Contract/SOW/
PSpec Various
Verification testing includes destructive tests, can the government identify the number of DT units intended for qualification testing versus the number of units to support Government ground and flight testing?
The Government cannot identify the number of Development Test (DT) units intended for qualification testing versus the number of units to support Government ground and flight testing.
2 PSpec Page 8 3.8 and 3.9
Verification testing calls for several tests in section 3.8 and 3.9 to be performed with and without Rx component. Do the quantities in CLINs 0002AB (48 units) and 0004AB (9 units) account for enough units to cover all contractor testing and subsequent Government ground and flight testing?
The Government believes that CLINs 0002AB and 0004AB quantities are sufficient to cover all contractor testing and subsequent Government ground and flight testing.
3 SOW
3.19.8 Government
Aircraft Testing. 3.19.8.1
The SOW states “The Contractor shall provide on-site technical assistance during Government Ground and Flight Testing.”
Can the Government provide more specifics (i.e. duration of on-site support) to enable contractor costing?
Duration and timing of the Government Ground and Flight Testing depends on contractor development and production schedules. No additional information is available at this time.

Section B, Section F Section G, Section
H, Section L
Questions arose regarding the periods of performance for SLINs 000101, 000102, and 000103.
SLINs 000101, 000102, and 000103 are informational and will be used to obligate fiscal year funding for CLIN 0001 on an incremental basis. SLINs 000101, 000102, and 000103 do not have separate periods of performance. CLIN 0001 will commence upon contract award and end upon exercise of Option 0101.
5 Contract Section F
Questions arose regarding the Governments assumptions about the timing for exercise of option clins 0102, 0103, 0104, and 0105.
The Government is assuming CLINs 0102, 0103, 0104, and 0105 will be exercised in the same fiscal year. CLINs 0202 and 0203 will be exercised in the subsequent fiscal year.
6 CDRLs Various Various
Some CDRLs identify government response time to provide feedback (example 10 days in CDRL A001), however other CDRLs do not provide the government response time (example CDRL A013). For IMS planning purposes, can the government please provide durations for each of the CDRLs?
For evaluation purposes, where Government review and approval time is not specified in Block 16, the Offeror shall assume that Government review and approval will require 21 calendar days.
7 Solicitation Section L
Section L, paragraph 3.3a Relevancy (pg 33 of 58) identifies that Annex A should be provided only in electronic format and should not be provided in hard copy.
Paragraph 3.0 and Table G-2 identify that each volume, book and annex shall be submitted as one paper original and additional paper copies. Paragraph 4.1 identifies early submittal requirements for the PP-1, ES-1 and ES-2 tables as well as Annex A and asks for both hard and electronic copies. Please clarify if only electronic copies of Annex A are required, or if both hard and electronic copies are required for the early delivery of past performance information, as well as with the full proposal.
For purposes of early delivery of Past Performance information (Section 4.1), only electronic copies are needed.
For purposes of the Offeror's proposal package, one original and three copies of both paper and electronic format is required as referenced in Table G-2.
8 Contract Page 89 PP-1 Table
The PP-1 table in the Solicitation document does not completely match the table in Attachment L-4. The table does not include a field (row) to insert DUNS.
What version of the table is required for submission?
Please use Attachment L-4 as it was included. Table PP-1 is for example purposes.
9 Contract Page 8 CLIN 0103
CLIN 0103 Rx LRIP Units qty. 5 seems very low. The usual %Rx is somewhere between 10-25% of the spectacles so is the intended qty. actually 35 units. Note that CLIN 0105 and CLIN 0203 sum up to 10% of the original intended total of 3,500 LEP spectacles.
For CLIN 0103, five (5) Rx LRIP units is correct.
10 Contract Page 86 & 91
Volume 3 Past
Performance
Page 86 states "For this volume, the Offeror shall identify all contracts, or those portions of a contract, whose performance is within five years of the proposal due date...". Yet Page 91 under section defining government basis for Not Relevant (NR) sub-paragraph (2 )iv states , “ Contracts, or those portions of the contract, whose performance is older than 5 years from the RFP release date”. Which date applies, proposal due date or RFP release date? Please use RFP release date.
