1 Introduction

The Department of the Navy (DoN) Program Executive Officer (Tactical Aircraft) (PEO(T)) PMA-273 Naval Undergraduate Flight Training Systems, and Chief of Naval Air Training (CNATRA) Command require contractor services, supplies and tasks for the maintenance and logistics support of the United States Navy (USN) Multi-Engine Training System (METS) aircraft programs. Throughout the entirety of this Appendix, the aircraft maintenance and Contractor Logistics Services (CLS) Contractor will be otherwise known and referred to as “Contractor.”

1.1 Background

The METS aircraft will replace the T-44C Pegasus at NAS Corpus Christi, Texas. The aircraft shall be maintained In Accordance With (IAW) the Federal Aviation Administration (FAA) approved Original Equipment Manufacturer (OEM) maintenance manuals and approved Navy publications.

1.2 Scope

1.2.1 Interim CLS

The scope for this interim CLS is to provide support for up to 10 Navy METS aircraft (deliveries starting December 2023). Additionally, the scope requires the Contractor to provide the requisite transition time to inventory spare/repair parts and Support Equipment (SE) (deliveries in November 2023), assist with the Commander Naval Air Forces (CNAF) Safe for Flight (SFF) certification for CNATRA, and to establish the necessary infrastructure and necessary maintenance support required to maintain airworthiness. Further, the Contractor shall conduct the Fleet Introduction of the Navy METS in order to allow Training Air Wing 4 (TRW-4) to safely operate the Navy METS aircraft and conduct daily flight operations.

1.2.2 Summary of Tasks

The interim CLS contract shall enable CNATRA to accomplish the following:

a. Maintain aircrew flight currency

b. Obtain a CNAF SFF Certification

c. Conduct Fleet introduction of the METS aircraft

d. Verify and validate new curriculum and new Navy manuals

The Contractor shall provide all logistics support services including labor, services, equipment, tools, direct and indirect material (unless otherwise delineated in this contract) required to support and maintain all Navy METS aircraft, aircraft systems, and related SE located at NAS Corpus Christi (NASCC), Texas.

The Contractor shall provide sufficient flight crewmembers (Functional Check Flight pilots and qualified observers qualified IAW M-3710.7) to support the flight operations scheduled and ordered by the Government.

1.2.3 Organizational (O) Level Maintenance

The support concept for this effort is Organizational Level of maintenance (O Level) on the METS aircraft. Support under these categories includes, but is not limited to:

3 Requirements (CLIN 0010, 0011, 0012)

The Contractor shall provide necessary instructional system processes, materials, services, testing, technical, management, logistics, financial and clerical support for efforts described in this PWS.

3.1 METS Interim CLS General

The Contractor shall perform a flight Operations Program to facilitate the achievement of 90 flight-hours per month at NASCC under Contract Line Item Number 0010, 0011, and 0012. The Contractor shall provide all logistics support services including labor, services, equipment, tools, direct and indirect material. The Contractor shall provide maintenance services at O-Level on the METS aircraft. The Contractor shall inventory and manage all METS parts and material delivered under this contract and assigned for the METS program. The Contractor shall conduct maintenance following OEM publications and Government provided supplemental maintenance manuals. The aircraft parts and depot repair shall be maintained IAW Title 14 Code of Federal Regulations (CFR) Part 145 and Title 14 CFR Part 43.

3.2 Contractor Logistics Services (CLINs 0010, 0011, 0012)

The Contractor shall provide trained and qualified maintenance, administrative, and supply support for up to 10 aircraft at NASCC. The maintenance/flight line operations support shall consist of:

servicing, troubleshooting, and repair of aircraft, engines and support equipment. The Contractor shall comply with all maintenance practices and procedures IAW OEM manuals and publications, COMNAVAIRFORINST 4790.2D and NAVAIRINST 3710.1G. As determined in Section 4 and 5 of the CLS PWS, the Contractor shall develop and follow, written Ground Operating Procedures (GOPs) to ensure that only trained, qualified, and certified personnel perform all aircraft ground operations, as applicable to include all hazardous ground operations performed in, on, and around the aircraft. The Contractor shall provide a minimum of two FCF pilots and one qualified observer, IAW METS NATOPS and NAVAIRINST 3710.1F (Ground and Flight Operations) for all FCFs and for assigned to the METS CLS maintenance effort. In the event of a disagreement between the Government FCF pilot and the Contractor relating to aircraft discrepancies, the decision of the Government Flight Representative (GFR) shall be final. The contractor shall provide O-Level maintenance and flight line support required to complete the events on the Daily Flight Schedule (DFS). The Contractor shall support the DFS with scheduled flight hours in CDRL A01A Daily Aircraft Status Report.

3.2.1 Flight Operations

The Contractor shall perform a Flight Operations Program IAW OEM provided publications and the Government provided supplemental maintenance manuals. The Contractor shall assist CNATRA with obtaining SFF.

3.2.2 FCFs/Aircraft Recovery/Ferry Flights

The Contractor shall perform FCFs IAW METS NATOPS and NAVAIRINST 3710.1F (Ground and Flight Operations). The Government reserves the option to use its own flight crews to perform FCFs and aircraft recoveries. Evaluation Flights are flights conducted to assist in the determination of the source of an issue identified by a pilot (Government or Contractor) to facilitate corrective maintenance. Evaluation flights are outside of the FCF regime, and as such require GFR approval prior to conducting the evaluation flight.

3.2.3 Flight Line Operations

The Contractor shall perform flight line functions for the aircraft, including, but not limited to, routine flight operations support for aircraft marshalling, parking, securing, aircraft fireguard, and assisting flight crews.

3.2.3.1 Plane Captains

The Contractor shall provide qualified personnel IAW NAMPSOPs/GOPs performing Plane Captain functions to ensure safe movement of aircraft, securing of aircraft including tie downs, use of windscreen, pitot tube, duct covers, and ground safety. The Contractor shall be responsible for the fueling, fuel sampling, defueling, and aircraft hot refueling.

3.2.4 Launch and Recovery

Contractor launch and recovery procedures shall be conducted IAW METS NATOPS. The Contractor shall provide a final check for safety and integrity prior to each aircraft launch. Prior to takeoff and after landing, with the engine running, the plane captain shall:

a. Visually inspect the engine and transmission compartments for leaks, Foreign Object Damage (FOD), and other hazards or discrepancies; and

b. Ensure that all panels and cowlings are secure.

3.2.5 Field Operating Hours

NASCC Field Operating Hours. All listed times are Central Time Zone. During Standard Time Zone (CST) months, the airfield at NASCC will normally have weekday (Monday to Friday) Field Opening (FO) at 8:00 AM and closing at 12:00 AM. During the Daylight Savings Time (CDT) months, FO at 8:00 AM and closing at 1:00 AM.

3.3 Aircraft Flight Hours and Operational Support

3.3.1 Scheduling

The Contractor shall support the DFS issued by the Government. The CNATRA Detachment (DET) Technical Point of Contact (TPOC), or a representative of the Government, will provide the Contractor a DFS by 1800 hours the day prior. The number of events is determined by GOV Operations Department and published via the Contractor’s DFS. The Contractor shall ensure aircraft have a valid pre-flight, is fueled, released SFF, and configured for the mission noted in the DFS IAW Mission Essential Sub-System Matrix (MESM). The Contractor shall assign aircraft to the flight schedule at least one hour prior to scheduled take-off. Aircraft shall be clean and ready, systems serviced, and located on the required launch spot ready for crew pre-flight one hour prior to scheduled take-off time as annotated on the daily flight schedule.

3.3.2 Daily Aircraft Status

3.3.2.1 The Daily Aircraft Status Report (DASR)

The Contractor shall prepare and deliver the DASR of all aircraft, long-term down status, Non- Mission Capable Supply (NMCS)/Partial Mission Capable Supply (PMCS), and calendar/scheduled inspections with flight schedule considerations IAW (CDRL A01A Daily Aircraft Status Report (DASR)) Aircraft in a FCF status shall not count as an available aircraft to meet the DFS. FCFs shall be flown/accomplished by the Contractor in coordination with the approval of the GFR). If the Government elects to perform the FCF as part of instructor training, the aircraft shall count as an available aircraft to meet the DFS. However, if the Contractor requests that the Government perform FCFs, the FCF aircraft shall not count towards the DFS requirements.

3.3.2.2 Mission Capability

The Contractor shall submit a daily NMCS/PMCS report containing all parts on order for each aircraft, MESM code, and Estimated Delivery Date (EDD) for each component. The report shall delineate between mission and non-mission capability.

3.3.2.2.1 NMCS/PMCS Report

The Contractor shall validate on a daily basis, produce, and deliver NMCS/PMCS report via NALCOMIS IAW CDRL A01B Not Mission Capable Supply (NMCS)/Partial Mission Capable Supply (PMCS) Report. The Contractor shall validate and deliver NMCS, PMCS, NMCM, and PMCM data via NALCOMIS IAW CDRL A01A Daily Aircraft Status Report.

3.3.2.2.2 Aircraft Utilization Report

The Contractor shall prepare and deliver a monthly aircraft utilization report detailing preservations, cannibalization data, flight hours, and total landings by aircraft bureau number (CDRL A01C Technical Report-Study/Services: Aircraft Utilization Report).

3.3.3 Out of Area

The Contractor shall provide maintenance support for aircraft flown to other locations than NASCC. The Contractor may be reimbursed for travel required to perform maintenance outside of a 50-mile radius of NASCC and shall request and submit travel costs IAW Joint Travel Regulations.

3.3.3.1 Cross-Country Services

3.3.3.1.1 Cross Country Flights

The Contractor shall ensure that all aircraft issued for a cross-country flight have enough flight hours available to meet the training events on the DFS and is equipped/configured for the training event noted in the DFS.

3.3.3.1.2 Cross Country Capabilities

Aircraft issued for cross-country flights shall be in a Fully Mission Capable (FMC) status at the time of issue, and count towards the aircraft required to meet the DFS availability time for all days that the Government uses the aircraft as part of the cross-country flight.

3.3.3.1.3 Flight Packets

The Government is responsible for replenishment of fuel and oil as required. The Contractor shall maintain flight packets IAW CNATRAINST 3700.2.

3.3.4 Daily, Turnaround and Post-Flight Inspections

3.3.4.1 Inspections

Daily, Turnaround, and Post-Flight Inspections shall be conducted IAW METS Publications to ensure the integrity of the aircraft, SFF, detect degradation or damage to the aircraft, and to determine the need for servicing (replenishment of fuel, oil, and other consumables expended during flight or after maintenance evolutions). OPNAV Form 4790/38 shall be utilized to document all daily and turnaround inspections. This includes all aircraft daily downloads.

3.3.4.2 Discrepancies

The Contractor/Maintenance Control shall document discrepancies found during these inspections into NALCOMIS/ OOMA IAW COMNAVAIRFORINST 4790.2D Repair of O Level discrepancies discovered during daily, turnaround, and post flight inspections shall be included in the scheduled flight hour CLINs as appropriate.

4 Aircraft, Engines and Support Equipment Maintenance (CLINS 0010, 0011, 0012)

The Contractor shall provide trained/certified personnel required to support and perform O-Level scheduled, unscheduled, and conditional maintenance and inspections associated with the airframe, engine, and avionics for all METS aircraft. SE and on-aircraft Aviation Life Support System (ALSS) shall be supported using the current maintenance practices for METS. The Contractor shall be responsible for all Intermediate (I) and Depot (D)-Level maintenance shall be the responsibility of the Contractor and be performed by a qualified repair vendor (i.e., Part 145 Repair Station). The Contractor shall demonstrate, as requested by the Government, that its, or its subcontractors’ facilities for repair or overhaul of airframe, avionics, and related components performed off-site are certified IAW Title 14 Code of Federal Regulations Part 145 Repair Station for the repair of METS airframe and components, and the OEM avionics or related equipment.

The Contractor will provide all O-Level required parts and materials to repair and maintain the aircraft, engine and support equipment in support of the operational schedule. Additionally, the Contractor will provide all repair/replacement of these parts.

4.1 Aircraft Maintenance Administration

4.1.1 Maintenance Control and Administration

The Contractor shall provide required personnel to support Maintenance Control, Maintenance Administration, Data Analysis, NALCOMIS Administration, Logs and Records, Technical Publications Librarian, and other administrative support. Personnel are responsible for policy and procedures as outlined in Chapters 5, 6, 8, 9, 10, 13, 14 and 15 of COMNAVAIRFORINST 4790.2D. The Contractor shall comply with COMNAVAIRFORINST 4790.2D for record management of aircraft logbooks, historical aircraft and SE records, Aircraft Inventory and Readiness Reports (AIRRS), Aircraft Incident/Mishap Reporting, NALCOMIS/OOMA Aircraft Inventory Record (AIR), and Naval Flight Information Records (NAVFLIRs). The Contractor shall maintain maintenance records and any other records. The Contractor shall return the above records and forms to the Government at the end of the contract and upon request.

4.1.2 Monthly Maintenance Plan (MMP)

The Contractor shall prepare a MMP IAW COMNAVAIRFORINST 4790.2D and deliver the plan IAW CDRL A01D Technical Report-Study/Services: Monthly Maintenance Plan (MMP).

The MMP shall list projected significant maintenance, commercial operating procedures, actions, and requirements for the next 90 days. Commercial operating procedures may be implemented, if approved by the Associate Contracting Officer (ACO), and not in conflict with COMNAVAIRFORINST 4790.2D. The MMP shall meet COMNAVAIRFORINST 4790.2D requirements and shall also address:

a. Replacement Of Life Limited Items By DD/MM/YYYY (Projected For 90 Calendar Days From Date Of Report)

b. Inspection Schedules

c. Corrosion Inspection Schedules. Paint and stripping will be conducted at the Contractors depot facility using the OEM FAA approved document. Corrosion will be done IAW OEM documents and the Contractor is responsible for both.

d. High Failure Items

e. Calibration Requirements

f. Weight and Balance Info

g. Personnel Certifications

h. Personnel Re-qualifications

i. Equipment and SE License and Renewal

j. Contractor Management Contact Information

k. Signature Authorities

4.1.3 Aircraft Logbook, Reports and Configuration Management Auto Log-Sets (ALS).

The Contractor shall follow the instructions and guidance set forth in Chapter 8 of COMNAVAIRFORINST 4790.2D in initiating and maintaining the required administrative records. The Contractor shall ensure these records are available to the Government as required.

The Contractor shall use the appropriate forms as identified in the references shall be utilized. IAW with Chapter 8, it is permissible for the Aircraft Logbooks/AESR to contain commercial, OEM or FAA documentation for the commercial items associated with the METS. The Contractor shall provide these records to the Government, as required. This includes, but not limited to:

a. AESRs, and records as applicable,

b. AIRs,

c. Weight and Balance Handbooks IAW NAVAIR 01-1B-50,

d. Aircraft Discrepancy Books (ADB).

e. Aircraft Log Books and Records

4.1.4 DECKPLATE AIRRS

The Contractor shall comply with the requirements of DECKPLATE. Aircraft Inventory and Readiness Reporting System (DECKPLATE–AIRRS) as set forth in Chapter 9 of

COMNAVAIRFORINST 4790.2D.

4.1.5 NALCOMIS/OOMA

4.1.5.1 NALCOMIS/OOMA, Data Collection, Documentation and Reporting Requirements

The Contractor shall provide accurate, real time, maintenance, supply, and flight information using NALCOMIS/OOMA IAW COMNAVAIRFORINST 4790.2D.

VIDS/MAF Form OPNAV 4790/60 shall be used to record aircraft discrepancies, inspections, Technical Directive (TD) compliance, and maintenance actions, for both on and off equipment, when NALCOMIS/OOMA is inoperable.

The Contractor shall back fit the VIDS/MAF information into work orders in NALCOMIS/OOMA within five working days of the system becoming operable.

Contractor personnel shall complete and file the VIDS/MAF, except for Subsystem Capability and Impact Report (SCIR) data, as required to meet the requirements IAW

COMNAVAIRFORINST 4790.2D.

The Contractor shall complete Engine Transaction Reports (ETRs) using DECKPLATE.

The Contractor shall access the METS CBM data System daily and update NALCOMIS as required. For METS aircraft in NALCOMIS/OOMA, the Contractor shall reconcile data from T-SHARP/equivalent Learning Management System, enter NAVFLIR corrections, and ensure NALCOMIS has the most up-to-date information daily.

The Contractor shall use NALCOMIS/OOMA to review and process maintenance related requisitions, input, and maintain current supply status on all outstanding requisitions.

The Contractor shall ensure all outstanding requisitions have required estimated shipping dates and use standard Department of Defense (DOD) supply status code. Supply status codes BB, BP, BV and BZ shall include estimated shipping dates. Ensure all requisitions have valid supply status within three days after submission of the requisition.

Ensure NALCOMIS/OOMA is secure from unauthorized access. Records and forms maintained by the Contractor related to maintenance, training, safety, and HAZMAT are Government owned property.

4.2 Unscheduled Maintenance

4.2.1 Maintenance

Unscheduled maintenance shall be performed IAW METS OEM Publications and Navy supplemental publications.

4.2.2 Inspections and Repair

When unscheduled maintenance arises, the Contractor shall perform inspections and maintenance of aircraft and engines (if OEM or depot maintenance/repair of the engines is required, the engine maintenance will include removal and replacement at no additional charge to the Government).

The Contractor shall perform all required maintenance to recover aircraft and to fly repaired METS aircraft back to NASCC.

4.2.3 Deferrals

The Contractor shall request deferred maintenance; such deferrals shall be authorized by CNATRA N4 METS Class Desk TPOC and directed by the ACO.

4.3 Scheduled Maintenance

4.3.1 Scheduled Inspections/Preventive Maintenance

The Contractor shall perform scheduled inspections and preventive maintenance on aircraft, engines (O-level work only), ALSS, and SE IAW OEM Publications and Navy supplemental publications.

4.3.2 Special Inspections

The number of outstanding discrepancies for each aircraft completing a Special Inspection shall be equal or less than ten (10) which must be corrected and/or repaired no later than the next same/like Special Inspection, excluding valid Awaiting Parts (AWP), and approved Special Inspection Deferrals. The Contractor shall correct corrosion discrepancies prior to aircraft released from Special Inspection Outstanding corrosion discrepancies will count towards the 10-discrepancy limit. Discrepancies not repaired within the next Inspection Cycle, must be reevaluated and approved by the ACO for concurrence or the aircraft shall become Non-Mission Capable (NMC). The Contractor shall perform engine and aircraft scheduled Flight Hour (FH) generated maintenance and inspections IAW OEM and METS Publications.

4.3.3 Corrosion Control and Discrepancies

The Contractor shall correct corrosion discrepancies, whether found during specials or unscheduled, no later than 28 days after date of discovery. The Contractor shall annotate in NALCOMIS the Drop Dead Date (DDD) for the correction of discrepancy. The Contractor shall not defer scheduled inspections/preventive maintenance except as authorized by the CNATRA N4 /METS Class Desk TPOC and directed by the ACO. The Contractor shall develop, deliver, and implement a Corrosion Prevention and Control Plan IAW OEM Corrosion Plan.

4.3.4 Touch-up Painting

The Contractor shall perform touch-up painting, application of side numbers, model numbers, local command markings, placards, high visibility paint scheme touch-up, and painting necessary to accomplish the OEM Corrosion Plan. The Contractor shall perform the aforementioned processes IAW METS OEM Publications and Government released Paint and Marking drawings IAW Paint and Marking Drawings CDRL A004 (Base PWS).

4.3.5 Conditional Inspections.

The Contractor shall perform conditional inspection requirements IAW METS OEM Publications and Navy supplemental publications. The Contractor shall perform O-Level conditional maintenance on METS aircraft under. Routine conditional maintenance is included in the applicable Onsite Conditional Maintenance/Repair.

The following non-routine conditional maintenance actions (also referred to as In-Service Repair actions) are included in the Conditional Maintenance. Engine D-Level maintenance is excluded from the following paragraphs, 4.3.6 through 4.3.13.

4.3.6 Repairs Due to Hard Landings

Contractor shall perform repairs due to hard landings to airframes, installed equipment, or components.

4.3.7 Repairs Due to Over-Limit Conditions

The Contractor shall perform repairs to airframes, installed equipment, or components resulting from over-limit conditions.

4.3.8 Repairs Due to FOD

The Contractor shall perform inspections and repairs for Government induced FOD of an aircraft.

4.3.9 Repairs Due to Catastrophic Failure

The Contractor shall perform repairs due to catastrophic failure to airframes, installed equipment, or components. The Contractor shall repair any aircraft damage that results from catastrophic engine failure.

4.3.10 Repairs Due to Sudden Stoppage

The Contractor shall perform repairs due to sudden stoppage to airframes, installed equipment, or components.

4.3.11 Repairs Due to Fire or Uncontrollable Acts of Nature

The Contractor shall perform repairs due to fire or uncontrollable acts of nature, such as windstorm or hurricane damage, hail damage, bird strikes, or lightning strikes.

4.3.12 Repairs Due to Crash Damage

The Contractor shall conduct repairs in the event that crash damage repair is required for the aircraft as approved by the ACO.

4.3.13 Reclamation of Crash Damaged Aircraft

The Contractor shall perform reclamation of crash damaged aircraft, aircraft subject to corrosive fire extinguishing agents, or aircraft exposed to salt water IAW NAMPSOP.

4.3.14 Aircraft Software Uploads

The Contractor shall obtain and install all subscription service updates to upload METS aircraft for all required systems.

4.3.15 Engine Maintenance and Repairs

The Contractor shall perform all O-Level engine related maintenance including removal and replacement of engine, and engine components IAW applicable OEM maintenance manuals and Navy supplemental publications. The Contractor will provide all O-Level required parts and materials to repair and maintain the engine in support of the operational schedule. Additionally, the Contractor will provide all repair/replacement of these parts.

4.3.15.1 Service Actions

The Contractor will comply with all OEM engine and engine related SB/SL as directed by the government.

4.3.15.2 Engine Status Reporting

The Contractor shall report required engine transaction and status in the Government’s DECKPLATE ETR database. Change in engine reporting status shall be reported NLT the next working day.

4.3.15.3 Engine Depot Repair

The Contractor shall be responsible for coordination of engine Depot Overhaul and Repair with the Government. Additionally, the Contractor shall be responsible for preparation, documentation, packaging, and transportation to and from the Depot Facility. For catastrophic or major engine damages, the Contractor shall deliver a request for engine overhaul, vice engine repair. Upon ACO approval, the Contractor shall ship the engine for overhaul to the OEM approved engine repair supplier.

4.3.15.4 A-799/No Defect Engines

Engines that have been removed from an aircraft and sent to the OEM for repair and then determined to be serviceable upon receipt at the OEM's facility, may be returned to the Contractor as a Request for Information (RFI )asset.

4.4 Aircraft Preservation and De-Preservation

The Contractor shall preserve/de-preserve aircraft as directed by METS Publications and

COMNAVAIRFORINST 4790.2D.

4.4.1 Aircraft Preservation

The CNATRA DET shall be notified of all preservation, storage maintenance, and de-preservation requirements by serial number and date of compliance IAW CDRL A01A DASR. The report shall meet the intent of CNATRAINST 13011.1 and shall include preservation, cannibalization data, quantity of aircraft available at required times by model, quantity of add on aircraft, and total aircraft issued.

4.4.2 Cannibalization

The Contractor shall not cannibalize from preserved aircraft or engines without authorization from the ACO.

4.4.3 Engine Preservation

The Contractor shall properly store and maintain the Operational Spares engine inventory. The Operational Spares engine inventory are uninstalled engines, which will include those engines in an RFI status and those awaiting maintenance. The Contractor shall make appropriate entries into the engine logbook. The Contractor shall perform an engine material condition receiving inspection to ensure all components and records are inventoried and accurate and notify the CNATRA DET TPOC if any discrepancies exist. The Contractor shall preserve, store, and ship METS engines IAW OEM Publications and in OEM approved shipping containers. The Contractor shall notify the Government by the next working day when the Spare RFI Engine Availability drops below 20% of the Authorized Allowance. Costs of preservation, storage maintenance, and de-preservation resulting from Contractor mismanagement of Government assets, shall not be the responsibility of the Government.

4.5 Navy Technical Directives (TDS), Commercial Documents, and other inspections/modifications to aircraft structures, systems and components

The Contractor shall comply with all approved Navy TDs. The Contractor shall notify the ACO via e-mail within 24 hours of receipt of FAA Airworthiness Directive (AD) or commercial documents. All FAA Airworthiness Directives (ADs), OEM Bulletins, manufacturer's Service Bulletins (SB), Notices, Letters, Instructions, and Communiqués will be referenced in a Navy TD for compliance. The Contractor shall comply with only approved Navy TDs as posted in NATEC.

The Contractor shall maintain copies of all Navy TDs and commercial documents within the on-site technical library. TDs shall be incorporated as per NAMPSOP 10.10 IAW COMNAVAIRFORINST 4790.2D. The Contractor shall, notify the ACO, within 24 hours of receipt, of any conditions that would prevent incorporation of TD or commercial document compliance and await guidance prior to performance associated with the Bulletin TD or commercial document. In emergencies (e.g., SOF, grounding of aircraft) the ACO will notify the Contractor of action to take by the most expedient means possible followed by written direction.

4.5.1 TD Validations

All TDs will require a TD validation for each TMS. The TYCOM/Class Desk will determine aircraft selection for validation and documented in NALCOMIS.

4.5.2 TD Verifications

All TDs will require a TD verification for each TMS. The TYCOM/Class Desk will determine aircraft selection for validation and documented in NALCOMIS.

4.5.3 Compliance

The first five labor hours per aircraft of proposed and issued Bulletin/Change TDs or commercial documents shall be covered by the appropriate Operational Support CLIN 0010 thru 0012.

When labor hours are greater than the five-hour limit described in this section, the Contractor shall verbally notify the ACO within 24 hours. A completed Repair P&E Report (CDRL A01E Planning & Estimate Report) and CDRL A01F Technical Report-Study/Services: Over and Above Work Request (OAWR) shall be delivered by the Contractor within five working days.

The Contractor shall not begin work without permission from the ACO. Subsequent man-hours, over the aforementioned initial first five labor hours, per TD or Commercial Document shall be under Conditional Maintenance CLIN 0010, 0011, 0012.

4.5.4 Configuration Management (CM) Program.

The Contractor shall establish, administer, inspect, and monitor a Configuration Management Program IAW EIA649: Configuration Management Requirements for Defense and the PMA-273 Configuration Management Plan. The Contractor shall utilize OOMA/NALCOMIS to document and manage the configuration of the aircraft IAW Chapter 5, 6, 7, 8, 9 and 13 of

COMNAVAIRFORINST 4790.2D.

4.5.5 Other Related Aircraft Maintenance Efforts

4.5.5.1 Engine Ground Turn Operations

The Contractor shall perform ground turn operations required for scheduled and unscheduled maintenance actions to verify airworthiness IAW OEM Publications and NAVAIRINST 3710.1G Change 1.

4.5.5.2 Compass Swing

The Contractor shall utilize the base compass rose and perform on-aircraft compass calibration IAW OEM Publications, MIL-STD-765A and Navy Supplemental publications.

4.5.5.3 Battery Maintenance

The Contractor shall perform battery maintenance IAW METS OEM Publications and GOP for the Battery Maintenance Safety Program.

4.5.5.4 Fuel Sampling

The Contractor shall conduct fuel sampling IAW METS OEM Publications/Fuel Surveillance NAMPSOP prior to releasing an aircraft as SFF.

4.5.6 Off Site Maintenance, Mishap and Recovery Support

4.5.6.1 Mishap Support

The Contractor shall perform off-site maintenance, when directed by the ACO. The Contractor shall be available on a 24-hour, seven days a week basis for this task.

4.5.6.2 Mishap Repairs

The Contractor shall perform emergency repairs on the aircraft including intermediate and D-Level maintenance activities, as required.

4.5.6.3 Accident/Incident Response

The Contractor shall support incident/accident investigation as directed by the ACO. The Contractor shall report to aircraft incident/accident sites when directed by the ACO. The Contractor shall be available on a 24-hours, seven days a week basis for this task.

4.6 Support Equipment (SE) and SE Maintenance

The Contractor shall utilize only SE authorized by the Aircraft Maintenance Material Readiness List (AMMRL) program on METS aircraft. The government will provide Common Support Equipment (CSE) for use on the METS aircraft. The Contractor shall manage and perform all required O-Level maintenance, preventative maintenance, calibration, Transaction Reporting, Support Equipment Changes (SECs), and other maintenance on SE or Individual Material Readiness List (IMRL) items required to support the METS aircraft, to include engine SE/IMRL.

The Contractor shall provide personnel to receive and inventory all new IMRL/Peculiar Support Equipment (PSE), tools/fixtures, equipment and SE. The Contractor shall be responsible for receiving, shipping and inventorying all SE/PSE, IMRL and tooling procured under this contract.

The Contractor will only use PMA-273 approved SE and IMRL on METS aircraft IAW Support Equipment Resource Management Information System (SERMIS) source data. The Contractor shall submit an EXCESS IMRL Screening Request to CNATRA N423 prior to the IMRL Manager submitting a Military Standard Requisitioning and Issue Procedures (MILSTRIP) for IMRL assets.

If there are no excess assets available, the Contractor can request an approval from CNATRA N423 to requisition via a MILSTRIP. If approved, the Contractor shall obtain its Logistics Manager’s approval to expend funds from IMRL assets. The Contractor shall replenish all general tooling, special tooling, and equipment (including all maintenance equipment, PSE, CSE, Government Furnished Equipment (GFE), and servicing equipment) not otherwise listed as Government Furnished Property (GFP) in this Contract. The Contractor shall obtain CNATRA Support Equipment Controlling Authority (SECA) approval via the CNATRA DET Industrial Property Management Specialist (IPMS) for IMRL items replacement. Any equipment not expressly stated as being GP shall be provided and maintained by the Contractor.

The Contractor shall obtain approval prior to movement of any IMRL item managed under the AMMRL Program. The CNATRA SECA shall issue instructions for movement between sites and/or third party entities. This includes both long and short-term loans between sites. The

Contractor shall identify and provide to the On-Site Government Representative (OGR), IAW CDRL A01D MMP, all items listed within GP, Parts, and Material P/N and National Stock Number (NSN) (Consumables and Repairable).

The Contractor shall use Navy authorized equipment for downloading aircraft data daily to include the Flight Incident Recording and Flight Structural Data from all aircraft at operational sites to include rescue and detachments.

4.6.1 Support Equipment Intermediate Maintenance

The Government will provide I-Level maintenance for IMRL items in the Contractor’s custody.
