About this file
This document outlines requirements for contractor support services to the Marine Corps Tactics and Operations Group (MCTOG) and Training and Education Command (TECOM). Key requirements include providing instructors and subject matter experts to support MCTOG formal schools and training exercises; developing and validating exercise design products and training materials; managing data systems; and providing modeling and simulation support. The contractor must design, analyze, and validate exercise materials and ensure deliverables meet standards for timeliness and technical accuracy. Additional requirements involve collecting and managing data to support assessments, maintaining data systems, and providing expertise in educational design and faculty development. The contractor will be inspected on deliverable timelines and quality, as well as response times for systems integration requests. Inspections will occur periodically during contract performance. This opportunity is open to all contractors and appears aimed at supporting MCTOG and TECOM training programs through various advisory and logistical services.

Comment:
Is the MCTOG 'instructor certification' something the contractor can do on their own? Or is that something the government provides training/certification to the contractor during performance? Same question about 'must be trained on MCISD / SATE / RM -- are we expecting a contractor to have this training BEFORE starting the contract? I don’t see any of these certifications on the 'pricing workbook' tab where we describe all the labor categories and required qualifications Reply:
The contractor should have it before starting the contract Reply:
We discussed this on phonecon yesterday. We moved the MCTOG instructor certification requirement to the Notes cell (1 cell to the right) and made it a requirement to happen during mobilization period, then we added the trained on MCISD / RM to the pricing sheet to the applicable labor categories tc={676D9152-B43F-49BA-830F-CBF7388C949A}: [Threaded comment]

What is the pool of candidates who would be O6 or above in this field and also be joint-qualified?

On the phonecon yesterday aaron said there is a healthy pool of candidates that would meet this requirement -- and that it is necessary for the requirement. I discussed the risk that the requirement is 'overly restrictive' and contractors could potentially submit a solicitation protest if they feel that way.

Comment:
Which labor category on the pricing sheet does this personnel requirement line up with? I don’t see requirements for Information Assurance Technician level 2 on there Reply:
The requirements for this are listed in the DoDI 8570.7-M as state in one of the publications in the PWS. DoD Approved 8570 Baseline Certifications – DoD Cyber Exchange Reply:
Ok, so we're not necessarily requiring a "Information Assurance Technician level 2" labor category to do this work, but rather whichever labor category from Attachment 2 who will do this work has to meet requirements under this DoDi publication?
Reply:
Is the "Exercise Development Support (C5ISR-T)" labor category who we think will support this task? If so can we add to the pricing sheet that this LCAT needs to meet DODI 8570.1-M IAT level 2
On the phonecon aaron pointed out which LCATs need this and we added it to the requirements on the pricing sheet
