Att L-2 System Performance Demonstration Mission Profile Evaluation Could the SPD be conducted at the offeror's facilities outside of the continental United States?
No, SPD flights shall be conducted within the United States under civil aircraft operations. The SPD aircraft shall have a Federal Aviation Administration type clearance or operate per 14 CFR 21.195 Experimental Certificates.
2 Att L-2 System Performance Demonstration Mission Profile Evaluation Is training for the SPD intended as a full transition training course or just a familiarization?
The Government will provide a checklist of minimum topics to be covered during the familiarization training as part of the test plan provided to the offeror prior to SPD execution. The offeror should include any additional familiarization topics beyond this list that they feel are required to safely operate the aircraft.

Question: Can the Goverment provide more clarification as to what type of external data you would like? External noise data may be the part 36 Appendix G data for noise certification; or ground polar noise data, or aural detectability test?
Noise certification data per 14 CFR Part 36 Appendix G is satisfactory for external noise data.
Utilizing existing FAA certification data is preferred method vice re-testing in order to reduce tasking and cost. The evaluation team does not have access to the reports listed in the comments to understand what type of noise and emission data exists on the aircraft.

Question: If the offeror chooses under the Solicitation Section L, Part B, clause 2.2.1.a not to propose the Special License Agreement (SLA), what is the applicability of certain PWS sections that assume the SLA? See PWS Sections 3.7.3.3 and 3.10, for example. These sections seem to require the SLA whereas the Solicitation provides flexibility. Recommand rewording the pertinent PWS sections to align with solicitation.
The Final RFP has been updated to relocate the language associated with PWS paragraph 3.7.3.3 to paragraph 3.10.4. Additionally, Section L was updated to reflect that paragraph 3.10 will be removed from the PWS if a Special License Agreement is not proposed.

Comment: Repair Actions
Question: For these conditions that were a result of negligence by the operator, are they not an over and above? As an example, I believe it states we are responsible (I assume repair cost as well) for the repair of an aircraft that catches on fire as an uncontrollable act of nature.
If a situation were to occur, the Contractor shall submit an over and above work request. The Government will update the PWS in the Final RFP to reflect that paragraphs 4.3.6 through 4.3.13 are subject to Over and Above work.

Section F-4, Delivery Information
Comment: The Ship to Address for CLINs 0X01 are incorrectly listed as the CNATRA facility/F.O.B. Destination. Per Section F-3 Delivery Addresses, the aircraft in CLINx 0X01 are to be delivered F.O.B. Origin.
The CLIN 0X01 is comprised of aircraft deliveries which are F.O.B. Origin and, where uninstalled flyaway exist, the delivery of the flyaway kits to CNATRA's facility. Hence, for CLIN 0X01, there is a commingling of delivery requirements. Please see F-1 METS Aircraft Production Lot Delivery, which provides:
"The METS aircraft to be furnished hereunder shall be delivered F.O.B. Origin at the contractor's facility, ready for flight. Any uninstalled flyaway kits shall be delivered F.O.B. destination in accordance with the delivery address identified under F-3, Delivery Addresses."
The Government has identified additional hardware deliverables under CLIN 0X01. As a result, paragraph F-5 will be added to the Final RFP.
