Upon contract award, the successful offeror shall begin providing services no more than three business days after Receipt of Orders, unilaterally signed.
SECTION L
SECTION L: Instructions, Conditions, and Notices to Offerors
Section L-1 – Proposal Submission
I. Introduction
The Government intends to meet its requirements by selecting a contractor for a single award Indefinite
Delivery Indefinite Quantity (ID/IQ) contract consisting of a 5 year ordering period, using a firm-fixed-price
CLIN structure.
II. General
This section contains general instructions for submitting proposals for this effort as defined below:
1) The proposal shall be complete and clear in all respects without the need for additional explanation or information. The proposal shall be in sufficient detail and scope to permit the Government to evaluate it with respect to the technical and cost/price factors specified under Section M of this solicitation.
2) It is the Offeror’s responsibility to submit a well-written proposal, with adequately detailed information which demonstrates its clear understanding of, and compliance with, the solicitation requirements. Offerors are cautioned against general, vague or unsubstantiated statements which prevent or render difficult the
Government’s evaluation of the proposal. Statements such as “will comply,” or “noted and understood,” without a supporting narrative to demonstrate compliance, are rarely acceptable. Further, a proposal that merely “parrots back” the requirements of the solicitation, but fails to provide the required approach to meeting the solicitations requirements, is generally unacceptable.
3) Data, even though previously submitted or presumed to be known by the Government, cannot be considered as part of the Offeror’s proposal unless it is submitted with, and incorporated into, the proposal.
4) As prescribed by FAR 52.215-1, the Government may award on the basis of initial offers received, without discussion. Therefore, each initial offer should contain the Offeror’s best terms from a cost or price and technical standpoint. However, the Government reserves the right to conduct discussions and award on the basis of proposal revisions.
Section L-2 – Offeror’s Proposal Requirements
I. Contract Award
Any Offeror that is rated “Marginal” or below in any evaluation criteria may not be considered for contract award. Award will be to the responsive and responsible Offeror whose proposal (conforming to the solicitation) represents the best value to the Government considering the areas of Technical Approach, Past Performance, and Price. The Government may award to other than the lowest-priced Offeror or to other than the Offeror with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. The Government may reject any or all proposals if such action is in the Government’s interest.
NOTE: The Government reserves the right to incorporate all, or part of, the successful Offeror’s technical proposal into the contract resulting from this solicitation. Nothing contained in the successful Offeror’s technical proposal shall constitute a waiver to any requirement of the contract.
In the event of any conflict between the successful Offeror’s technical proposal and any portion of the resulting task order, the conflict shall be resolved in favor of the task order.
II. Proposal Submission
THE GOVERNMENT RESERVES THE RIGHT TO REJECT ANY PROPOSAL THAT DOES NOT
SUBSTANTIALLY COMPLY WITH THESE PROPOSAL PREPARATION INSTRUCTIONS. PROPOSALS
THAT APPEAR TO ATTEMPT TO AVOID PAGE LIMITS OR OTHER PREPARATION INSTRUCTIONS
MAY BE REJECTED WITHOUT EVALUATION.
Proposals shall be valid for a period of 180 calendar days from date of submission.
III. Request for Clarification (RFC)
1) All Offeror RFCs are due by 10:00 A.M. (local time, Quantico, VA) on 12 March 2018.. Please use a table format, similar to Table 1 below, for your comments.

2) Information shall be sent via email (Microsoft (MS) Office Word format) to Megan Brady at:
mcsc_mc3_contracts@usmc.mil and megan.brady@usmc.mil with a subject line of Albany
Equipment Specialist Support M67854-18-R-2003-RFC.
3) E-mail is the only acceptable method of submitting RFCs. The Government anticipates publishing responses to RFCs only if they are timely and properly submitted.
4) The Government intends to publish written responses, via FEDBIZOPS, to RFCs that are timely and properly submitted. Should any RFC’s be received after the date stated above, the Government reserves the right not to provide an answer. If, however, in the Government’s opinion, a late RFC cites an issue of significant importance, the Government may publish a response.
IV. Content and Organization of Proposals
To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Offerors are required to address all solicitation requirements, including terms and conditions, representations and certifications, and technical/management requirements, and must thoroughly address all evaluation factors. Failure to adequately address a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale in VOL II – Exceptions, Deviations, Conditions and Waivers.
1) Margins and Fonts: Proposals shall be prepared using uncompressed “Times New Roman” font no smaller than 12 point. Foldouts are not allowed, except for the Contractor Work Breakdown
Structure (CWBS) (where applicable), and technical diagrams and shall be no larger than 11 inches x
17 inches and, if larger than 8.5 x 11 inch, will be counted as two pages. Margins shall be at least 1 inch on all four sides. All materials submitted may be uncompressed single-spaced. Offerors shall ensure that each page provides identification of the submitting Offeror in the header or footer.
2) Pages: The definition of a page is a single side of paper with text, drawings, data, or similar content.
Pages shall be 8.5 x 11 inches in size.
3) Page Limitations: Page limitations are identified for each Volume/Section of the proposal in Tables 2 and 3 below, and will be treated as maximums. Excess pages that exceed stated page limits will not be read or considered in evaluating the proposal. Included in the page count are separate pages for providing graphics, charts, illustrations, and pictures. Any proposal that is inconsistent with the intent of these instructions, appears to be designed to avoid or circumvent the page limits, or in any way frustrates the Government’s ability to evaluate offers on an equal basis may result in portions of the proposal being ignored, or the entire proposal being rejected as non-conforming.
4) Format: The proposal must be submitted in MS Office 2010 format or Adobe PDF format. Price breakdown will include MS Excel spreadsheets with formulas intact. In the event that there is a conflict between the printed copy of the proposal and the electronic copy of the proposal, the electronic copy will take precedence.
5) Binding: Bind each printed proposal volume in three-ring binders. Individual sections should be removable and replaceable to the volumes. Each volume shall contain a title page, table of contents, and list of tables and figures for that volume. Include a Cross Reference Matrix showing the location where the evaluator should look in that volume for a discussion of a particular requirement (excluding price information). Pages for this information will not count against volume page limits, nor will the tab separators that should be used to separate required sections within a volume. Number all pages sequentially. Only material allocated to a specific section shall be in that section.
6) Copies: The Offeror shall submit five binders, each containing identical paper copies of Volumes I -
IV, as listed below in Table 2. Additionally, the Offeror shall submit two binders, each containing identical paper copies of Volumes V and VI, as listed below in Table 3. The Offeror shall also submit two CD-ROMs containing exact duplicates of the paper versions of Volumes I – IV, and two CD-
ROMs containing exact duplicates of the paper versions of Volumes V and VI. The CD-ROMs shall be in a searchable MS Office 2010 format and the Price breakdown in Volume V will include MS
Excel spreadsheets with formulas intact.
7) Electronic file naming convention. Please name all files submitted on CD in this manner: company-documenttitle.xxx; where xxx is the file type (i.e. .xls or doc).

mailto:megan.brady@usmc.mil
VOLUME II. EXCEPTIONS, DEVIATIONS, AND WAIVERS
1) Volume II must include a certification that it contains all exceptions, deviations, conditions, assumptions and waiver requests that the Offeror takes from the provisions of the RFP and its applicable documents. An exception is where an Offeror states it will not comply with a requirement, usually involving contract terms and conditions. A deviation is where an Offeror states it will not comply with a requirement, but proposes an alternative to meet the intent of the requirement, usually involving a specification. Conditions are any contractor requirements which, if not met, would reduce or remove the contractor’s obligation to perform the contract according to the solicitation’s terms. An assumption is the Offeror’s understanding of something not expressly stated in the solicitation, such as circumstances that might impact the Offeror’s benefits and burdens under a resulting contract. A waiver is where an Offeror requests authorization for the Government to accept performance or an item that will depart from specified requirements, but would nevertheless be considered suitable.
2) If the Offeror chooses to submit a proposal including any of the preceding features, the Offeror shall provide a detailed description of each exception, deviation, condition, assumption or request for waiver. Indicate the Offeror's difficulty with the applicable requirement and the Offeror's proposed solution, where applicable. Specifically identify the portions of the RFP and the Offeror's proposal that are affected.
NOTE: EXCEPTIONS, DEVIATIONS, CONDITIONS AND ASSUMPTIONS TYPICALLY
CAUSE PROPOSALS TO BE CONSIDERED UNACCEPTABLE. The Offeror should be clear regarding its ability to perform if a requested waiver is not granted.
VOLUME III. TECHNICAL APPROACH
1) Section 3.1, Technical Approach: Volume III shall include the Offeror’s Technical Approach for the work effort defined by the PWS. The Offeror shall provide a detailed approach that demonstrates an in-depth and comprehensive understanding of the work to be performed based on the requirements stated in the PWS at Attachment 1. This section shall be limited to 25 pages, unless otherwise defined elsewhere in this solicitation, and shall consist of the technical approach to performing the work described in the PWS. This part shall concisely demonstrate the Offeror’s ability to comply with the
PWS requirements. The Offeror shall fully explain any proposed schedules, processes, procedures, or similar features which are relevant to understanding the proposed approach. Offerors shall detail their approach to completing the tasks as outlined in the PWS.
VOLUME IV: STAFF MANAGEMENT APPROACH
4.1 Staff Management Approach, Staffing Matrix and Staffing Plan: Volume IV of the proposal shall address the
Offeror’s proposed Staff Management Approach, Staffing Matrix and Staffing Plan to demonstrate its ability to perform the tasks identified in the PWS.
1) The Offeror shall fully describe its approach to managing staff and explain how that approach is likely to lead to successful contract performance.
2) The Offeror shall complete and submit Attachment 4, Staffing Matrix, as a part of the Volume IV.
The Rough Order of Magnitude staffing estimate is attached and may, at the Offeror’s discretion, be considered in drafting its own Staffing Matrix. The Attachment 4, Staffing Matrix submitted as part of the Offeror’s proposal does not count against the 20-page limit. In the Staffing Matrix the Offeror will propose a specific number of full-time equivalents (FTEs) for each support position and indicate the employment qualifications it will use in staffing this effort, clearly describing the education, experience, certification(s) and system knowledge, to include previous experience with military system(s) and equipment, of the single labor category proposed for this effort. The Government intends to incorporate the successful offeror’s employment qualifications into the resulting contract.
3) The Offeror shall submit a Staffing Plan indicating how quickly it will staff the effort—noting the number of days after contract award until it will be fully staffed—and describing recruitment and retention efforts it will employ to ensure a qualified pool of candidates remain available to quickly address any personnel turnover or surge requirements.
4.3 Total Compensation Plan: The Offeror shall provide a Total Compensation Plan for all personnel proposed to work on the contract in accordance with FAR 52.222-46 (including subcontractors). Specifically, at a minimum, the Offeror must include the following:
1) A classification of all labor categories proposed as "exempt" or "non-exempt" positions.
Briefly define the terms "exempt" and "non-exempt" as used by the Offeror and correlate the definition with that provided for in the Code of Federal Regulations;
2) The labor category of each employee proposed to work on the contract;
3) The minimum annual salary for each labor category proposed to work on the contract (per year);
4) The total cost of the fringe benefits for each labor category (per year);
5) A detailed list of fringe benefits and costs for each labor category (per year). Offerors are to provide a listing of all fringe benefits offered and provided by the employer and state the percentage of cost that is borne by the employee and how much is borne by the employer. The
Offeror need not itemize the cost of each benefit within each labor category. The list must specify the fringe benefits (e.g. vacation leave, sick leave, holiday leave, stock, incentives, family leave, life insurance, health insurance, retirement, etc.) and identify the benefits requiring employee contributions;
6) Supporting data, such as recognized national and regional compensation surveys and studies of professional, public and private organizations, used in establishing the total compensation structure. (Include copies of applicable pages of the survey report or website screenshots); and
7) An assessment of how its total compensation plan reflects a sound management approach and understanding of the contract requirements. The assessment must address the validity and applicability of its supporting data and how the offeror's total compensation plan allows it to provide uninterrupted high-quality work, in terms of its impact upon recruiting and retention, its realism, and its consistency. For this factor, a sound management approach is a realistic and consistent compensation plan which uses valid and applicable supporting data that will enable the contractor to provide uninterrupted, high-quality work, in terms of its impact upon recruiting and retention of personnel that will be able to successfully perform the contract requirements.
VOLUME V: PAST PERFORMANCE
1) Volume V shall include the Offeror’s Past Performance Information.
2) This section has a 3 page per effort (Past Performance Summary, Atch 6), 15 page overall limit, as defined.
3) Volume V Elements: The following elements are required in the Offeror’s response to the RFP.
a. Section 5.1, Recent and Relevant Past Performance. The Offeror shall submit a minimum of three Past Performance Summaries (Attachment 6) of recent and relevant efforts performed by either the prime or a proposed major subcontractor (meaning one who will perform 35%, by dollar, or more of the solicited effort), preferably with the Department of Defense or another federal agency. As a part of each Past Performance Summary’s description of the effort, the Offeror shall explain the extent to which personnel who contributed to the effort will be supporting the solicited effort. The
Offeror shall identify any corporate subsidiaries or other divisions who were involved in performing the reported effort, as well as any other major subcontractors, and indicate the role they will have with respect to the solicited effort. Offerors with no relevant past performance on federal contracts may submit for efforts performed for other entities instead.
(1) “Recent” is defined as contracts, whether ongoing or completed, with at least 12 months of performance occurring during the 3 years preceding the proposal submission date.
(2) Past Performance efforts shall be described in sufficient detail to allow for comparison of the prior performance to the solicitation’s PWS. As a result, it will be important to identify what portion of the solicited effort will be performed by each entity for whom past performance information is submitted.
b. Section 5.2, Past Performance Questionnaire (PPQ). The Offeror shall provide the Past
Performance Questionnaire, Attachment 5, to each of the customer POCs for their respective identified past performance efforts. In order to expedite the assessment process, the Offeror may complete only the PPQ’s Contract Information portion of Section 2, “ Customer Assessor and Contract Information,” of the Past Performance Questionnaire. The Offeror shall not, however, complete the “Customer
Assessor” or any other section of the Past Performance Questionnaire. The questionnaire shall be provided to the customer POC with instructions to complete and submit the form directly to the MCSC
Contracting Office no later than the proposal due date and time. Electronic submission of the Past
Performance Questionnaire from the customer to mcsc_mc3_contracts@usmc.mil and megan.brady@usmc.mil is preferred; however, hardcopy mail will also be accepted. If by mail, the submission should be received by the proposal due date and the Contracting Officer shall be notified in advance that the PPQ will be mailed. The Offeror shall submit with its proposal a list of the customer POCs that were provided a Past Performance Questionnaire; the Offeror shall provide the performing contractor name, indicate whether they performed as prime or subcontractor on the referenced effort, the DUNS Number and Contract Number.
VOLUME VI: PRICE PROPOSAL
1) Volume VI shall include the Offeror’s Price Proposal.
2) The purpose of this section is to provide offerors with Ground Rules and Assumptions and instructions on preparing price proposals.
a. Section 6.1, Ground Rules & Assumptions:
(1) The Offeror’s price proposal shall be submitted both in the SF 1449 CLIN structure and
Attachment 7, Pricing Workbook, as instructed below. The Offeror shall submit a labor rate for CLINs 1001, 2001, 3001, 4001, and 5001. Offerors shall not submit pricing for the ODC and Travel CLINs (and corresponding ordering period CLINs) as the government has supplied numbers for those CLINs in the Pricing Workbook. Failure to submit a labor rate for
CLINs 1001, 2001, 3001, 4001, and 5001 may result in the proposal being ineligible for award. Standard office equipment, including but not limited to desk, telephones, etc., are not allowable or reimbursable items under Other Direct Costs (ODCs).
(2) As this is a competitive acquisition with adequate price competition anticipated, any cost/price documentation requested need not be certified cost or pricing data, as described in
FAR 15.406-2, for CLINs 1001, 2001, 3001, 4001 and 5001. In the event that adequate price competition does not exist under this effort, after receipt of proposals, the Government may request additional cost or pricing data as necessary from the Offeror, subcontractors and team members, pursuant to FAR 15.403-4.
(3) If subcontractors are proposed, subcontractors shall provide all of the same information and the rate required of the prime, as instructed below, in Attachment 7, Pricing Workbook.
Subcontractors may submit Attachment 7, Pricing Workbook, directly to the Government if they deem their data to be proprietary to the company. Subcontractors shall indicate who their prime contractor is within their submittal and the Workbook shall be submitted on or before the Proposal Due Date and Time specified above to: mcsc_mc3_contracts@usmc.mil and megan.brady@usmc.mil with a subject line of “Albany Logistics Support M67854-18-R-
2003-Subcontractor Pricing.” NOTE: It is the Prime Offeror’s RESPONSIBLITY to ensure all proposed Subcontractors who choose to submit a Pricing Workbook separately follow these instructions and SUBMIT their Pricing Workbook on or before the Proposal Due Date and Time.
(4) The Offeror shall ensure the submitted files are accessible and legible for the
Government. In the event a file cannot be opened or read, the Government reserves the right to find the submission non-compliant and ineligible for evaluation and award.
(5) No cost or pricing information shall appear in any volume other than the Price Volume.
(6) Pre-contract costs are not authorized.
b. Section 6.2, Pricing Workbook: Attachment 7 to the Solicitation, entitled “Pricing
Workbook,” is an Excel workbook consisting of 3 worksheets. Tab 1 – Price Summary; Tab 2
– Contract FFP CLINS, and Tab 3 – Labor Rate and Category.
(1) Prime Contractor Contract FFP CLINs Worksheet: Offerors shall submit a labor rate for the
FFP CLINs 1001, 2001, 3001, 4001, and 5001. The labor rate and pricing under this worksheet shall match pricing provided for CLIN 1001 and the corresponding ordering period
CLINs in the SF 1449 CLIN structure. The Government’s NTE ODC/Travel estimate is already included and should not be changed.
a. Offerors shall provide backup documentation in a separate spreadsheet format consisting of its Basis of Estimate (BOE) supporting the labor rate and prices provided in the
Contract FFP CLINs. Any additional supporting documentation may be provided at the
Offeror's discretion. (There is no page limit for the Pricing Proposal). The BOE shall include all cost elements. The labor rate and category for the FFP CLINs shall align to the Offeror’s Proposed rates in the Pricing Workbook. In addition, the BOE for each
CLIN shall include the cost associated with applicable CDRLs.
(2) Contract Labor Rate Worksheet: Under this Worksheet offerors shall submit the following:
Hourly Compensation Rate for years 1 through 5
Hourly Fringe for years 1 through 5
Fully Burdened Rates for years 1 through 5
(3) The Government intends to utilize the proposed fixed hourly burdened rate for all task orders awarded under the contract. While the Offeror will be limited, in its task order proposals, by the proposed rate, the Government does intend to seek a discount on the rate, as appropriate.
Therefore, the Offeror shall provide, in Attachment 7 – Pricing Workbook, a fully burdened rate necessary to complete the requirements identified in the PWS for each CLIN. The labor rate is fixed for each contract ordering period. The Government intends on incorporating the labor rate as an attachment to the awarded contract.
(4) The Offeror shall provide a separate spreadsheet consisting of its BOE supporting the proposed Labor Rate. The BOE shall include all cost elements included in the fully burdened labor rate.
VOLUME VII: CONTRACT INFORMATION
1) The purpose of this section is to provide information to the Government for preparing the contract document and supporting file. Failure to provide all portions may result in rejection of the proposal without evaluation.
2) Page limits are as defined.

Section L-3 –RIGHT TO INCORPORATE CONTRACTOR’S TECHNICAL PROPOSAL
The Government reserves the right to incorporate all, or part of, the successful Offeror’s technical proposal into any contract or task order resulting from this solicitation. Nothing contained in the successful Offeror’s technical proposal shall constitute a waiver to any requirement of the contract or task order. In the event of any conflict between the successful Offeror’s technical proposal and any portion of the contract or task order, the conflict shall be resolved in favor of the contract or task order.
SECTION M
Section M- EVALUATION CRITERIA
General Information The Government will utilize the below evaluation non-price factors along with price to identify the best value proposal. The evaluation factors represent key areas of importance to be considered in the source selection decision. The factors have been chosen to support meaningful discrimination between and among competing proposals.
M-1 Evaluation Factors & Relative Order of Importance.
I. The evaluation factors are listed below in descending order of importance:
Technical Approach
Staff Management Approach
Past Performance
Price
1) While the evaluated price to the Government is a substantial factor to be taken into consideration in the integrated assessment of Offers, the non-price factors, when combined, are significantly more important than price. Nevertheless, Offerors should submit competitive pricing. Because this is a best value procurement, the Government may award to other than lowest price offeror or to other than the offeror with the highest technical rating if the Source Selection Authority determines that doing so would result in the best value to the Government. However, the Government will not make an award at a significantly higher price to achieve only slightly superior performance capability.
Table 1: Factors and Elements
M-2: Factor 1- Technical Approach Rating Evaluation Processes.
I. The Technical Approach Factor Rating is assigned a combined technical and risk rating that reflect the proposal’s approach to, and understanding of, the Government’s requirements, the strengths and weaknesses posed by the proposal, and the risk associated with the proposed performance. Risk is the potential for unsuccessful contract performance, whether in the form of schedule disruption, degraded performance, increased cost, or the need for increased Government oversight. The Technical Risk Ratings and their descriptions below will be assigned as factor ratings, based on the various evaluation criteria and elements of each factor, to assist evaluators in determining the appropriate rating.
Factors Elements
Factor 1: Technical Approach Sections 3.1 – Technical Approach
Factor 2: Staff Management Approach Section 4.1 – Staff Management Approach
Section 4.2 – Staffing Matrix, Attachment 4
Section 4.3- Total Compensation Plan
Factor 3: Past Performance Section 5.1—Recent and Relevant Past Performance, Attachments 5
Section 5.2 – Past Performance Questionnaire, Attachment 6
Factor 4: Price
Section 6.1 – Price Proposal
Section 6.2 – Pricing Workbook, Attachment 7
II. The Government will evaluate the Offeror’s described approach to, and understanding of, the requirements outlined in the PWS. The Government will evaluate how realistic the Offeror’s approach is and how well it demonstrates the Offeror’s ability to meet the PWS requirements.
1) The Government shall evaluate the Offeror’s technical approach to determine if sufficient detail and knowledge of tasking required is provided to meet the requirements of the PWS.
2) The Government will evaluate the Offeror’s technical approach to support the day-to-day program office operations at the Team level in accordance with the PWS.
M-3: Factor 2- Staff Management Approach Rating Evaluation Processes.
I. The Government will evaluate the Offeror’s proposed Staff Management Approach, Staffing Plan and Staffing
Matrix to assess the Offeror’s ability to perform the tasks identified in the PWS.
1) The Government will evaluate the Offeror’s approach to managing staff and assess how well that approach is likely to lead to successful contract performance. The Government will evaluate the criteria (education, experience, certifications, and system knowledge) the Offeror proposes to use in selecting employees to perform the work required under the contract. The Government will evaluate the Offeror’s proposed number of full-time equivalents for each support position. The Government will evaluate the Offeror’s plan for fully staffing the effort and the Offeror’s approach to recruitment and retention of qualified personnel.
2) The Government will evaluate the Offeror's Total Compensation Plan for all personnel proposed to work on the contract in accordance with FAR 52.222-46 (including subcontractors).
Specifically, at a minimum, the Government will:
a. Evaluate the Offeror’s Total Compensation Plan for all personnel proposed to work on the contract and the Offeror's assessment to ensure that it reflects a sound management approach and understanding of the contract requirements. For this factor, a sound management approach is a realistic and consistent compensation plan which uses valid and applicable supporting data that will enable the contractor to provide uninterrupted, high-quality work, in terms of its impact upon recruiting and retention of personnel that will be able to successfully perform the contract requirements.
Note: Regarding Tables 2 and 2a, ratings are merely guides for intelligent decision making. Thus, even if one or more Offeror received the same factor rating, the fact that the rating is the same does not indicate the proposals are equally rated or viewed the same; qualitative distinctions may exist even between proposals that receive the same factor rating.
Table 2: Technical and Management Approach Factor Ratings
Color Rating Adjectival Rating Description
Blue Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Purple Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Yellow Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Red Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is un-awardable.
Table 2a: Risk Rating Method
Adjectival Rating Description
Low Proposal may contain weakness(es) which have little potential to cause disruption of schedule, increased cost or degradation of performance. Normal contractor effort and normal Government monitoring will likely be able to overcome any difficulties.
Moderate Proposal contains a significant weakness or combination of weaknesses which may potentially cause disruption of schedule, increased cost or degradation of performance. Special contractor emphasis and close Government monitoring will likely be able to overcome difficulties.
High Proposal contains a significant weakness or combination of weaknesses which is likely to cause significant disruption of schedule, increased cost or degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close
Government monitoring.
Unacceptable Proposal contains a material failure or a combination of significant weaknesses that increases the risk of unsuccessful performance to an unacceptable level.
DEFINITIONS:
“Significant Strength” is defined as any aspect of a proposal that has merit or exceeds specified performance or capability requirements in a way that will be appreciably advantageous to the Government during contract performance.
“Strength” is defined as any aspect of a proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
“Weakness” is defined as a flaw in the proposal that increases the risk of unsuccessful contract performance. (FAR 15.001)
“Significant Weakness” is defined as a flaw that appreciably increases the risk of unsuccessful contract performance. (FAR 15.001)
“Deficiency” is defined as a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. (FAR 15.001)
M-4: Factor 3- Past Performance Relevancy Assessment and Confidence Rating
I. The Government will evaluate the Offeror’s recent and relevant Past Performance.
1) For recent efforts, the Government will assess the relevancy of the Offeror’s past performance efforts and assign one of the Table 3 ratings to each effort.
Table 3: Past Performance Relevancy Rating Method
Risk Definition
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat
Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
2) The Government will also assess the quality of performance on each past performance effort.
3) After assessing the relevancy and quality of the recent past performance, the Government will assign an overall Past Performance Confidence rating from Table 4 below.
Table 4: Past Performance Confidence Assessment Rating Method
Risk Definition
Substantial Confidence
Based on the Offeror’s recent/relevant performance record, the
Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the Offeror’s recent/relevant performance record, the
Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence
Based on the Offeror’s recent/relevant performance record, the
Government has low expectation that the Offeror will successfully perform the required effort.
No Confidence
Based on the Offeror’s recent/relevant performance record, the
Government has no expectation that the offeror will be able to successfully perform the required effort.
Note: The Government may use past performance information obtained from sources other than those identified by the Offeror. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS) and CPARS Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic
Subcontract Reporting System (ESRS), or other databases; interviews with Program Managers, Contracting
Officers, and Fee Determining Officials; and the Defense Contract Management Agency.
1) The Government will evaluate the Offeror’s recent examples of past performance for efforts similar in scope, magnitude and complexity to determine the likelihood of the Offeror’s ability to successfully perform the tasks listed in the PWS. Relevance will be determined for each prior effort, and a single overall Past Performance Confidence Assessment Rating will be determined for each offeror by weighing its performance on each prior effort in relation to the effort’s relevance to the solicited effort. Those prior efforts that are more relevant will weigh more heavily than less relevant efforts in determining the overall
Past Performance Confidence Assessment Rating. In the case of an Offeror without a record of relevant past performance or for whom sufficient information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance.
a. Recent: As a threshold matter, the Government will determine whether the submitted effort is recent, meaning that the contract, whether ongoing or completed, has at least 12 months of performance occurring during the 3 years preceding the proposal submission date.
b. Relevance: The Government will use the Offeror’s description (Past Performance
Summary) and other available information regarding the effort (e.g., PPQ, CPARS, interviews, etc.) to determine the degree of similarity between the reported effort and the solicited effort. Each effort will be labeled with a relevancy rating from Table 3. The greater the similarity, the greater the likelihood that the prior effort will inform the evaluators as to how the Offeror might perform the solicited effort. Relevance may include consideration of numerous aspects of the reported and solicited efforts but will nearly always consider the scope, magnitude and complexity of the effort. The Offeror bears the burden of establishing the relevance of each reported effort.
