SUMMARY OF CHANGES
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
GENERAL INSTRUCTIONS
L.1 General Instructions
1. Offerors shall carefully follow the instructions contained herein to assure timely and equitable evaluation, and to avoid exclusion from further consideration. Please be advised that any exception, deviation, or request for waiver from the instructions provided in Section L, or any other section of this solicitation, may render your proposal unacceptable and ineligible for award.
2. The Government will conduct a two phased approach to Source Selection:
a. 1st Phase - Preliminary Document Submission (See L.2 below)
b. 2nd Phase - Proposals (See L.3 below)
3. The preliminary documents and proposals shall be complete and clear in all respects without the need for additional explanation or information. Offerors shall ensure proposals provide a straightforward and concise delineation of capabilities to perform the contract. Organization, clarity, accuracy of information, and relevance are of prime importance. The preliminary documents and proposals shall provide sufficient detail and scope to permit the Government to evaluate them in accordance with the evaluation factors specified in Section M of this solicitation.
4. Offerors should confine their preliminary documents and proposals to essential matters sufficient to define their offer, which will provide an adequate basis for evaluation. Likewise, where applicable, Offerors are cautioned against general, vague, or unsubstantiated statements, which prevent, or render difficult, the Government’s evaluation. Statements such as, "will comply," or "noted and understood" without supporting discussion to define compliance are not acceptable. Further, where applicable, preliminary documents and proposals that merely “parrot back” the requirements of the solicitation, and fail to provide the required information or approach to meeting the solicitation’s requirements, are not acceptable and will render the Offeror unsuitable for award. The Government will not assume that an Offeror possesses any capability, understanding, and/or commitment that is not specifically delineated and supported in its respective preliminary documents and proposals. An Offeror who was or is an incumbent or subcontractor for an incumbent for any of the previous contracts is still required to demonstrate in its preliminary documents and proposal that the offeror meets the requirements stated in this solicitation. An Offeror shall not, based upon the Offeror’s incumbency, presume the Government’s knowledge regarding its performance, capabilities, skills, or any other aspect which is not specifically provided in its preliminary documents or proposal.
5. The Offeror shall not include any classified material in its preliminary documents or proposal.
6. Offerors may not submit more than one (1) proposal in response to this solicitation.
7. Questions about the solicitation are due by noon Orlando, FL local time, 19 October 2018 with the information below identified clearly. Questions shall be submitted via email to sandi.brubaker@usmc.mil.
Telephone inquiries will not be accepted nor addressed. Please be advised that the Government has the absolute discretion to answer any question that it receives, and the Government is not obligated to answer any question. Moreover, no proprietary questions will be considered.
mailto:sandi.brubaker@usmc.mil
Please do not bundle multiple questions into one. Questions received after the above time and date may not be addressed. Government responses to any questions that it deems to answer will be posted electronically on an anonymous basis via Amendment to FEDBIZOPPS.
Offerors shall submit all questions in the format provided via Attachment J24, Q&A Matrix. Only questions submitted using Attachment J24 will be considered by the Government.
8. Any prospective offeror who desires Attachments J18 through J21 of this solicitation must complete, sign, and return the “Request for Controlled Distribution Documents” within this MTSS Request for Proposal, Attachment J13. The signed and dated document shall be submitted via email to sandi.brubaker@usmc.mil.
Once the signed certification has been verified, all controlled solicitation attachments will be emailed to the Data Custodian POC email via AMRDEC. The Government will not delay the due date for proposals because a prospective offeror failed to submit a completed Attachment J13 in a timely manner.

The Government will not evaluate the corporate experience of individuals, predecessor corporations or corporate parent/affiliates; provided, however that for a joint venture formed to perform this effort the Government will consider the corporate experience of members in the event that there is a contractual commitment that all members will continue as part of the joint venture during the entire period of performance of the contract; provided, further, that for other than a joint venture the Government will consider corporate experience of a predecessor corporation or parent or affiliate where the Offeror demonstrates that the resources of the predecessor corporation or parent or affiliate were meaningfully involved in the corporate experience contract performance and the Offeror includes an express commitment that the resources of the successor entity or parent or affiliate will be available to and meaningfully involved in performance under the IDIQ MATOC. In this regard, Offerors should address, for example, the resources of the predecessor corporation involved in the successor entity, conditions such as interlocking officers and board of directors, the parent’s officers taking an active role in contract performance, and contract management and substantive support provided by the parent’s corporate office.

The Government reserves the right to use contract performance data provided in the Offeror’s proposal and contract performance data obtained from other sources, including but not limited to the CPARS database or the Past Performance Information Retrieval System (PPIRS). In the event that an Offeror fails to disclose any CPARS rated Marginal or below within the last 5 years for the same CAGE code as the entity submitting the proposal, which is subsequently identified by the Government during the evaluation of its proposal submitted pursuant to this solicitation, the Offeror will not be eligible for award, otherwise considered for award, or evaluated further.
f. The Offeror has the burden of providing thorough and complete past performance information. It is incumbent upon Offerors to explain the relevance of data provided in its proposal. Once assigned, the date of the Oral Proposal is not negotiable. Location of all Oral Proposals will be:
UCF Partnership III – 5th Floor 3039 Technology Parkway
7. The Government is not imposing any specific qualification requirements on the presenter. However, the Government strongly recommends that the presenter(s) possess knowledge of their presentation and bring representatives who possess the knowledge and skills to answer questions regarding the Offeror’s Technical Approach. Due to space constraints, the Offeror is limited to five presenters/Offeror attendees at the Oral Proposal. No attendees may participate from another location (e.g., via conference call or video conference). The slide presentation shall be submitted in PowerPoint, with a maximum of 50 slides. Offerors are prohibited from including “notes” on slides; Information outside of the presentation slide itself will not be evaluated. The slide deck must include a title page, which is included in the 50 PowerPoint slide limit that prominently displays the Offeror’s name, the solicitation number, and the date of the Oral Proposal presentation. Each slide after the title page must be numbered sequentially at the bottom of the slide/page and must be clearly visible. While the Government will not prescribe fonts or sizes, Offerors are reminded that the Government has requested Offerors orally present their technical proposals. The Government did not request written proposals, and Offerors should not include written information in the PowerPoint presentations that is not discussed as part of the oral presentation. Each slide shall contain the following legend at the bottom of each sheet: Source Selection Information - See FAR 2.101 and 3.104. The slide deck must address the elements of the Technical Approach in the order in which they appear in L.3.12.
Offerors are expected to discuss all of the content in the slides during their oral presentations. Failure to address all of the elements listed in L.3.12 as part of the oral presentation is a failure to submit a proposal in conformance with the terms of the solicitation and will render the Oral Proposal unawardable.
9. The Government will inform Offerors of the start time for the oral presentation, which will be during business hours. Offerors should not expect to have access to the location more than 10 minutes before the start time. The Government will allot up to 150 minutes for each Offeror to present their Oral Proposal.
Offerors that arrive late will be permitted to present but will not be permitted to exceed the originally scheduled time allotment. Offerors will not be downgraded for not utilizing all of their time allotment.
Offerors are expected to bring a laptop with the slides loaded and an HDMI connection. (The Government notes that in prior oral presentations, Offerors have been unable to successfully use the HDMI connection with other than PC laptops.) The Government will provide a room outfitted with large screen televisions on which the presentations may be displayed. Offerors are expected to provide any additional equipment deemed necessary. The Government will not provide Internet access, and Offerors are encouraged not to rely upon cell or other reception for the success of their Oral Proposal; cell phone hotspots, mifi or other portable WIFI devices may violate security requirements and be confiscated. Moreover, the Government will not reschedule Oral Proposals due to technical difficulties; Offerors must be prepared to proceed based on the hard copy Oral Proposal presentation in the event of equipment failure. Offerors are prohibited from using any recording devices (audio or video) in the UCF Partnership III building where Oral Proposals will be held.
10. Offerors can expect to present for up to 150 minutes without fielding questions from the Government. The Government evaluation team will have evaluation sheets to complete during the presentation. Once the Offeror’s presenter indicates they have completed their presentation, or the Government has notified the presenter their 150 minute time allotment is over, the Government will caucus and engage in internal deliberations. The Government evaluation team may inform the Offeror’s presenters that it needs a “break” during which the Offeror is free to leave and the Government will inform it of a return time, or the Government may request that the Offeror’s presenters remain on site during deliberations. Upon reconvening, the Government may ask the Offeror questions. In such case, Offerors shall answer questions in real time. It is not anticipated that the question and answer session will take longer than one hour.
However, the Government reserves the right to insert a break, or extend the expected hour-long time frame, should the Government deem it necessary. The presentation concludes following the question phase.
11. The Offeror’s participation in the Oral Proposal constitutes its consent to be audio and visually recorded by the Government. The Government may review video and audio recording in caucusing and evaluation of presentations. However, in the event technical difficulties interfere with a recording, the Government will rely upon its written evaluations from the Oral Proposal. Offerors will not receive a copy of the audio or visual recordings. Any attempt by an Offeror’s presenters/attendees to record the presentation will result in an immediate termination of the Oral Proposal and render the Offeror’s Proposal unawardable.
12. Oral Proposals shall describe the Offeror’s approach to the following scenarios:
a) MCLOG Scenario, “POI Revision (Existing POI)”:
A consequence of Training and Readiness (T&R) manual changes is a need to revise Programs of Instruction (POI) for formal courses of instruction (CID) delivered by the Marine Corps Logistics Operations Group (MCLOG). Given a current T&R and Military Occupational Specialty (MOS) manual, discuss the outputs, and your role in developing the same, as they are generated through your application of the MCISD/SATE for the Marine Corps formal school at MCLOG.
b) MSTP Scenario, “Exercise Life Cycle”:
The MAGTF Staff Training Program (MSTP) provides training to MEF- and MEB-level staffs through their disciplined implementation of a well-defined exercise life cycle. Given a notional MEF- or MEB-level exercise that has been scheduled by the Force Synchronization Conference: (1) identify and describe your role supporting all MSTP Driven Events within the Exercise Life Cycle; and (2) identify and describe the relationship between the MSTP Driven Events and all other Exercise Life Cycle Key Events depicted within the Exercise Life Cycle.
