3.4 Instructor Pilot (IP) Training

Comment: The Contractor shall conduct classroom and flight training in two sessions for a total of 15 Government IPs at a Contractor-designated training facility

Question: Would the Government be amenable to a portion of the IP training taking place at NACCS, specifically Government IPs in a Contractor provided aircraft flying formation with a CNATA operated T-44C aircraft?

The Government is amenable to a portion of the IP training taking place at NAS Corpus Christi.

There is no requirement for formation flights during the initial IP training.

3.4.2 Flight Hours for Currency

(CLIN 0006)

Comment: The Contractor shall provide four hours of flight time per month to each of the Government IPs in an OEM owned METS representative aircraft in order to maintain IP currency.

Question: Will the Contractor's OEM owned METS representative aircraft used for these currency flights be able to park/beddown at NASCC or will the aircraft be required to park/beddown at the Corpus Christi International Airport when not flying currency flight with the Government IPs at NASCC?

The Government does not foresee any barriers to operating representative METS aircraft currency flights at NASCC, provided the Offeror can fulfill the insurance requirements for a Civil Aircraft Landing Permit (DD2401/2402). The Offeror can either use a military fuel card (Aircard) or purchase fuel at a civilian field. There is currently sufficient hangar and ramp space for up to two aircraft.

Installation commander is the final approval authority.

3 F1 METS Aircraft Production Lot Delivery

Can an alternative production schedule be proposed that provides the same number of aircraft delivered from CY23-CY26, but with more aircraft in the later part of the delivery block than at the front? The Government's aircraft delivery requirements were established to satisfy the Navy’s certification requirements to transition from T-44C to METS student training and align with the METS program funding profile. Perturbation (i.e., slower delivery cadence) of the Draft RFPs delivery schedule will result in the Navy being unable to adequately train naval aviators, delayed training of METS student pilots, and disposal of the existing T-44C aircraft, and therefore, it does not satisfy the Navy's minimum need.

4 Will the jump seat be stowed until the aircraft is in flight, and then deployed and occupied, or will a student occupy the jump seat during taxi, takeoff, and landing? The student pilot will occupy the jump seat during taxi, takeoff, and landing.

5 If the student will occupy the jump seat during taxi, takeoff, and landing, do they need to have full view of the cockpit during this time?

The crashworthy design of the jump seat will dictate the ability to observe the cockpit during takeoff and landing.

6 Are there regulatory requirements the jump seat must meet for this program? Note that Part 23 aircraft do not have regulatory requirements for jump seats, but Part 25 aircraft do per Advisory Circular 120-83. Requirements for the jump seat are defined in the performance based specification.

7 Is there a standard that the Offerors can use to provide O&S data points when pricing out data points for Attachment 17? The repair price should reflect the pricing for the repair at a 14 CFR Part 145 repair station.
