About this file

This performance specification outlines requirements for the Wired in the Defense (WID) Marine Analog Tactical Telephone (MATT) to be procured under solicitation number M67854-21-R-2053 by the United States Marine Corps. The WID MATT must be a handheld device weighing less than four pounds that provides wired voice communications in a point-to-point or point-to-multipoint configuration. It must operate without emitting radio frequencies and withstand various environmental conditions. Technical requirements include withstanding immersion, shock, vibration, temperature extremes, humidity, altitude effects and EMI/EMC standards. The specification identifies verification methods for each requirement, including analysis, demonstration, inspection and testing. Manufacturers must meet all performance and testing requirements for the Marine Corps to consider the WID MATT compliant with the specification.

TABLE I. WID MATT Specification Requirements/Verifications Cross-Reference

1.0 SCOPE

1.1 Scope. This specification prescribes the performance requirements and identifies verification methods for the Wired in the Defense (WID) Marine Analog Tactical Telephone

(MATT). The WID MATT provides the Warfighter with wired voice communications technology to be used during periods when the use of broadcast communications technologies are denied or would violate established Emissions Control (EMCON) protocols.

This is the original WID MATT performance specification. Marine tactical field telephones were traditionally used to provide a wired telecommunication network to enable and enhance command and control (C2) capabilities. The need for a small wired C2 device with no Radio

Frequency (RF) emission been identified by a Deliberate Universal Needs Statement (DUNS)

(#17073AA) to enhance and enable the command and control at the lowest levels and provide redundant C2 capability in more robust defensive communication architectures.

1.2 Requirement Levels. This specification lists two values for certain performance parameters. The threshold (T) is the minimum acceptable level. The objective (O) is the desired level at which performance of the WID MATT results in an operationally significant increase in capabilities. When only one requirement is stated, and no threshold or objective is identified, then it is the threshold requirement.

4.2.7.13 Non-Operational Altitude. Manufacturer’s documentation shall be analyzed to verify components utilized within the system design meet the specification. If required, test in accordance with MIL-STD 810H Method 500.6, Low Pressure (Altitude), Procedure I (Storage).

EMI.

4.2.7.14 CS114. The system shall have the ability to withstand RF signals coupled onto equipment under test (EUT) associated cabling from 10 KHz to 200 MHz in accordance with MIL-STD-461G 5.12.3 CS114 Test Procedures.

4.2.7.15 CS115. The system shall have the ability to withstand impulse signals coupled onto EUT associated cabling in accordance with MIL-STD-461G 5.13.3 CS115 Test Procedures.

4.2.7.16 CS116. The system shall have the ability to withstand damped sinusoidal transients coupled onto system associated cables and power leads in accordance with MIL- STD-461G 5.14.3 CS116 Test Procedures.

4.2.7.17 CS118. The system shall withstand personnel borne electrostatic discharge (ESD) in a powered-up configuration in accordance with MIL-STD-461G 5.16.3 CS118 Test Procedures.

4.2.7.18 RS103. The system and associated cabling shall have the ability to withstand electric fields in accordance with MIL-STD-461G 5.21.3 RS103 Test Procedures.

Workmanship.

4.2.8.1 Fabrication Quality. The system will be visually inspected for processing flaws such as seams, laps, laminations, cracks, visible steps, sharp edges, nicks, scratches, burrs, deformations, and missing operation which may affect serviceability, functioning, operations, appearance or safety. Fins and other extraneous metal shall be removed from cast or forged parts.

5.0 PACKAGING

5.1 Standards. For acquisition purposes, the packaging requirements shall be as specified in the contract or order. When packaging of materiel is to be performed by DoD or in-house contractor personnel, these personnel need to contact the responsible packaging activity to ascertain packaging requirements. Packaging requirements are maintained by the Inventory

Control Point’s packaging activity within the Military Service of Defense Agency, or within the military service’s system commands. Packaging data retrieval is available from the managing

Military Department’s or Defense Agency’s automated packaging files, Digital Versatile Disk-

Read Only Memory products, or by contacting the responsible packaging activity.

6.0 NOTES.

6.1 Verification Methods. All system performance requirements identified in the WID

MATT Specification Requirements/Verifications Cross-Reference Matrix (Table I) shall be accomplished by the Analysis, Demonstration, Inspection, or Test methods or a combination thereof. These verification methods are defined as follows:

Analysis. Verification by analysis involves proving that a system or component meets specified requirements by a technical evaluation of equations, charts, graphs, circuit diagrams and/or representative data. Applicable certifications are also submitted to confirm conformance and approval with Government and non-Government specifications, standards and/or publications. Through reviews of applicable and adequate documentation, it will be proven that the requirements have been met. Each specified piece of equipment will be identified and any specified quantities will be verified.

Demonstration. Verification that a specification requirement is met by observation of the operation or movement of the item. Non-developmental items, COTS, and Government

Furnished Materiel (GFM) are considered for demonstration only, since their implicit design has been adequately tested. Test procedures will be developed to ensure that each individual item operates as specified.

Inspection. Verification by physical manipulation, gauging, measurement, or counting involves a visual examination of the item, reviewing descriptive documentation, and comparing characteristics with a predetermined standard to determine conformance to requirements. Each specified piece of equipment will be identified and any specified quantities will be verified.

Test. Through functional and electrical means, the systematic operation of the item under required conditions, with instrumentation of the item and/or the recording/evaluation of quantitative and qualitative data will be used to prove that the requirements have been met.

The test data/test reports that are submitted shall clearly demonstrate the proposed system conforms to the requirements in section 3.

6.2 Handheld. IAW MIL-STD-1472H, paragraph 5.19 “This section addresses Personal

Electronic Devices (PED) that are carried and operated with one or two hands or worn by the user. This includes, but is not limited to, devices such as mobile telephones, tablets, and body-worn sensors.”
