About this file
This document provides instructions for a management approach matrix and performance based specification verification matrix for a federal contract opportunity. The contract is for the procurement of a new Multi-Engine Training System aircraft to facilitate student naval aviator training through 2055. Industry comments on the draft request for proposal were due by October 18, 2021. A pre-solicitation conference for the aircraft will be held the week of November 1, 2021. The procuring agency is the Naval Air Systems Command. The matrices require bidders to organize response information and identify where substantiating details are located in their proposals. The management approach matrix cross-references response locations to requirements in Sections L and M of the solicitation and performance work statement. The verification matrix requires bidders to specify whether their solution meets each performance based specification requirement and identify response locations.
