About this file
This document is a Section C: Description/Specifications/Statement of Work for a medical, dental, and vision insurance contract for MNG Students and their dependents attending training courses in the United States. The solicitation includes a seed project designed to evaluate offerors' pricing, which involves providing 75 insurance policies across three coverage types (Single, Married, Family) for a 12-month period. Offerors must submit detailed pricing proposals broken down by per-policy and total policy costs, with specific requirements to provide unit prices for each insurance category.
The contract establishes a pricing mechanism where the seed project pricing will establish the baseline for future task orders, with unit prices for Ordering Period 1 auto-populating from the initial proposal. Subsequent ordering periods (Ordering Periods 2-5) will require pricing negotiations at least 90 days before each period's start, with pricing to remain locked in once established for a specific ordering period. The government will review submitted pricing and conduct negotiations to determine a fair and reasonable process for each subsequent ordering period, with all ordering periods beginning on December 7th.

Offerors shall submit a pricing proposal for the seed project as part of their response to this solicitation under Section L, Volume III.
C.2.1 Seed Project Description
The seed project involves providing insurance coverage for 75 total policies for a period of 12 months between three groups, Single, Married, Family. The Contractor shall provide seed project pricing for all services listed within the PWS.
C.2.2 Pricing Requirements

1. Per Policy Pricing o Provide the cost per policy for each type of insurance (single, married, family).
o Pricing shall include all costs associated with coverages.
2. Total Pricing for 75 Policies o Calculate the total cost for providing 75 policies for Single, Married, and Family coverages.
o Provide a summary table showing the total cost for:
▪ Single insurance for 3 policies.
▪ Married insurance for 70 policies.
▪ Family insurance for 2 policies.
▪ Combined total cost for all three coverages of insurance.
C.2.3 Price Matrix
Offerors shall submit completed Attachment 0002 – Price Matrix as part of their proposal for the seed project:
1. Pricing Proposal:
o A detailed pricing proposal as described in Section C.2.2 under the Seed Project tab within Attachment 0002 – Price Matrix.
2. Price Matrix:
o Unit prices for Ordering Period 1 will auto populate from the Seed Order Pricing within the price matrix. The price matrix will not be evaluated but will be incorporated into the contract. No unit prices shall be entered for any ordering periods (Ordering Period 1 through 5). Ordering period unit prices for Ordering Period 2 through 5 will be negotiated at least 90 days before the start of the ordering period.
o The procedure for subsequent Ordering Periods, beyond Ordering Period 1, is as follows: The Contractor must provide pricing for future Ordering Period at least 90 days before the start of the next ordering period. Each Ordering Period starts 07 December. The Government will review the submitted pricing, and subsequent negotiations with the contractor will be conducted to determine the agreed upon fair and reasonable process for performance of the resulting Ordering Period.
C.3 Future Task Orders
The seed project is for evaluation purposes only and will not be executed. However, the pricing submitted for the seed project will be used to establish the baseline for future task orders. Once the first task order pricing is established under the applicable ordering period, pricing will remain locked in for all subsequent orders under that ordering period.
