preproduction is the eight complete POM units without any additional components.

The Government does not require "preproduction samples" in addition to Proof of Manufacture units delivered in CLIN0001. First article testing will be performed by the Government and will use the 8 POM units only.
