Q65: P-Spec 3.4.15.a: The Phase Modulation Deviation Meter specification of 0 to 100 radians may be derived from the legacy GRMATS requirement. This requirement was determined to be in error, and a waiver was issued to adjust the spec to 10 rad. Is 100 rad. accurate?
A65: This will be resolved in an amendment. This should be 10 rad.
Q66: P-Spec 3.4.20.b: The Internal Reference Oscillator accuracy spec is 0.01ppm per year. This is typically specified as either "aging" or stability vs. temperature. The unit of measure that is listed appears to be aging, but the value of 0.01 is very unusual for an aging requirement. Is this requirement accurate?
A66: This will be addressed in an amendment. This assumption is correct that it should be ‘aging’ and the specification will be modified to 0.1 ppm/year.
Q67: P-Spec Sec L: Can a single offer provide two different product solutions consisting of the same functional system in two alternative physical configurations?
A67: No. Per Section L paragraph 10 “offerors shall not submit more than one (1) offer in response to this solicitation.”
Q68: The current RFQ includes detailed requirements that were not part of the earlier market survey, and the additional time will allow us to fully address those new items. Could the government grant a two-week extension to the submission deadline?
A68: Government will allow an extension to 9 March 2026 for submission of written proposal and delivery of the production representative product sample.
Q69: P-Spec/Pg 5, sec 3.2.a: Our customized solution may approach 102 lb. depending on clarification of requirements posed in this document. If the total weight exceeds 102 lbs., will the government accept transportation aids (for example, a rolling transit case) or modular, multiple transit cases as alternatives that address end-user transportability needs.
A69: No. The 102 pounds includes the transit case and accessories required to operate TRITS standalone. This does not include additional accessories required for radio Test Programs.
Q70: P-Spec/Pg 5, sec 3.4.2: Can the government share the intended measurements/applications that are driving the oscilloscope specifications that have been added to the solicitation?
A70: The intended use behind the Oscilloscope inclusion is to provide Marines with additional troubleshooting options.
Q71: P-Spec/Pg 6, sec 3.4.4: We understand from a previous market survey that all modulated analog signals are up to 3GHz, and digital signals are up to 6GHz. Is 6000GHz a typo? What is the requirement for analog and digital signals?
A71: This will be resolved in an amendment. 6000GHz is a typo and it should state 6GHz.
Q72: P-Spec/Pg 6, sec 3.4.4 and 3.4.7: It is our understanding that all military radios currently in inventory requires a TPS operate below 3GHz. What’s the intended application for modulation and demodulation up to 6GHz?
A72: The intended application for modulation and demodulation up to 6GHZ are for
Future ground radios
Q73: P-Spec/Pg 7, sec 3.4.8d(2): Our square wave is created by integrating the sine wave. While the sine wave can reach 20kHz, the square wave has a lower upper frequency limit. Would the government accept a revised square-wave upper limit of 4 KHz?
A73: It depends on the vendor’s testing methodology. If it satisfies the testing requirements the
Government is willing to entertain an alternative square wave limit.
Q74: P-Spec/Pg 7, sec 3.4.9: Is a 3GHz frequency counter and error meter acceptable considering all radios operate below 3GHz?
A74: No, there is a 6 GHz requirement.
Q75: P-Spec/Pg 7, sec 3.4.13: What is driving the overall frequency range here?
A75: The harmonics from a modulated signal.
Q76: P-Spec/Pg 7, sec 3.4.14: Is the Government open to a lower frequency coverage since all radios have much less audio bandwidth (<2KHz)
A76: No. The Government is not open to a lower frequency coverage.
Q77: P-Spec/Pg 8, sec 3.4.18: Would the government be open to seeing value trade-offs of a 3Ghz
RF power meter versus a 6GHz model?
A77: No. The requirement is for a 6GHz model.
Q78: P-Spec/Pg 9, sec 3.4.19: Would the government be open to see value trade-offs of a 3GHz
RF spectrum analyzer versus a 6GHz model?
A78: No. No. The requirement is for a 6GHz model.
Q79: P-Spec/Pg 9, sec 3.4.20: The “0.01 ppm/year” figure appears to be aging requirement rather than absolute accuracy. Please confirm the intended accuracy requirement.
A79: This will be resolved in an amendment. This is correct that it should be an aging requirement.
Q80: P-Spec/Pg 9, sec 3.5: Since we have no access to the details of this ZIF connector, Could the government clarify the intended purpose of the ZIF connector and usage of each pin?
A80: The ZIF should be utilized to limit the number of cables/connections from the DUT to the tester. The purpose of each connector will be dependent on the vendor’s system design.
Q81: P-Spec/Pg 9, sec 3.5: Additionally, if an alternative interface/method is available to connect the DUT with the test set that meets all functional requirements, would that be considered acceptable?
A81: Yes, it would be considered acceptable if it meets all requirements.
Q82: P-Spec/Pg 9, sec 3.7: The specification lists maximum voltage 36 V and maximum current
15 A, but not simultaneous power. The maximum power output depends on the power consumption of the radio. What’s the maximum output power (watts) for the power supply?
A82: The maximum output power is 540 Watts
Q83: Which government agency will this contract be administered by?
A83: Defense Contract Management Agency (DCMA).
Q84: P-Spec/ Sec 3.4.4.3 Phase Modulation: PM deviation of 100 radians. Is this a mistake and should really be 10 radians. The bandwidth needed to support 100 radians, and the rate exceed the requirements. This was previously addressed in the GRMATS program and reduced to 10 radians via spec relaxation.
A84: This will be fixed in an amendment. This should be 10 rad.
Q85: P-Spec/ Sec 3.4.20 Internal Ref Oscillator: The time base stability of 0.01ppm/year.
Is this a mistake. Time base stability is usually specified in 2 parts:
a. Stability over temperature which 0.01ppm is a valid spec
b. Aging which is more in the order of 0.1ppm per year.
There is not commercially available OCXO that would meet 0.01 ppm /year aging specs.
A85: This will be resolved in an amendment. This requirement should have stated “aging 0.1 ppm/year.”
