SF 1449 -
CONTINUATION
SHEET
Pages 3-7, Item numbers 1001, 2001, 3001, 4001, 5001
The ordering unit listed for the referenced CLINS is identified as "UNDEFINED," and each CLIN states "The number of months will be adjusted and negotiated on an individual task order basis. Is it the Government's intention to receive maximum pricing for these CLINS at the (12) month ordering periods provided in Attachment 7
(Pricing Workbook) referenced on the Solicitation at page
59?
The "undefined" reference relates to max quantity, not unit. Further, the unit of issue has been changed from
"month" to "man-month" under Amendment 0001 to the solicitation. A man-month is one Full-Time Equivalent
(FTE) working for one month.
The pricing provided for each 12-month ordering period submitted in the SF 1449 CLIN structure shall be the total cost for the number of FTEs an offeror proposes to fulfill the requirement. This total cost calculation is derived from Attachment 7, Pricing Workbook.

SHEET / Attachment
7 (Pricing

SF 1449 page 7, Supplies/Services
The SF 1449 - CONTINUATION SHEET does not provide a CLIN for the Additional 6 Month Ordering
Period (6/5/2023-12/4/2023) provided for population on
Attachment 7 (Pricing Workbook). Does the Government require the present inclusion of pricing for this ordering period? In addition to the CLIN, should there be an additional Labor Tab and Column on the Staffing Matrix for this ordering period?
If needed, the Government intends to create a CLIN on the IDIQ award for the potential additional six month ordering period to be utilized. The Government does not require inclusion of the pricing for the additional six month order period under ordering period 5; however, offerors are required to include the projected total price of the additional six month ordering period on
Attachment 7, tab 1, Pricing Summary. Further, the
Government will amend Tab 2, CLIN, and Tab 3, Labor, of Attachment 7 for inclusion of the additional six month ordering period. The change is reflected in solicitation amendment 0001.

CONTINUATION
SHEET
Pages 9-10, DELIVERY
INFORMATION
The schedule of supplies and services is unpopulated, could the Government please provide this information?
The Contractor shall begin providing services no more than three business days after Receipt of Order, unilaterally ordered. The changes are reflected in solicitation amendment 0001.
Solicitation Pages 54/57, Section 5.1, Past
Performance Summaries (PPS)
On page 54 of the solicitation, the Government has provided a limit of (3) pages per PPS, with a total page limitation of (15) pages, and on page 57, has stated that the Contractor shall submit a minimum of (3) and maximum of (5) PPS. Will the Government accept more than (5) relevant PPS so long as the (15) page limitation is observed?
Yes, the Government will allow more than five relevant
Past Performance Summaries as long as the overall 15 page limitation is observed. With that said, offerors should be certain to include sufficient information on those efforts submitted for the Government to be able to adequately determine the effort's relevance (in terms of scope, magnitude and complexity) to the solicited effort.
General N/A Regarding the transitioning contract plan, is it the
Government's intention to stagger awards of task orders to match closing periods of incumbent contracts as this support is consolidated within this requirement?
The current contract ends 04 June 2018. The
Government intends to award the IDIQ award and subsequent task order by 04 June 2018 to ensure there is no gap in service.
General N/A Could the Government please provide the manyear hours used in calculating the Independent Government Cost
Estimate (IGCE)?
The Government will not disclose IGCE calculations. Per attachment 7, Offerors shall use a standard man-year as per your company policies (i.e., 1880 hours, 1920 hours, etc.)
PWS Page 6, para 2.4.7, Performance Location
This PWS states that "The contractor shall provide the workspace for the contractors to include desk space, telephones, and other items necessary to work in an office environment." Does the Government intend for ALL contract support on this requirement to be located at contractor facility?
Yes.

PWS Page 6, para 2.4.7, Performance Location
Will all contractor support be located in Albany, GA for this requirement, or will there be an additional facility/support component colocated with the Stafford, VA Government customer (on or offsite)?
Contractor support will be located in the surrounding
Albany, GA area. There is no requirement for a Stafford, VA office.
PWS Page 7, paras 2.7.1-2.7.2, Government Furnished
Property (GFP)/Government
Furnished Equipment (GFE)
Paragraph 2.4.7 of the PWS states that performance location for this requirement will be conducted in contractor-provided workspace; however, paragraphs
2.7.1-2.7.2 state that the Government will provide GFP and GFE, to include computers. Could the Government please clarify what GFP and GFE will be provided in order for the Contractor to meet this requirement, and
(with previous question) whether this will be provided for work conducted at contractor facilities?
As stated in PWS paragraph 2.7.2, the Government will provide the contractor with Information Technology assets, to include computers and Common Access Card
(CAC) readers, as Government Furnished Property
(GFP). The GFP assets will be utilized at the contractor's offsite facility.
PWS Page 7, para 2.8, Security The PWS states that this contract will require "certain contractors to obtain and maintain classified access eligibility." Could the Government please specify which contractor personnel will be required to maintain a Secret clearance in support of this requirement?
All contractor employees performing on this contract are required to have, at a minimum, a Secret clearance.

Paragraph 5.1 of the PWS states that "Contractor personnel shall have at least 3 years' experience as an
Equipment Specialist…" however paragraph 5.1.12 only states experience as an Equipment Specialist. Will the
Government accept experience as a Logistics Analyst in lieu of that specified here?
No, contractor employees proposed to perform the requirements of this contract shall meet the experience requirements listed in the PWS.

Attachment 4
(Staffing Matrix) /
Attachment 7
(Pricing Workbook)
N/A In Attachment 4, the Government has provided a decreased estimated workload in Years 2-5 of performance; however, on Attachment 6, the Government has provided ODC/Travel rates which consistently increase across the outyears. Could the Government please explain the apparent discrepancy between work requirements in the option periods?
The Government has corrected the estimates in the
Rough Order of Magnitude (ROM) tab in Attachment 4 for ordering periods 2-5. Ordering periods 2-5 now reflect FTE estimates of 24 per year; the FTE estimates for ordering period 1 were used throughout, as the
Government anticipates at least the same level of support for the duration of the contract period of performance.
PWS / Attachment 7
(Pricing Workbook)
PWS pages 5-6, para 2.4.6, Travel and Temporary Duty
(TAD)
(a) Could the Government please provide the anticipated number of trips and period of travel for the locations provided at paragraph 2.4.6 of the PWS? (b) (With previous question) Is the increased travel funding in the option periods due to an anticipation of increased
OCONUS travel during the option periods?
The increased travel funding for ordering periods 2-5 account for standard and consistent inflation for estimation purposes. The anticipated number and duration of travel required is not known at this time.
General N/A Section 5.0 - 5.1.7, 5.1.9, 5.1.10, and 5.1.11 are not listed in the Contracts references for CDRL B002. (a) Should these tasks be included within this CDRL, or are they intended to be included at CDRL B001 Technical
Report/Trip Report? (b) The provided Attachment (3) for
CDRL B002 states Monthly Financial Status Report, should this be Monthly Status/Financial Report to include all referenced tasks, as provided within Appendix 2 of the
PWS (Performance Requirements Summary (PRS))?
Yes, these tasks should be included within CDRL B002;
the changes have been reflected in the Performance
Work Statement, to include further CDRL references for
PWS paragraphs 5.1.1, 5.1.2, 5.1.5, and 5.1.6. The deliverables referenced shall be delivered in accordance with CDRL B002, Monthly Status/Financial Report. The title for CDRL B002, Monthly Financial Report, has been revised to Monthly Status/Financial Report. The changes is reflected in solicitation amendment 0001.
4.3 53 Do the page limitations include front matter, such as a cover page, TOC, and list of acronyms and definitions?
No. Per L-2 (IV)(5): The title page, table of contents, list of tables and figures, and the Cross Reference Matrix for each volume will not count against volume page limits.

5.1 Recent and
Relevant Past
Performance
57 Would government accept a project recency if it started in
October 1, 2017; i.e. FY 2018?
No. Per Volume V(1)(a)(1), recency is defined as 12 months of performance occurring during the last 3 years preceding the proposal submission date. An effort that began in October of 2017 would not have had 12 months of support preceding the 13 April 2018 proposal submission date.
5.2 Past Performance
Questionnaire
57 Would government accept a CPARS rating in place of
Past Performance Questionnaire?
No. A Past Performance Questionnaire should be submitted for each effort summarized. However, Offerors may include CPARS ratings in the Past
Performance Summary but are cautioned to ensure the primary purpose of the summary--identifying the customer and establishing the relevance of the prior effort to the solicited effort--is met by fully addressing scope, magnitude and complexity.

2.4.7 Performance
Location
Page 6 of 17 – PWS document Is the place of performance contractor’s location? If Yes, does the place of performance have to be in Albany, GA?
Yes, the place of performance is the contractor's facility.

RFP, Section L, Paragraph VI:
Instructions for
Preparation of
Proposal Content
Page 57 of 66: Volume IV,
4.1 (3)
The RFP requires that the offeror submit a Staffing Plan indicating how quickly it will staff the effort, including number of days after contract award until fully staffed.
However, since this is an IDIQ contract, it is unclear exactly what requirements we will be staffing initially.
What positions will the selected vendor be required to staff upon contract award -- all positions, supporting all
PMs and Teams indicated on the Rough Order of
Magnitude (ROM) Tab of Attachment 4 for the Base
Year, or selected positions supporting specific PMs and
Teams?
The Government plans to place task orders that will include support listed for some or all of the supported programs listing in Attachment 4, Staffing Matrix. The unit of issue has been changed from "month" to "man-month." The changes are reflected in solicitation amendment 0001.
RFP section 52.222-
42 STATEMENT OF
EQUIVALENT
RATES FOR
FEDERAL HIRES
(MAY 2014)
p.47, last line on bottom of page
This RFP section on page 47 indicates the Logistics
Management personnel are equivalent to government GS-
12 workers, which are professionals; yet on page 38, the clause 52.222-41, Service Contract Labor Standards
(MAY 2014) (41 U.S.C. chapter 67) is checked as being applicable to this contract. Can you please confirm that all
Logistics Management personnel on this contract are categorized as professionals who are exempt from the
Department of Labor (DOL) Service Contract Act (SCA)
Wage Determinations?
Upon further review, the Government determined the labor category requested under the subject requirement does not fall under the Service Contract Act (SCA).
Instead, the labor category, "Equipment Specialist," is determined to be professional in nature. Therefore, Federal Acquisition Regulation (FAR) clauses 52.222-17 and 52.222-42 become inapplicable and FAR 52.222-41, Service Contract Labor Standards, will be removed. FAR clause 52.222-46, Evaluation of Compensation for
Professional Employees (Feb 1993) will be incorporated into the solicitation. The change is reflected in solicitation amendment 0001.

RFP section 52.212-5 p. 38, 52.222-17, Nondisplacement of Qualified
Workers (May 2014) (E.O.
13495)
What is the original date of hire for each current incumbent worker who is deemed qualified enough by the
Government to be granted first right of refusal for these jobs when the new contract is awarded? All bidders require this information, because worker seniority level affects the cost of each worker, plus affects the amount of legally-required vacation hours due to each worker.
In order for offerors to provide appropriate incumbent employees with the first right of refusal referenced in
FAR 52.222-17, would the Government identify those incumbent employees deemed qualified and provide the original hire date for each?
See the response for Question #28. Because this effort is not subject to the Service Contract Act, there is no first right of refusal.
RFP section 52.212-5 p. 38, 52.222-17, Nondisplacement of Qualified
Workers (May 2014) (E.O.
13495)
Because a number of qualified incumbent workers will simply transition from employment under the current contractor to employment under the new contractor, do bidders still need to provide extra names, resumes, employee credentials, etc. for these positions in their bids
(in the Staffing Matrix), or include such data only for those remaining open positions that will not be filled by the qualified incumbent workers?
No employee names should be submitted in the Staffing
Matrix. Instead, the Matrix should indicate the company
(prime or subcontractor) name and job category for all teams to be supported.
RFP section L-2, Offeror’s Proposal
Requirements
p. 53, section IV, Content and
Organization of Proposals, item 1
Would the Government please consider 12-point font as the minimum font size rather than the only font size, therefore allowing page titles and section headers to be larger than 12-point, for the purpose of readability and to prevent eye strain for the proposal readers?
Section L, IV #1 has been revised to "Proposals shall be prepared using uncompressed “Times New Roman” font no smaller than 12 point." The changes are reflected in

Requirements
p. 53, section IV, Content and
Organization of Proposals, item 1
Can the Government please consider allowing text like page numbers and source selection data protection statements located inside the headers and footers to be 10-point font instead of 12-point font, to avoid filling up the header and footer sections with text?
Use only 12-point font.
RFP, Section L Page 53, L-2 IV, 1 Margins and Fonts
Please confirm that for graphics, tables, text boxes, charts, etc., that 8-point font is acceptable.
Use only 12-point font.
RFP section L-2, Offeror’s Proposal
Requirements p.54, table line 3, EXCEPTIONS, DEVIATIONS, CONDITIONS AND
WAIVERS
If a bidder does not have any exceptions, deviations or waiver requests, should the bidder include a placeholder page in this section of each binder and each digital folder to indicate there are no exceptions, deviations or waivers?
Instead of submitting a blank placeholder page, the offeror shall include a page containing a statement that they do not have any exceptions, deviations or waivers from the provisions of the RFP.
Performance Work
Statement
Page 3, last paragraph on page The PWS indicates bidders must include their Quality
Control Plan (QCP) inside their proposals. Is the submittal of a QCP with the proposal required? The proposal preparation instructions in the RFP file do not provide instructions for positioning the QCP inside the volumes. How would the Government like bidders to submit the QCPs? Please advise.
PWS 2.4.2 has been revised to require submission of the
QCP upon contract award, rather than being submitted with the proposal. The change is reflected in solicitation amendment 0001.

Appendix 2, PERFORMANCE
REQUIREMENTS
SUMMARY (PRS)
Appendix 2, PERFORMANCE
REQUIREMENTS
SUMMARY (PRS)
Appendix 2 defines several Program Management responsibilities. Are bidders required to include Program
Management costs as a part of their fringe expenses, or will there be an additional CLIN added to the contract to capture Program Manager hours separately? Alternatively, can bidders assign one senior Equipment Specialist to also be responsible for the Program Management reporting responsibilities? Please advise as to which approach is the Government’s intention.
A Program Management CLIN will not be included in the solicitation or resulting contract. It is up to the individual offeror and their business practices if they want to assign a senior Equipment Specialist to be responsible for the Program Management reporting responsibilities. Fringe expenses for Program
Management cost, if proposed, shall be accurately represented in the Basis of Estimate (BOE).
SF 1449 form and
Pricing Workbook
SF 1449 form and Pricing
Workbook
Unit price is expressed in Months on Standard Form 1449 but expressed in Hours in the “Pricing Workbook” spreadsheet. We can roll hours up to an average 160-hour work month for the unit price on the SF 1449 if the
Government would prefer, but just wanted to ask about this now to make sure this approach was intentional on the Government’s part.
See revised Attachment 7, Pricing Workbook. The unit of issue has been changed from "month" to "man-month." A man-month is one FTE working for one month. A given task order may include support for some programs and not others, and the number of man-months of support ordered for one program may be different than for another program.
Pricing Workbook spreadsheet
Pricing Workbook spreadsheet Are the CLIN X002 and X003 values listed in the Pricing
Workbook spreadsheet considered valid dollar amount estimates that all bidders should include in their proposals?
The values provided for CLIN series X002 and X003 are
Government-provided numbers; these numbers will not be used in price evaluation and offerors should not include these values in their proposals. Offerors shall only submit pricing for CLINs 1001, 2001, 3001, 4001, and 5001 in Attachment 7, Pricing Workbook, and the
SF 1449 CLIN structure, per Volume VI(2)(a)(1) on page 58.

**Note: Duplicate questions were removed and/or similar questions were combined in order for the Government to provide comprehensive responses.
Also it is difficult to determine manpower requirements based on the information in the PWS. Can you provide current manpower numbers or future projected manhours required?
Current estimated Full-Time Equivalent (FTE) numbers are provided in the Rough Order of Magnitude (ROM) tab in Attachment 4, Staffing Plan.
Vol V, Section 5.1 Page 57, Paragraph V.3a, Line
1-5
For the purpose of relevant past performance, the solicitation defines a proposed major subcontractor as
“meaning one who will perform 35%, by dollar, or more of the solicited effort”. Given the SBA requirement of
51% workshare performance for the 8(a) Prime, is it the
Government’s intent to limit prime bidders to a single major subcontractor?
Offerors are free to propose as many subcontractors as they wish. The Government is limiting consideration of past performance information to those companies (prime and sub) who will be performing, or be responsible for, a significant enough portion of the work (at least 35%) for their record in performing prior efforts to be predictive of the outcome on this effort.
Vol IV and
Attachment 4, Staffing Matrix
Page 57, Paragraph V1.2, Lines 4-8 and tab "Staffing
Matrix"
Vol IV states: “In the Staffing Matrix the Offeror will propose a specific number of full - time equivalents
(FTEs) for each support position…” The Staffing Matrix identifies 15 support positions - five (5) specific support positions each for PM IS, PM CS2, and PM CS. Does the
Government require 15 FTEs for this effort or will the
Government establish a minimum number of FTEs required for the base and all option years for this RFP to establish an equitable cost basis for bidders?
The Government does not require any particular number of FTEs for the effort, but will evaluate whether the proposed number and distribution is likely to meet the
PWS requirements. Current estimated Full-Time
Equivalent (FTE) numbers for the Base Period and all subsequent Ordering Periods are provided in the Rough
Order of Magnitude (ROM) tab in Attachment 4, Staffing Plan.
Vol V, Section 5.1 Page 57, Paragraph V.3a(1) Vol V defines “recent” past performance as “… contracts, whether ongoing or completed, with at least 12 months of performance occurring during the 3 years preceding the proposal submission date.” The combination of 12-months performance and 3 years preceding proposal submission is overly restrictive for 8(a) businesses. Will the Government increase the 3 year period to 5 years and decrease the 12-month performance requirement to 6-months?
No. The 12-month period of performance and the 3-year limit are designed to provide the government with a performance period that is sufficiently long and recent enough to be predictive of how the offeror will perform the solicited effort.

C, Cell 28
There is a formula error in cell C28 causing the total to read 10 instead of 12. It should read SUM(C23:C27) in order to properly sum the column. Will the Government please revise the spreadsheet formula?
Correct. The spreadsheet has been revised to reflect a subtotal of 12 FTEs for PM CS, with an overall total of
24 FTEs for the Base Period. The revised spreadsheet will be uploaded to FBO with the associated solicitation amendment.
RFP, Section L Page 53, L-2, IV 6) The RFP allows for the proposal to be submitted in

4.2 and that a separate file may be submitted for

Correct, the "second" 4.1 should be 4.2 and a separate file may be submitted for Attachment 4 (Excel) since
Section 4.1 will either be MS Word or Adobe PDF. The change to the section numbers will be reflected in the solicitation amendment.

Please confirm that this is the location in the proposal where an Offeror may provide a summary of our proposal for evaluation. The list of requirements (1a through d) does not provide for this, nor does the page count. May
Offerors provide an Executive Summary and have the page count restriction for this volume increased to 4 pages? Or, may an Offeror provide an Executive
Summary in the Technical Volume with a 2-page increase in the overall page limitation?
Offerors may provide a summary of their proposal in
Volume I, Executive Summary; however, the page limitation will not be increased.
RFP, Section L Page 57, Volume V, Past
Performance
The RFP states, “2) Past Performance efforts shall be described in sufficient detail to allow for comparison of the prior performance to the solicitation’s PWS. As a result, it will be important to identify what portion of the solicited effort will be performed by each entity for whom past performance information is submitted.”
a. Since this is an IDIQ Task Order contract, it will be difficult to determine what portion of the effort will be subcontracted. May this be omitted?
b. Further, may Offerors alter the Past Performance
Summary Form to accommodate the additional information requested in Section L?
A. The requirement will not be omitted; proposals must identify what portion of the solicited effort will be performed by each entity for whom past performance information is submitted. Without knowing which portions of the effort a company (prime or major subcontractor) will perform, the past performance information provided will have less value in predicting how that company will perform the respective portion of the effort.

RFP, Section L Page 56, Volume III, Technical Approach
Given the page count for the Technical Approach, please confirm that the Technical Approach should only address
Section 5.0, Specific Logistics Requirements, and that a statement that the Offeror takes no exceptions to the other
PWS sections is acceptable.
Offerors may make a statement that they take no exceptions to PWS requirements; however, they will be evaluated based on the criteria provided in Section M. If constrained by the page limit, Offerors will need to determine which portions of the PWS to discuss, as guided by the Section M evaluation criteria.

I, Executive Summary
Please confirm that the government desires a Financial
Statement in the Executive Summary. It was not mentioned in the list of requirements (a through d) but appears in Table 2.
The reference to the "Financial Statement" in Table 2 will be removed. A Financial Statement is not required in the proposal submission. The changes are reflected in

RFP, Section L Page 57, Section 4.1 Staff
Management Approach
May Offerors provide a Program Manager resume (and other resumes) to show capability in meeting the requirements? Will resumes count in the page count?
Offerors shall not submit resumes or otherwise provide names of individuals proposed to perform this effort.
Offerors should provide proposal narrative as required to address the evaluation criteria listed in Section M.
RFP, Section L Page 57, Section 4.1 Staff
Management Approach
Regarding the Transition and Staffing: a. Can the government elaborate on the Transition period – such as length of time or CDRL # after a Task Order issuance? b.
The Staffing Plan requires that Offerors indicate how quickly an effort will be staffed and the number of days after contract award it will be staffed. Given that this is an ID/IQ Task Order contract, it will be difficult to define this across the contract. Can the government provide further guidance? c. Evaluating the Offeror on how quickly it can ramp up for the contract, we believe, is an unfair advantage to incumbents-particularly without designating a transition period.
A. The Government plans to award the IDIQ contract and execute the first task order by 04 June 2018 to avoid a gap in service.
B. See response to Question #7.
C. Irrespective of an Offeror's size or prior engagement for this effort, the Government has an interest in being able to meet its support requirements within a timely fashion.
RFP, Section L Page 57, Section 4.1 Staff
Management Approach
The Offeror is asked in the Staffing Matrix to describe the personnel requirements; however, the PWS already provides the description (number of years of exp. etc.) in
it. Shall we just repeat the requirements?
The PWS provides minimum requirements for proposed personnel and notes several desirable qualifications.
With that in mind, Offerors are instructed to detail, via the Staffing Matrix, the qualifications they will set to hire personnel to perform the solicited effort.

RFP Page 42, Section 8(a) Award The RFP specifies, “(c) The offeror/subcontractor agrees that it will not subcontract the performance of any of the requirements of this subcontract to any lower tier subcontractor without the prior written approval of the
SBA and the cognizant Contracting Officer of the Marine
Corps Systems Command”. a. Please define lower tier subcontractor. b. Does the K O require written confirmation from the SBA to add subs with the proposal? c. Due Date for SBA coordination – will delays lead to an extension?
A. See the Federal Acquisition Regulation (FAR) for additional information regarding lower tier subcontractors.
B. Yes.
C. No extensions are planned.
RFP Attachment 4, Staffing Matrix Can the Offeror propose alternate labor categories? Equipment Specialist is the only labor category required or desired to perform this contract.
RFP Attachment 4, Staffing Matrix Since all positions will be funded under a single FFP
CLIN, how does the Government intend to manage this as an IDIQ contract?
Yes, the Government anticipates a single award of an
Indefinite Delivery Indefinite Quantity (ID/IQ) contract.
RFP Page 7, Section 2.8, Security Since the contractor will be receiving, storing, and handling sensitive equipment, will the contractor require a local facility that meets the requirements to store and handle classified equipment? This is not stated in the
RFP?
The successful offeror will not be required to store classified/sensitive equipment at their facility; handling of sensitive or classified information will be done at
Government Facility by Government personnel.
Attachment 7 –
Pricing Workbook
Pricing Workbook, Labor Tab The Labor tab says complete for the CLIN listed. Are we to add all labor categories separately for each CLIN?
There is only one labor category identified to perform this effort: Equipment Specialist. The Pricing
Workbook has been revised and for CLINs 1001, 2001, 3001, 4001 and 5001, Offerors shall complete only the information highlighted in yellow.

ROM The Note suggests the number of FTEs for each PMO.
Are these the numbers to be used for Pricing?
The Rough Order of Magnitude (ROM) is the
Government's estimates of the number of FTEs required, by program, to perform the work listed in the PWS.
Whatever numbers an Offeror proposes will be used in deriving that Offeror's pricing.
Attachment 7 –
Pricing Workbook
Pricing Workbook The excel spreadsheets are in two font sizes Arial 10 and
Calibri 11. When we pull these tabs into our Volume narrative can we make them Arial 10 font, or do they need to be in Times New Roman 12?
The font type/size discrepancy has been remedied; all information presented in Attachment 4, Staffing Matrix, and Attachment 7, Pricing Workbook, has been revised to Times New Roman 12-point. Any information that will be included in the proposal narratives should be no smaller than uncompressed 12-point Times New Roman.

SF 1449 Page 1, Box 10 Would the Government consider amending the NAICS from 541614 to 561210 Facilities Support Services.
NAICS 561210 includes the ability to manage service contracts in which there are several (at least three) separate tasks. For example, the PfM CES contract requires several supporting requirements as detailed in 5.1
Specific Tasks, 5.1.1 through 5.1.12.
We feel this NAICS properly illustrates the breadth of support this contract requires.
Further, the Small Business Administration calculates
TOTAL GROSS SALES in their assessment of Small
Businesses, so any Small Business that is awarded contracts or direct sales collectively inclusive of all
NAICS codes, and all contracts, could be eliminated from this competition if a NAICS other than the recommended one is used. Quite frankly, that would be a disservice to
MCSC, and the Warfighter by eliminating healthy small business competition. Based on the requirements identified and presented in the Performance Work
Statement (Specific Tasks 5.0), for the PfM CES
Logistics Support in Albany, GA, is what we considered when looking at possible NAICS for use in determining the actual requirements supporting this effort.
The Government will not amend the NAICS code from
541614 to 561210. NAICS 561210, Facilities Support
Services, "requires the performance of three or more separate activities in the areas of service or specialty trade contractors industries. If services are performed, these activities must each be in a separate NAICS industry." (reference: U.S. Small Business
Administration, Table of Small Business Size Standards
Matched to North American Industry Classification
System Code s, Footnote #12)
The subject requirement has one labor category and falls under one NAICS industry; therefore, based on the above guidance, NAICS 561210 does not apply for the CES
Albany Logistics Management support requirement.

PWS Page 6, Para. 2.5.1 PWS Paragraph 2.5.1 cites CDRL requirement B001 Trip
Reports. The DD-1423 for CDRL B001 requires a weekly submission. It appears this is actually a weekly status report of work performed but is not invoked in any of the
PWS section 5 paragraphs. Will the content and format be clarified at the Post Award Conference?
CDRL B001, Technical Report/Trip Report, has been revised to reflect a frequency of "as required" as opposed to "weekly". This CDRL will be required for submission after contactor personnel travel in performance of the duties under the resulting contract award. The Data
Acquisition Document number, referenced in Block 4 of the CDRL, is DI-MISC-81943; this authority states the
CDRL submissions will be used to record the purpose of the trip, observations, and any applicable conclusions or recommendations based upon the purpose.
PWS Page 6, Para 2.5.2 PWS Paragraph 2.5.2 cites CDRL requirement B002
Monthly/Financial Status Report. The DD-1423 for
CDRL B002 cites DID DI-MGMT-81651 which clearly requires certain elements of financial reporting. However, CDRL B002 is specifically invoked in PWS 5.1.7, 5.1.9 and 5.1.10, which have nothing to do with contract finances . It seems logical that those paragraphs should invoke a weekly CDRL B001 technical report/summary.
Is that accurate?
A weekly CDRL, B001- technical report/summary, will not be invoked. CDRL B002 has been revised to reflect
"Monthly Status/Financial Report." See the response for
Question #15 for additional information. The changes are reflected in solicitation amendment 0001.
General N/A As no answers to previously submitted questions have yet been provided, would the Government consider granting an extension to allow for time to develop the best response?
An extension will be reflected in solicitation amendment
0001.
Attachment 7
(Pricing Workbook)
Tab 3- Labor Could the Government please clarify whether G&A and profit should be included separately within the labor tab of the pricing workbook, or whether these are intended to be captured within the column for the fringe rate?
In the Basis of Estimate (BOE), offerors shall provide compensation-- direct pay and all benefits accruing to the employee-- separately from whatever burdens the company applies to the labor for their man-month price.
File details come from the government source that posted it.
