The purpose of Amendment 0001 is to:

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

INSTRUCTIONS TO OFFERORS

L.1 PROPOSAL INSTRUCTIONS

PART A GENERAL INSTRUCTIONS

1.0 GENERAL

1.1 The Offeror shall not alter or rearrange the solicitation (SF-1449). Clear, concise, and logical organization should be emphasized during proposal preparation. Alternate proposals are not acceptable.

1.2 The Offeror shall submit sufficient information according to the instructions in Section L to enable Government personnel to fully assess and understand the Offeror’s approach, expertise, and capability to perform the requirements of the solicitation. In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Do not provide additional information that is unrelated to the information specifically requested in Section L. Do not provide elaborate brochures or other presentation material beyond that necessary to present a complete and effective proposal. The burden of proof for all substantiation within the proposal rests with the Offeror, meaning, the Offeror shall include any data necessary to illustrate the adequacy of the various assumptions, approaches, and solutions related to the information requested in Section L.

Statements that the Offeror will provide a particular feature or objective without explaining how the Offeror proposes to meet that feature or objective are generally inadequate and may adversely impact the Government’s evaluation assessment of the Offeror. Also inadequate are the following types of statements:

Unsupported statements that the Offeror allegedly understands the requirements and risks;

Unsupported statements that the Offeror allegedly can or will comply with requirements;

Unsupported statements that simply paraphrase the requirements;

Undefined or unexplained statements such as “best commercial practices will be used”;

Undefined or unexplained statements such as “standard procedures will be used”; and Undefined or unexplained statements such as “well-known techniques will be employed.”

There is no need to repeat information in more than one volume. The detailed information must be included in the most logical place and summarized and referenced in other areas if an overlap exists. Price information (e.g., dollar values and/or hourly rates) shall appear only in Attachment L-12 (SB Subcontracting Plan) and Volume 4 (Price).

1.3 Offerors are advised that the Government may incorporate any part of the Offeror’s proposal deemed beneficial to the Government into the final contract.

1.4 As used in this RFP, the following terms are defined: “Offeror” means the prime contractor with its CAGE code identified in Block 17A on Standard Form (SF) 1449 Solicitation, Offer, and Award. “Joint Venture” (JV) means a partnership or teaming arrangement that is formed for the purpose of responding to this solicitation when the prime contractor consists of more than one legal entity. “JV Team Members” means the entities that make up a Joint Venture. “Entity” means any of the following: prime contractor, JV, JV team members, any subcontractor, and corporate parent, division, subsidiary, or affiliate (e.g., any contractor with a different CAGE Code/DUNS than the Offeror). “Principal Entities” means (a) the prime contractor; (b) JV Team Members; and (c) other entities that are proposed to perform at least 15% of the proposed total cost/price for the contract.

2. PROPOSAL FORMAT

2.1 The Offeror shall submit its files electronically in separate Volumes, Books, or Attachments as specified in Table 1. Please submit the information contained within each Volume, Book, or Attachments as one file if possible.

Do not provide separate files for each section/paragraph. Submission naming convention shall include a maximum of three letters to represent the Offeror’s name, which will replace “OFF” as represented in Table 1.

2.2 Use letter-sized (8 ½’ x 11”) pages, single-spaced, with one inch (1”) margins. Number the pages consecutively and use a 12-point, Times New Roman font. For tables, graphics, and illustrations, Offerors may use nine-point font size of any standard font style, as long as it is legible. If large tables or graphics are used, they shall be no larger than 11”x17”.

Each Volume, Book, or Attachment shall be properly identified, numbered, and organized. Each Volume, Book, and Attachment shall also contain clearly identified sections and all pages shall be numbered and identified by the complete company name, date, and solicitation number in the header or footer. When multiple documents are provided as substantiating data, they shall be provided as separate annexes to the attachment and referenced in the applicable attachment. Where annexes are submitted, the Offeror shall use the following naming convention (OFF_Att L-X_Annex#.pdf, where X is the respective attachment number and # is the consecutive number of annexes submitted in association with each attachment.)

2.3 Operating System and Applications. The Offeror shall use Microsoft Office (MS) 2016 software or compatible, and Adobe software, if applicable, in the development of its proposal submission. Any Adobe document, letters, other signed documents, and evidence of compliance shall be provided as a fully searchable Portable Document Format (.pdf) files. Numerical data presented in MS Office format must not be pictorial (i.e., pasted as a picture out of a MS Excel file). The Offeror shall use formulas and functions to the maximum extent possible within all MS Excel spreadsheets. Use of other application software for submission of proposals is prohibited except where specific instructions for non-.pdf or Office 2016 applications are provided. The Offeror must provide the Government with full access to all MS Excel documents and information provided in the submission package, unprotected and unlocked. If the Government is unable to access the documents, the submission will not be considered for award.

2.4 The Offeror is responsible for ensuring that its electronic proposal is virus free. The Offeror shall certify, in its proposal cover letter, that all electronic proposal information delivered throughout the evaluation (e.g., original proposal submission, responses to evaluation notices, Final Proposal Revisions) has been checked for viruses and certify that its files are virus free. The Offeror shall specify the software, version, and virus definition used to check the data.

3. PROPOSAL SUBMISSION

3.1 The submission date for all Volumes of the proposal, other than Volume 1, Certifications, is specified on Standard Form 1449 (Block 8). All proposal submissions shall be submitted electronically at DoD SAFE through https://safe.apps.mil. No paper copies will be accepted.

3.2 In the SAFE Comments box, the Offeror shall include the following information: Offeror name, Solicitation number, Point of Contact (POC), and Backup POC. Offeror files shall be placed into .zip files with a maximum file size of 4 GB and encrypted for submission. The Offeror shall email Blake Strickland (blake.a.strickland.civ@us.navy.mil) and Shannon Bromiley (Shannon.k.bromiley.civ@us.navy.mil) and shall also specify the number of .zip files, .zip file names, and a table of contents for each .zip file.

3.3 In order to create a “drop-off” in DoD Safe, Offeror’s shall use the following instructions:

3.3.1 For “outside or unauthenticated users”

In order for an outside user to create a drop-off, they must receive a drop-off request from the contract specialist, Shannon Bromiley. The Offeror must contact the Contract specialist to request a drop-off request no later than 5 calendar days in advance of the proposal submission date. When the contract specialist generates a drop-off request for you, you will receive an email with a link to submit your drop-off. This link is valid for a one-time submission; ensure that the submission is sent to both Blake Strickland (blake.strickland@navy.mil) and Shannon Bromiley (Shannon.k.bromiley@navy.mil).

3.3.2 For “CAC Authenticated users”

Create a “drop-off” and ensure that the submission is sent to both the Blake Strickland (blake.strickland@navy.mil) and Shannon Bromiley (Shannon.k.bromiley@navy.mil).

Offerors are hereby notified that the Government will not reimburse for any costs incurred for proposal preparation, to include pre-award site visits, pre-solicitation conferences, and pre-proposal conferences.

4. NOTICES TO OFFERORS

Notice Concerning Organizational Conflicts of Interest: Any Contractor having participated in the development of any requirements for this contract must identify the degree of participation and any recommended steps to be taken to mitigate any competitive advantage that may have resulted from said performance. Without the identification and mitigation recommendation, proposals submitted by Offerors having prior knowledge of the RFP may be eliminated from the competition without any further evaluation.

Notice Concerning Other Conflicts of Interest: Any Offeror that is negotiating/has negotiated an employment arrangement with a current Government employee (e.g., employment offer) or that employs a former Government employee who participated in the planning, development, evaluation, or execution of the efforts specific to his RFP shall identify the degree to which the Government employee has discussed this RFP with the Offeror or to which the former Government employee has participated in the Offeror’s proposal development or submission for this procurement. Further, the Offeror shall identify any steps taken to mitigate or preclude (e.g., firewalls) any competitive advantage that the Offeror may have received due to its employment arrangement with a current Government employee or its employment of a former Government employee. Pursuant to FAR § 3.101, without this identification and mitigation, a proposal submitted by the Offeror having prior knowledge of nonpublic, competitively useful information with respect to this RFP will be investigated by the Government and may be eliminated from the competition, based on the Government’s determination, without any further evaluation.

PART B SPECIFIC INSTRUCTIONS

The Government intends to conduct discussions with all Offerors who submit a timely proposal. The fact that an Offeror may be initially included in the competitive range does not preclude the Government from excluding the Offeror’s proposal from further consideration if the proposal is found to no longer have a reasonable chance of receiving award.

1.0 VOLUME 1 CERTIFICATIONS

Note: This volume shall not contain any reference to price aspects of the offer.

Further, no additional information shall be provided within this volume outside of that requested. As stated in more detail below, this volume is not due on the initial proposal due date.

Offerors who have been determined to be within the competitive range or not otherwise eliminated from the competition will be required to submit the Volume 1 Certifications as a part of its final proposal revision, as defined under Federal Acquisition Regulation part 15.307(b). For planning purposes, the Government anticipates requesting Volume 1 mid 4QFY22. The Offeror shall provide the following information for the proposed type/model/series aircraft within its Volume 1 Certifications:

(1) A copy of the Federal Aviation Administration (FAA) Certification for the METS aircraft including the jump seat, radios, full-face quick donning mask, and fuel types (FAA Form 8110-9 or FAA Form 8110- 2).

If the FAA airworthiness certificate is not received or is incomplete, the Offeror’s proposal will be deemed ineligible for award.

2.0 VOLUME 2 TECHNICAL

Note: This volume shall not contain any reference to price aspects of the offer.

2.1 Book 1 Design Approach

The Offeror shall complete Attachment L-1 (Verification Matrix), and submit it IAW Table 1. The Verification Matrix is included to help the Offeror develop its written proposal and to ensure traceability of Section L paragraphs to the requirements that will be evaluated. The Offeror’s Verification Matrix may be identical to the sample provided or may be revised to include additional columns for information. The Offeror shall not add rows for additional “shall” requirements or “should” attributes. For example, the Offeror’s Verification Matrix may cross-reference its proposal volumes, paragraph numbers, and pages to specific solicitation requirements identified within the table, as well as other parts of the proposal that contain relevant information.

For each element listed below, the Offeror shall demonstrate how its proposed aircraft meets or exceeds the system attributes as identified below and in the respective paragraphs of the PBS. The Offeror shall provide all necessary reference documentation to enable the Government to assess the existence and functionality of the Offeror’s claimed capabilities.

System Performance Demonstration

Offerors are advised that all proposed aircraft shall undergo a System Performance Demonstration (SPD), in accordance with Attachment L-2 (SPD). In the event that an Offeror does not provide an aircraft in support of the SPD, the Offeror will be considered unawardable and will be eliminated from the competition without further evaluation. Three business days prior to the beginning of the SPD, the Government will provide to the Offeror a set of cards specific to the SPD aircraft system that implements the matrix provided in Attachment L-1 (Verification Matrix), which will be used to guide the ground and flight events and record data. The Offeror shall review and revise the cards to ensure procedural accuracy and safety prior to flight. The SPD will be a component of the verification method of the Design Approach Subfactor. The SPD will facilitate the evaluation of the proposed aircraft’s ability to support the PBS Appendix B Mission Profiles that represent the CNATRA training curriculum (provided in the Competition Library). Simulator, static displays, and other ground training devices shall not be used for the SPD ground and flight events. These SPD flights will be conducted as civil aircraft operations and not public aircraft operation.

The SPD will inform the evaluation of the AV numbers specified in elements 2.1.1, 2.1.2, and 2.1.3.

The Offeror may use up to two aircraft for the SPD flight demonstration and no more than three aircraft for the SPD ground demonstration, including anthropometric. The aircraft used in the SPD shall be as close as possible to the final configuration of the Offeror’s proposed METS aircraft, and shall be at least of the same type/model/series. The Government will provide four Government pilots and two Flight Test Engineers (FTEs), whose experience will be provided in Attachment L-3 (SPD Team Experience), to conduct the SPD. Additionally, the Government will provide the personnel and all required equipment to conduct the anthropometric evaluation. The Offeror may be asked to supplement the Government personnel in order to perform a complete anthropometric assessment.

The Government will conduct one SPD per week between the following dates: 4/25/2022 – 6/3/2022. The Offeror shall rank those weeks in order of preference within that period, which the Government will attempt to accommodate. The Government requests that the Offeror provide its ranking of these weeks 30 calendar days prior to the proposal due date. The Government desires to complete SPDs for all aircraft offered within a continuous period, dependent on the total number of aircraft offered. Offerors will be notified of their SPD date after receipt of proposals. Once the SPD is scheduled, the Government will not reschedule except for weather delays or force majeure.

In addition to providing its timing preferences, the Government requests that 30 calendar days before proposal due date the Offeror provide the Government the following information for each aircraft that will be used to conduct the SPD:

1. One copy of the current FAA-approved OEM Flight Manual and any supplements, and any additional operating limits beyond the scope of these manuals;

2. A copy of the FAA Airworthiness Certification (FAA Form 8100-2), type certificates, Type Certificate Data Sheets (TCDS), Technical Standard Orders (TSO), and Airworthiness Directives;

3. Any additional descriptions of the aircraft and applicable systems to support aircraft familiarization;

4. Airfield and course rules training materials;

5. Location, access, and administration instructions for the site at which the Offeror plans to hold the SPD;

6. Explicitly state which AVs are included within the SPD aircraft as compared to those specified in

Paragraphs 2.1.1, 2.1.2, and 2.1.3; and

7. Recent engine power assurance data and weight and balance information.

If multiple aircraft are used to conduct the SPD, redundant information does not need to be provided for each aircraft. Any deviations, additions, configuration differences, etc., for items 1, 2, 3, 6, and 7 shall be provided for each aircraft used in the SPD. However, additional information for items 2 and 7 is not required for aircraft used only for SPD ground evaluation. Items 4 and 5 only need to be provided once, regardless of the number of aircraft used in the SPD evaluation, provided the information is sufficient to conduct all planned SPD events.

The Government will conduct only one SPD for each aircraft proposed. The Government requires a continuous five-day period to conduct each SPD. The five-day SPD evolution will be conducted at the Offeror’s designated facility, during which the Offeror’s aircraft, support equipment, and facilities shall be available to support the SPD.

As an element of this support, the Offeror shall provide ground support equipment in order for the Government Team to conduct the SPD Ground Demonstration events and Anthropometric fit-checks. The Offeror shall provide a qualified pilot to serve as pilot-in-command. Government pilots should be pilot-at-the-controls for the ground and flight demonstration points. Each SPD shall include the following (see Attachment L-2 (SPD)):

Aircraft ground training and airfield familiarization Approximately 10 hours of ground demonstration Approximately six hours of anthropometric ground evaluation

Approximately 15 hours of total flight time across day and night demonstration flights

Additional flight or ground demonstration time may be required in the event of weather delays or other force majeure. By participating in the SPD, the Offeror understands and accepts all liability for the demonstration, including, but not limited to, loss, damage, or wear and tear on the SPD aircraft.

The events will be conducted within the limits of the FAA approved OEM Flight Manual and the Offeror’s standard operating procedure. Demonstration data will be collected by Government personnel from production gauges and Government provided portable instrumentation equipment. Portable instrumentation may include cloth measuring tapes, rulers, force gauges, smartphone or tablet data acquisition applications, portable data acquisition units, voice recorders, video recorders (e.g., GoPro), hand-held stopwatches, and still cameras. Handheld instrumentation will only be used by the non-flying crewmembers (with the exception of hand-held force gauges) and will be stowed when not in use. Test data will be manually recorded.

If available, the Offeror shall download recorded aircraft flight data at the end of each day and provide it to the SPD Team on a DVD-ROM (or DoD Safe) in comma separated variables (.CSV) format.

2.1.1 Air Vehicle

The Offeror shall complete Attachment L-1 (Verification Matrix) for Element 2.1.1. Within this volume, the Offeror shall explain the implementation of each of the PBS AV “shall” requirements specified below. When completing Attachment L-1 (Verification Matrix), the Offeror shall submit evidence of compliance electronically in fully searchable documents IAW Table 1 and provide the substantiating evidence of compliance listed below.

Where the below enumerated substantiating evidence allows for evaluation during the SPD, the Offeror shall annotate in Attachment L-1 whether the Offeror is proposing to demonstrate compliance via the SPD. Information gathered or provided during the SPD may be used by the Government to validate the Offeror provided substantiating evidence of compliance.

AV-006: provide analysis of mission profiles IAW the profile definitions in PBS Appendix B using Original Equipment Manufacturer (OEM) FAA approved flight manual performance charts. If FAA approved flight manual performance charts unavailable, provide details on how performance charts were substantiated for accuracy.

Where an Offeror is assessed to have exceeded one of the “shall” requirements, specified above, the Government may update the PBS to reflect the Offeror’s proposed values for incorporation into the awarded contract in accordance with Section L, Part A, Paragraph 1.3.

2.1.2 Student Training

The Offeror shall complete Attachment L-1 (Verification Matrix) for Element 2.1.2. For each attribute in Attachment L-1 (Verification Matrix), the Offeror shall specify whether or not its proposed aircraft includes or will incorporate each “should” attribute. Within this volume, the Offeror shall explain the implementation of each of the PBS “should” attributes the Offeror has proposed to meet. When completing Attachment L-1 (Verification Matrix), the Offeror shall submit evidence of compliance electronically in fully searchable documents IAW Table 1 and provide the following substantiating evidence of compliance listed below. Information gathered or provided during the SPD may be used by the Government to validate the Offeror provided substantiating evidence of compliance.

AV-005: Provide analysis of takeoff and landing distances IAW the takeoff and landing distances definitions in PBS Appendix B using OEM FAA approved flight manual performance charts. If FAA approved flight manual performance charts are unavailable, provide details on how performance charts used for calculation were substantiated for accuracy;

AV-009: Provide analysis of mission profiles IAW the profiles definitions in PBS Appendix B using OEM FAA approved flight manual performance charts. If FAA approved flight manual performance charts are unavailable, provide details on how performance charts used for calculation were substantiated for accuracy;

AV-018: provide OEM manual demonstrating design features; and AV-077: provide OEM manual demonstrating design features.

Where an Offeror is assessed to meet one of the above “should” attributes, the Government may update the PBS to reflect the Offeror’s proposed “should” attribute for incorporation into the awarded contract as a “shall” requirement in accordance with Section L, Part A, Paragraph 1.3.

2.1.3 Safety

The Offeror shall complete Attachment L-1 (Verification Matrix) for Element 2.1.3. For each attribute in Attachment L-1 (Verification Matrix), the Offeror shall specify whether or not its proposed aircraft includes or will incorporate each “should” attribute. Within this volume, the Offeror shall explain the implementation of each of the PBS “should” attributes the Offeror has proposed to meet. When completing Attachment L-1 (Verification Matrix), the Offeror shall submit evidence of compliance electronically in fully searchable documents IAW Table 1 and provide the following substantiating evidence of compliance listed below. Information gathered or provided during the SPD may be used by the Government to validate the Offeror provided substantiating evidence of compliance.

AV-036: provide OEM manual demonstrating design features;

AV-038: provide analysis of cockpit and cabin temperature ranges based upon outside air temperature;

AV-079: provide OEM manual demonstrating design features; and AV-080: provide OEM manual demonstrating design features.

Where an Offeror is assessed to meet one of the above “should” attributes, the Government may update the PBS to reflect the Offeror’s proposed “should” attribute for incorporation into the awarded contract as a “shall” requirement in accordance with Section L, Part A, Paragraph 1.3.

2.2 Book 2 –Management Approach

The Government may generally only require technical data pursuant to DFARS 227.7102-1(a). However, due to the projected longevity of the METS program (i.e., anticipated for use through January 2055), the Government anticipates the presence, or absence, of favorable technical data and computer software license rights will have a bearing on the METS life cycle sustainment. To this end, the Government encourages the Offeror to provide a technical data package, to include computer software and computer software documentation, which will allow the Government to meet the objectives detailed in this paragraph paragraphs 2.2.1 and 2.2.2 below. Offerors are advised that in addition to the rights provided to the Government by the DFARS, an Offeror may also choose to provide the Government with access and license rights as detailed in Attachment L-17 Rights in Data, as well as paragraphs 2.2.1 and 2.2.2 below. While this language shall not be construed as altering the Government’s rights to data and license rights under the DFARS, Offerors are reminded that providing the Government with greater technical data, computer software, or computer software documentation access or license rights than the Offeror is otherwise required to provide under the DFARS is voluntary and is not a condition to award. The Government has provided Attachments L-5 (Special License Agreement) and L-6 (Access Agreement) as a framework; however, the Offeror may propose an edited or different Special License Agreement and/or Data Access Agreement. The Offeror shall complete Attachment L-17, Rights in Data, and return it IAW Table 1, and it shall be incorporated into the awarded contract as Attachment 13.

2.2.1 Ground Based Training System (GBTS) Special License

The Government desires to procure the technical data, computer software, computer software documentation, and license rights with the purpose of providing to third party contractors for generating GBTS and curriculum products and services. In addition to the Government’s rights under the DFARS, the Government encourages the Offeror to provide additional technical data, computer software, computer software documentation, and license rights thereto, than the Offeror is required by the DFARS to provide to support paragraphs 3.1.10, 3.25.1, 3.25.2, and 3.25.3 of the Attachment 1 PWS and Attachment L-5 (Special License Agreement).

If proposed, the Offeror shall complete Attachment L-5 (Special License Agreement) describing the Offeror’s proposed license rights to its technical data, computer software and computer software documentation, including any rights in excess of those customarily provided commercially for use, modification, reproduction, release, performance, display, or disclosure. The completed Special License Agreement shall be provided IAW Table 1 and will be incorporated into the contract at Section J Attachment 10. If a special license is not proposed, the Offeror shall state such within Section 2.2.1 of its proposal. If the successful Offeror does not propose Attachment L-5 (Special License Agreement), then OPTION CLIN 0008, clause H-3, and PWS paragraphs 3.25.1, 3.25.2, and 3.25.3 will be excluded from the awarded contract.

If proposed, the Offeror shall describe the following information that will be delivered to produce GBTS and curriculum products representative of the Offeror’s proposed aircraft.

Cockpit configuration drawings;

Vibration profile;

Flight test data of aerodynamic and engine performance;

Systems operation;

Flight control loading data;

Aural models; and Instructor and student pilot curriculum.

The Offeror shall describe how the delivered data in CDRLs A006 and A017 are processed in order to view and read delivered information, including:

Ability to read documents using Microsoft Office products and Adobe Reader; and Unique software applications that run on Navy/Marine Corps Intranet (NMCI) computers with Microsoft

Office 10.

2.2.2 Contractor Logistics Support (CLS) Data Access

The Government desires to procure access to technical data, computer software, and computer software documentation necessary for engineering and logistics sustainment of the aircraft. Access to these data will also be provided to the Government’s CLS contractor for maintenance support. In addition to the Government’s rights under the DFARS, the Government encourages the Offeror to provide additional technical data, computer software, computer software documentation, and access thereto than the Offeror is required by the DFARS to provide to support paragraph 3.10.3 of the PWS and Attachment L-6 (Access Agreement).

If proposed, the Offeror shall complete Attachment L-6 (Access Agreement) describing the Offeror’s proposed Government access to data and access to any applicable management information systems that house data. The completed Access Agreement shall be provided IAW Table 1 and will be incorporated into the contract at Section J Attachment 7. If no access is proposed, the Offeror shall state such within Section 2.2.2 of its proposal. If the successful Offeror does not propose Attachment L-6 (Access Agreement), then OPTION CLIN 0009, clause H-3, and PWS paragraph 3.10 will be excluded from the awarded contract.

The Offeror shall describe how data access will support the following efforts:

Analyses and engineering data required to draft/formulate proposed non-standard/non-manual repairs to be provided to Offeror for approval, in the event such repair is required;

Baseline drawings, models, specifications, and lists to enable logistics updates to appropriate databases and configuration management systems;

Source data pertaining to sustainment and improvement of products to enable logistics planning and modeling for maintenance, reliability, and sparing;

Airworthiness certification of future design changes through NAVAIR Airworthiness and Cybersafe Office; and

Data accessible and viewable from NMCI computers with Microsoft Office products or portable document format.

The Offeror shall identify its process to provide access to data, including:

Type of integrated data environment and interface browser;

Cybersecurity protections;

Ability to read documents using Microsoft Office products and Adobe Reader; and Unique software applications that run on NMCI computers with Microsoft Office 10.

2.3 Book 3 –Sustainment Approach

2.3.1 Sustainment Features

The Offeror shall complete Attachment L-4 (Sustainment Features Matrix) for Element 2.3.1. The Offeror shall specify whether or not its proposed sustainment features complies with each attribute in Attachment L-4 (Sustainment Features Matrix). The Offeror’s evidence of compliance shall be submitted electronically as fully searchable documents IAW Table 1. The Offeror shall identify exactly where in Attachment L-4 (Sustainment Features Matrix) the evidence of compliance will be found. The Offeror shall explain the implementation of the following PBS attributes and provide the requested information:

AV-010: provide fatigue life methodology and analysis based on the spectrum derived using PBS Appendix B mission profiles;

AV-118: provide analysis of readiness metrics;

AV-120: provide OEM manual describing design features;

AV-121: provide analysis of fault detection coverage of entire aircraft systems;

AV-122: provide analysis of fault isolation coverage of entire aircraft systems;

AV-129: provide OEM manual describing design features;

AV-130: provide OEM manual describing design features; and AV-138: provide OEM manual describing design features.

Where an Offeror is assessed to meet one of the above “should” attributes, the Government may update the PBS to reflect the Offeror’s proposed “should” attribute for incorporation into the awarded contract as a “shall” requirement in accordance with Section L, Part A, Paragraph 1.3.

2.3.2 Engineering/Logistics Reach-Back Approach

The Offeror shall describe its approach to meeting the Government’s required response times for engineering and logistics reach-back, non-standard repairs, and investigation support to meet the requirements in PWS Paragraph

3.12. The Offeror shall describe its processes and procedures for the following:

Studies and analyses for Naval aviation sustainment support;

Provision of immediate support, standard support, and perform engineering analyses;

Resolving issues using field service representatives; and Industry steering committee meetings and, additionally, describe safety and sustainment improvements that resulted from the industry steering committee meetings.

2.3.3 Usage Impact Approach

The Offeror shall describe the unique usage profile impacts to standard commercial sustainability practices and procedures. The Offeror shall perform an analysis of any workload or inspection impacts to the Offeror’s cycle based on the usage profiles within the PBS Appendix B (Mission Profiles) and the following usage metrics:

Individual aircraft annual flight-hours: 600/year Individual engine annual operating time: 660/year Individual aircraft landings per year: 1,500

The workload analysis shall be provided using the instructions in Attachment L-7 (Workload Analysis Instructions) to complete the form provided in Attachment L-8 (Workload Analysis Form). The completed workload analysis shall be provided IAW Table 1. Further, the Offeror shall provide a table within this section to cross reference between any “Generic” inspections used within Attachment L-8 (Workload Analysis Form) to detail the actual inspection that is occurring. The Offeror shall also:

Identify number of components replaced for fatigue over 30 year service life;

Identify number of hours spent in scheduled maintenance over 30 year service life; and Identify number of man-hours spent to accomplish scheduled maintenance over 30 year service life.

1.3.4 Initial Sparing Approach

The Offeror shall propose its initial spares model for each production lot in CLINs 0X03 and 0X04 by submitting Attachment L-9 (SPL without Price). Attachment L-9 (SPL without Price) shall be developed and prepared in accordance with the instructions provided in Attachment L-15 (SPL with Price) and shall not contain any pricing information. The initial sparing analysis shall include repairable spares, consumables, and shelf stock. Additionally, the Offeror shall provide its analysis supporting the proposed number of spare engines, landing gear, flight controls, and life-limited components required to be on hand to meet readiness goals in the PBS throughout the 24-month period after the delivery of each aircraft.

The Offeror shall ensure that the nomenclature, part numbers, and reliability and maintainability values match in Attachments L-9 (SPL without Price), and L-15 (SPL with Price).

Additionally, the Offeror shall populate Attachment L-11 (Flyaway Kits List) and return it IAW Table 1, and it shall be incorporated into the awarded contract as Exhibit B.

1.3.5 Peculiar Support Equipment

The Offeror shall propose its PSE, by submitting Attachment L-10 (PSE List without Price), which shall include, but is not limited to, reusable engine/component storage and shipping containers, fuel and power cart adapters, peripheral hardware and cables, and any equipment required for software loading. Attachment L-10 (PSE List without Price) shall be developed and prepared in accordance with the instructions provided in Attachment L-16 (PSE List with Price) and shall not contain any pricing information. The Offeror shall specify any support equipment and associated quantity necessary to support the proposed aircraft and price those items in Volume 4 Price.

The Offeror shall also provide the following:

The frequency of PSE use during scheduled and unscheduled maintenance; and A description of its commercial best practices for Packaging, Handling, Storage, and Transportation

(PHS&T).

1.3.6 Support Infrastructure

The Offeror shall provide a description of the Offeror's specific supplier/vendor base and supply chain management process and metrics; quantity and use of 14 CFR Part 145 certified repair…
