Section L, Part B, Volume 2, Section
2.1 (f) (3) (Pg. 97)
Question 81 from “Draft_RFP_QAs_Deferred_Questions_15APR2015.pdf” confirmed the reference to Annex C (in Section L, Part B, Paragraph 2.1, Pg. 91 [Pg. 97 on the Final RFP]) should reference Annex B. The answer was: “Yes, changes will be addressed in the Final RFP.”
Would the Government please advise when this change will be made?
Additionally, there is a reference to Table T-2 (Small Business Goals) in this section. We were unable to find a table T-2 in the solicitation and had assumed in the draft that one was pending. Was this an error form a previous version or is table T-2 still pending release?
The erroneous references to Annex C and Table T-
2 will be revised in a forthcoming amendment.
F5 Attachment 15
Attachment 15, CSDR Plan Block 13 indicates that DD 1921-3 (CBDR) is required but 1921-3 is not part of the CDRL List or referenced elsewhere as a requirement. Is it the government's intent that Form 1921-3 be submitted as part of this contract?
DD 1921-3 is required and will be added to the solicitation in a forthcoming amendment.
F6 RFP Pg 56 and Pg 57
On page 67, the Progress Payment clause states frequency of invoice is "Monthly." However on page 56, under the Allowable Cost section language states invoicing is "not more often than once every two weeks". Which clause and, therefore, invoice frequency takes precedence in this case?
The Progress Payments clause will be matched to the FFP CLINs in a forthcoming amendment.
Therefore, the FFP CLINs will be paid utilizing the
Progress Payments clause and can be invoiced monthly. The Cost and Labor Hours CLINs will be paid utilizing the Allowable Cost clause and can be invoiced not more often than once every two weeks.

Section B, page 3
The Government did not provide a separate CLIN for management activities. Its absence may disproportionally skew costs across the remaining CLINS between the bidders and impede cost evaluation. We recommend that the Government consider adding a separate
Management CLIN. If not, what is the Government's desire on how management-related costs should be allocated?
The Offeror can allocate its management costs at its discretion.

0090.pdf Section L, Part A, paragraph
4.0, page 91
Section L, Part A, paragraph 4 of the RFP states: “Failure to submit Volume 3 by the date/time established for receipt will cause the proposal submission to be rejected in its entirety.” The Government’s response to industry question #79 states: “With respect to Past
Performance, only Table PP-1 and Annex C are required for early submittal.” Please confirm that Volume 3 is not required to be submitted in its entirety prior to the 03 Jun 2015 proposal due date established in block 9 of the SF33.
Only Table PP-1 and Annex C are required for early submittal. Section L, Part A, paragraph 4.0 will be revised in a forthcoming amendment.

Tables Gen Inst 1 and 2 of Section L make reference to Annex C, Final Versions of Previous
SOW/PWSs for Past Performance and paragraph 4.0 indicates this Annex is to be submitted two weeks prior to the proposal due date. Section L does not provide clear guidance on the required content of Annex C. Should this Annex include full final versions of previous
SOWs/PWSs for all contracts cited in the Past Performance volume, or just the sections/paragraphs from the SOWs/PWSs that are relevant to the effort being proposed for the F/A-18 depot maintenance solicitation?
Annex C, Final Versions of Previous SOW/PWSs for Past Performance, is only required to contain those sections/paragraphs of final SOW's/PWS's for all contracts cited in the Past Performance volume that are relevant to the solicitation.

PWS 3.3.4.3, page
10 and Attachment
How does the government wish to address SE items that will be required by
IETMS/Publications or via AFBs/AFCs that are not currently listed on the GFE list. It is understood that the PWS states that "Any SE not expressly identified as Government
Furnished Property (GFP) within NAVAIR Clause 5252.245-9500 shall be provided and maintained by the Contractor.” , however, much of this type of equipment is not readily available to purchase. For example, the following will be required but is not on the GFE list:
a. High Power Hold Back SE (Tie Down, Aircraft Mooring P/N 3608AS100-1 NIIN
014568398 and Adapter, Holdback, Engine Run Up P/N 74D290002-1001 NIIN 010639419)
b. Fuel Cell SE (NRP, Test Set, Aircraft P/N 74D460625-1001 NIIN 015991285)
Will the government entertain the contractor submitting a delta list of recommended GFE?
The High Power Hold Back (Tie Down, Aircraft
Mooring P/N 3608AS100-1 NIIN 014568398 and
Adapter, Holdback, Engine Run Up P/N
74D290002-1001 NIIN 010639419) will be provided as GFP. All other Support Equipment
(SE) not expressly identified as Government
Furnished Property (GFP) within NAVAIR Clause
5252.245-9500 shall be provided and maintained by the Contractor. Additional SE that may be identified during performance of an O&A / ISR work would be provided as GFP on a temporary loan basis.
The list of GFP that the Government intends to provide is referenced in Attachment 13. If there is additional GFP that is required during performance that is not readily available, offerors should provide a list of the additional GFP
(including part number, nomenclature, and quantity) to the PCO no later than 13 May 2015.

PWS 3.8, page 33
Supply Chain processes are very high level. What requirements will be required of the contractor for interfacing with the squadron or Type Commander for Government-furnished repairables and consumables? Who orders the parts, the contractor or government? What is process for turn-in of parts and to whom? Are parts required to be ordered in OOMA? Is it the contractors or governments responsibility to track parts status and EDDs? Are there requirements for the contractor to liaison with NAVSUP WSS and or DLA?
Parts and Materials reconciliation requirements are outlined in SOW Para 3.6.12, SOW Section
3.8, Attachments 6A & 6B, and CDRL A00Q. The
Reporting Custodian (Government) will order the parts. The Contractor will be required to provide
'turn-in' of parts to the Reporting Custodian. The
Contractor will not be required to order parts in
OOMA. The Contractor will be responsible for
Parts and Material reconciliation with the
Reporting Custodian, which includes tracking parts status and EDDs. The Contractor may be required to liaison with NAVSUP WSS and / or
DLA on a case-by-case basis (i.e. PQDR).

FINAL_RFP_-
_N00019-15-R-
0090.pdf Section F, Section F states that the Contractor’s Period of Performance for CLINs 0X01 and 0X02 includes “. . . time awaiting Government approval of engineering dispositions and
Government provided parts/materials.” NAVAIR’s response to question #70 on the draft RFP stated: “The Contractor will not be penalized due to delays awaiting U.S. Government authorization to proceed.” Likewise, NAVAIR’s response to question #6 on the draft RFP stated: "The U.S. Government intends to supply parts IAW SOW 3.8. The Contractor will not be penalized due to delays in receipt of U.S. Government provided parts." Please clarify the type of Government caused delays that will be included in calculating the Contractor’s Period of Performance for CLINs 0X01 and 0X02 and how much time the Contractor should assume in the 540 and 100-day schedules for: 1) time awaiting Government approval of engineering dispositions and 2) time awaiting Government provided parts/materials.
The time awaiting Government approval of engineering dispositions is RFTI dependent. A high level of Engineering analysis and/or review will take longer than clarification on a TD or standard repair. The time awaiting Government provided parts/materials is again parts/materials dependent. A part with Stock On Hand (SOH) would be readily available compared to a part in backorder status.

.pdf Paragraph
3.3.2, page 9
The SOW discussed establishing a QA Plan and states that the plan shall establish quality verification methods to include Government provided F/A-18 A/B/C/D Safety-of-Flight (SOF) surveillance/mandatory inspection points in the Contractor's procedures using Paragraph 2, Reference (p), Critical SOF Items, and identification of quality requirements on work documentation. Reference (p) on the Technical Library is currently a "Draft Document" and it appears that many of the tasks are duplicate to those found in the F/A-18
IETMS/Publications. Does the government intend to use the SOF List as a substitute for existing publications? Does the government intend to issue a formal SOF document via an
Instruction of NAVAIR Publication?
The Government does not intend to use the SOF
List as a substitute for existing publications. The
Government does not intend to issue a formal
SOF document via an Instruction of NAVAIR
Publication. DCMA will provide the Contractor
(Quality Assurance) formal SOF surveillance/mandatory inspection points per
SOW Paragraph 3.3.2.1 prior arrival of the first aircraft.
F30 CDRL A00Q
The DD-1423 for A00Q (Government Furnished Material –GFM- and End Item Transaction
Reporting System-G009 – Parts & Material Summary Report), block 5 should include SOW paragraph 3.8.3, as it contains more detailed information for this CDRL.
This change will be reflected in a forthcoming amendment.

SOW 3.3.2, page 9 and 3.3.4, page 9
SOW Para 3.3.2 requires development of a QA Plan, which must contain Support Equipment
(SE) maintenance. SOW Para 3.3.4 requires a separate Support Equipment Plan, which must address Support Equipment Maintenance and Training and Licensing. Please confirm that the government desires duplicate SE Plans in two locations, or if the requirement to submit
SE Maintenance in the QA Plan, SOW Para 3.3.2, can be deleted since they will be addressed per SOW Para 3.3.4.
SOW Para 3.3.2 addresses Quality Assurance of all Flight and Ground Operations. The Contractor is required to notify DCMA of any SE discrepancies and comply with the O&A processes as defined in SOW Paragraph 3.5.13.
Yes, the Government desires to see where the
Contractor's QA Plan will provide oversight of processes associated with SE maintenance.

SOW 3.3, page 8 and 3.3.9, page 12
If a Contractor already has developed and DCMA approved Flight and Ground Operation
Manuals, which include Plans addressed in SOW Sections 3.3.2-3.3.11, does the Government still require separate Plans be developed as stated in Para 3.3.9, or can the existing plans, which comply with DCMA 8210.1C/NAVAIR 3710.1G, be submitted in lieu of developing separate plans.
The Offeror can either develop a new plan or submit an existing plan so long as the plan meets the requirements in the SOW.
F33 RFP Section L, CDRL
A001
Section L of the RFP indicates a Quality Assurance Program Plan is to be submitted by
Offerors as Annex A to their proposals. The DD Form 1423 for CDRL A001 of Exhibit A states that a draft Quality Assurance Program Plan is to be submitted by the Contractor 30 days after contract award which will then be reviewed and approved or disapproved with comments by the Government 30 days after submission. Please explain if there is a difference between the plan to be submitted with the proposal and the one to be submitted as CDRL A001 30 days after contract award.
The QA Plan submitted by Offerors as Annex A to their proposals is required as part of the evaluation criteria identified in Section L of the
Final RFP. The QA Plan (CDRL A001) submitted by the Contractor 30 days after contract award is a deliverable which will be reviewed and approved/disapproved with comments by the
Government 30 days after submission.
F34 RFP Section B, B-1.6, Paragraph B6.1 indicates that CLINs 0X07are for Repair Incident to Mod (RIM) work and that the unit (labor hours and quantities of hours) are provided for each CLIN. Do the hours assigned to CLIN 0X07 (i.e., 3,200 hr for CLIN 0007, 10,400 hr for CLIN 0107, and 10,400 hr for CLIN 0207) include engineering and artisan labor hours?
