Question 45, RFP, Section L
Page 53, L-2, IV 6) In response to Question 45, it was indicated that "CD-
ROM files must be provided in MS Office 2010 searchable format."
We don't believe that MS Office can search Adobe PDF files on a CD-ROM. Please clarify.
Paragraph 6 updated to reflect MS Office 2010 format or
Adobe PDF format. The change is reflected in solicitation amendment 0003.
RFP, Section L Page 53, L-2, IV 1, Margins and Fonts
Please consider that the 12-point font size for flow charts, diagrams, tables, etc., is very difficult to fit in for an effective presentation of data for the evaluators. Would the government consider a 10-point size for those as is customary?
Yes, font size no smaller than 10-point may be used for flow charts, diagrams, tables, etc. The change is reflected in solicitation amendment 0003.
Question 56, RFP Page 42, Section 8(a) award Regarding the confirmation from the SBA on “lower tier” subcontractors, the FAR discusses “second tier” contractors.
1. Please confirm that a lower tier subcontractor is the same thing as a second tier subcontractor.
2. In answer to the question: “Does the KO require written confirmation from the SBA to add subs with the proposal?” The response was yes. Is this for all subcontractors—or just second-tier contractors?
1. Confirm.
2. The Government does not require prior written approval of lower tier subcontracting by the SBA and cognizant Contracting Officer of the Marine Corps
Systems Command with the proposal. All SBA and
Contracting Officer coordination and approval of lower tier subcontractors will be completed for the successful offeror prior to contract award and the period of performance start date.
In reference to the additional language included below, will the Government support the completion of background checks and the issuance of CACs within the 3 day limit?
"The following have been added by full text: ARO Upon contract award, the successful offeror shall begin providing services no more than three business days after
Receipt of Orders, unilaterally signed."
Yes, the Government will support the timeline.

Please confirm that Defense Base Act insurance is not required for OCONUS travel under this contract.
Defense Base Act insurance is required. The cost of the coverage shall not be proposed; the cost will be reimbursable under the established Other Direct Costs
(ODC) CLINs in the resulting Task Order, should
OCONUS travel be required. The successful offeror will be required to obtain the appropriate coverage before
OCONUS travel, if required. FAR clause 52.228-3, Workers' Compensation Insurance (Defense Base Act) is incorporated. The change is reflected in solicitation amendment 0003.

The amended documents provided instructions in the proposal organizational table that the Staffing Matrix be included in the proposal as Section 4.2 on page 5 of the solicitation; however, page 8 states that the staffing matrix should be included within 4.1 (subpara 2). Could the
Government please clarify the organization of this volume?
Renumbered the appropriate sections under Volume IV, Staff Management Approach, as follows, to correspond to Table 2:
- Section 4.1, Staff Management Approach and Staffing
Plan;
- Section 4.2, Staffing Matrix; and

Award
We have been in contact with our SBA representative and would like to confirm that prior approval from the
SBA and the CO is required with the proposal for lower tier subcontractors (the prime’s subcontractor).
According to the SBA:
- SBA is the first tier
- The 8(a) is the next tier
- The 8(a)’s subcontractor would be the lower tier.
Also, what is the best method of providing prior approval from the CO with the proposal?
See response to question #3.
Solicitation
(Amendment 2)
Page 9, 4.3, subparagraph 1 It is assumed that the classification of labor categories referenced in subparagraph 1 refers to the Company’s established labor categories and associated salary ranges by labor category that is internal to its organization.
Could the Government please confirm this assumption is correct?
Only one labor category and labor rate is required to perform on this contract. See response to Question #57 of Amendment 0001.
Solicitation
(Amendment 2)
Page 9, 4.3, subparagraph 4 Per the solicitation, the total cost of fringe benefits for each labor category, per year, is required. A Company estimates its fringe benefits costs based on a total estimated labor base for each year, resulting in a fringe benefit percentage per employee. Fringe benefit cost by employee is somewhat driven by benefit selections made by an individual employee (i.e., selection of employee only or family coverages). Can the Government please clarify what data is required by this subparagraph in light of Amendment 2’s direction to not include cost information in this volume?
Cost is allowable in Section 4.3 per the below
Amendment 0002 change, found in Section L, Volume
VI: Price Proposal, paragraph 5: "(5) No cost or pricing information shall appear in any volume other than the
Price Volume, with the exceptions of the Total
Compensation Plan, Section 4.3, in the Staff
Management Approach Volume ."
Offeror shall submit fringe benefit information in accordance with Section L, Volume IV: Staff
Management Approach, paragraph (3)(e).
Solicitation
(Amendment 2)
Page 9, 4.3, subparagraph 5 Could the Government please confirm that a copy of the
Company’s annual fringe benefit budget, which details each fringe benefit element (medical, dental, life insurance, paid time off, etc.) will satisfy the proposal requirement – or that the Company’s provisional fringe benefit indirect rate will suffice?
Paragraph e (formerly 5), requires a detailed list of fringe benefits and costs for each labor category (per year).

(Amendment 2)
Page 9 Amendment #2 indicated that no cost information should be included within the staffing volume, however the solicitation paragraph 4.3 was not amended to remove the requirement for cost data. Would an appropriate location for the Total Compensation Plan be Volume VII
– Contract Information or the Price Volume?
Cost information contained in the Total Compensation
Plan, under Section 4.3, shall be included in the Staff
Management Approach Volume. The cost information exception was provided in Amendment 0002- Section L, Volume VI: Price Proposal, paragraph (5) as follows:
"No cost or pricing information shall appear in any volume other than the Price Volume, with the exceptions of the Total Compensation Plan, Section 4.3, in the Staff
Management Approach Volume ."
Attachment 7 -
Pricing Workbook
N/A On the most recently amended Price Workbook, ‘Labor’ tab, only has 1 row for Equipment Specialist base rate and fully burdened rate. Is the offeror permitted to add rows for the differing level/labor category of Equipment
Specialist, and therefore provide the respective rates?
Only one labor category and labor rate is required to perform on this contract. See response to Question #57 of Amendment 0001.
Attachment 4 -
Staffing Matrix
N/A The Staffing Matrix allows one labor category designation per Team with requisite qualifications columns. May an offeror add rows as necessary to provide different qualifications for its Team members within each project if necessary?
Yes, offerors may add rows to provide different qualifications for proposed team members.

RFP Regarding your question on “lower tier subcontractors” -
According to the Partnership Agreement signed on 2013 between the U.S. Small Business Administration and the U.S.
Department of Defense, one of the responsibilities of the U.S.
Department of Defense is to: “include provisions in all contract awards, modifications, options and purchase orders awarded or issued under the 8(a) BD Program that require Program
Participants to comply with the Subcontracting Limitations, and shall conduct and document an assessment at the time of contract award of the Participant's ability to comply with the
Subcontracting Limitations”.
SBA fully delegates such task to the Contracting Agency; the vendor does not have to get prior approval from SBA in order to move forward with their subcontracting plan.
The RFC submitted was correspondence between a potential offeror and the SBA; it did not contain a question or request for clarification from the
Government.

Re: RFC response to #65, Amendment 0001
There are 7 Volumes (I-VII). Based on the answer to question #65, requirement is for 5 copies of the same binder for Volumes I-IV, and 2 copies of the same binder for Volumes V-VI; instead of 7 separate volumes. Please clarify the following:
a. Are Volumes not standalone but actually separate sections?
b. How many binders are expected?
c. How many binders are required for submission?
d. Volume VII is not addressed for submission, how should it be submitted?
a. The volumes are inclusive of the respective sections.
b. Five binders of Volumes I - V and two binders of
Volumes VI - VII. See response to question #16.
c. Same as (b) above.
d. See response to question #16 and the revised language in solicitation amendment 0003.
