A. PROPOSAL SUBMISSION (Section L)
1. Instructions to Offerors
A. GENERAL INSTRUCTIONS. These instructions are a guide for preparing quotes. These instructions generally describe the type and extent of information the Offeror should provide and emphasize the significant topic areas the Offeror should address in the quote. The
Offeror is expected to review the Performance Work Statement (PWS), dated 06 August 2025, found in Attachment 0001 of the Request for
Proposal (RFP) for further insight into the areas that the proposal must address.
The Offeror should include sufficient information to enable the evaluators to determine the Offeror's understanding of the requirements in each of the evaluated areas. Data requested for evaluation has been clearly identified in this solicitation. Offerors should note the provision at
FAR 52.212-1, "Instructions to Offerors—Commercial Products and
Commercial Services." The Government intends to award a contract resulting from Request for Proposal without discussions with offerors
(except clarifications described in FAR 15.306(a)). Therefore, offerors’ initial proposals should contain the best terms. The Government does, however, reserve the right to conduct discussions if determined necessary by the Contracting Officer.
Discussions will not be opened for the sole purpose of allowing an
Offeror to submit data. Therefore, quotes lacking information may be considered unacceptable and may be eliminated from any further consideration. The Government reserves the right to not open discussions to allow for the submission of data that should have been submitted with the initial proposal.
The Offeror shall provide information by addressing each Factor and
Subfactor in the format and sequence identified in this solicitation. The
Offeror must provide information in sufficient detail to allow the
Government to make an assessment of technical acceptability of the quote.
B. QUOTE FORMAT. The Offeror shall submit a proposal for this requirement as outlined in paragraph IV. below. All proposal submissions shall be sent electronically to Ms. Olivia K. Carroll at olivia.k.carroll2.civ@army.mil and Ms. Carly C. 0800 Central Daylight Time (CDT).
The Offeror is responsible for ensuring that a full and complete proposal is received by the date and time established for receipt of timely proposals and should take into consideration file size and firewalls when submitting a proposal. Any proposal, or partial proposal, received after the time and date established for receipt of timely quotes will be considered late and will not be considered for award. Absent the opening of discussions, if required, the Government will not accept any changes, additions, or deletions for evaluation purposes.
I. PAGE LIMITATIONS AND LAYOUT. Quotes must be submitted in electronic form as attachments. The Government does not assume the duty to search for data or information to cure problems discovered in quotes. III. Volume II- Past Performance
The Offeror’s proposal shall include three references from USG organizations that the Offeror’s company has provided the same or similar support to. Reference submission shall include name, title, company, email address, phone number, and supply or services provided. For all past performance references, a Past Performance

IV. Volume III - Price Factor
The Proposal shall include pricing for the seed project as described in
Section C of the solicitation. The seed project will serve as the sole basis for evaluating price. The first task order issued after contract award is based on the seed project pricing evaluated within this volume. The seed project pricing will be incorporated as Ordering Period 1 pricing.
Once the seed project pricing is evaluated (along with Volume I and
Volume II evaluation), and the Offeror is selected for award, the
Government will incorporate a seed task order which is the actual task order issued under this IDIQ contract utilizing Ordering Period 1 pricing.
The Offeror shall submit one Total Evaluated Price (TEP) for the seed project utilizing Attachment 0002 – Price Matrix that outlines the seed project requirements. No pricing shall be inputted for Ordering Period 1 through 5. The Government reserves the right to require the submission of any data necessary to validate the reasonableness of an offer.
The procedure for subsequent Ordering Periods, beyond Ordering
Period 1, is as follows: The Contractor must provide pricing for future
Ordering Periods at least 90 days before the start of the next ordering period, along with Other Than Certified Cost or Pricing Data. This data shall include a price breakdown of all cost elements to include Materials and Services, Direct Labor, Indirect Costs, Other Costs, Royalties
Facilities Capital Cost of Money, and Profit. Please reference FAR
Subpart 15.4, Table 15-2 for instructions on submitting Other than
Certified Cost and Pricing Data. Each Ordering Period starts 07
December. The Government will review the submitted pricing, and subsequent negotiations with the contractor will be conducted to determine the agreed upon fair and reasonable prices for performance of the resulting Ordering Period. NOTE: Due to the structure of the requirement, it is important to direct any questions regarding Other than
Certified Cost and Pricing Data to the Contracting Officer and Contract
Specialist prior to submitting proposals.
Offerors shall submit their proposals using the MS Excel Price Matrix
(Attachment 0002). Failure to propose prices for all blue highlighted cells may result in the Offeror's proposal being considered unacceptable and ineligible for award. The Price Matrix consists of one tab, the Price Matrix
Summary tab, which requires an entry for the Seed Project pricing ONLY.
The Contract Line Item Numbers (CLINs) X001 – X003 shall not be adjusted or edited. Ordering Period 1 pricing will be established from the seed project pricing at the time of contract execution and utilized for the first task order, fulfilling the minimum guarantee.
Gray shaded cells represent Government developed surrogates; no action is required by Offerors in relation to gray shaded cells.
Please note that on CLIN x004 - Value Added Tax (VAT), the Government has calculated that at a rate of 15%. The contractor must not include VAT in the proposed cost of the Seed Project Pricing as it will be automatically calculated under the Total Price column.
For CLIN X005, the offeror is not required to input costs; CLIN X005 represent Contract Data Requirements List (CDRLs) and are UNPRICED.
All prices for this acquisition shall be stated in current U.S. dollars, rounded and displayed to two decimal places. (Current U.S. dollars shall be interpreted to include escalation where appropriate.)
The Price Matrix is locked to prevent inadvertent changes. Offerors shall not alter the Price Matrix in any way. If an Offeror changes the Price Matrix, its proposal may be considered unacceptable and ineligible for award. The Price Matrix shall be completed as follows:
Offerors shall complete the Price Matrix Summary tab by entering its Offeror Name, Unique Entity ID (UEI), Cage Code, and proposal date in the blue highlighted cells. Offerors shall also enter amounts for CLINs x001- x003 (FFP) in the blue highlighted cells.
All cells on the Summary tab that are not highlighted in blue are either pre-populated, or they will populate automatically as they include formulas that will sum values of other cells from within the Price Matrix Summary tab.
Proposals are assumed to represent the Offeror's best efforts, as final proposal revisions may not be requested. Any additional information considered necessary to explain the proposed pricing shall be submitted at the time of proposal submission.
Price Information: All information relating to the proposed price including all required supporting documentation must be included in the section of the proposal designated as the Price/Cost Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.
The Offeror is required to provide all firm-fixed priced highlighted inputs for its proposed price matrix that is all-inclusive of costs to perform the work. In addition, the offeror is required to provide all explanations of costs within its cost volume when submitting its proposal. The Government will not make assumptions for any contractor proposed prices.
Data Other than Certified Cost or Pricing Data - The Government anticipates receiving competitive proposals and using competition to determine price reasonableness. However, the Government reserves the right to request additional other than certified cost or pricing data, necessary to determine price reasonableness if competition is not adequate for that purpose. Data other than certified cost or pricing data, if required, must be submitted in accordance with the instructions specified at FAR 15.403-5.
