Chapter 1
Introduction
1. Purpose. This SOP provides guidance and direction for planning, preparation, execution, and assessment of the MAGTFTC
Large Scale Exercise (LSE).
2. LSE Concept Overview
a. Background. In the Marine Corps Vision and Strategy
2025 and the Marine Corps Service Campaign Plan 2012-2020, the
Commandant of the Marine Corps directed the creation of a long-range plan to institutionalize large scale exercises in support of developing multi-capable MAGTFs. These service sponsored large scale exercises are intended to challenge commands across the spectrum of the MAGTF to include re-emphasizing MEB level core competencies.
b. MAGTF Training Program
(1) To accommodate CMC’s guidance, future training will center on the MAGTF Training Program (MAGTFTP). Through a standardized training approach, the MAGTFTP will develop the essential unit capabilities necessary to conduct integrated
MAGTF operations. The MAGTFTP establishes and synchronizes service level training programs to facilitate the Marine Corps’ ability to provide multi-capable MAGTFs prepared for operations in complex, joint, interagency, and multinational environments against hybrid threats. Through a standardized training approach, the MAGTFTP will develop the essential unit capabilities necessary to conduct integrated MAGTF operations.
(2) LSEs will be the cornerstone feature of the MAGTFTP.
As currently conceived, an LSE will be an assessed MAGTF exercise at the MEB level composed of all four elements of the
MAGTF with live maneuver elements. An LSE can be conducted across several installations in a distributed and near simultaneous manner and demonstrates the MAGTF’s core capabilities within a joint and combined operating environment with appropriate exercise control and training.
c. MAGTFTC LSE. For the purpose of this SOP, the MAGTFTC
LSE is characterized by the following:
1-2
(1) The MAGTFTC LSE is an assessed MAGTF exercise at the
MEB level composed of all four elements of the MAGTF with the
MEB Command Element (CE) being the primary training audience.
(2) The Exercise Force for the MAGTFTC LSE will be comprised of the MEB (CE, GCE, ACE, and LCE) and may include joint, interagency, and multinational partners.
(3) The MAGTFTC LSE will focus on improving the warfighting skills of commanders and their battle staffs, developing a common understanding of MAGTF doctrine, and enhancing the capabilities to employ a MAGTF in a Joint, Interagency, Intergovernmental, and Multinational (JIIM) environment.
(4) The MAGTFTC LSE may be distributed across several southwest CONUS exercise sites, but will be centered on the
Marine Corps Air Ground Combat Center, Twentynine Palms.
(5) The MAGTFTC LSE will include live maneuver elements and feature combined arms live fire.
(6) The MAGTFTC LSE will include integrated
Observer/Trainer support from the Battle Staff Training Program
(BSTP) organizations: MSTP, MCTOG, MCLOG, and MAWTS-1.
3. MAGTFTC LSE Construct. The MAGTFTC LSE will consist of four major exercise events that will be designed to build on each other and provide a comprehensive training environment. The amalgamation of the four exercise events will allow all Exercise
Force exercise objectives and training goals to be met. The inclusion and scope of each of these events is based on the type of exercise and can be tailored to meet the Exercise Force
Commanders’ exercise objectives.
a. LSE Part 1: Battle Staff Training. Training packages will be provided to the training audience by the BSTP organizations (MSTP, MCTOG, MAWTS-1, MCLOG, and C2TECOE). These training packages will typically begin during the exercise
Preparation Phase and carry into the Execution Phase.
Individual and collective organizational training can be conducted at training audience home stations or after deploying to the southwest CONUS exercise sites.
1-3
b. LSE Part 2: Operational Planning Exercise. The
Planning Exercise provides a venue for the training audience to conduct exercise specific integrated operational planning.
c. LSE Part 3: Final Exercise. The Final Exercise (FINEX) will be an integrated exercise designed to provide a comprehensive training environment for the entire Exercise
Force. FINEX will provide a realistic environment in which the commanders and battle staffs train to conduct their wartime
METs.
d. LSE Part 4: Facilitated After Action Review. The
Facilitated After Action Review (FAAR) provides immediate formal feedback to the training audience in order to enhance the impact of the training and reinforce the training experience.
Observations used in the FAAR will be tied directly to training audience exercise objectives.
4. Exercise Design
a. Exercise design is a structured approach to planning, conducting, and evaluating exercises and includes a wide variety of activities that must be synchronized to create a realistic and challenging training experience. Design should consist of identifying the training audience (who); exercise construct
(what); critical timings (when); venue (where); exercise objectives (why); and methodology (how). The exercise design process involves four phases, which are collectively known as the exercise life cycle.
Figure 1-1. Exercise Design Process
1-4
b. Exercise Life Cycle. MAGTFTC utilizes a systematic approach to exercise design consistent with the Joint Training
System. MAGTFTC will plan and execute the LSE using a four phased exercise life cycle that provides a standardized framework for exercise planning, preparation, execution, and assessment. The exercise life cycle is structured to provide an orderly sequence of the inputs, processes, and outputs necessary to assure successful LSE execution. The underlying premise is that the exercise life cycle provides sufficient flexibility for exercise planners to modify the process as needed to meet specific training requirements. While specific exercise life cycle events provide discrete breakpoints between each phase, the exercise life cycle is designed to flow as a nearly continuous process from one phase to the next with boundaries between phases becoming nearly indistinguishable. The operative construct for the MAGTFTC exercise life cycle is not a closed loop, but a spiral that moves forward in a process of continual improvement. Practical application of the exercise life cycle takes place over a 12-18 month period.
Figure 1-2. Exercise Life Cycle
1-5
(1) Planning Phase. Exercise planning is initiated by service level identification of exercise participants and preliminary exercise scheduling. The phase commences with preparations for, and completion of, the Concept Development
Conference (CDC). Planning continues through the Initial
Planning Conference (IPC), signing of the Exercise Agreement at the Mid Planning Conference (MPC), and concludes with publishing the MAGTFTC LSE Establishing Directive at the Final Planning
Conference (FPC). See Chapter 3 for a detailed summary of the
Planning Phase.
(2) Preparation Phase. Exercise preparation begins with the issuing the Exercise Directive at the conclusion of the FPC and culminates with training audience deployment to the exercise sites. During the Preparation Phase, MAGTFTC will facilitate
Battle Staff Training (LSE Part 1), and the Operational Planning
Exercise (LSE Part 2). See Chapter 4 for a detailed summary of the Preparation Phase.
(3) Execution Phase. The arrival of training audience personnel and equipment at the exercise sites typically signifies the beginning of exercise execution. The Execution
Phase begins with MAGTFTC and training audience final execution preparation activities, followed by FINEX (LSE Part 3) execution and the presentation of the Facilitated After Action Review (LSE
Part 4), and culminates with execution wrap-up actions. See
Chapter 5 for a detailed summary of the Execution Phase.
(4) Assessment Phase. The Assessment Phase includes a formal period of internal exercise evaluation and analysis followed by a MAGTFTC Internal After Action Conference.
Internal exercise assessment is particularly significant in providing input to guide development of the next training cycle.
The Assessment Phase will culminate with the publication of an
Internal After Action Report and Improvement Plan. See Chapter
6 for a detailed summary of the Assessment Phase.
5. Exercise Design Terms. For the purpose of this SOP, the following terms apply during the exercise design process.
a. Training Audience. The term training audience is an exercise design term that refers to the MEB CE and MSEs, and any joint, multinational, and interagency participating organizations and agencies designated in the initiating or establishing directives. An organization designated as training
1-6 audience will be the primary focus of MAGTFTC exercise design and scenario development.
b. Exercise Force. The term Exercise Force (EXFOR) refers to the training audience as it establishes itself for execution.
The EXFOR consists of the MEB and any joint, multinational, and interagency participants; incorporates live, virtual, and constructive (LVC) forces; and includes response cells replicating subordinate units.
6. How to use this SOP. This SOP is intended to be used by the
MAGTFTC LSE Action Officer, members of the MAGTFTC Core LSE
Support Team, and lead planners from all supporting MAGTFTC and
TECOM agencies and organizations. The contents provide detailed guidance for LSE planning, preparation, execution, and assessment.
a. SOP Chapters. Chapters 1-6 are intended to provide specific guidance for MAGTFTC Action Officer activities throughout the entire LSE life cycle. Chapters 1-6 can be thought of as the Action Officer’s turnover file.
b. SOP Appendices. The Appendices provide specific guidance in the functional areas of exercise design. Appendices are intended to serve as a guide for the Core LSE Support Team and MAGTFTC LSE Support Organization key billet holders.
Appendices are written so that they can independently serve as the functional area representative’s turnover file.
c. Training Audience Guide. Appendix M describes the roles and responsibilities of the Training Audience Action Officer(s) and is intended to be used by the Training Audience Action
Officer(s) as a guide for planning and preparing for the LSE.

Chapter 2
MAGTFTC LSE Support Organization
1. Purpose. This chapter provides an overview of the MAGTFTC
LSE Support Organization as it stands up to plan, prepare, and execute the LSE.
2. Tiered Organizational Structure. MAGTFTC will stand up its
LSE Support Organization using a three tiered system designed to grow throughout the exercise life cycle.
Figure 2-1. Organizational Tiers
(1) Core LSE Support Team (Tier 1). The Core LSE Support
Team is the foundation of MAGTFTC’s exercise design effort. The team oversees, and is ultimately responsible for, exercise planning, preparation, execution, and assessment. The core team stands up at the beginning of the exercise life cycle and remains intact through final exercise assessment. Because Core
LSE Support Team members are highly involved in the exercise design throughout the entire exercise life cycle, they normally fill key Tier 3 execution billets. The Core LSE Support Team must be capable of conducting overlapping LSE exercise life cycles as required.
b. Exercise Planning Group (Tier 2). The Exercise Planning
Group builds around the Core LSE Support Team by incorporating
2-2 personnel from supporting MAGTFTC staff sections, the BSTP organizations, TTECG, and any other supporting external agencies. The Exercise Planning Group stands up following the
Concept Development Conference and will participate in all subsequent planning efforts. The Exercise Planning Group should be of manageable size yet represent the full range of participating entities, as well as other relevant stakeholder organizations. The Exercise Planning Group will grow as exercise planning and preparation activities increase in frequency and complexity. The TECOM and MAGTFTC Initiating
Directives will specify the Tier 2 functional responsibilities of the MAGTFTC staff sections, the BSTP organizations, and
TTECG. The Exercise Planning Group will be absorbed into the
LSE Support Organization for execution with lead planners filling key Tier 3 billets.
c. MAGTFTC LSE Support Organization (Tier 3). The full
