About this file
This document provides questions and answers regarding solicitation M6739923R0002 for the Marine Corps Tactics and Operations Group (MCTOG) and Training and Education Command (TECOM). The questions and answers clarify labor categories and requirements for tasks related to exercise development support, information knowledge management, and IT support. Specifically, there are no requirements for C5ISR or EMS/EMSO capabilities under the current task order. Demonstrated SharePoint expertise and SECRET clearance are required for an IKM Support labor category. IT support must be provided for MCTOG's NIPRNet and SIPRNet systems, as well as LVCE networks, and involve managing various hardware, software, account, and network infrastructure systems.

Answer
1. "C5ISR" is not mentioned in the TO 0001; it is mentioned in the PWS under the "fifteen technical areas" but there are no specified tasks in either document for this capability. Will the Government please clarify the tasks, minimum requirements, and conditions required for this LCAT using the PWS and the TO 0001 workbook as appropriate references to the tasks to allow offerors to accurately propose a qualified candidate to meet MCTOG's high quality performance standards?
Additional Labor Categories" Tab, Row 24: Exercise Development Support (C5ISR-T)
Task Order 0001 does not require C5ISR capability. However, it may be required to be on future task orders.
2. "OIE" is mentioned in the PWS in relation to MWX exercises only. There is no mention of EMS or EMSO in the PWS or TO 0001; "electromagnetic" threat for exercise design is the only mention in TO 0001. The substantive omission of EMS/EMSO creates multiple challenges in answering the RFP:
1. Will the Government please provide specified tasks for this LCAT associated to the PWS and TO 0001?
2. Will the government please clarify the minimum requirements encompassed within "Demonstrated Sharepoint expertise" for this LCAT and the methodology behind aligning it with this LCAT? This does not seem to have any correlation with an Electromagnetic Spectrum Operations (EMSO) SME. If the Government is actually looking for an EMSO capability, then we recommend that the Government put the clearance at TS(SCI) due to requirements to integrate highly classified concepts in exercise design.
Additional Labor Categories" Tab, Row 38: IKM Support (MAGTF SME EMSO) Demonstrated Sharepoint expertise Clearance Level: SECRET There is no requirement for EMS or EMSO. The requirement for Task Order 0001 are outlined in Attachment 5 workbook.
3. We understand that MCTOG employs various DoD and USMC IT systems across the unclassified-classified spectrum.
1. Will the Government please clarify which "computer networks" the IT Support FTE will support?
2. Will the Government please also clarify what is meant by the phrase "Supports all MCTOG computer networks," how that aligns to the task within the Attachment 5, Tab 1.3.2.4.a (the only place IT support appears in the workbook for TO0001 to support MAGTF and MWX specific tasks) and the "Detailed Requirements" in RFP PWS Section 1.5.1, and the "computer networks" offerors will be expected to support?
"Additional Labor Categories" Tab, Row 55;
Attachment 5 "1.3.2.4.a" Tab (all) and "1.3.2.4.a Continued" Tab (all): IT Support; Experience in maintaining all computer networks, provides technical support MCTOG utilizes Tactical (Non MCEN) Non-classified Internet Protocol (IP) Router Network (NIPRNet) and Tactical Secret Internet Protocol Router Network (SIPRNet). IT systems include Marine Corps and Joint Program of Record Command and Control (C2) systems. Additionally, support to Live, Virtual and Constructive Environment (LVCE) networks and IT systems is a requirement. Requirements include but are not limited to: managing the operations and maintenance of a variety of systems and projects which include hardware, software, account management, and network infrastructure.
Expertise in infrastructure and network techniques with responsibility for evaluating, designing, implementing, and sustaining all data communication operations and networking systems.
Plan and coordinate the efforts of a technical team, and may serve as lead facilitator in providing recommendations in local and wide area networking.
Evaluate and support Cloud service environments.
Perform network analysis on network traffic throughout the agency to include analyzing data communication traffic volumes, network bandwidth capacity, peak loading spikes, and the overall effect any modifications will have to internal data networks.
