About this file
This document provides responses to vendor questions regarding Solicitation Number M67854-21-R-2053 for the Wired in the Defense (WID) Marine Analog Tactical Telephone (MATT). The United States Marine Corps seeks the manufacture and delivery of 80 WID MATT systems to provide a wired command and control communication capability that can operate in a point-to-point or point-to-multipoint configuration for use when radio frequency is denied or degraded. Key details include clarifying the proposal due date as 2:00 PM EST on February 18, 2021; revising the equipment technical manual CLIN description; maintaining inspection and acceptance at destination; and requiring shipping costs to be priced into the unit price. The document also addresses questions on contract clauses, test articles, program management costs, and standards verification.

Standard Form 33 Solicitation Offer and Award Block 9, Section L Paragraph 1.1e, and Beta.Sam.Gov M6785421R2053
Please confirm the correct time the proposal is due; the SF33 states 04:00 PM on 18 February 2021, which time of day is different than Section L and Beta.Sam.Gov which state, respectively, 1400 local time and 02:00 PM?

Section B ‐ Supplies or Services and Prices ‐ Item 0004
Consistent with the changes in Amendment 0003, should the CLIN extended description be changed to "Equipment Technical Manual IAW SOW 4.4.4 and Exhibit D004," instead of "Operators Manual IAW SOW 4.4.4 and Exhibit D004?"
Yes, Amendment 04 will update the extended description for CLIN 0004 to reflect "Equipment Technical Manual"
3 Solicitation Section E ‐ Inspection and Acceptance (All CLINs)
Contractor has resident DCMA on site; would the Government consider changing inspection and acceptance for all CLINs to Origin?
No, DCMA will not have oversight on this contract. Inspection and acceptance will remain at Destination.
4 Solicitation
Section F ‐ Deliveries or Performance (All CLINs except 0009)
Contractor's original proposal did not include shipping costs; would the Government consider changing the FOB Terms from Destination to Origin?
No; Shipping is "destination" and should be priced accordingly. It is anticipated that the price for shipping would be included in the unit price of the system.
5 Solicitation
Section I, 52.217‐7 OPTION FOR
INCREASED QUANTITY‐‐
SEPARATELY PRICED LINE ITEM
(MAR 1989)
Contractor does not see any change from Amendment 0001 as noted in Amendment 0003; this clause still does not identify the time frame for "completing the [Government] testing." Contractor respectfully requests a more defined period of time as to when we can expect the testing to be completed, or if possible to base the clause language for the option exercise date on a different qualifier?
The option CLIN(s) will not be exercised until testing has been completed. The clause refers to the time limit the Government has to unilaterally exercise the option and doesn't pertain to the length of time required to complete the tasks associated with the CLINs.

Section I ‐ Contract Clauses, 252.222‐7999 (DEVIATION 2021‐
O0001) (NOV 2020)

Yes, Amendment 04 will remove Clause 252.222‐ 7999 (Deviation 2021‐O0001) (Nov 2020) and replace it with its revised clause 252.222‐7999 (Deviation 2021‐O0001)(Jan 2021).
7 PSPEC 1.1
2.1, 6.2 It is unclear as to the purpose of the note 6.2. Paragraph 6.2 references MIL‐STD‐1472G paragraph 5.19, but that paragraph is not referenced anywhere in the PSPEC. Paragraph 2.1 states that the referenced documents are applicable to the extent referenced in Section 3 and 4.
Since MIL‐STD‐1472 is not referenced is this note to be ignored.

8 SOW
4.1.1 Does the equal ratio of compatible batteries apply to USMC versus commercial batteries or does it apply to different size batteries?
All batteries proposed must be capable of meeting the threshold requirements for stand‐ by and in‐use life identified in the PSPEC. For each battery size and type offered as an option, the offeror shall provide a sufficient quantity of each battery option needed to operate each system. Additionally, the offeror shall provide the batteries proposed based on capacity, rather than whether the battery is commercially available or in the USMC inventory.

Of the batteries proposed, the offeror shall provide an equal ratio of compatible batteries across the (80) systems proposed. For example, if the offeror is proposing (2) compatible batteries, then that offeror will need to provide enough of each battery proposed to operate (40) systems. If the offeror proposes
