Volume IV: Staff
Management
Approach
M67854-18-R-2003 AMD
0001 Page 13
Volume IV - Staff Management Approach now includes
Section 4.3 - Total Compensation Plan, however Section
6.1 states "(5) No cost or pricing information shall appear in any volume other than the Price Volume." Will the
Government confirm where the Total Compensation Plan should be placed as these plans require cost/pricing information?
Section 6.1, Ground Rules and Assumptions, (5): has been revised as follows: No cost or pricing information shall appear in any volume other than the Price Volume, with the exceptions of the Total Compensation Plan, Section 4.3, in the Staff Management Approach Volume.
The change is reflected in solicitation amendment 0002.

"Labor" Tab
Fully Burdened Rate (Cell F2, for example, though all options have the same Fully Burdened Rate cell) seems to be mislabeled if the Government's intention is to see the total compensation value to the employee. Cell F3's formula indicates the value of that cell should be the
Hourly Compensation Rate (D3) plus Hourly Fringe (E3), which is not a fully burdened rate. Will the Government rename the cells to eliminate confusion between the Fully
Burdened Rates on the "Labor" and "CLIN" tabs? Or does the Government actually want to see the Fully Burdened
Rate on both tabs -- in which case can offerors revise the formula?
The Government requires the Base Hourly Compensation
Rate, as well as the Fully Burdened Labor Rate for review purposes. Offerors shall provide a breakdown of the Fully Burdened Hourly Rate in the Basis of Estimate
(BOE) spreadsheet in accordance with Section L, Section
6.2, Pricing Workbook (1)(a). Information in the BOE spreadsheet must include all applicable variables that determine a Fully Burdened Rate, which may include but are not limited to Overhead costs, General and
Administrative (G&A), Profit/Fee, etc. Offerors may use any format they deem appropriate to display the variables that are included in their Fully Burdened Hourly Rate;
however, all formulas utilized in the BOE spreadsheet must be intact.
Therefore, the "Hourly Fringe" column has been removed from the Pricing Workbook. Offerors shall enter the "Base Hourly Compensation Rate" and the
"Fully Burdened Hourly Rate" in the "Labor" tab. These cells are no longer formula-based; however, the method in which the Fully Burdened Hourly Rate is derived shall be detailed in the BOE spreadsheet.

"CLIN" Tab
Can the offerors update the "160" value in the G2 formula
(and other Monthly Rate cells for the option years) to correctly reflect each offeror's manyear? The Government stated offerors should use the manyear per company policy, but seems to dictate 160 hours/month (in other words, 1920 manyear) by using this formula.
Yes, offerors are allowed to alter the formula to reflect an alternate man-year if a 1920-hour man-year is not utilized. However, the offerors shall state on the Price
Summary tab which man-year calculation they are proposing, as this information is used for baselining purposes during the Government review process. Cell
B27 has been provided for the man-year information; see revised Attachment 7, Pricing Workbook.

"CLIN" Tab
On the CLIN tab the Monthly Rate has a formula of
F2*160. This equates to a 1920 hour man year. Will the
Government allow the offeror to modify the formula if the offeror wants to bid 1880 hour man year?
See response to Question #3.

"Labor" Tab
On the Labor tab the Fully Burdened Rate has a formula which adds the Hourly Compensation Rate plus Hourly
Fringe. This does not allow the offeror to add Overhead, G&A and Fee costs to the Fully Burdened Rate. Will the
Government allow the offeror to modify this formula to add Overhead, G&A and Fee and have a true Fully
Burdened Rate?
See response to Question #2.
