QUESTIONS AND ANSWERS #2 (9/9/23)
The Government is providing the following questions and answers for information purposes. The answers provide clarification only and DO NOT constitute a change to the solicitation and shall not be considered part of the solicitation. Should the solicitation be amended, these answers may no longer reflect the solicitation document and resulting contract. The solicitation and resulting contract take precedence over this Q&A document.

Answer
General
1. Does the Government anticipate hosting an Industry Day in support of this requirement?
No, the Government does not intend to host an industry day for this requirement.
2. In light of the new ruling by the Supreme Court affirmative action will this opportunity be removed from 8(a) to small business set aside?
No. Please visit the SBA website and review the section titled, “Guidance for the 8(a) program participants in light of the U.S. District Court ruling.” https://www.sba.gov/federal-contracting/contracting-assistance-programs/8a-business-development-program/updates-8a-business-development-program
3. What is the Marine Corps / RCO 29 Palms’ policy regarding pending California law which would require “right of first refusal” to incumbent employees? Vendors are required by the RFP to submit names, resumes, and Letters of Intent for all key personnel. Will the government accept last minute replacements if a company (other than the incumbent) is selected as the awardee?
Offerors shall comply with all terms & conditions of the RFP and all Federal, State, & local laws. Currently, there is Executive Order 14055 issued on 11/18/2021 which aligns with the Service Contract Act (SCA). However, the SCA does not apply in this RFP and resulting contract, as this contract is for professional services. Therefore, First Right of Refusal will not apply.
The Offeror is required to meet all requirements of 52.212-1 with its initial proposal submission in order to be eligible for contract award, including the Key Personnel requirements. The Government intends to award the contract without discussions. If discussions are held, offerors will be afforded the opportunity to revise its proposal. If discussions are not held, Section C para 3.1.14.7 KEY PERSONNEL outlines the process for substitutions of key personnel during execution of the resulting contract.
4. Once the list of this equipment, gear, tools, etc. is identified, will the government provide governing regulations or requirements that these systems must operate with, in order to be approved and authorized for use aboard USMC installations and within USMC operating systems.
It is the offeror’s responsibility to determine a list of equipment, gear, tools, etc to utilize in the performance of each task order. Specific to authorization for use with USMC operating systems, please see PWS 3.1.4.1 “Marine Corps Enterprise Network.” Authorization for use aboard USMC installations will be handled by base security on an as-needed basis.
5. Can the contractor set the routine 8-hour workday as long as it fits within 10-hour window of MCTOGs core hours, understanding the need to be flexible if required to best suit training support requirements?
Yes, the workday will routinely be 8 hours, but flexibility is required to satisfy training support requirements.
6. The MCTOG RFP indicates that small, unmanned aircraft systems (UAS) are required for this contract. Starting September 16, 2023, all drone pilots in the U.S. will be required to operate their drone in accordance with the Remote ID rule. The rule states “if you are required to register your drone, then this rule applies to you. This includes drone pilots who fly for fun or for business or for public safety.” How will this ruling impact any small UAS’ assets that the contractor will be required to buy, maintain, or operate in support of the MCTOG contract?
Contractors will have to follow all applicable Federal, State, & local laws in performance of the resulting contract.
7. We recommend the Government provide the historical information for TO 0001, similar to how the estimates for Years 2-5 are provided. This increases competition and provides the same advantage to all offerors.
Based upon the data provided in Attachment 3, the requirements defined in Attachment 5, TO 0001 Requirements, have been performed as part of the CY22 and CY23 campaigns. The incumbent contractor has information regarding the historical level of effort and labor categories used to perform that campaign, as well as the corresponding travel/ODCs. For this reason, the requirement for offerors to build a bottom-up approach for TO 0001 is incumbent friendly.
The Government will not provide the historical number of labor hours performed by the incumbent as part of the CY22 and CY23 campaigns, as that requirement is Firm Fixed Price and therefore the actual number of hours expended is not known to the Government.
Further, Task Order (TO) 0001 is a performance-based requirement and therefore the Government providing an estimated number of hours for TO 0001 is not appropriate. Additionally, the estimated hours for years 2-5 are for purposes of price evaluation only, as the specific scope for those years is not identified and will be identified the TO level at a later time within the ordering period.
The Government’s historical information for travel for TO 0001 is $56,250.22, however the offeror shall provide a firm fixed price to cover the performance-based scope of the requirement, regardless of the Government’s estimated value.
8. Would the Government please post Attachment 1 on SAM.gov?
Page 26: 3.1.14.7 KEY PERSONNEL
"Attachment 1 Technical Proposal identifies those key personnel for Task Order 0001. Key Personnel on future Task Orders are also required to adhere to the below requirements."
Attachment 1 will be the offeror’s technical proposal, so there is nothing for the Government to provide.
The offeror’s Technical Proposal will identify the names of the key personnel that it’s proposing.
The offeror may find key personnel labor categories in Attachment 2 Pricing Workbook tab “Additional Labor Categories.”
9. Would the Government confirm if FAR 52.222-41 applies, and if so, provide the appropriate Wage Determination Schedule?
In our evaluation of the labor categories provided in Attachment 2, Pricing, we believe that some of the positions listed are non-exempt. However, the RFP does not provide FAR 52.222-41, nor was the Wage Determination schedule. In review of the current contract's solicitation, we noted that SCLS applied and the WD was provided with the solicitation.
As stated in FAR 52.212-5 of the solicitation, FAR 52.222-41 does not apply to this solicitation. As such, no Wage Determinations will be provided.
Performance Work Statement
10. The DRAFT RFP made reference to Section F, however there is no mention of Section F contained with the FINAL RFP. Was this an oversight?
PWS 3.1.14.3.1 Mobilization
The Government did not issue a Draft RFP. PWS 3.1.14.3.1 Mobilization, does not mention Section F. However, Section F is synonymous with “delivery schedule.” See FAR 15.204-1
11. The second paragraph of the mission statement says: “The MCTOG vision articulates a “future state” of our mission and provides us with an enduring identity beyond personnel changes and short-term priorities. It establishes the command’s approach and identity, providing direction and prioritizing efforts, thus forming the enduring contours of what MCTOG should do, and should not do.” Is the manning structure as outlined in the Pricing Workbook (Attachment 2) aligned with the MCTOG Mission statement?
MCTOG Mission statement
Yes. Offerors are advised that the number of labor hours for each category in Attachment 2 Pricing Workbook tab “Additional Labor Categories” are for evaluation purposes only. The same number of estimated labor hours apply to each ordering period. The numbers are based on historical data and are indicative of the number of hours that the Government anticipates within the execution of the IDIQ in addition to the Sample Task Order. Proposed labor rates will be fixed ceiling rates for each year within the 5-year ordering period, regardless of how many hours are procured, up to the total ceiling of the contract.
12. Are Offerors required to fill out "Section SF 1449 Continuation Sheet on pages 3-4 of 85
Page 4: Note A states "Note A: the qty will be established at time of contract award based on the proposed values in Attachment 2, Pricing Workbook. CLIN will be established at time of contract award as “estimated” (EST)."
Yes. FAR 52.212-1, Para “7 Volume III Price” states: Offerors shall submit pricing on CLINS schedule of the SF1449 solicitation, matching the “total price” tab in Attachment 2 Pricing Workbook.
13. Does the Government provide the UAS, fixed and mobile cameras, and audio collection equipment for use in the exercises?
Page 11: The PWS states that contractors shall support external training exercises in five major areas. These areas include obtaining video and audio capture of live fire events, as well as fixed and mobile video support.
No, this is provided by the contractor.
14. Please provide the frequency per year for the NEC, P4C, and GCEC.
Page 8 states the frequency per year of the AMWC but does not state the frequency for the Network Engagement Course, Prepare for Combat course, or Ground Combat Element Commander's Course.
The frequency per year is in accordance with the TEEP (See RFP Attachment 3).
15. Please confirm only fourteen (14) technical areas are listed in this section instead of the fifteen (15) technical areas mentioned in para. 1 of this section.
Page 13; 1.5 Scope
This contract is for training support of the Marine Corps authorized programs or projects of record in fifteen technical areas that are implemented across the MCTOG program and TECOM. The fifteen technical areas are:
Section C para 1.5 will be amended to reflect 14 technical areas.
16. The RFP does not outline a list of required or approved equipment, gear, tools, etc. to perform these actions. The incumbent purchased and maintained all of this equipment, gear, tools, etc. but the RFP does not state if any of this gear now belongs to the government or remains as the property of the incumbent. Will the government provide a list of equipment, gear, tools, etc. which the contractor will either be required to maintain or required to purchase in order to meet the requirements of the PWS?
PWS 1.3.2.4 outlines the actions that contractors are required to perform while PWS 3.1.4 states the contractor will provide all equipment and tools to perform these actions.
No, the government does not supply a list. The equipment that is purchased by the contractor is the contractor's property.
17. Is the contractor required to support application development for the After-Action Review (AAR) collection assets?
Page 15: 1.5.1, Item 16.a
Yes, the contractor is required to support application development for After-Action Review (AAR) collection assets to the Government. Reference PWS 1.3.2.4
18. Does the current contractor or MCTOG have a service level agreement/memorandum of agreement (SLA/MOU) with MAGTFC/MCAGSS Communication Strategy & Operations (COMMSTRAT) for contractor support to exercise websites involving social media platforms? Is there an existing platform for the 'exercise Social Media organization', or does the contractor need to create one from scratch?
Page 15: 1.5.1, Item 14.b
There is no agreement currently (SLA/MOU) with MAGTFC/MCAGSS Communication Strategy & Operations (COMMSTRAT) for contractor support to exercise websites involving social media platforms There is an existing platform, but the contractor may be required to create additional internet-based platforms. Reference DFARS 252.204-7000 Disclosure of Information is applicable to the requirement involving social media platforms.
19. Will the contractor be creating additional websites that fall outside of the purview of MCTOG or will the contractor be maintaining websites currently owned by the unit?
Page 15: 1.5.1, Item 14.a
The contractor may be required to maintain websites owned by the MCTOG.
20. Is the contractor required to develop and maintain technologies tied to an existing MCTOG owned Intelligence Surveillance Reconnaissance (ISR) Program of Record (PoR) or to a non-ISR PoR that MCTOG has registered with MCCLL, MCWL, or other entity?
Page 15: 1.5.1, Item 16.a
It could be both it will depend on the Governments requirement. Requirements are defined at the Task Order level.
21. The RFP directs that the work will be performed on-site and Section 3.1.4 tells offers that the Gov will not provide computers for contract employees. Given that the RFP requires contractors to connect to the MCEN, what is the current contractor density of computer (how many) are used on the MCEN? Given that they are operating on a Gov enterprise system, this information should be shared to all offerors.
Page 18: 3.1.4, Resource Requirements
The number of computers connected to the MCEN on the current contract is irrelevant to this RFP. IAW the PWS, the Contractor will need to provide computers for their employees and the steps for connecting to the MCEN are outlined in PWS 3.1.4.1.
22. The RFP directs that the work will be performed on-site and Section 3.1.4 tells offerors that the Gov will not provide cubicle space and that they are required to include pricing for work space. Recommend the Gov provide all offers a plug number or provide the on-site "cubicle" space rate per/person, per year that the Gov intends to charge offers for use of office space. If the work is a combination of on and off site, please specify which labor categories must be on site.
Page 18: 3.1.4, Resource Requirements
"Government phones or computers will not be provided. At the Task Order level, the Government may allocate cubicle space at the Government’s facility at the contractor’s request. The contractor shall presume, for both pricing purposes and in execution of this contract that the Government will not provide any cubicles." However, PWS 3.1.9 says, "Accomplishment of the work effort will be primarily onsite at MCTOG in Twentynine Palms, California."
The Government has 1 office and up to 20 cubicles for Contractor use at no cost.
It is at the Contractors discretion to determine which labor categories are telework eligible, however no Key Personnel are telework eligible.
An amendment will be executed to revise PWS, para 3.1.9 and 3.1.4 to include additional verbiage.
23. Would the Government provide a complete list of Government Furnished Property/Government Furnished Equipment/Government Furnished Information?
Page 18: PWS 3.1.4 states, "Note: Task order requirements may require the contractor to operate, configure, and/or perform other exercise-related support for computer‐based‐simulations. The computer systems that are utilized to run the simulation software (e.g., Deployable Virtual Training Environment [DVTE], MAGTF Tactical Warfare Simulation [MTWS]) will be provided by the Government."
There is no Government Furnished Property/ Equipment for this requirement.
24. We recommend the Government add FAR 52.237-10 and FAR 52.222-46 to the solicitation and require offerors to submit a Total Compensation Plan (as part of the Price volume) to demonstrate their approach to Uncompensated Overtime.
Page 21: PWS 3.1.9 states that the OPSTEMPO of the MCTOG program is such that hours in excess of an 8 hour day or 40 hour week may sometimes be necessary. As a cost reduction method, some offerors may elect not to use uncompensated overtime.
The provisions of these clauses are not applicable to this requirement, and further, are not applicable to the acquisition of commercial items.
25. Will the Government revise the requirement to allow for G&A, or other adders to travel as is consistent with the offerors accounting practices?
Page 22: PWS 3.1.11 states, "No mark-ups on Travel will be permitted, including and not limited to G&A, profit, Fee, overhead, etc." This is a very unusual requirement, as G&A is a DCAA approved cost and is a DoD industry standard to apply to travel/ODCs.
No, the Government will not revise the requirement to allow for G&A, or other markups to travel. This is not a cost reimbursable contract and travel will be FFP at the TO level.
26. Given that MCTOG Support Services labor is firm fixed price, please explain the requirement for labor hour reporting and billing on the contract.
Page 23: The PWS states, "On a monthly basis the contractor shall provide the COR with a Contractor’s Progress, Status, and Management Report that indicates that progress of work and the status of assigned courses and trainings in accordance with CDRL A003 Contractor’s Progress, Status, and Management Report. This report shall include a list of employees assigned to the contract and the labor hours billed against this contract for each employee."
The purpose of this requirement is to ensure the contractor is meeting its contractual obligation as proposed via Attachment 1, Technical Proposal, which will be incorporated into the resulting contract.
27. Please clarify the Mobilization period of performance. Is it 30 days or 60 days?
Page 24 and 29 PWS 3.1.13.3.1 states that mobilization requirements will not exceed 60 days. However, the Delivery Information section defines CLIN 1 (Mobilization and Post Award Conference) as Aug 26, 2024 - Sep 26, 2024 (30 days).
RFP amendment will be issued to reflect the correct period of performance for the mobilization period; Aug 26, 2024-October 25, 2024.
28. Please define what "all required personnel on board during the mobilization" means. As a standard risk reducing practice, most offerors will propose hiring of the incumbent staff. Until day one of contract performance, the incumbent will rely on that same staff to perform operations, which impairs the ability of any newly selected contractor organization to have "the required personnel onboard."
Page 24 To minimize any decreases in productivity and to prevent possible negative impacts on services, the contractor shall have all required personnel on board during the mobilization. Further, the section states, the contractor shall assume responsibility for all contract requirements the first day of full contract performance.
The key personnel labor categories outlined in RFP Attachment 2 shall be on site during mobilization period.
Amendment to PWS par 3.1.14.3.1 to included that all Key personnel shall be onsite during mobilization.
29. The PWS states that “Additionally, the contractor is responsible for maintaining an inventory of all technical data delivered, furnished, or otherwise provided to the Government under this contract and the means for transferring all technical data to the succeeding contractor.” Can the government provide an inventory of items that will transfer to the government and/or new contractor to ensure best price is being utilized for equipment and supplies?
Page 24: 3.1.14.3.2, paragraph 2
The government will provide an inventory list of technical data during the mobilization period, when it is received from the incumbent contractor.
30. Please confirm that only those key personnel labor categories proposed by the contractor for Task Order 0001 require resumes with the proposal. That is, should an offeror elect not to propose all 13 key personnel labor categories in the performance of Task Order 0001, only those key personnel proposed require resume submission.
Page 25: Attachment 2 Pricing Workbook identifies specific labor categories as key personnel. Further, it states that Attachment 1 Technical Proposal identifies those key personnel for Task Order 0001.
The offeror is required to propose all key personnel labor categories for Task Order 0001. Resumes are required for all key personnel. The contractor will be responsible for ensuring that other personnel are qualified and experienced to perform the requirements outlined in the PWS and Attachment 5 Requirement workbook and all future task orders.
31. Can the Government confirm the correct CDRL requirements throughout the PWS and the requirement for TO 0001?
Page 24: Section 3.1.14.3.1; Appendix A Consolidated DD 1423 CDRLs The PWS states that the Mobilization Plan shall be in accordance with CDRL A007. Attachment A (Consolidated CDRLs) does not include A007.
Page 25 3.1.14.5.1 references CDRL A007, Conference Minutes. PWS 3.1.14.3.1 references CDRL A007 as the Mobilization Plan.
Tab 1.3.2.4 references exercise design deliverables as CDRL A001, which is a trip report per RFP Attachment A. Further, Tab 1.3.2.4 references A011, which is not included in RFP Attachment A.
An RFP amendment will be issued to update Appendix A Consolidate DD 1423 CDRLs to include A0007.
And RFP amendment will be issued to update RFP Attachment 5 to correct the CDRL numbering.
32. We request the Government revise the wording to state, ""All proposed substitutes must have qualifications equal to or higher than the qualifications stated in the PWS (e.g., Attachment 2 Pricing Workbook)" as this is not a personal services contract.
Page 26 para 3.1.14.7, All proposed substitutes must have qualifications equal to or higher than the qualifications stated in the PWS (e.g., Attachment 2 Pricing Workbook) and the personnel being substituted.
No, the Government will not revise this requirement. The intent is that the contractor shall not be able to substitute a “lesser” qualified individual than proposed and identified in Attachment 1 of the resulting contract (technical proposal).
33. Please confirm this clause applies to the IDIQ contract as well as any task orders it applies to.
Page 65: 52.217-9 Option to Extend the Term of the Contract
The resulting IDIQ contract award has a 5-year ordering period; it does not contain options IAW FAR 52.217-9 at the base IDIQ level. This clause is included as it may be applicable to future Task Orders.
34. These PWS tasks are referenced in the TO 0001 Workbook under tab "1.3.2.2_Continued." Will the Government please confirm that these tasks are designed to support the MAGTFTC SLTE exercises and are not required for MCTOG EXCON efforts simultaneously?
Page 13-16; Attachment 5 Task Order 0001 MCTOG Requirement Worksheet, "1.3.2.2_Continued" tab PWS 1.5.1 8. Create and validate C2 aviation training materials.
a. Develop exercise products using fire support data systems.
b. Construct fire support databases and repositories.
9. Conduct Joint Tactical Air Requests (JTAR), Air Support Requests (ASR), Intelligence, Surveillance, and Reconnaissance Requests (ISR), Electronic Warfare (EW) and air request training and instruction for exercise augments.
a. Provide air planning instruction for secondary training audience (i.e., exercise augments).
b. Create and validate JTAR, ASR, ISR, EW and air request training materials.
10. Instruct ATO and Airspace Control Order (ACO) generation, distribution, and execution process within the Marine Air Command and Control System (MACCS) and associated joint air C2 agencies
a. Train GCE unit members to pull ATOs and ACOs
b. Train the training audience on how to submit and process preplanned and immediate Joint Tactical Air Requests (JTARs) and Air Support Requests (ASRs).
c. Train the training audience on how to submit Intelligence, Surveillance, and Reconnaissance (ISR) requests.
d. Train the training audience on how to submit Electronic Warfare (EW) requests.
e. Train the training audience on how to submit airspace requests.
This section pertains to both MAGTFTC and MCTOG efforts.
35. The Government has instructed offerors to align Task Order 0001 pricing with IDIQ CLIN 0002 and to incorporate all cost associated with CLIN 0001 Mobilization and 0003 CDRLs as a true Firm Fixed Price bid. the FY25 TEEP that aligns with TO 0001 appears to be a duplicate of FY24 and fails to capture substantive tasks that offerors will be required to perform under a FFP contract.
1. Will the Government please clarify if offerors should price CLIN 0002 starting with the 26 Aug 2024 POP as listed in the TEEP, or starting with 04 March 2024 tasks listed in the FY24 TEEP?
1.a. If 04 March 2024, will the Government please consider issuing an Amendment to the RFP correcting the CLIN delivery dates?
1.b. If 26 Aug 2024, will the Government please clarify how offerors should handle TEEP events prior to 26 Aug 2024?
2. Considering the risk to offerors of submitting fully burdened cost against an incomplete TEEP (i.e., FY25 is a cut/paste of FY24) for an FFP CLIN, will the Government please consider extracting Travel, ODCs, equipment (i.e., Contractor Acquired Property (CAP), Real Property, and vehicles) as separate CLINs to improve the Government's ability to evaluate actual performance cost and avoid escalating cost or degraded performance after award?
The offeror shall price IAW RFP Attachment 2 Pricing Workbook, which includes a FFP for TO 0001. The “additional labor category tab” price is for evaluation purposes only. The rates will become contractual for future Task Orders, however there is no specific scope being firm-fix-prices beyond the rates. Specific Task Order scopes will be issued and negotiated with the awardee.
1. The correct Period of Performance for Task Order 0001 is August 26, 2024- August 25, 2025. The TEEP (RFP Attachment 3) will be revised via RFP amendment to reflect he correct dates for FY24 and FY25.
2. The Government will not extract different price elements from the FFP of each task order, including Task Order 0001.
3. The Government has included a row in RFP Attachment 2 for the offeror to propose ODCs under TO 0001, which will be included as part of the FFP of the TO, similar to the travel price. ODCs at the base IDIQ level are estimated at $0 for the purposes of price evaluation. The awardee will be able to price ODCs at the future task order level, just like it is for TO 0001.
36. Would the Government clarify what the Column A references are for, and provide any corresponding reference documentation?
Column A on each tab references a PWS paragraph number that does not align to an existing section in the PWS provided with the RFP.
The PWS references stated in Attachment 5 are correct with the PWS.
37. Please confirm this DFARS clause was struck down and is no longer applicable. If confirmed, please remove reference from the RFP.
Page 33: 252.232-7017 Accelerating Payments to Small Business Subcontractors--Prohibition on Fees and Consideration
The RFP will be amended to remove 252.232-7017.
38. Section 3.1.11 Travel states in part:
“Travel will not be separately priced at the CLIN level, however the price for travel at the TO level will be required to be separately outlined and found fair and reasonable by the Contracting Officer prior to the issuance of the TO. No mark-ups on Travel will be permitted, including and not limited to G&A, profit, Fee, overhead, etc. The proposed price for travel at the TO level will cover all foreseen travel (i.e., except for short notice support requirements) regardless of the price proposed.”
and:
“The contractor shall adhere to all requirements of the Joint Travel Regulations while traveling both CONUS and OCONUS, including but not limited to per diem rates and economy class tickets”
Question: Please confirm that the firm fixed price for resultant task orders will include amounts for both labor and travel on a single, indivisible CLIN. For example:
Labor amount: $100 + Travel amount: $50
= FFP: $150
Page 22: Section 3.1.11 Travel
Confirmed that the firm fixed price for task orders will include amounts for both labor and travel on a single, indivisible CLIN.
Attachment 2 Pricing Workbook
39. The estimated hours listed as 2080 and multiples of 2080 are equivalent to a full year of hours including holidays and vacation/sick leave, etc. If all FTEs will take 11 government holidays and vacation/sick leave, total work hours would be reduced from 2080. Can the government confirm that the estimated hours of 2080 are correct for one FTE, or if more than one employee is needed to fulfill the 2080 hours requirement? Would the government tell us or consider using productive hours instead of man year hours? Or do the estimated labor hours reflect productive hours? Will the Government revise the man/year to something more realistic like 1,912, or maybe something slightly higher to account for expected surge?
Additional Labor Categories tab
The 2080 hours is an estimate for purposes of price evaluation at the base IDIQ level to establish the ceiling labor rates. It is at the Contractors discretion to have one or more FTE to fill the requirement of each Task Order.
40. The instructions indicate that data will populate on this tab from the other tabs in the workbook, but there is no formula entered for the Unit Price column, currently filled in with a $1.00 amount. Will the government update this tab to include a formula for data to populate in the Unit Price column or is the $1.00 unit price correct? There is also no information being populated for CLIN 0002, can the government please confirm whether CLIN 0002 should be populated from another tab?
Total Price tab
The unit price is correct. The unit price is $1.00 and the quantity will be the dollars proposed. As this is an IDIQ contract where the Govt will issue orders against the CLIN, the Govt can’t use a qty of 1.
CLIN 0002 on Attachment 2 Pricing Workbook tab “total price” will be revised via RFP amendment to pull the data from the appropriate cell.
41. The instruction explain that the Total Price Tab is not to be edited, but then also states to complete the yellow cells and ensure formulas are correct. Can the government confirm the only edits to be made to the Total Price tab is the yellow cells, given there is no data being populated for CLIN 0002 from any other tabs, where is this information to be populated?
Total Price tab
The offeror is to complete only those cells in yellow.
CLIN 0002 on attachment 2 Pricing Workbook tab “total price” will be revised via RFP amendment to pull the data from the appropriate cell.
42. The Task Order 0001 tab has in cells A9 & A10 that this is IDIQ CLIN 0002; however, it is listed as its own entity on the Total Price tab and the data populates from this Task Order 0001 tab to Total Price tab for Task Order 0001 and not CLIN 0002. Can the government please clarify the designation of cells A9 and A10?
Total Price tab & Task Order 0001
Task Order 0001 will be issued against CLIN 0002 of the basic contract.
Attachment 2 Tab “Task Order 0001” cell A9 will be revised to make it more clear that this scope is not it’s own clin under the base IDIQ and is rather scope of a task order to be issued under CLIN 0002.
43. Will the government consider adding an ODC CLIN or plug number for ODCs such as those listed in “PWS 3.1.4 Resource Requirements” as this will help with price reasonableness and fairness determination?
Attachment 2 Pricing Workbook
See A0001 to RFP Attachment 2 Pricing Workbook.
The Government has included a row for the offeror in RFP Attachment 2 to propose ODCs under TO 0001, which will be included as part of the FFP of the TO, similar to the travel price. ODCs at the base IDIQ level are estimated at $0 for the purposes of price evaluation. The awardee will be able to price ODCs at the future task order level, just like it is for TO 0001
44. There is no total price column for Ordering Period Year 1 as there are for the following Ordering Periods. Should there be a Total Price column added to the Ordering Period Year 1 on this tab to include a plug for travel?
Additional Labor Categories tab
The Government will revise this tab in Attachment 2 Pricing Workbook via RFP amendment to include a total price column.
45. Request the Gov provide the actual level of clearance contractually required for performance by labor category. For example, if a specific labor cat requires a SECRET clearance in performance of contract requirements, please clearly state this. A clearance required of "Secret or higher" is not a valid requirement nor does it delineate what level of clearance is required for contract performance or if a SECRET is even adequate for contract performance. Additionally, why would you potentially rate this as a strength on a KP qualification if the higher classification is not required for performance? Request you drop clearance from consideration and amend the labor quals to reflect the required security clearance by labor category.
First Tab: Additional Labor Cats labeled "secret or higher"
.
Amendment will be issued to RFP Attachment 2 Pricing Workbook to change verbiage to remove “or higher.” Additionally, 52.212-2 will be revised to remove the statement that higher security clearances will be evaluated more favorably.
46. Request the Gov drop the requirement for all Letters of Intent (LOI) on KP. It is completely reasonable to ask industry to demonstrate their ability to hire but asking industry and perspective employees to commit in writing to a position that is 12 months out, may or may not even exist, is somewhat arbitrary and perceived as an attempt by the incumbent to narrow the competitive playing field. Given that the PoP for this contract is 12 months from now, asking an employee to commit to a job in 12 months and then holding the contractor to a rigorous substitution policy doesn't pass the commonsense test nor does it adhere to any known hiring norm or practice in industry and Government. There is no equivalent policy or similar precedent for hiring/placement in the GS sector or Mil sector so why would industry be asked to do so as well?
First Tab: Additional Labor Cats
The Government will issue an RFP amendment to remove the requirement for the offeror to submit letters of intent.
47. Request the Gov drop the LC requirement for contracts in excess of $50M and two contracts of experience to $10M and one contract. The MCTOG PM is managing a contract of approx $10M/yr and to require 5 x that burn rate as an experience is 5 x the required management experience. It is important to note that the incumbents PM, DPM did not have an industry experience managing a DoD contract when the contract was last awarded. The Site Lead does not manage P+L on a contract nor is he or she expected or trained to do. The Site Lead at MCTOG is responsible for the daily execution of contract tasks and staff and has no financial responsibilities for approximately 50 personnel.
First Tab: Additional Labor Cats, ROW 11
First Tab: Additional Labor Cats, ROW 11 First Tab: Additional Labor Cats, ROW 13
The government is requiring contract experience at this level to determine if the contractor can manage this contract complexity.
48. Will the government provide a copy of the MCTOG Academic SOP (MCTOGO.1C) for review?
The RFP implies that Contractor personnel shall achieve MCTOG 'Instructor Certification' in accordance with (IAW) the MCTOG Academic SOP, MCTOGO 5000.1C within the Mobilization Period.
A copy of the MCTOGO.1C may be provided by written request to tasha.arestizabal@usmc.mil
Any additional references may be requested to the same individual identified above.
49. We recommend the Government allow offerors to define the labor category definition and roles for management positions. Requiring the DPM to act as the contract CFO maybe a conflict with how offerors operate within their own organization.
The Labor Category Description for the Deputy Program Manager states that the DPM is the contract CFO.
Attachment 2 tab ‘Additional Labor Categories’: Program Manager, Deputy will be revised via RFP amendment to remove CFO from the Labor Category Description. Offerors shall propose based on the definitions included in the RFP. Should any offeror request further revisions, please notify the Contracting Officer soonest.
50. Tab has a “plug” number of “56,250.22” for travel. Please advise whether offerors are to understand that this is the government estimate for travel on Task Order 001. Will specifics as to what non-local travel will be required in connection with Task Order 1 be provided so offerors can validate whether the “plug” number is sufficient?
Additional Labor Categories
The Government’s historical information for travel for TO 0001 is $56,250.22, however the offeror shall provide a firm fixed price to cover the performance-based scope of the requirement, regardless of the Government’s stated value.
This is not a “plug number” for TO 0001.
Travel requirements for TO 0001 can be found in RFP Attachment 3, TEEP.
51. What specific modeling and simulation systems are currently in use, and are there any that the contractor should be familiar with in advance?
19
Currently Mod and Sims simulations such as JCATS version 17, DVTE Suite and MTWS
52. For 'stress testing', are there any specific thresholds or parameters that should be considered as passing criteria?
PWS Detailed Requirements. 21.a
There are no specific thresholds or parameters for stress testing.
53. Are Offerors required to come up with the hours associated with each labor category for Ordering Period Year 1 or will the Government please provide hours for Ordering Period Year 1?
Additional Labor Categories tab cell H10 states "Est Labor Hours (CLIN 0002) - applicable for Years 2-5
RFP Attachment 2 Pricing Workbook, tab “Additional Labor Categories” column H will be revised to add the estimated hours for Year 1. Note – the majority of hours will be performance based on proposed by the offeror under tab “task order 0001.” Tab “Additional Labor Categories” is just to establish ceiling labor rates.
54. With respect to travel, the contractor is supposed to provide their own travel costs for the mobilization period. Under Task Order 0001, will the government provide a travel plug (similar to the other ordering period years) within the pricing worksheet?
The Government’s historical information for travel for TO 0001 is $56,250.22, however the offeror shall provide a firm fixed price to cover the performance-based scope of the requirement, regardless of the Government’s stated value.
This is not a “plug number” for TO 0001.
55. Is this supposed to state Ordering Period Year 1? If so, will the Govt. please provide an updated workbook reflecting the update.
Task Order 0001-tab, Cell "C8" states "Base Period"
No, this is referring to the base period of the Task Order.
56. Should Offerors capture hours for "August 26, 2024 - August 25, 2029 (Ordering Period Year 1 through Ordering Period Year 5) in column "C."
Or is the Government only requesting hours for Ordering Period 1?
Task Order 0001-tab, Cell "C8" states "Base Period" and cell "C9" states "Total Labor Hours Per Category"
Neither. Tab “Task Order 0001” is referring to the scope of Task Order 0001 and is unrelated to the other pricing tab “additional labor categories.” Tab “Task Order 0001” Column C should therefore reflect the offeror’s proposed labor hours to complete the performance based scope of Task Order 0001 as a FFP.
57. Cell "E12" does not have a formula within the cell, is this an oversite on the Government?
Total Price tab
Yes, the RFP will be amended to include the formula.
58. We believe the labor category in Row 53 is a typo. Will the Government please confirm the naming convention for each and further define these two LCATS:
1. Providing details on what courses the Instructor Design Expert (Row 16) and [correct LCAT title] (Row 53) will facilitate,
2. And identifying the number of courses per year for which each is required to support?
Additional Labor Categories" Tab, Rows 16 & 53: LCAT "Instructional Design Expert" is used twice with different definitions for each. There are no specified courses associated with the "instruction" here nor in the PWS or TO 0001 workbook.
Identifying the number of courses per year can be found on Attachment 3. The Contractor can propose which labor categories and hours will fulfill the requirement for each Task Order. Task Order 0001 shall include all the key personnel identified in tab “Additional Labor Categories:
59. CLIN 2 is not calculating correctly on this sheet. Will the government please correct the calculation and re-issue Attachment 2 Pricing Workbook with the appropriate Amendment?
Total Price" Tab, Instructions: MAGTFTC Support Services (including travel) "This tab should not be edited"
Yes, the RFP will be amended to include the formula.
60. Will the Government please confirm that there are only tasks associated with MCTOG EXCON and not support to the MAGTFTC SLTE support?
The contract has requirements for both MCTOG EXCON and MAGTFTC SLTE support.
61. Due to the requirements to integrate highly classified concepts and current, real-world information into exercise design, we recommend that the Government consider elevating the clearance requirement to a minimum TS(SCI) requirement to integrate highly classified concepts in exercise design.
Additional Labor Categories" Tab, Row 14: LCAT Exercise Development Support (Air Planner) Clearance Level is TS
Additional Labor Categories" Tab, Row 18: Exercise Development Support (Naval Integration) Clearance: TS
Additional Labor Categories Tab, Row 19: Exercise Development Support (MAGTF Intel) Clearance: TS Row 22: Exercise Development Support (Adv Corps Intel) Clearance: TS Row 23: Exercise Development Support (Adv BDE SME) Clearance: SECRET or higher Row 37: Exercise Development Support (MAGTF SME Bn) The SME is a senior mentor to either a Regimental Commander or battalion Commander during the planning and execution and After Action review of the MAGTF Warfighting Exercise. The SME provides directed observation from EXCON that allows for a wider understanding of what is taking place, what actions are occurring and the feedback to be included into the AAR based on the AAR collection plan.; Retired Marine; Command Exp in Combat Arms; 06 commander preferred, but must have commanded 05 Combat Arms; Clearance: SECRET.
The Government will not be changing the Clearance level.
62. The labor categories omit "GCECC," however, at least the GCE SME in Row 26 appears to teach the GCECC. Also, the definition in Row 28 does not state that they are involved in the "GCECC." This may lead to offerors proposing the wrong candidate for either row.
1. Will the Government please clarify the LCAT definition in Row 26 versus Row 28?
2. Are both LCATS and associated hours required to "Train Commanders at MWX"?
3. Will the Government please clarify the requirement for both "GCE SME" and "Grey Beard" LCATS to be "Prior GCE O-6 level command" as many of the most talented special operations and fires experts are not post-O6 Level Command?
4. Additionally, we recommend the Government consider breaking out the "GCE SME" in Row 26 to two positions (i.e., 520 hrs each with one post-O6 GCE command and one without the post-O6 GCE command stipulation) and the "Grey Beard" (Row 28) into two LCATS (e.g., one at 2080 hours post-O6 GCE command and one at 4260 hours without the post-O6 GCE stipulation) so that those highly qualified candidates across their warfighting function that are pre-O6 GCE command - of whom many of the most qualified special operators were enlisted - may qualify?
Additional Labor Categories" Tab, Row 26; Row 28: Exercise Development Support (GCE SME); Exercise Development Support (Grey Beard GCECC) Provides exercise design and development scenarios. Teaches the commanders course and trains commanders in MWX (Row 26); Trains commanders during MWX (Row 28);
Prior GCE O-6 level command. Current on Marine Corps concepts, FD2030, and adult learning methodology. Commanders view MCDP-1 as foundational to a command philosophy Knowledgeable in doctrinal approaches to command Commanders are skilled in developing a command philosophy that reflects their approach to command and is actionable Knowledgeable in building unit cohesion, will & resiliency Knowledgeable in doctrinal approaches to training Practiced in developing training guidance Knowledgeable in MWX trends Knowledgeable in doctrinal approaches to tactical decision making & planning Practiced in modeling a thinking enemy and defeat mechanisms Practiced in crafting commander's guidance & intent Practiced in commander KSAs for planning and execution Knowledgeable in multi-domain environment warfighting challenges Knowledgeable in emerging challenges (EMS, CUAS, SIGMAN, OIE)
1. An RFP amendment to Attachment 2 Pricing workbook Labor Categories 26-28 have been revised to reflect more detailed description.
2. The contractor is responsible for providing the hours associated with the requirement.
3. The requirement for both LCATS is necessary because they will be teaching O6 and CO’s.
4. The Government will not break out the positions. The hours that are listed in Attachment 2 tab “Additional Labor Categories” are only estimated hours for purposes of price evaluation and establishing ceiling rates at the Task Order level.
63. There appears to be a disconnect between the labor category description and the experience/skills necessary to perform the tasks. Additionally, "Marine Corps Experience" is unnecessarily restrictive to competition for this labor category, considering this position interacts with the Joint environment. Will the Government please consider identifying the actual tasks involved and developing minimum requirements that are based on those identified tasks?
Additional Labor Categories" Tab, Row 35: Exercise Development Support (Ops Coordinator)
This coordinator position is critical to the development of the specified requirements tailored to the specific SLT being supported. This individual needs to be fully aware of what SLT is and be able to participate in varying conferences and meetings. This individual should be readily available routinely to discuss options and emerging changes to what the performance will be during an SLT Iteration.; Marine Corps Experience The government requires Marine Corp Experience based on the complexity of the requirement. Attachment 5 Task Order 0001 MCTOG requirement worksheet outlines the requirements for Task Order 0001
64. The requirement for a "retired" MO is overly restrictive and does not denote a capability or experience. Similarly, the "05 level experience" assumes a different level of relevant experience is inadequate. We recommend the Government remove "retired" and "05 level experience" to allow offerors to propose candidates with relevant Aviation C2 capabilities for actual MAGTFTP requirements.
Additionally, we recommend the Government consider breaking out this labor category into 2 separate labor categories, one Exercise Development Support (DASC, Aviation SME, Junior) and one Exercise Development Support (DASC, Aviation SME, Senior), to allow offerors to propose relevant candidates to the MAGTFTP's actual, current requirements.
Additional Labor Categories Tab, Row 43: Exercise Development Support (DASC, Aviation SME) Retired MO with 05 level experience in Air Command and Control and the Marine Air Command and Control Systems The government requires a retired MO with 05 level experience in Air Command and Control and the Marine Air Command and Control Systems. The government will not remove this required experience.
65. The labor category minimum requirements of "Demonstrated Experience with USMC systems", "Demonstrated Previous USMC IMKM experience does not match the labor category description for this billet. Will the Government please expand upon required minimum experience and education for this labor category so they can ensure proper skill sets for these services?
Additional Labor Categories Tab, Row 46: C2 Systems Management Support Lead
Additional Labor Categories" Tab, Row 45: Information Knowledge Management Support Additional Labor Categories" Tab, Row 41: IKM Support (SD) Additional Labor Categories" Tab, Row 44: Exercise Development Support (Network Engagement)
There is no additional experience, education or skill set to add other than what is stated in Attachment 2 tab “Additional Labor Categories” Rows 41,44, 45,46
66. The RFP contains ambiguous language, fails to specify tasking for "design, develop, and maintain exercise Social Media organization," and focuses solely on exercise social media, which may represent a substantive deviation from the actual requirement. This ambiguity and omission drives offerors towards a purely exercise social media solution instead of the multi-domain requirement that MCTOG has been using. Maintaining the current description risks the Government receiving unequal, unevaluatable offerors. Moreover, maintaining the current RFP language risks cost overrun and a potential post-award protest as offerors will be required to perform additional tasks in the TO that exceed the proposed FFP price. Will the Government please consider establishing PWS tasks and TO 0001 workbook tasks that are associated with this task, sufficient to support the LCAT definition, which will simplify the Government's ability to evaluate offerors' technical understanding of this requirement?
Additional Labor Categories" Tab, Row 49; RFP p. 15; Attachment 5 "1.3.3.1" Tab, cells D9:D15: Social Media
In charge of developing and posting command social media across all platforms; Experience in overseeing commands interactions with the public by implementing social media platforms content strategies.
RFP PWS Section 1.5.1 (14.b) Design, develop, and maintain exercise Social Media organization.
Attachment 5, Tab 1.3.3.1, Subparagraph 1.3.3.1.a: Design, develop, and maintain exercise Social Media organization.
There will not be an additional PWS for Task Order 0001, as Attachment 5 was provided outlining the requirements for Task Order 0001, and is considered to be the PWS for TO 0001.
67. Will the Government please provide detailed support requirements describing the type of doctrine assignments and capabilities offerors are expected to support and the level of expertise and/or education the Government expects in a Doctrine Editor (e.g. O6, GCE BN post-command, PhD)?
