1.0 Scope
1.1 Objective
This PWS describes the production, delivery, engineering, and training curriculum support requirements for the METS aircraft procurement.
1.2 Background
The mission of Chief of Naval Air Training (CNATRA) is to produce aviators and flight officers in sufficient quantity to support Naval Air Forces tasking. Since the late 1970’s, CNATRA has utilized a fleet of T-44 Pegasus aircraft, six cockpit training simulators, and classroom and computer-aided instruction to conduct advanced multi-engine training at NAS Corpus Christi.
Since 2007, this training has included intermediate tiltrotor training for the United States Marine Corps. Aircraft training is conducted by military instructors with simulator and academic training by both military and civilian instructors. Student Naval aviators are prepared for fleet non-centerline thrust multi-engine operations through training in necessary skills, including, but not limited to, aircraft familiarization, radio instruments, airways navigation, visual navigation, and formation flying. The training missions require the aircraft to operate in varying environmental and climatic conditions throughout the continental United States.
1.3 Terminology
1.3.1 "Shall"
Requirements throughout this document, inclusive of the appendices, that are defined using "shall" statements, are considered mandatory.
1.3.2 “Will”
Statements using "will" express intent, declaration of purpose on the part of the Government.
2.0 Applicable Documents
The following documents form a part of this PWS to the extent specified herein. In the event of contradiction between the applicable documents and this PWS, the PWS shall take precedence.
Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3.0 Requirements (CLINs 0X01)
The work required by this contract shall be performed In Accordance With (IAW) the METS Performance Based Specification (PBS) (METS-PBS-101) and this PWS. The Contractor shall build and deliver production aircraft to meet the performance criteria specified by the METS PBS (METS-PBS-101) and IAW the requirements in this PWS. The Contractor shall provide program management, systems engineering, and logistic support.
3.1 METS Aircraft
3.1.1 Contractor Responsibilities (CLINs 0X01)
The Contractor shall provide all technical, planning, management, and manufacturing efforts, as well as all resources, materials, personnel, equipment, facilities, hardware, and software required to execute this contract. Government furnished property will be provided IAW the contract.
3.1.2 FAA Certificate of Airworthiness (CLINs 0X01 and 0X02)
The Contractor, as the Federal Aviation Administration (FAA) Type Certification Holder (TCH), shall deliver at DD-250 acceptance the FAA Airworthiness Certificate (FAA Form 8100-2 or previous version IAW FAA Order 8130.2J) for each aircraft. The Contractor shall provide the FAA Form 8100-2 to the Defense Contract Management Agency (DCMA) representative prior to each aircraft being delivered (DD250) to the Government. The Contractor shall obtain FAA certifications IAW FAA Orders 8110.4, 8130.2, or 8110.101 including any unique changes to meet the METS PBS. 3.1.3 NAVAIR Flight Clearance Certification (CLINs 0001 and 0X02)
The Contractor shall generate and deliver engineering, Electromagnetic Compatibility (EMC) qualification, and integration testing data to obtain a NAVAIR interim flight clearance for systems and functionality not certified by the FAA. The Contractor shall generate and deliver EMC Safety Of Flight Test (SOFT) procedures. The Contractor shall permit the Government to witness the EMC SOFT on the aircraft in its final configuration. The Contractor shall provide access to airworthiness data that were provided to the FAA via the Integrated Data Environment (IDE).

3.1.4 Instructions for Continued Airworthiness (ICA) (CLINs 0X01 and 0X02)
The Contractor shall deliver all ICAs IAW FAA Order 8110.54A through the year 2055. (CDRL

3.1.5 User Interface Configuration (CLINs 0X01)
The Contractor shall deliver each aircraft with an identical user interface, to include cockpit and cabin layout, functions, operations, procedures, and associated publications except for updates necessary to support obsolescence or Diminishing Manufacturing Sources & Material Shortages (DMSMS). The Contractor shall notify the Government of any user interface changes and the specific aircraft affected IAW the configuration management process cited in paragraph 3.18.
3.1.6 Final Product Baseline (CLINs 0001, 0102, 0103, and 0X02)
The Contractor shall generate and deliver the final product baseline with the first aircraft of each delivery lot. (CDRL A003 Baseline Description Document)
3.1.7 Military Aircraft Identification Information (CLINs 0X01 and 0X02)
The Government will provide military identification information such as type/model number, aircraft military bureau number, aircraft side number, unit designator, and radio call sign numbers, to the Contractor no later than 90 days prior to scheduled aircraft delivery dates to facilitate painting. The Contractor shall paint a single stripe centerline on the aircraft’s belly. The Contractor shall deliver to the Government the final paint drawing for the aircraft IAW the PBS. 3.1.8 Flyaway Kit (CLINs 0X01)
The Contractor shall deliver a flyaway kit with each aircraft. The flyaway kit shall contain the equipment normally required for aircraft ground handling and daily storage such as protective covers (inlet, antennas, pitot probes) window shades, tie-downs, gust lock, first aid kit in non-metal container, cargo nets and anchors, crash axe, life preservers, life raft, headsets, etc.
3.1.9 Software Subscriptions and Licenses (CLINs 0X01 and 0X02)
The Contractor shall deliver with each aircraft an active subscription or software license for any required support to the aircraft, such as commercial navigational databases for both civil and military airfields. The Contractor shall provide a paid, activated subscription along with any account or website login information associated with the subscription. The Contractor shall obtain active subscriptions or licenses for all software embedded in the aircraft, subsystems, support equipment, and maintenance ground stations. The Contractor shall activate the licenses and subscriptions with an expiration date greater than or equal to 365 days from DD250 acceptance.

3.1.10 Software End Items (CLINs 0X01 and 0X02)
The Contractor shall deliver one copy of each software version that is required to operate the METS; e.g., installed in the aircraft, avionics units, spares, Peculiar Support Equipment (PSE), and maintenance ground station. The Contractor shall deliver a copy of each software version required to conduct a system reboot, reinstall any operating systems or programs or applications, perform system diagnostics, or perform system updates. The Contractor shall deliver one copy of each required software package on the existing media. The Contractor shall deliver any Contractor Furnished Equipment (CFE) required to connect this media to a computer or support equipment per PWS paragraph 3.2. The Contractor shall provide the applicable license coverage for the installation and use of all software on a Government PC computer running the Microsoft Windows 10 operating system, wherever applicable. The Contractor shall deliver complete instructions for the transfer, loading, and use of all required software.

3.1.11 Aircraft and Equipment Acceptance
3.1.11.1 Weight and Balance (CLINs 0X01 and 0X02)
The Contractor shall implement operational weight and balance control processes and procedures IAW Naval Air Systems Command (NAVAIR) 01-1B-50. The Contractor shall generate and deliver a Sample Chart A and Sample Chart E report. The Contractor shall weigh the first aircraft of each lot prior to delivery. The Contractor shall generate an Automated Weight and Balance System (AWBS) data file for each aircraft. The Contractor shall electronically upload the AWBS data file for each aircraft to the AWBS central server to the NAS Corpus Christi location at this web address: https://awbs.hill.af.mil/CentralUSN. The Government will provide access to the AWBS server. The Contractor shall notify the Government mass properties engineer by email when the AWBS file has been uploaded. 3.1.11.2 Acceptance Test Procedure (ATP) (CLINs 0X01 and 0X02)
The Contractor shall generate and deliver an ATP that evaluates the aircraft, subsystems, interior and exterior lighting, spares, PSE, CFE, and maintenance ground station. The Contractor shall identify the flyaway kit items in the aircraft ATP. The Contractor shall provide access to the ATP results on the IDE in paragraph 3.7.3 (CDRL A009 Acceptance Test Plan)
3.1.11.3 Government Acceptance Test (GAT) (CLINs 0X01)
The Contractor shall deliver each aircraft with all software, operating systems, programs, applications, and data installed and operational. The Contractor shall activate all subscriptions prior to GAT. The Contractor shall provide all resources, manpower, and supplies required to perform and support GAT, including but not limited to spares, repair parts, consumables including petroleum and oil and lubrication, and maintenance support. DCMA representatives will conduct as part of the GAT an acceptance test flight at the Contractor’s facility to demonstrate proper operation of each aircraft and its subsystems. The DCMA Government flight representative will be the approval authority for all GAT acceptance test flights.
3.1.11.4 Other Acceptance Testing (CLINs 0X01 and 0X02)
The Contractor shall conduct an ATP and report results on each delivered spare, PSE, CFE, and maintenance ground station. (CDRL A00A Acceptance Test Report (ATR))
3.1.11.5 Contractor Maintenance Support (CLINs 0X01 and 0X02)
The Contractor shall maintain and service the aircraft and its records after DD250 until it departs the Contractor facility under Government aircrew control. The Contractor shall process and deliver the Condition Based Maintenance Plus (CBM+) data. For planning purposes, this period will not exceed an average of ten calendar days for any given aircraft. The Government will provide the aircrew to fly the aircraft to its delivery destination. (CDRL A00B Technical Report – Study/Services CBM+ Analysis)
3.1.12 Aircraft Inventory and Records (CLINs 0X01)
The Contractor shall perform and maintain an inventory of each aircraft and flyaway kits with witness by DCMA prior to DD250. The Contractor shall update these documents, as required, until DD250 is executed by the Government.
3.1.12.1 Aircraft Inventory Record (AIR) (CLINs 0X01 and 0X02)
The Contractor shall create an AIR for each aircraft and flyaway kit IAW COMNAVAIRFORINST 4790.2D, CNAF Form 4790/111. The AIR shall be delivered with each aircraft. The Contractor shall validate and revise the AIR, as required, in coordination with DCMA.

3.1.12.2 Aircraft Logbook/Auto Log-Sets (ALS) (CLINs 0X01 and 0X02)
The Contractor shall generate and maintain the aircraft logbook in both hard copy and electronic format compatible with Naval Aviation Logistics Command Management Information System (NALCOMIS) Optimized Organizational Maintenance Activity (OOMA) IAW COMNAVAIRFORINST 4790.2D, paragraph 8.6. The Contractor shall deliver the aircraft’s logbook hardcopy and electronically prior to each aircraft DD250 acceptance process. (CDRL A00D Logbooks and Records, Aircraft and Aeronautical Equipment)
3.1.13 Quality Program (CLINs 0X01 and 0X02)
The Contractor shall generate and deliver a quality assurance program plan. The quality assurance program plan shall be specific to the item(s) under contract and include critical safety item management. The Contractor shall implement a Quality Management System (QMS) compliant with the current revision of AS9100 and AS9110. The Government shall have the right to review and audit the contractor’s quality system for AS9100 compliance. The Contractor shall provide the Government access, for review and analysis purposes, to contractor QMS documents; raw data that have not been subjected to processing or any other manipulation; summarized, tabularized, or graphical depictions of the data; and records under this contract. 3.2 PSE (CLINs 0X02 and 0X05)
3.2.1 PSE Delivery (CLINs 0X05)
The Contractor shall produce and deliver peculiar tools, fixtures, support equipment, ground handling equipment, and maintenance stands IAW the contract. The Contractor shall consider that PSE includes but is not limited to reusable engine storage and shipping containers, fuel and power cart adapters, peripheral hardware and cables, and any equipment required for software loading.
The Contractor shall utilize commercial standard practice for Packaging, Handling, Storage, and Transportation (PHS&T).
3.2.2 PSE Calibration (CLINs 0X05)
The Contractor shall calibrate all calibratable PSE within 90 days before date of delivery. The Contractor shall affix calibration labels to the PSE with the date it was calibrated.
3.2.2.1 Calibration and Measurement (CLINs 0X02 and 0X05)
The Contractor shall generate and deliver calibration requirements for calibratable PSE (CDRL A00F Calibration and Measurement Requirements Summary (CMRS))
3.2.2.2 Calibration Procedures (CLINs 0X02 and 0X05)
The Contractor shall deliver calibration procedures for calibratable PSE. (CDRL A007 COTS Manuals and Associated Supplemental Data)
3.2.3 PSE Maintenance Technical Manuals (CLINs 0X02 and 0X05)
The Contractor shall deliver organizational and intermediate maintenance technical manuals for all PSE and CSE. (CDRL A007 COTS Manuals and Associated Supplemental Data)
3.2.3.1 PSE/Aircraft Interface Manuals (CLINs 0X02 and 0X05)
The Contractor shall deliver technical maintenance manuals for all PSE and CSE identifying how they are used on the aircraft. (CDRL A007 COTS Manuals and Associated Supplemental Data)
3.2.4 Crash Survivable Cockpit Voice and Flight Data Recorder (CLIN 0001)
The Contractor shall deliver 15 devices with cables and software to download, process, and listen to the data in the crash survivable cockpit voice and flight data recorder.
3.3 Maintenance Ground Station (CLINs 0001)
The Contractor shall deliver to the Government six maintenance ground stations to process CBM+ data from the aircraft. The Contractor shall deliver to the Government one data transfer unit or electronic kneeboard per aircraft to download and transport CBM+ data from the aircraft to the maintenance ground station. The Contractor shall utilize commercial standard practices for
PHS&T.
3.3.1 Set-Up Support (CLINs 0001)
The Contractor shall provide two-week, on-site support to Training Air Wing Four Flight Instructor Training Unit and two squadrons at NAS Corpus Christi, TX in order to establish operation of the maintenance ground stations and data transfer units.
3.4 Instructor Pilot (IP) Training (CLIN 0006)
The Contractor shall develop and present an IP training curriculum for the METS aircraft based upon the type and model configuration and the series configuration to the maximum extent possible. The Contractor shall conduct classroom and flight training in two sessions for a total of 15 Government IPs at a Contractor-designated training facility following 14 CFR Part 61.31(d) guidance, noting that Government IPs must already have FAA Commercial airplane instrument and airplane multi-engine ratings or the military equivalent. The Contractor shall schedule IP training with the concurrence of the Government. The Contractor shall complete all Government IP training before first aircraft delivery. The Contractor shall prepare an IP training classroom curriculum that includes at a minimum:
a. Aircraft systems and subsystems
b. Aerodynamics and flight characteristics
c. Normal procedures (day/night and visual/instrument operations)
d. Emergency procedures
e. Preflight procedures
f. Flight management system operation and instrument navigation
g. Formation flying
h. Aircraft-specific flight instruction procedures
i. Servicing and security
j. Any differences between the Contractor’s training aircraft configuration and the final aircraft configuration purchased by the Government
3.4.1 IP Training Materials (CLINs 0006 and 0X02)
The Contractor shall generate and deliver IP training curriculum materials which include the aircraft flight manuals, checklists, and classroom material. The Contractor shall provide one copy of the training curriculum materials to each Government IP at the start of each class. (CDRL A00G Training Materials)
3.4.2 Flight Hours for Currency (CLIN 0006)
Upon completion of the initial IP training, the Contractor shall provide four hours of flight time per month to each of the Government IPs in an OEM owned METS representative aircraft in order to maintain IP currency. The Contractor shall provide flight time currency until delivery of the first three aircraft to the Government. The Contractor shall operate the aircraft during these currency flights IAW 14 CFR, with a copy of the valid FAA airworthiness certificates available for NAVAIR Airworthiness and CYBERSAFE Office inspection.
3.5 Maintainer Training (CLIN 0007)
The Contractor shall develop and present a maintainer training curriculum based upon the aircraft type and model configuration and the series configuration to the maximum extent possible. The Contractor shall conduct classroom training in three sessions for a total of 20 Government personnel at a Contractor-designated training facility. The Contractor shall schedule maintainer training with the concurrence of the Government within 90 days before aircraft delivery. The Contractor shall complete maintainer training before first aircraft delivery. The Contractor shall prepare a maintainer training classroom curriculum that includes at a minimum:
a. Aircraft systems and subsystems
b. Daily and turnaround procedures
c. Safe for flight procedures
d. Normal launch and recovery procedures
e. Ground operating procedures.
f. Emergency ground procedures
g. Flight management system and software loading
h. Logistics and supply system familiarization
i. Scheduled/preventative/servicing procedure familiarization
j. Scheduled maintenance requirements
k. CBM+, data transfer unit, and maintenance ground station
l. Downloading crash survivable cockpit voice and flight data recorder data
3.5.1 Maintainer Training Materials (CLINs 0007 and 0X02)
The Contractor shall generate and deliver maintainer training curriculum materials which include the theory of operation, system description, and classroom material. The Contractor shall provide one copy of the maintainer training classroom curriculum materials to each Government personnel at the start of each class. (CDRL A00H Training Materials)
3.6 Third Party Maintenance Training (CLIN 0001)
The Contractor shall coordinate with the Government and the Government’s third-party Commercial Logistics Services (CLS) provider to establish a plan for training CLS maintenance personnel on the aircraft. (Note: The third-party maintenance training is not priced as part of this contract.)
3.7 Contract Data Submissions
3.7.1 Data Management (CLINs 0001, 0101, and 0301)
The Contractor shall establish and maintain a data management program IAW the requirements of this PWS and GEIA-HB-859 Implementation Guide for Data Management as guidance. The Contractor shall provide an IDE to automate the management and exchange of data products with Government. The Contractor shall not exchange classified data on this IDE.
3.7.2 Data Deliverables (CLINs 0001, 0101, and 0301)
The Contractor shall deliver all Controlled Unclassified Information (CUI) data items electronically utilizing Public Key Infrastructure (PKI) certificates issued by an approved External Certificate Authority (ECA) IAW Appendix A. The Contractor shall establish this data item delivery method within 30 days after contract award. The Contractor shall establish proper PKI credentials for all individuals who are responsible for data submissions or receipt.
3.7.3 IDE
3.7.3.1 Access Control (CLINs 0001, 0101, 0301)
The Contractor shall establish a portal that employs access control. The Contractor shall provide the Government and Covered Government Support Contractors access to the Contractor’s IDE.
The Contractor shall maintain access authority and provide the Government and Covered Government Support Contractor accounts that can be transferred when personnel change.
3.7.3.2 Interface (CLINs 0001, 0101, 0301, and 0X02)
The Contractor shall provide an IDE interface that is compatible with Internet Explorer, Google Chrome, or Mozilla Firefox. The Contractor shall deliver any unique software applications and configuration items required to access or utilize the data on a PC computer using the Microsoft Windows 10 operating system. 3.8 NATOPS Flight Manual and Checklists (CLINs 0001, 0101, 0301, and 0X02)
The Contractor shall deliver the flight manual for the aircraft and updates to the flight manual or supplements. The Government will generate a Naval Aviation Training and Operating Procedures Standardization (NATOPS) Flight Manual and checklists for the METS aircraft. The Government will establish a bi-weekly working group to coordinate the NATOPS Flight Manual and checklists.
The Contractor shall support this working group providing pilots, engineers, and IPT leads.
Government participation will include pilots, engineers, and third-party support. The Contractor shall generate and deliver performance data that is not currently available in the flight manual.
The Contractor shall also support the Government with updating the general series NATOPS manuals with METS data. The Contractor shall accept and resolve action items and deliver responses during the bi-weekly meetings and in the monthly status report. The Contractor shall generate and deliver human systems compatibility and electromagnetic compatibility safety of flight test data for the Government furnished EKBs. The Contractor shall support the Government with an air vehicle performance application by providing technical assistance and air vehicle performance data. The Contractor shall conduct a technical interchange meeting on the integration of the angle of attack indexer system. The Contractor shall determine the angle of attack on-speed (optimum) for providing the indication on the angle of attack indexer system.

3.9 Spectrum Management (CLINs 0001 and 0X02)
The Contractor shall prepare and deliver a DD Form 1494, Application for Frequency Authorization. The Contractor shall also identify which items have pre-existing frequency allocations in Federal service. (CDRL A00L Spectrum Certification Spectral Characteristics Data)
3.10 Non-FAA ICA Data (CLIN 0009)
The Contractor shall provide access to the data in the following subparagraphs at least through the year 2055 IAW Section J, Attachment 10, Special License Agreement.
3.10.1 Engineering Design Data and Analysis (CLIN 0009)
The Contractor shall provide access to engineering design data and analysis to the Government for generating repairs outside the scope of FAA 8110.54 (Series) ICA. The Government will generate and provide repair procedures to the Contractor for disposition under the Contractor’s TCH authority and formal issuance IAW FAA 8110.54 (Series) ICA procedures.
3.10.2 Product Drawings (CLIN 0009)
The Contractor shall provide access to new and revised product baseline drawings including wiring harnesses and diagrams, models, product baseline specifications, and associated lists implementing approved Class I and II Engineering Change Proposals (ECPs).
3.10.3 Source Data (CLIN 0009)
The Contractor shall provide access to data beyond that provided to commercial customers as part of Contractor’s standard commercial practice pertaining to: sustainment and improvement of products including maintenance plans; product support data, spares modeling predictions;
reliability centered maintenance data; failure modes effects and criticality analyses; intermediate-level and depot-level technical maintenance publications; health management data; theory of operations; quality management plan; training material; reliability and maintainability data;
drawings, strength and stress analyses; FAA airworthiness certification data; qualification test report for landing gear, wheel, and tire; flight control system design report; standard wiring practices documentation; electrical load analysis; required navigation performance area navigation certification data; and flight sciences and aeromechanics data.
3.10.4 Software License (CLIN 0009)
The Contractor shall deliver any unique software applications and configuration items required to access or utilize the data on a PC computer using the Microsoft Windows 10 operating system.

3.11 Program Management
3.11.1 Post Award Conference (CLINs 0001 and 0X02)
The Contractor shall host a post award conference at the Contractor’s production facility no later than 45 days after contract award. The Contractor shall coordinate the meeting agenda and date with the Government Program Manager’s office 15 working days prior. The Contractor shall deliver the briefing material prior to the meeting. The Contractor shall deliver conference minutes.

The Contractor shall conduct two IPRs each year of the contract. The Contractor shall coordinate review dates and agenda with the Government Program Manager’s office prior to all IPRs. The Contractor shall host one IPR each year at the Contractor facility, and the other IPR shall be conducted at NAS Patuxent River, MD or NAS Corpus Christi, TX, at the Government’s discretion. The Contractor shall deliver the briefing material prior to the meeting. The Contractor shall deliver conference minutes. 3.11.3 Program Progress/Status Reporting (CLINs 0001, 0101, 0301, and 0X02)

3.11.4 Integrated Product Team (IPT) Meetings (CLINs 0001, 0101, 0301)
The Contractor shall conduct weekly IPT meetings with the Government. The Contractor shall present the following information.
a. Production status.
b. Completed tasks.
c. Tasks in progress, including problems being encountered.
d. Upcoming tasks requiring Government assistance.
e. Action item status.
f. Review of risks and mitigation plans.
g. Cybersecurity status.
3.12 Sustainment Engineering
3.12.1 Life Cycle Support Plan (LCSP) (CLINs 0001, 0101, 0301, and 0X02)
The Contractor shall generate, implement, and deliver an integrated LCSP that establishes roles, responsibilities, and processes for cooperative engineering support of the aircraft and its supporting systems. The Contractor shall identify Government representation in the process established by FAA Order 8110.54 (Series) and the ICA, as applied to the aircraft. The Contractor shall describe and define how the Contractor will notify the Government of service bulletins, grounding events, and deficiencies and the interval for reporting. 3.12.2 Engineering/Logistics Reach Back (CLINs 0001, 0101, 0301, and 0X02)
The Contractor shall provide 4,000 labor hours for engineering and logistics support reach back, per production lot, to support Government requests for technical products on an as-needed basis.
The Contractor shall assist the Government with accessing source data IAW paragraph 3.10.3. The Contractor shall report cost, technical, and schedule status of in-work tasking and recommendations on engineering and logistics requests. (CDRL A00J Contractor’s Progress and Status Report)
3.12.2.1 Engineering Sustainment Support (CLINs 0001, 0101, 0301, and 0X02)

3.12.2.2 Support Categories and Response Times (CLINs 0001)
The Contractor shall establish conditions and procedures for immediate support (24-hour response), standard support (24 to 80-hour response), and basic design engineering analysis (beyond 80 hours required). The Contractor shall ensure these procedures encompass approval and review of non-standard repairs for the aircraft.
3.12.2.3 Non-Standard Repairs (CLINs 0X01 and 0X02)
The Contractor shall generate and deliver non-standard repair instructions. The Contractor shall establish procedures that allow Government engineers to coordinate with the Contractor for repair and maintenance support, engineering investigations, and mishap investigations. The Contractor shall ensure repair procedures comply with all FAA requirements related to implementing the analysis in support of continued airworthiness resulting from these cooperative engineering efforts.
The Government may generate non-standard repair instructions that will be provided to the Contractor for disposition under the Contractor’s TCH authority and formal issuance IAW FAA

3.12.3 Field Service Representative (CLINs 0001, 0101, and 0301)
The Contractor shall provide an on-site Field Service Representative (FSR) at NAS Corpus Christi, TX, to perform engineering and logistics support, aligned with the continued FAA airworthiness certification of the aircraft. The Contractor FSR shall have reach back capabilities to the Contractor’s designated engineering representative or other designated authority, to ensure continued support to Government engineering and maintenance organizations. The Contractor FSR shall be on-site no later than 30 days prior to first aircraft delivery and present during the duration of the delivery schedule of the contract.
3.12.3.1 SE Fleet Introduction (CLINs 0001, 0101, and 0301)
The Contractor shall establish an SE working group with the Government and third party maintenance Contractor to assess sustainment issues in the Fleet. The Contractor shall identify SE that was not originally proposed IAW the contract.
3.12.4 Industry Steering Committee (CLINs 0001, 0101, 0301, and 0X02)
The Contractor shall maintain an Industry Steering Committee (ISC) or Maintenance Steering Group comprised of representatives from aircraft, engine, and avionics manufacturers within the guidelines FAA Advisory Circular 121-22C. The Contractor shall allow the Government and requested representatives of maintenance organizations to be part of the ISC, including the

3.12.5 Bulletins (CLINs 0001, 0101, 0301, and 0X02)

3.13 Initial Provisioning and Sparing (CLINs 0001 and 0X02)
The Contractor shall conduct a minimum of two provisioning technical interchange meetings to be held at a mutually agreed upon location. The Contractor shall host Government, CLS, and contractor support services personnel. The Contractor shall coordinate, via email, the conference date and an agenda with the Government Program Manager’s office 15 days prior to the conference on the following topics; maintenance and supply requirements for the aircraft, procurement lead times for logistics products, support equipment, initial spares catalogue, and technical manuals and data. The Contractor shall provide video conferencing for those who are unable to attend in person.

3.13.1 Initial Sparing Analysis (CLINs 0001 and 0X02)
The Contractor shall deliver to the Government an analysis of the spares required to be on hand to meet readiness goals in the PBS for 30 years representing a full aircraft life-cycle. The Contractor shall include special tools, test equipment, SE, repairable spares, consumables, and shelf stock.
The Contractor shall describe the sparing model, methods, and logistics forecasting tools plus define all assumptions such as flight-hours, landings, and all aircraft usage parameters. (CDRL A00S Spares Cataloging Data Sheets)
3.13.2 Aircraft Spares (CLINs 0X03)
The Contractor shall produce and deliver aircraft spares in accordance with Section J, Exhibits C, F, and I.
3.13.3 Engine Spares (CLINs 0X04)
The Contractor shall produce and deliver engine spares in accordance with Section J, Exhibits D, G, and J.
3.13.4 Source Maintenance and Recoverability (SM&R) Codes (CLINs 0001 and 0X02)
The Contractor shall deliver SM&R codes for each part in the illustrated part breakdown manual IAW NAVSUPINST 4423.29. The Government will establish a bi-weekly working group to coordinate the SM&R codes IAW NAVAIRINST 4423.12A.
