FINAL_RFP_-
_N00019-15-R-
0090.pdf Section L, Part B, paragraph
2.2 e, page 97
Section L, Part B, paragraph 2.2,e of the RFP requires Offeror’s to provide their “. . .approach to ensure compliance with SOW paragraphs 3.2.3, 3.2.6, and 3.4.1.” SOW paragraph 3.2.3 references
FAA AC 150/5300-13A. The stated purpose of AC 150/5300-13A is to provide standards and recommendations for airport design. These standards and recommendations are based on the Aircraft
Design Category (AAC), Airspace Design Group (ADG), and Taxiway Design Group (TDG) of the aircraft operating at the airport. To determine if the airport on which an Offeror’s facility is located meets the requirements of FAA AC-150/5300-13A for F/A-18 operations, Offerors need to know the AAC, ADG and TDG for the F/A-18. Please provide the AAC, ADG and TDG for the F/A-18.
The AAC is Fighter/Attack. The ADG depends on your location. The Taxi Design Group is Group 4 (based on wingspan).
F36 RFP, Section 2.2.j, How does the Government intend to address return time for export controlled items?
This question is only applicable to a company that is operating in Canada and is shipping and/or receiving export controlled items. The Contractor will be granted schedule relief if work stoppage occurs due to delays involving export controlled items which are out of the Contractor's control.
F37 Contract Section B
We note that the current section B does not include all CLINs identified in table L-4 and recognize that the solicitation Part Section B instructions for Volume 5 (f) on page 109 state that "the Unit Prices will be used by the USG to populate Section B Unit Prices for the awarded contract." Will section B be revised to include unit prices at the task levels of CLINs 0X01 and 0X02? [i.e. will CLIN 0001-A001 (F/A-
18 A/C : CBR+ and Nacelle Mods / Replacements NINC (Lot 7)) be listed as a separate unit price within
Section B?
L-4 will be populated by the offeror to include unit prices for all CLINs. Attachment 7
(Unit Price Matrix) will be populated by the offeror for CLINs 0001 and 0002 only.
Section B will be populated by the offeror for all other CLINs (excluding CLINs 0001 and
0002) as the unit and total prices for CLINs 0001 and 0002 can only be established at time of issuance of task order. It is not the intent to establish subCLINs for CLINs 0001 and 0002. A forthcoming amendment will provide this clarification in Sections L & M.

How will the government populate CLIN 0X01 and CLIN 0X02 in Section B of the contract?
See Answer to Question F37.

L-4 Vol 4 Unit Pricing
Matrix & SOW
Paragraph 3.5.19.2
(Pg. 23)
The Statement of Work and the Unit Pricing Matrix identify CLINs 0001-A00B and 0001-A00C. For these CLINs there is no clear definition of this scope of work in the SOW. In order to properly bid these items would the Government please provide detail of what is involved in these efforts or identify which document we should be using for reference?
The procedures for the 200 Hour inspection and Interim Rapid Action Changes (IRAC's) are loaded into the Competition Library under "Industry Comm".

RFP, Section I Clause
52.215-23 Limitation on Pass Through
Charges, page 52
If a bidder intends to utilize intracompany resources from other divisions within the same legal entity, please confirm that the Government does not view this as a subcontractor relationship as defined in this clause.
For purposes of FAR Clause 52.215-23, intracompany resources from other divisions within the same legal entity meet the definition of "Contractor" vice "Subcontractor" as found in FAR Subpart 44.101.
F41
RFP, Section I Clause
52.215-23 Limitation on Pass Through
Charges, page 52
If a foreign bidding entity intends to utilize resources within its company to perform work, does the
Government recognize the separate legal entity as a subcontractor? For purposes of FAR Clause 52.215-23, resources within the company of a foreign bidding entity meet the definition of "Contractor" vice "Subcontractor" as found in FAR
Subpart 44.101.

Could the Government provide or post the L-1 attachment (Vol 1 ES Tables) identified Section L.3.0
(Table Gen Inst 3 Section L List of Attachments) on page 90 of the RFP. We did not see this attachment in the RFP documentation or Amendment 1. The L-1 attachment for Executive Summary Tables is comprised of Table ES-1 Offeror
Summary and Table ES-2 Relevant Contract Summary. Table ES-1 can be found on page
94 of the Final RFP and page 17 of Amendment 0001. Table ES-2 can be found on page
95 of the Final RFP and page 18 of Amendment 0001.

Section L General
Instructions 4 Cross
Reference Matrix
(pg. 91 of 117) &
Various SOW
Paragraphs
The Section L “General Instructions 4 Cross Reference Matrix” page 91 of 117, calls for tracing all SOW paragraphs to proposal sections. However, Section L, Specific Instructions, calls out only explicit SOW paragraphs (i.e., 2.3.a: “Describe the offeror’s approach to providing liaison engineering services IAW
SOW paragraph 3.7.2.”)
Question: Is the response required to address all SOW paragraphs, or is it permissible to only respond to SOW paragraphs as required to answer the specific Section L instructions?
It is permissible to only respond to SOW paragraphs as required by Section L instructions.
F44 Attachment 11
Based on our understanding of FAME operations, a PEMA is required to be able to download the PMIC card from the aircraft to upload into FAME. We have been unable to confirm (we are getting conflicting information) as to whether a PEMA is part of the OOMA/FAME Hardware package.
Attachment 11 does not appear to address this issue. If not part of the OOMA/FAME Hardware package, will the Government allow the purchase of the PEMA against CLIN 0010?
No, PEMA assets will be provided as GFP. See updated Attachment 13 in a forthcoming amendment.
F45 General
Although it appears to be the intent of the Government to order CLIN 0011 (Transition In) at the time of contract award, we noted that the CLIN is not listed in the table in Section F, page 33 as a Minimum
Ordering Requirement. Please confirm the Government fully intends to order CLIN 0011 at the time of contract award and/or update the table on page 33 to reflect the CLIN as part of the minimum ordering requirements.
NAVAIR Clause 5252.216-9506 will be updated to include CLIN 0011 in a forthcoming amendment.
F46 Section I, 52.242-15 and 52.242-15 ALT 1
Would the Government consider removing these clauses? These clauses permit unilateral right to stop work. Given the scope of this effort and coordination between the Government and Contractor in performance it would be in the best interest of both parties to have mutual agreement on any stop work.
The Government will not remove these clauses.
F47 Section I, 52.242-15 and 52.242-15 ALT 1
If the Government requires these clauses to be included, would the Government change the stop work period from 90 days to 60 days, this would allow for more timely resolution of the affected areas of work stoppage.
Yes, change will be reflected in a forthcoming amendment
F48 Section I, 5252.211-
Request the Government remove this clause. There are no defined requirements for compliance with this clause, only that compliance is subjective by the Contracting Officer, this ambiguity could create concerns and issues between both parties during contract execution.
The Government will not remove this clause.
F49 Section I, 5252.216-
Request the Government remove this clause, given the contract provides for fixed unit rates and labor hour rates to provide services and given the contractor will need to seek approval for the related materials, new equipment and/or new skills required to implement the Task Order. Depending on the complexity of the requirements, identification of any schedule impact within 15 days may be unachievable given the possibility of impacts not only to work in process but also to future work.
Again, depending on the complexity of the requirements, submittal of a cost proposal within 30 days could also be very challenging, due to the scope of the unilateral TO.
The Government will not remove this clause.
F50 Section I, 52.204-15 Request removal of this clause as the prescription indicates this clause is not applicable for actions entirely funded by DoD.
FAR Clause 52.204-15 will be removed in a forthcoming amendment.
F51
Section I, 52.243-1, 52.243-1 ALT I, 52.243-2, 52.243-
2ALT 1, 52.243-3
Given the complexity of the effort and significant potential for changes, would the Government consider revising the timeframe to submit equitable adjustments from 30 days to 90 days, this would ensure sufficient time to accurately capture the extent of the change and the costs associated with the changes.
No
F52 Section I 252.209-
What does the Government foresee as critical safety items?
TBD per task order. DFARS Clause 252.209-70010 will be changed from Incorporated by
Reference to full text and populated with the appropriate fill in. Reporting custodian will be utilized per SOW Section 3.8 and Attachment 6 for Parts and Materials in the event an item is unable to be sourced via the Navy supply system. A Government CSI or
CAI determination will be provided to the Contractor.
F53 Section I, 252.245-
Please confirm that the Contractor will have access to Defense Contract Management Agency (DCMA) eTools software application for reporting loss of Government property. If not, please remove this clause.
Guidance for the application process for access to DCMA eTools is provided on-line at www.dcma.mil under the eTools tab on the DCMA home page.
F54 Section I 252.216-
Since Clause 52.216-18 is already included, request this clause be removed as it is duplicative.
FAR Clause 52.216-18 will be removed in a forthcoming amendment.

PWS 3.4 page 15
CSFWLINST 4790.6B requires specific requirements to gain qualification as a Engine Turn Up Operator.
This includes a NATOPS open and closed book exam, 5 low power turns/5 high power turns in an aircraft, and one (1) OFT simulator for Emergency Procedures for low power and one(1) OFT simulator for high power turn. Does the government intend to provide resources (access to aircraft/simulators/NATOPS exams) to allow for the re-qual and/or initial qualification at NAS
Oceana/CSFWL or another suitable F/A-18 base?
No, the Government does not intend to provide the resources to allow for the initial qualification and/or requal. Contractor should refer to SOW reference 2.2(k).
F56 Section I 252.227-
We are unaware of any technical data or computer software identified in the solicitation and, consequently, that would be identified in a resulting contract as “deferred delivery” Technical Data or
Computer Software. Pursuant to DFARS 227-7103-8, the contract must specify which Technical Data or Computer Software is subject to deferred delivery. If the Government is unable to identify the
Technical Data or Computer Software that requires or may require deferred delivery, we request removal of DFAR clause 252.227-7026.
DFARS Clause 252.227-7026 will be removed in a forthcoming amendment.
F57 Section I 252.227-
We are unaware of any Technical Data or Computer Software that may be subject to DFAR 252.227-
7027-Deferred Ordering of Technical Data or Computer Software. If this clause is applicable, we request the Government identify any technical data or computer software that may be subject to this clause immediately to facilitate an understanding of any Technical Data or Computer Software that may be ordered pursuant to this provision. Pursuant to DFARS 227-7103-2 (c)(1), the Government should identify the type of technical data to be delivered so the Offeror can price it . If such identification cannot be made, we request the Government remove DFAR clause 252.227-7027.
The Government has identified the type of technical data to be delivered under Exhibit
A. DFARS 227.7103-8(b) states that under DFARS Clause 252.227-7027, the contracting officer may order any data that has been generated in the performance of the contract or any subcontract thereunder at any time until three years after acceptance of all items (other than technical data or computer software) under the contract or contract termination, whichever is later.
