SOLICITATION DOCUMENT N00019-15-R-0090
Answer
SV-1
For HFH what are the specific shoring requirement for aircraft and removed components relative to
AFC/AFB's? If so, will fabrication drawings be furnished?
Aircraft shoring (bucks) will be provided as GFP as identified in Attachment 13.
SV-2
Is the Government able, willing to share their metrics of performance - i.e. hours for typical inspections and work resulting (O&A)?
This information is provided in the PMA265 Technical Library under "Industry Comm".
Hours are identified within each respective Technical Directive. Typical O&A work identified under "HFH".
SV-3
What is the planned versus actual downtime, manhours and skill mix for the "typical" F18 depot level maintenance event?
Planned versus actual downtime, manhours and skill mix is predicated on the aircraft configuration and required inspections/modifications/repairs.
SV-4 CSEC/4790.2B Are contractors required to provide NAMO or NAVAIR access for CSEC insprections? Yes, please see Attachment 1 SOW paragraph 3.2.7.
SV-5 How does FRCSE manage the rotable pool?
Goal is to re-use part that came in with the aircraft. The same piece that is taken off is put back on. There is a tracking system that identifies old parts and parts that are ordered.
SV-6 If it's serviceable the part stays in the box and goes back on?
Yes, the part is evaluated and then stored, re-worked or a replacement part ordered.
SV-7 How are ejection seats handled? Are they pulled and sent out? No, FRCSE pulls and sends ejection seats to an organic shop.
SV-8 Does the FRCSE have only Government employees working maintenance?
No, FRCSE has contractors and Government employees that work the line together.
SV-9 Is the Center Barrel Replacement (CBR) stress related?
The CBR is not based on the number of flight hours (timed) but on fatigue life. FRCSE is one of two sites that can replace the Center Barrel, FRCSW is the other.
SV-10 What does HFH mean? HFH stands for High Flight Hour
SV-11 What does it (HFH) entail?
After the aircraft reaches a certain number of flight hours the aircraft is inspected.
SV-12 Is the number of flight hours pulled from the flight data recorder? Yes
SV-13 Is the HFH a replacement or inspection? Inspection
SV-14 Will we be able to see any airframe changes on this tour? Yes a later stop has an airframe change in work.
SV-15 Is Center Barrel Replacement (CBR) part of this requirement? CBR is not part of this requirement.
SV-16 Do you perform the HFH Inspection to see if CBR is needed? No, CBR depends on fatigue life expectancy.
SV-17 When is CBR performed?
CBR can be performed as a stand-alone event or concurrently with inspection or modification events.
SV-18
Does performing the Center Barrel Replacement (CBR) effort at a different time incur a duplication of effort?
The TYCOMs own the aircraft and they direct the work on modifications, inspections and CBR. The scheduling for these efforts are based on different criteria and every effort is made to consolidate tasks as applicable.
SV-19
What type of Non-Destructive Inspection (NDI) will be required on structural modification? The type of NDI to be used will depend on the area of the aircraft to be inspected. All
NDI techniques in the SOW will be required.
SV-20
How will the Landing Gear repairs be handled in this effort?
The repair of repairables (ROR) is not part of this effort. There is no re-work on this solicitation. A Request for Technical Instruction (RFTI) or a Non-conformance would be issued and a Government decision would be made on whether to repair or replace.
SV-21 Is OOMA used to track manhours? Management of workforce is not tracked through OOMA.
SV-22
Are Interactive Electronic Technical Manuals (IETMs) used for work tasking? The work scope is translated to a work book for each aircraft that would contain the
Tech Pubs needed. The TYCOM identifies the aircraft. A task order is then issued to identify the scope of work for that aircraft
SV-23
Is the Safe for Flight Plan integrated with OOMA? The Safety of Flight Plan is controlled by DCMA. The latest approved version was provided as GFI in the technical library.
SV-24
How does the Safe for Flight Plan get certified in OOMA? When work is fiinshed what is the process to deem an aircraft safe for flight?
Prior to release of aircraft Safe for Flight, the DCMA Quality Assurance Representitive ensures all items on their Safety of Flight checklist have been checked off and stamped by a Quality Assurance Representative. SOF checklist have been checked off and stamped by a QAR. This operation is completed per Attachment 1, SOW paragraph
3.4.9 in a hard copy form. The Safe for Flight Plan is not certified in OOMA.
SV-25
Are fixtures provided? There is a list of GFP as an attachment to the RFP. All other items would be provided by the contractor.
SV-26
How many final Functional Check Flights (FCFs) are there per aircraft? There is no normal number of FCFs. The number of FCFs depends of the scope of work for the aircraft.
SV-27
Is there a locator fixture to install the AFC for the bootstraps? Kits are provided with each TD. The A Kit provides the part(s) and the C Kit, if required, provides the tooling.
SV-28
Are the vertical tails required to be removed? No, vertical tails are not required to be removed per any Technical Directive (inspection or modification).
SV-29
Are tool kits provided? The RFP GFP is a list of what the Government intends to provide. For Technical
Directive modifications, an A kit and a C Kit (if required) are provided for each modification that requires one. The A Kit provides the part(s) and the C Kit provides the tooling.
SV-30 What is the blue stand for? The blue stand is used by the FRCSE for FOD prevention.
SV-31 What is the gray stand for? The gray stand is used for shoring the aircraft.
SV-32 Is the blue stand provided as GFP? No, the blue stand is not listed as part of the GFP List in the RFP.
SV-33 Will the Repair of Repairables (ROR) wing fixture be provided? No, the solicitation does not cover wing ROR.
SV-34 Is the Inner Wing Closure Rib Replacement in the SOW for this effort? Yes. See attachment 1 SOW, pasragraph 3.5.19.4
SV-35 Can MAUS inspection be performed with the wings on the aircraft? Yes. It can be performed with wings on or off of the aircraft.
SV-36 Is the MAUS 5 available for viewing? No
SV-37 How are the engines and ejection seats stored? Engines are stored in cans. Ejection seats are in a separate room.
SV-38 Can we see the engines and ejection seat storage areas? No, they are not part of this tour.
SV-39 Can we see the wing skin off repair area? No, this is not part of the tour.
SV-40
What engineering support is provided?
The Non-conformance and Engineering dispositions (Request for Technical Instructionm
(RFTI)) process is stated in the SOW. A normal RFTI process would be to route to the FST and the FST response would be sent to the site lead.
SV-41
Will Government personnel be stationed at the Contractor's facility?
No intention of providing Government personnel at Contractor's facility at this time.
SV-42
Is there a standard list of items that could be waived? The Contractor shall submit any special requests or deviations to DCMA, ACO for approval. Special requests, deviations, and waivers requests are site dependent and dependent on the workload being performed (i.e. Request to perform Preservation on a portion of that is not being worked on). FRCSE's list does not correlate to Contractor
Depot efforts due to the CBR+ and CORE events being performed concurrent w/ HFH efforts.
SV-43
From here what is the process? Next step in the process is proposal submittal in accordance with the dates set forth in the solicitation.
