Date Received Response/Comments /Question to Government Response from Government
1 13-Apr-2015 We suggest the Government consider an LRIP phase after passing the
SVR. The goal of this phase would be to establish yields, understand drivers, improve yields, and validate the manufacturing processes. This would also allow the Government to field test a statistically significant number of spectacles before production. An LRIP quantity of ~400 units is suggested.
The Government will consider your suggestion.
2 13-Apr-2015 Can the Government clarify anticipated production ramp up quantities and time frames? The current SOW indicates production jumping from 80 prototypes used for testing and evaluation to upwards of 1,495 units.
The RFP will clarify anticipated production quantities and time frames.
3 13-Apr-2015 Can the Government clarify what the ISIL is and work is expected of the contractor under section 3.5.10 regarding the NSN and ISIL? Can the
Government also clarify what is meant by the IOC and MSD milestones and how these milestones tie into a timeline for the overall project with respect to other project milestones?
The contractor shall provide an Interim Support Items List (ISIL). The ISIL shall contain the recommended items and quantities determined to be required for removal and replacement between the Initial Operational Capability (IOC) date and Material Support Date (MSD).The information contained in the ISIL will be used to establish NSN's to new items, in addition to
NSN's the ISIL will be used to assist in establishing Maintenance Planning for all assigned new items as per reference MIL-PRF-49506 Appendix B. Initial Operating Capability (IOC) is defined as when the first units will be delivered for use by the Fleet. Material Support Data is defined as when the required parts/items are available to support the end item by the Navy
Supply System.
4 15-Apr-2015 Will the Program Management Team and Technical Team be willing to meet with industry to meet and discuss technology / capability / requirements prior to the RFP release?
The LEP Threat Spectacles Industry Day Announcement posted to FedBizOpps on 24 April
2015 included provisions for one-on-one sessions with the Government LEP Team.
5 15-Apr-2015 Has funding for this procurement been approved? If so, what fiscal year
(FY16?)
Funding for the LEP Threat Spectacle effort has been approved, the estimated timeframe is pending.
6 13-May-2015 Does this procurement include laser eye protection for both pilots and ground crew?
This procurement is for pilot laser eye protection only.
7 13-May-2015 Is a visor part of this procurement? No. This is a spectacles procurement only.
8 13-May-2015 Does contract award occur after Milestone B? Yes.
9 Fi How do you envision the process for fitting spectacles properly to those who will wear them?
The Government envisions minimal fitting time. The Government will use the fit process that the vendor provides with its LEP spectacles. Fitting requirements will be clarified in the
Specification.
10 27-May-2015 What is the meaning of "initial fit time" in the case of a pooled asset? Defined in Section 3.5 of the Specification. Initial fitting requirements will be clarified in the
Specification.
11 27-May-2015 Comment: We believe as a pooled asset the spectacles will not be fitted correctly by everyone and subject those wearing them to potential hazards. We strongly suggest making them assigned to each individual.
Thank you for your recommendation, however, individual assets are not within the scope of this program.
12 27-May-2015 May we please get a list of all PPE for each platforms? Appendix B to the LEP Specification has been updated to include all PPE. Appendix B will be provided with the Draft RFP.
13 27-May-2015 May we please get copies of the charts containing details of the PPE that the staff had during the PPE measurement and examination timeslot during industry day
Yes, this information can be made available.
14 27-May-2015 How is the optimized TopOwl helmet adjusted to accommodate prescription compared to the helmet that was on display for industry day
