1 Att-2 METS Airplane Specification Rev1 13Sep2021 AV-103 Question: Can NAVAIR provide Department of Defense (DOD) flight information program instrument approach plates to the Contractor in customer perfered file format?
The National Geospatial-Intelligence Agency (NGA) provides DoD approach plates in graphic products and in a digital format for the Flight Management System (FMS). The graphics products are in the following formats; geographical reference in Portable Document Format (PDF), Tag Image File Format (TIFF), and Portable Network Graphic (PNG). The digital format is TAB deliminated.
Please confirm your aircraft can utilize one of these NGA formats or whether a commercial format is used.

Comment: The FAA does not require individual items covered by a warranty to be stamped or marked in accordance with MIL-STD-129, Marking for Shipment and Storage, and MIL-STD-130, Identification Marking of U.S. Military Property.
The Contractor is offering a commercial off the shelf (COTS) aircraft and does not have IUID of any subassembly, components, or part embedded within a delivered item (the aircraft). Further it is impractical for written notice to be attached to or furnished with each warranted item for a COTS product.
NAVAIR is reviewing the applicability of IUID requirements, as well as NAVAIR Clause 5252.247- 9503.
3 PWS 3.8 Update NATOPS verbiage to clarify tasking
Tasking will be updated in the final RFP release. Data that is not currently available in the commercial flight manual will be needed IAW MIL-DTL-85025B(AS), paragraphs 3.3.1.3 through 3.3.1.13, except for in-flight refueling. Key tasks and timelines:
January 2023: Government begins drafting NATOPS chapters and checklist.
February to July 2023: Contractor shall provide data in support of NATOPS writing, review draft documents, and provide comments on each chapter and the checklist.
October 2023: The Government will generate the preliminary NATOPS, print it, and deliver it to the Fleet. The Contractor shall deliver updates to the commercial flight manual or supplements when changes occur.
September 2023 to October 2024: Contractor provide data for the following documents:
1. NAVAIR 00-80R-14-1 NATOPS U.S. Navy Aircraft Emergency Rescue Information Manual.
2. NAVAIR 00-80R-20 NATOPS U.S. Navy Aircraft Salvage Operations Manual (Ashore).
3. NAVAIR 00-80T-124 NATOPS Airfield Operations Manual.
4. NAVAIR 00-80R-14 NATOPS U.S. Navy Firefighting and Rescue Manual.
5. NAVAIR 00-80T-123 Aircrew Systems NATOPS Manual.
January 2024 to December 2025: The Contractor shall support the Government with resolving NATOPS change recommendations and participate in the NATOPS conference to promulgate the final NATOPS.
October 2023 to December 2024: The Government will develop a performance application to operate on the electronic kneeboards. The Contractor shall support the Government with technical advice based upon CDRL A015 and participate in technical interchange meetings.
4 PWS 3.8 Clarify EKB effort.
The Contractor shall provide human systems compatibility data consisting of safe stowage, ingress/egress, seat operation and restraints, and use with personal aircrew gear. The Contractor shall provide electromagnetic compatibility safety of flight test data.
5 Where can we propose additional details regarding our management approach, training approach, etc. that are requirements in the PWS but are not called out in Section L?
Please do not provide additional detail outside of what is specifically called for in Section L. As stated in Section L, Part A, Paragraph 1.2, "The Offeror shall submit sufficient information concerning all evaluation factors to enable Government personnel to fully assess and understand the Offeror’s approach, expertise, and capability to perform the requirements of the solicitation. In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Do not provide elaborate brochures or other presentation material beyond that necessary to present a complete and effective proposal." Only information specified in Section L and Section M will be evaluated.
