1 RFP, L-1 Proposal Instructions 3.0 Volume 3 Corporate Experience
The Certificate of Acceptance and any other customer personal information are considered customer confidential leading us to focus on documents that are of public record in our response. FAA Form 88-2 is referenced multiple times in the RFP yet it does not exist to our knowledge. We believe the intended reference is to either the FAA Bill of Sale (Form 8050-
2) or the FAA Application for Registration (Form 8050-1). The FAA Application for Registration includes an individual’s contact name, and a phone number for the purchaser whereas the Bill of Sale does not. Also, please note, there is not a publicly available document that includes customer e-mail addresses. In addition, there is not a publicly available document that includes contact information for international customers as Bills of Sale and Applications for Registration are not filed with the FAA when the aircraft is to be registered elsewhere. Production of internationally delivered aircraft can be evidenced by Export Certificates of Airworthiness (FAA Form 8130-4), however, which are of public record. We recommend the references to FAA Form 88-2 be changed to FAA Form 8050-1 and the addition of FAA Form 8130-4 for international deliveries for purposes of the necessary Corporate Experience Record.
The following are examples of FAA forms that would be acceptable to demonstrate substantiation:
FAA Form 8100-2, Standard Airworthiness Certificate;
FAA Form 8050-2, Aircraft Bill of Sale;
FAA Form 8050-1, Aircraft Registration Application;
FAA Form 8130-1, Application for Export Certificate of Airworthiness.
Section L, Paragraph 3.0 Volume 3 Corporate Experience and Attachment L-13 have been updated in Amendment 0002.
