About this file

This document contains a past performance proposal template for the MAGTF Training Systems Support solicitation. The proposal requests information on up to three past performance references demonstrating experience in areas like network and system administration, cybersecurity, curriculum development, doctrinal publications, training events and exercises, and formal learning centers. For each reference, offerors must provide details of the scope, complexity, and dollar value of the work performed. The template also includes a section for listing past performance questionnaire points of contact and disclosing any recent CPARS ratings of Marginal or below with corrective actions taken. The MAGTF Training Systems Support effort aims to provide standardized training for the Marine Air-Ground Task Force through leveraging innovative technologies and existing programs of record. This will increase individual and unit skills and confidence through realistic and repetitive simulations-based training.

Scope and Complexity:

The PWS requires MTSS contractors to perform network and system administration and cybersecurity (i.e., RMF) functions. Offerors should describe their experience performing work similar in scope and complexity to the work described in the PWS, and include references to the applicable PWS Section and Attachments J6 (Appendix D) and J8 (Appendix K), as applicable. The Government is more likely to find that there is a reasonable expectation Offerors will successfully perform MTSS if Offerors provide details regarding their experience with RMF.

Provide a summary description of the past performance reference #1, not to exceed the length allowed in this box (Single or double-spaced). Text font shall be in Times New Roman, no smaller than 12 point. The utilization of a different font type or point may result in exclusion from consideration or otherwise result in your proposal’s exclusion from the competition.

MTSS contractors will be asked to create and modify curriculum and develop/update doctrinal publications. Offerors should describe their experience performing work similar in scope and complexity to the work described in the PWS and Attachment J11, and include references to the solicitation. The Government is more likely to find that there is a reasonable expectation Offerors will successfully perform MTSS if Offerors provide details such as the number of doctrinal publications supported and whether they were new doctrine or updates, and, for curriculum development, a description of the number of formal courses for which the Offeror provided services, the duration and frequency of the courses, the principal modes of instruction (e.g., distributed, instructor led, etc.) supported, and whether the curriculum development was for new courses or updates.

Provide a summary description of the past performance reference #2, not to exceed the length allowed in this box (Single or double-spaced). Text font shall be in Times New Roman, no smaller than 12 point. The utilization of a different font type or point may result in exclusion from consideration or otherwise result in your proposal’s exclusion from the competition.

The PWS requires MTSS contractors to support training events/exercises and the formal learning centers. Offerors should describe their experience performing work similar in scope and complexity to the work described in the PWS, Attachments J6, J7 and J8, and include references to the applicable sections of the solicitation. The Government is more likely to find that there is a reasonable expectation Offerors will successfully perform MTSS if Offerors provide details regarding, for example, the number of formal courses of instruction supported on the past performance reference, the frequency, duration and class sizes of those courses, and the formal assessment methods used (e.g., examinations, practical applications/exercises, etc.); and, for military exercises, the command echelon for which the exercise was conducted (e.g., corps, division, brigade/regiment/group, battalion/squadron, etc.), the number of different simulation systems used/federated during the exercise (e.g., MAGTS Tactical Warfare Simulation System (MTWS), Joint Conflict and Tactical Simulation (JCATS), etc.), the classification level of the exercise, the overall number of personnel trained, what simulation methods/combinations of methods were used to support the exercise (e.g., live, virtual, constructive, etc.).

Provide a summary description of the past performance reference #3, not to exceed the length allowed in this box (Single or double-spaced). Text font shall be in Times New Roman, no smaller than 12 point. The utilization of a different font type or point may result in exclusion from consideration or otherwise result in your proposal’s exclusion from the competition.

Past Performance Questionnaires The space below is provided for Offerors to list the points of contact and contact information (email address and phone numbers) for each past performance questionnaire (PPQ) submitted. There is no page limit on this section, however, ONLY PPQ contact information may be provided.

In the space below, Offerors are required to identify all Non-Systems CPARS received within the past five years of the due date in Block 9 on page 1 of the solicitation that received a Marginal or below rating for “Quality.” Offerors are also required to provide a copy of each listed CPARS. Moreover, Offerors shall identify any corrective action(s) or any other action it has taken to address, resolve, mitigate, and/or otherwise correct the issue(s) that were the cause of the Marginal or below CPARS rating as identified by the Government Assessing Official. There is no page limit for this section, however, Offerors are cautioned to use this space only for marginal or below CPARS ratings.

If this section is left blank, the Offeror is representing that it has not received any Non-Systems CPARS within the past five years of the due date in Block 9 on page 1 of the solicitation with a Marginal or below rating for Quality.
